A
A
C
Okay,
councilman
scoring
still
on
military
duty,
he's
absent,
councilwoman
resnetti.
C
Councilwoman
friedman,
president
councilman
burns,
president
councilman
scanlon
appears
to
be
absent
and
president
strong
president.
A
Okay,
thank
you
for
that.
We
will
get
started
with
our
agenda.
I
see.
Grace
is
out
there
on
zoom,
go
ahead,
grace
and
tell
us
about
rl2204.
D
A
Okay,
we
have
rl
22
207,
run.
A
Okay,
we
will
table
that
temporarily
and
see
if
ron
joins
us
in
a
little
bit.
Rl
22,
205
bernice.
E
So
this
is
a
resolution
to
extend
the
project
management
for
the
for
pdl
phase.
Two
at
marabito
stadium.
A
Councilmember
friedman
go
ahead.
Thank.
F
You
president
stron
hi
bernice.
How
are
you
good?
How
are
you
good?
Thank
you.
I
was
just
wondering
if
you
could
provide
a
little
bit
more
detail
as
to
why
this
contract
needed
to
be
extended.
Why.
E
So
this
is
going
in
yeah.
This
is
going
into
the
next
phase
of
construction.
So
now
that
we're
opening
there's
the
bid
openings
tomorrow,
so
the
next
phase
is
actually
you
know
with
the
work.
So
it's
working
with
the
project
management,
the
construction
companies
and
the
city
to
get
those
invoices
paid.
So
it's
just
I'm
excited
because
the
project's
still
ongoing.
F
Okay,
so
if
I'm
understanding
this
correctly,
this
is
instead
of
making
a
new
contract
for
the
next
phase,
we're
just
extending
this
contract
so
that
it
can
cover
both
the
previous
and
the
next
phase.
Am
I
understanding
that
correctly.
G
Here
this
was,
you
did
an
rl
r22-16,
which
was
the
for
the
project.
Management
was
which
working
with
giannis
to
get
all
the
bid
documents
working
with
the
owner
dave
and
everything.
Pete
was
the
the
project
manager
to
get
all
the
bid
documents
prepared,
all
the
everything
ready
for
the
bid.
The
bid
went
out
three
weeks
ago,
it's
opening
tomorrow.
This
is
for
the
construction,
the
project
manager.
G
We
don't
use
the
engineering
firm
giannis
to
also
be
the
project
manager,
because
that
would
be
a
conflict.
So
therefore,
we
hire
a
project
manager
and
since
pete
was
working,
the
phase
one
to
get
the
documents
they'll
be
working
and
be
the
the
in
between
between
the
city,
the
owners
which
is
dave
and
the
rumble
ponies
and
the
co.
Whoever
wins
the
bids
tomorrow
that
and
then
they'll
work
to
process
the
invoicing,
any
problems,
any
change,
orders
or
anything
else
until
the
construction
project
is
completed.
A
Okay,
thank
you.
Thank.
H
A
I
A
Okay,
fair
enough
thanks:
okay,
we
now
have
22
206
and
208
dan
merkel.
I
don't
see
him
on
zoom.
I
don't
see
him
here.
A
Okay,
we
will
circle
back
to
that
in
a
second,
possibly
brian,
rl,
22
209.
J
We
try
to
do
our
best
to
take
what
we
have
in
outstanding
bills
that
are
due
right
now
to
extrapolate
what
we'll
need
for
the
rest
of
the
year
to
make
sure
that
we
stay
current
with
our
bills.
But
we
do
have
a
number
of
items
that
are
outstanding
that
are
required
legal
counsel,
and
so
we
estimated
that
the
amounts
that
we
provided
to
you
is
going
to
be
needed
to
get
us
through
and
to
pay
current
bills
and
to
pay
future
bills
going
forward
for
the
rest
of
the
year.
A
Okay,
any
questions
or
comments
for
brian
seacrest
on
22209
councilman
riley
go
ahead.
Thank.
