A
C
D
B
A
E
Okay,
yes,
councilman
scoring
president
councilwoman.
F
E
I'm
sorry,
sarah,
I
think
that's
your
mike.
Thank
you.
I
believe
councilwoman
riley
is
absent.
Councilwoman
friedman,
president
councilman
burns,
president
councilman
scanlon.
A
G
Here,
okay
go
ahead,
so
this
is
just
enter
into
an
agreement
with
binghamton
university's
physical
therapy
program
to
use
the
senior
center
for
some
live
classroom
type
learning
we've
had
previous
agreements
with
them
with
the
nursing
programs
and
other
things
have
been
highly
successful.
With
this.
A
H
Yeah
I've
mined-
I
just
muted
it.
Okay.
H
Hi
hi
everyone
first
time
at
council.
Thank
you
for
having
me
this
is
rl
22-151.
H
It's
an
authorization
for
the
bldc
to
loan
rankin
holdings,
llc,
200
000
for
renovation
to
221
state
street,
the
ultimate
end
user,
for
this
will
be
the
broom
carne
broome
county
arts
council.
It's
about
a
two
hundred
and
seventy
five
thousand
dollar
project
we're
funding
two
hundred
thousand
of
it
that
will
be
repaid
over
a
ten-year
period.
This
will
allow
the
broom
carne
broome
county
arts
council
to
locate
in
our
new
deco
arts
district
and
ensure
that
they
are
a
long-term
tenant.
A
A
Okay,
thank
you
all
right,
we'll
we'll
go
to
is
gary
hi,
terry.
A
I'm
sorry
everyone
I
meant
to
do
this
earlier,
just
anybody
that's
out
there
and
by
the
way
this
could
be
the
last
workstation
that
we
are
a
part.
So
hopefully,
in
a
couple
weeks
we'll
be
back
together
but
right
to
left,
we
have
joe
burns
councilman
burns
council
member
friedman
and
lee
was
right
here.
Our
clerk
is
right
here:
pilstron,
corp,
council
sharon,
torkin
terry
right,
terry
husband,
terry
husby,
with
us
and
and
mr
chuck
shaker.
So
you
know
who's
down
here
and
and
chuck
and
terry
just
joined
us
at
the
table.
So.
A
J
C
Happy
too,
so
the
school
district
approached
me
probably
six
six
to
eight
months
ago
about
the
potential
for
pursuing
national
register
eligibility
and
listed
status
for
a
lot
of
their
historic
school
resources
in
the
city
of
binghamton
and
at
the
time
I
walked
them
through.
C
What
that
process
would
look
like
they
became
familiar
with
it
after
the
high
school
was
listed
as
part
of
the
main
street
historic
district,
and
so
I
sort
of
spoke
with
them
about
the
benefits
of
that
process
and
as
a
result,
they
requested
that
I
pursue
grant
opportunities
for
getting
additional
school
buildings
listed
in
the
in
the
city
of
binghamton,
and
so
I
reached
out
to
new
york
state
and
spoke
with
them
about
the
project,
and
they
were
very
excited
about
it
and
they
agreed
to
provide
certified
local
government
funding
for
the
entire
project.
C
This
will
document
all
of
the
historic
public
education
resources
within
the
city
proper,
and
the
outcome
will
be
that
one
additional
school
building
will
be
listed
on
the
national
register
as
a
result
of
that
documentation
and
about
50
percent
of
the
work
that
will
be
required
to
list
any
of
the
other
school
resources
will
be
completed
as
well.
So
it'll
be
much
less
of
a
burden
moving
forward
to
list
the
other
resources.
A
Okay,
thank
you.
Any
questions
or
comments
for
sean
on
rl22153.
K
Good
thanks,
so
do
you
know
already
which
buildings
are
potentially
or
definitely
part
of
the
which
could
be
lifted
us
this
morning?.
C
So
we
we
have
a
rough
idea
of
which
ones
are
likely
to
be
determined
eligible
because
over
the
years
there's
been
improvement,
projects
at
many
of
the
schools,
and
so
some
of
them
already
have
an
eligibility
determination.
But
there
are
others
that
that
do
not
some
are
undetermined
and
some
have
been
deemed
ineligible
in
the
past.
That
I
think,
if
we
looked
a
little
bit
closer,
would
likely
be
deemed
eligible
for
listing.
C
A
B
C
Yeah,
so
the
the
real
the
real
benefit
here
for
the
school
district
is
in
particular,
is
their
ability
to
apply
under
the
consolidated
funding
application
in
new
york
state
for
the
epf
grants
program
and
they'll
be
eligible
to
apply
now
under
the
historic
preservation
program,
in
addition
to
the
heritage
area
program,
and
that's
actually
something
that
they're
considering
doing
this
year
for
the
high
school
and
so
they're,
hoping
that
they'll
be
able
to
do
that
as
as
need
be
for
the
other
public
education
resources,
whether
that
be
a
school,
proper
or
some
other
resource
that
turns
up
as
a
result
of
the
survey
and
they'll
be
able
to
direct
and
apply
for
funding
for
those
resources.
C
B
If
I
count
as
a
follow-up
just
to
play
devil's
advocate,
does
does
this
kind
of
designation?
Could
this
in
some
way
shape
or
form
inhibit
or
prohibit
any
capital
improvements
that
they
might
want
to
make
down
the
road.
C
So
what
I
would
say
to
that
is
likely
no
and
to
be
completely
honest,
I
don't
think
that
there
are
any
of
the
resources
that
are
currently
known
that
have
received
funding
in
the
past
for
capital
improvements
that
haven't
been
evaluated
by
the
state.
