From YouTube: Third Joint Budget Hearing for Proposed 2022 JSB Budget
Description

If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
B
Okay
for
the
purposes
of
roll
call,
let's
just
go
around
and
introduce
ourselves
somewhere
here.
You
know
on
camera.
If
you
assume
some
are
calling
in
city
council
president
sophia
recently.
B
B
E
All
right,
hi
hi
everyone
nice
to
see
you
again.
So
I
I
would
like
to
put
a
motion
for
consideration
to.
I
know
we
were
talking
a
lot
about
the
500
000
that
was
going
toward
the
comprehensive
asset
management
plan,
and
I
would
maybe,
before
I
make
this
motion,
I
would
like
to
hear
your
opinions
about
moving
that
money
potentially
to
the
contingency
line.
The
reason
why
I
think
this
might
be
a
good
idea
is
that
this
again
we
were
talking
a
lot
about
this.
E
We
don't
know
exactly
how
much
this
might
cost,
and
so,
if
we
move
it
to
contingency,
we
can
then
you
know
the
owners
could
then
have
control
over
voting
on
the
contracts
and
things
like
that
and
also
it
would
be
easy
if
it
ends
up
not
costing
this
much.
If
we
have
overestimated
it
would
be
easy
to
put
that
money
toward
something
else.
H
I
mayor
dima
here
I
understand
what
you're
trying
to
do
here.
Council,
council
improvement,
but
the
concern.
What
I
have
is,
if
you
put
it
in
contingency,
then
it's
not
allocated
specifically
for
that
purpose,
and
then
it
can
be
allocated
for
whatever
you
want
by
the
time
it
comes
around.
The
money
may
not
even
be
there
for
the
purpose
of
what
we
want
to
use
it.
For
I
don't
know
if
everybody
saw
the
email
that
came
around
from
chuck
schaeger
in
regards
to
the
grant
possibility.
H
That's
out
there
regards
to
a
you
know:
comprehensive
asset
management
plan.
You
know
for
the
for
the
plant,
so
I
I
am
I
I
would
have
concerns
putting
that
money
in
contingency,
because
contingency
is
what
it
is
contingency
to
use
as
we
need
for
you
know.
Whatever
comes
up
in
regards
to
running
the
plant,
I
would
be
more
more
more
on
board
with.
Maybe
you
know,
lowering
it
to
the
300
or
350
000,
something
like
that
versus
the
500
000
and
leave
it
under
the
you
know:
comprehensive
asset
management
plan
line.
H
Even
then,
if
it
doesn't
get
used,
it
doesn't
get
used,
which
is
a
good
thing,
but
I
don't
know
how
others
feel
about
that.
I'm
just
I
just
get
concerned
when
money's
like
that
will
be
contingency
and
contingency
can
be
used
for
whatever
we
needed
as
as
time
goes
on.
G
So,
madam
president,
this
is
ed
crumb.
I
just
want
to
point
out
with
regard
to
this,
that
these
monies
are
proposed
for
a
capital
budget
line
and
therefore
the
money
could
not
be
transferred
to
the
operating
budget
contingency
line,
but
rather
would
go
to
the
capital
contingency
line,
dot.
Five:
four:
zero:
four
zero:
it's
very
important
to
understand
that
there's
a
wall
there
that
can't
be
crossed
between
the
capital
and
the
operating
fund.
Thank
you.
Thank
you.
H
H
F
D
Thank
you.
Thank
you,
councilwoman
freeman,
for
sharing
that
idea.
I
appreciate
it
so
doing
some
further
research
on
this
in,
in
light
of
even
some
new
information
that
we've
gotten
with
respect
to
the
new
york
state,
the
new
york
state
grant
program
of,
I
think
it
was
50
million
dollars
that
governor
hulkel
just
got
recently
behind,
as
well
as
conversations
that
I've
had
with
colleagues
both
on
the
council
and
the
trustee
board
side,
which
I
want
to
thank
everyone
for
that.
D
So
I
think
there,
I
think,
there's
a
way
that
we
can,
as
a
body,
make
a
bold
statement
with
respect
to
the
importance
of
this
asset
management
plan,
but
at
the
same
time
save
our
taxpayers
some
dollars
and
ensure
that
we
are
also
treating
budget
lines
respectively.
That
are
capital
versus
non-capital
in
a
in
a
correct
manner.