B
D
B
A
J
No,
that's
not
true.
There
is
a
significant
portion
of
this
that
is
balanced
due
which
I
believe
is
about
40
thousand
dollars,
50
000.
What
we've
done
is
based
on
the
billing
from
the
last
year
extrapolated.
What
we
projected
will
be
for
the
rest
of
this
year,
based
on
the
current
litigation
we
have.
B
J
I
don't
know
if
that
is
included
in
this
number,
but
we
in
extrapolating
out
we
created
a
little
bit
of
buffer
so
that,
if
there's
extra
money
left
over
out
of
this,
what
we're
asking
for
right
now
that
it
will
go
back
to
the
general
fund.
But
if
not,
it
would
be
available
to
pay
for
outside
counsel
of
that
nature.
J
I
don't
think
there
was
legislation
being
discussed.
I
think
there
was
an
executive
session
that
discussed
potential
litigation,
which
is
why
I
think
I'm
trying
to
skirt
the
issue
right
now
and
my
answer
to
you.
I
don't
think
that
was
actually
an
approval.
I
think
we
were
letting
you
know
what
was
happening
in
certain
circumstances,
and
I
think
you
may
have
asked
me
whether
we
needed
to
allocate
funds
and
this
that,
yes,
that
would
be
included
in
this.
We
don't
anticipate
exceeding
this
amount
through
the
rest
of
the
year.
H
A
Okay,
my
understanding
that
frank
was
on
his
way
down
for
the
one
I'm
not
sure
about
206
and
28,
we'll
go
to
rl
22
210
with
our
clerk
lee
rogers
go
ahead.
Lee.
C
Yes,
hi
everyone,
so
we
have
a
resolution
authorizing
dynamic
effects
and
fireworks
company
to
conduct
fireworks
display
at
moravdo
stadium.
This
is
for
the
nitro
circus
event.
That's
going
on.
F
Thank
you,
president
stron.
This
is
not
so
much
a
question
as
more.
So
as
a
comment.
I
I'm
excited
for
this.
You
know
it's
exciting:
to
have
big
name
acts
like
nitro
circus,
coming.
F
I
have
heard
from
some
constituents
who
live
in
the
area
that
especially
veterans
that
the
fireworks,
if,
if
they're
not
adequately
warned
about
them,
can
be
distressing,
and
so
I'm
wondering
if
there's
anything,
we
can
do
to
really
publicize
the
fact
that
there's
going
to
be
an
extra
fireworks
show
that
was
not
necessarily
listed
on
the
initial
list
of
dates
that
we
approve.
F
C
Yes,
that's,
okay,
something
we
could
start
incorporating,
but
I
should
mention
that
these
I
know
it
says
fireworks
on
here,
but
they're.
It's
really
more
of
a
pyrotechnic
show
that
they're
putting
out.
F
Your
typical
sudden
booming
right
yeah
I
get
a
front
row
seat
to
all
of
the
fireworks,
shows
and
yeah.
They
can
be
surprising
I'll,
say
it
always
takes
me
and
that
the
pets
in
my
house
a
second
to
figure
out
what's
going
on.
If
we
forget
so
okay,
I
just
wanted
to
bring
that
to
our
collective
attention.
Thanks.
B
Again,
council
president,
so
I
also
noticed
we
are
approving
the
the
pyrotechnic
effects
flame
effect
for
7
p.m,
but
it
also
meant
just
mention
a
test
operation
at
3
pm.
Will
that
include
noise
and
lighting,
so
that
can
be
added
to
the
list
if
we
approve
this
entire
package.
C
I
don't
believe
it's
on
their
permit,
but
obviously
they're.
You
know
working
hand
in
hand
with
the
fire
department
to
make
sure
that
it
goes
off
without
a
hedge
and
there
will
be
fire
department.
A
A
K
Ahead,
the
previous
go
ahead:
councilman
burns
yeah
the
pyrotechnics
it's
just
something:
do
they
pay
for
the
overtime
on
our
firefighters
for
that
or
that
work?
You
know.
C
K
L
And
this
is
this
is
sharon
I
can
just
explain
so.
Our
firefighters
work
in
24-hour
shifts
alternating
every
three
days,
so
there
rarely
is
firefighter
overtime
on
something
like
this,
although
certainly
there
there
could
be
if
somebody's
covering
an
existing
shift
due
to
a
vacation,
sick
medical
leave
schedule,
it's
not
so
much
the
event
that
causes
the
ot
but
an
absence.
If
that
makes
sense,.
I
President
strong,
I
can
do
ryan
lake's,
the
engineering
one
if
you
like.
I
What's
happened
this
year
is
with
the
good
weather
that
we've
had
they've
spent
more
overtime
than
anticipated,
and
we
need
to
move
some
money
to
cover
what
they,
where
they're
at
now,
plus
what
they
expect
in
the
future.
In
the
meantime,
we
sent
out
invoices
to
vendors
that
if
they
cause
the
overtime,
we
can
collect
that
from
them,
but
we
don't
have
that
yet.
I
So,
right
now
we're
using
other
funds,
I
can't
remember
which
ones
he
used
in
the
lines
to
cover
some
overtime.
That's
needed
now
in
the
future
and
we'll
come
back
to
you
later
and
increase
a
revenue
line
along
with
the
expense
line
to
cover
it
for
the
rest
of
the
year.
M
A
Any
questions
or
comments
on
rl
22
207,
I'm
sorry
yeah
22
207
for
for
chuck,
shaker
council
member
freedman
go
ahead.
F
F
I
Okay,
our
engineers
are
only
set
up
for
seven
hour
days
and
if
a
construction
firm
wants
to
work
eight
nine
10
hour
days,
we
need
to
be
there
to
monitor
what
they're
doing.
F
I
It
starts
from
the
engineering
and
the
construction
group,
the
construction
contracts
outline
that
if
you
cause
our
workers
to
work
more
than
the
seven
hours,
then
you're
obligated
to
pay
us
that
difference
and
that's
what's
occurred
now,
so
that
you
know
if
they
stay
out
there
at
six
o'clock
at
night,
when
they're
normally
due
at
five
there's
an
extra
hour
of
overtime
and
then
we
we're
putting
that
together
now
to
build
them
and
get
it
back.
F
Right
I
mean
I
totally
get
that
and
I
think
obviously
people
are
working
more
than
eight
hours
a
day.
They
should
be
compensated
for
that.
I'm
just
thinking
in
terms
of
like
my
my
job
to
approve,
potentially
an
increase
in
funding.
It
just
seems
like
I
guess,
I'm
just
a
little
bit
confused
as
to
why
like
just
because
they
they
the
workers,
can
work
a
longer
day
and
get
paid
over
time
like
is
that
this
well.
I
F
F
I
L
And
council
council
member
freeman
just
to
be
clear,
ot
comp
time
is
approved
at
the
discretion
of
the
supervisor
or
applicable
department
head,
so
the
employee
doesn't
get
to
choose
simply
to
work
on
time
or
ot
simply
because
they
they
feel
like
it.
L
Additionally,
many
of
our
engineers,
our
csea,
I
should
say
our
assistant
engineering
techs-
are
csea
employees.
In
this
past
year's
contract.
You
may
remember
we
vested
additional
discretion
with
the
department
head
to
set
more
flexible
hours
so
that
they
could
work
not
necessarily
a
nine
to
five
or
an
eight
to
four
or
six
to
two
but
contiguous
with
the
contractors.
L
What
chuck
is
talking
about
is
it's
deemed
necessary
and
beneficial
by
the
department
head,
who's
ron
lake,
the
engineer,
and
so
they
stay
on
that
particular
project
and
it
is
deemed
the
most
efficient
way
to
handle
that
the
other
option
is
they
can
take
comp
time
which
is
paid
out
prior
to
the
end
of
the
year,
so
it
cost
the
city
money
either
way
and
if
a
contractor
works
longer
on
the
project
that
additionally
can
cost
can
result
in
cost
overruns.