D
So
as
it
stands
right
now,
if
you
have
the
proposed
budget
in
front
of
you
on
page
18
and
just
as
a
heads
up
ed
and
charlie,
if
it's
okay,
I'm
just
gonna-
put
this
out
there
for
discussion
as
well
as
to
ask
for
assistance
leaning
on
some
math,
because
there
is,
I
think
I
have
it
figured
out.
But
I
know
there's
some
lines
on
page
one
with
respect
to
iw,
wpp
and
government
entity
fees
that
I
need
to
be
cognizant
of
or
we
need
to.
D
D
Which,
again,
is
the
capital,
the
capital
fund
portion
for
the
capital
projects
on
page
18.,
I'm
going
to
propose
that
we
lower
the
comprehensive
asset
management
plan
by
200,
000,
lower
it
to
300
000,
which
would
then
lower
the
overall
amount
of
that
budget
line
from
205
to
16
to
5216
dollars
by
doing
that
that
300
000
in
that
comprehensive
asset
management
plan
with
the
line,
that's
above
it
showing
as
a
negative
the
inflow
coming
in
for
the
repurposed
portion
of
the
554063
line,
that's
already
negative
650
that
was
carried
over
from
a
plant
outflow
line,
so
I'm
going
to
propose
that
we
lower
it
from
500,
000
to
300,
000
and
then
ed
and
or
charlie.
D
This
is
possibly
where
you
can
assist
me
on
page
one,
if
you
could
assist
me
with
whatever
the
respective
decreases
are
on
page
one
with
respect
to
the
government
entity
fees
line
and
the
iwpp
line
with
respect
to
that
200
000
difference.
D
If
everyone
is
on
board
with
that,
given
again
the
grant
funding
that
would
be
available
and
we're
still,
I
think,
finding
a
good
medium
with
saving
our
ratepayers
some
money,
but
still
making
a
positive
but
firm
statement
as
to
the
importance
of
this
plan,
lowering
that
line
by
200
000
and
then,
if
there's
agreement,
we
can
probably
wrap
that
up.
But
obviously,
if
anybody
has
input
or
would
like
to
say
anything,
that's
totally.
F
H
Yeah,
I
agree.
We
need
to
show
that
commitment
to
the
dec
eap
for
yeah.
If
we
want
to
move
forward
with
the
as
chuck
was
saying
with
the
grant
per
se,
they
you
know
it's
going
to
be
a
positive
point
on
our
end,
the
amount
of
money
we
put
into
this
plant-
and
you
know
and
where
we
are
at
this
point-
we
need
to
keep
moving
it
forward
in
a
positive
sense
too.
So
thank
you.
G
Madam
president,
this
is
ed
crum
for
councilman
scoring's
request.
G
My
understanding
is
that
the
capital
does
not
affect
the
iwpp
line
and
I
have
charlie
jump
in
if
he
disagrees
with
that,
but
the
200
000
reduction
to
the
governmental
entity
fees,
purcell
l94
in
the
updated
spreadsheet
that
our
business
manager
sent
us
after
last
wednesday
evening's
meeting-
would
take
that
24
500
24
million
532
thousand
forty
dollars
down
by
two
hundred
thousand
dollars
to
twenty
four
million
three
hundred
thirty
two
thousand
forty
dollars,
and
it
would
take
the
total
down
in
cell
l.
G
Eighty
two
and
l,
one
o
nine
from
26678
707,
I'm
sorry,
26
million
678
707
to
26
million
478
707..
So
I
think
those
are
the
numbers
you
were
asking
for:
councilman
scrungey.
I.
D
C
C
D
And
charlie
just
to
reconfirm
so
the
24
million
that
would
be
for
the
that
would
be
for
the
government
entity
fees
line,
and
you
said
yes,
that's,
correct,
okay
and
then
the
second
one
that
you
had
mentioned,
the
26
478
707.
That
would
be
for
the.
G
D
A
Madam
president,
george
koba,
I'm
just
wondering
I
saw
an
email
from
chuck
schager
yesterday
that
we
have
I'm
calling
it
a
surplus
of
650
000
for
dredging
the
river
under
the
thing
that
came
under
budget,
because
we
didn't
have
to
take
so
much
out.
A
Why
couldn't
that
money
be
used
and
you
could
to
transfer
for
your
500,
000
and,
and
it
wouldn't
reflect
on
the
users?
Well,
it
is.
It's
already
worked.
G
I
would
just
for
historical
purposes
for
chairman
colba
note
again,
this
is
ed
crum.