F
I
see
so
that
that
provides
some
helpful
context,
so
these
hours
that
have
been
worked
have
already
been
approved
and
deemed
necessary
by
ron
lake.
That's
correct,
gotcha,
okay,
yeah!
That
makes
more
sense.
I
I
was
kind
of
imagining
just
some
workers
like
going
rogue
and
being
like.
Oh
well.
I
just
want
to
make
overt.
F
B
B
You
again,
council
president,
and
I'm
not
sure
chuck-
is
able
to
answer
this
or
if
we
should
hold
it
for
ron
lake.
But
what
percentage
of
this
10
000
17
000
do,
we
believe
will
be
recouped
based
upon
the.
I
H
A
Okay,
still
not
sure
if
we
have
anybody
for
206
and
208,
if
not,
I
guess
we
can.
I
Council
or
president
strong
is
bernice
still
on.
A
I
A
I
What
were
the
two
rls
out
there.
H
Danny's
trying
to
call
in
now
I
don't
know
if
he's
he
was
having
issues
with
his
email,
so
I
don't
want
to
give
it
a
minute
or
two.
I
just
spoke
to
him
on
the
phone,
but.
A
J
A
Yes,
we
can
do
that,
let's
do
our
pending
legislation
section
and
then
we
can
see
if
he
gets
in
or
else
we'll
do
the
executive
order.
So,
mr
go
ahead
with
the
pending
legislation.
C
N
H
A
Oh
franco,
we
did
22
207..
Do
you
have
any
information
on
206
and
208,
probably
not.
N
Are
you
folks,
okay
with
207,
I.
A
Think
so
chuck
explain
the
the
overtime.
Do
you
have
anything
to
add
to
that
franco
since
you're
on
for
the.
I
President
strong,
I
have
dan
merkel
on
my
phone
and
he
can
go
through
those
things
with
you,
hopefully
he's
having
still
having
connection
problems.
A
Yep
206
is
the
22
budget
for
equipment
and
208
is
the
refuse
fund
for
vehicle
parts.
M
Yes,
the
first
one,
the
ten
thousand
dollars
was
for
the
police
department,
joe
sakowski
and
myself
are
splitting
five
thousand
dollars
a
piece
and
we're
going
to
buy
a
resurfacing
machine
for
the
brake
pads
for
the
rotors.
So
when
they
get
bad,
we
don't
have
to
buy
new
rotors
all
the
time
we
can
serve
resurfacing
them
ourselves
and
try
to
save
some
money
there.
M
A
Okay,
any
questions
for
dan
on
on
the
srl
council
member
friedman
go
ahead.
F
Good,
it
was
just
a
little
bit
hard
to
hear
you
at
first.
Can
you
just
repeat
what
you
are?
What
type
of
machine
you
said
that
you're
splitting
with
chief
sakutsky.
M
Yes,
it's
a
it's
of
the
rotors
for
your
brakes
on
all
vehicles.
So
when
rotors
start
to
go
bad
now
we
just
replace
them,
which
is
costly,
there's
a
machine
that
we're
splitting
that
will
resurface
them
and
double
the
life
out
of
them.
So
it
would
save
us
lots
of
money
in
the
long
run.
J
M
Yes,
yes,
don't
probably
use
it
more
than
us,
but
we
also
can
use
it
so
we're
spending
the
cost
and
it's
going
to
stay
in
our
garage.
M
M
A
A
Okay,
the
other
questions
for
dan
on
rl
22,
206
and
208
councilwoman
riley
go
ahead.
A
Okay,
anything
else
for
for
dan
on
row,
22,
206
or
208.
A
Okay,
thanks
dan
appreciate
it
you're
welcome
I'm
sorry
about
the
trouble
trying
to
log
on
okay,
no
problem
have
a
good
night.
Okay,
you
too.