That
decision
was
made
through
the
budget
process
of
the
board
finance
committee
and
the
joint
sewage
board,
which
approved
this
submission
to
the
owners.
Not
only
is
there
a
650
000
reduction
in
the
jh.
G
8130.554063
capital
line
because
of
monies
that
were
not
expended
in
the
water
quality
improvement
projects,
there's
also
a
forty
thousand
forty
five
thousand
dollar
reduction
in
the
jh,
eight
one:
three:
zero
dot:
five:
five:
four:
zero:
five:
zero
primary
grit
catching
system
based
on
the
actual
costs
when
that
system
was
procured.
G
So
it's
it's,
not
the
only
negative
line,
but
those
are
you
know
historically,
what
what
is
done
through
the
budget
process
is
to
examine
all
the
capital
lines
to
evaluate
whether,
during
due
to
change
con
conditions,
especially
as
the
lead
agency's
capital
projects
have
been
ongoing,
there
may
have
been
monies
that
had
been
allocated
for
capital
projects
that
either
were
completed
at
a
lesser
cost,
which
is
the
case
with
these
two
lines
or
if
there's
projects
that
the
sewage
board
had
obligated
funding
to
that
could
be
de-obligated
back
to
the
general
capital
fund,
based
on
the
work
having
been
done
by
the
lead
agency.
D
Well
then,
if
that's
the
case,
madam
president,
I'll
make
a
motion
to
on
page
18
of
the
proposed
2022
budget
to
decrease
line.
D
A
B
B
Okay,
I
don't
see
or
hear
anyone
and
I
have
to
apologize
because
you
keep
freezing
here.
So
I,
if
I
get
kicked
off,
I
will
try
and
log
right
back
in
okay,
any
other
motions.
D
Madam
president,
I'll
make
a
I'll
make
an
additional
motion.
On
page
one
of
the
2022
proposed
budget
to
decrease
government
entity
fees
line
j42390.
A
D
Okay,
thank
you
and
again
thank
you
and
just
to
get
it
on
the
record
again.
Madam
president,
as
ed
corroborated
earlier,
that
will
lower
the
aggregate
of
that
to
26
million
four
hundred.
Seventy
eight
thousand
seven
hundred
seven
dollars
right
for
the
budget,
and
that
being
said,
if
there's
genuine
consensus,
I
will
make
a
motion
to
accept
the
2022
proposed
sewage
treatment
budget,
as
amended
I'll.
C
Yes,
I
can
do
that.
It'll
be
a
little
bit
out
of
order.
B
A
D
Madam
president,
point
of
information
go
ahead.
Thank
you
just
two
things
again
the
ima,
so
that
is
sufficient
to
pass
anything
that
is
above
a
capital
line,
threshold
of
nine
votes
and
secondarily
trustee
giblin
was
on
the
was
on
the
call.
I
know
he
was
in
his
car
because
he
was
on
his
way
to
a
work-related
meeting,
so
I
think
he
might
have
just
lost
the
connection,
so
I
just
wanted
to
get
that
on
the
record
for
him.
H
So
I
just
like
to
thank
everybody
for
their
hard
work
on
this
and
efforts
in
regards
to
doing
the
best
we
can
in
regards
to
the
ratepayers
and
the
project
itself
and
the
plant
and
everything,
and
as
everybody
knows,
this
will
be
my
my
last
time
at
one
of
these
meetings
for
for
the
sewer
budget.
So
I
just
like
to
thank
everybody
for
all
their
hard
work
and
everything
over
the
years
too.
H
In
regards
to
the
plant
and
all
that's
gone
on
there,
it's
been,
I
don't
know
what
to
say.
It's
it's
been,
you
know
and
interesting
trip
put
it
that
way
in
regards
to
everything,
that's
gone
on
there
and
it's
been
done,
but
again
to
the
plant
staff,
everybody
great
job,
all
the
boards.
I've
worked
with
great
job
to
working
together
on
this
you
know
it's
a
big
team
effort
again.
Thank
you
all.
B
Everybody
for
thank.
B
And
these
are
great
discussions
that
we've
had
thank
you
and
so
with
that
and
unless
there's
any
other
comments,
I
will
take
a
motion
to
adjourn.
D
And
especially,
to
get
on
record
all
of
our
guys
and
gals
that
are
our
employees
down
at
the
sewage
treatment
plant.
We
support
you
we're
here,
for
you
we're
proud
of
all
that
you
do
and
keep
trucking
along
we'll
get
there.