So
any
time
the
school
district
gets
funding
from
new
york
state
right.
They
direct
it
towards
the
the
physical
building
itself.
C
It
gets
reviewed
by
shippo
and
that's
how
we
came
and-
and
we
have
these
eligibility
determinations
already
out
there-
either
eligible
or
ineligible
or
are
undetermined
undetermined,
and
so
in
those
each
of
those
cases.
If
it's
an
eligible
resource,
then
they
are
subject
to
the
same
level
of
scrutiny
that
they
would
be
if
they
were
listed,
but
they
don't
receive
any
of
the
financial
gain
or
benefit
got.
C
L
Welcome
good
evening,
it's
a
pleasure
and
a
privilege
to
be
speaking
to
the
whole
group
tonight.
The
reason
why
I
came
is
that
our
office
is
in
currently
we're
finally
15
what
fifteen
thousand
parcel
files
into
cardboard
file
holders
that
are
stacked
on
shelves
that
go
up
ten
feet
high.
L
L
So,
due
to
the
safety
of
lifting
boxes
above
your
head
on
a
two-step
stool,
there's,
a
potential
of
an
accident
that
could
happen,
and
I
hate
to
see
any
of
my
staff
or
myself
fall
or
get
hurt
by
twisting
our
backs
incorrectly
lifting
these
file
folders.
So
I'm
requesting
to
convert
these
file
into
file
cabinets
to
hold
them.
L
We
put
so
far
15
file
cabinets
in
one
room
and
now
we're
filing
in
file
cabinets
from
m
through
z
files
and
what
we
need
now
is
26
more
file
cabinets
to
complete
the
project
and
I'm
requesting
7
500
from
my
budget
to
be
transferred
into
the.
L
Furniture
fund
that
chuck
schager
has
to
help
finish
this
project.
The
cost
is
around
8
600
dollars.
I
do
have
another
expense,
that
training
that
I
could
request
to
be
moved
over
as
well,
because
I
have
all
my
training
covered
in
a
scholarship
this
year.
So
I
won't
be
using
that
eighteen
hundred,
so
I'm
just
respectively
requesting
that
the
city
council
will
give
their
consideration,
giving
approval
of
the
transfer
so
that
we
can
enhance
our
filing
system
to
a
point
where
it's
safe
and
more
efficient
to
file.
A
L
L
L
Saying
that
a
good
you,
my
budget,
can
handle
okay.
J
L
Lot
of
the
costs,
so
I
greatly
appreciate
it.
K
L
They're,
just
four-door
letter-sized
violin
cabinets
and
we
have
15
and
they're
working
really
well.
I
just
got
them
all
converted
and
labeled
the
file
cabinets,
so
one
room
is
totally
complete
and
I
organized
and
consolidated
things.
So
we
were
able
to
free
up
four
file
cabinets
before
we
even
had
to
purchase
any,
and
I
even
did
ask
the
county
if
they
had
surplus,
but
they
didn't
respond.
K
Okay,
I'm
wondering
if
you
have
looked
at
purchasing
like
second
hand
filing
cabinet.
L
I
did
check
those
and
they
there
weren't
any
around
that
in
the
binghamton
area
that
I
could
find.
Okay,
I
did
check
the
auction.
You
know
things
but
we're
looking
at
quite
a
few.
You
know
26.
L
and
if
we
wait,
I'm
afraid
that
the
cost
of
the
filing
cabinets
will
go
up
with
the
shipping
concerns
in
supply.
D
You
terry,
I
just
wanted
to
say,
welcome
and
it's
a
pleasure.
J
D
Council
152
I'm
going
to
ask
that
we
scratch
that
for
tonight
we
have
not
gone
into
leases
for
multiple
years
due
to
our
tax
consequences
back
in
19
or
2014.
When
I
received
here
we're
at
like
93
percent
of
our
constitutional
tax
limit,
so
we
couldn't
lease.
This
is
the
first
time,
leasing
it
and
going
into
a
new
gasbi
laws.
D
If
I
scratch
number
152
and
do
154
everything
will
be
covered,
and
when
we
get
done
with
the
audit
in
august
september,
we
will
adjust
the
right
accounts
after
going
through
it
with
our
auditors,
because
how
it
has
to
be
accounted
for
depends
on
how
much
money
each
lease
is
and
one's
an
operational
lease.
One
is
the
capital
lease
and
as
they
go
through
it,
they
will
identify
what
accounting
needs
to
be
put
in.
K
Thank
you,
presidents,
ron,
hi,
chuck
hello.
Is
this
partially
paid,
and
this
is
this
will
kind
of
square
it
up,
or
this
is
the
whole
thing
this.
D
Will
get
the
payment
done
that
we
have
to
make
between
now
and
the
end
of
july?
Okay,
at
that
point,
we
may
have
to
move
money
between
the
two
accounts.
I'm
not
sure
whether
it's
going
to
get
paid
out
of
the
debt
principle,
the
other
dot
principal
line
or
the
equipment,
lease
and
rent
a
line,
and
maybe
it'll
be
a
little
bit
of
both
depending
what
our
auditors
see
when
they
finish
up.
The
audit.
A
A
J
K
A
Any
other
questions
for
for
check
on
rl,
22,
154.
K
F
G
A
Hello,
mr
lake,
mr
lake,
is
joining
us
at
the
table
over
here
when
you're
ready
go
ahead
and
tell
us
about
rl
22
150.
A
Okay,
go
on
to
rl22160.
F
K
You
presidents
john
hi
ron:
how
are
you
can
you
explain
why
you're
asking
this
to
be
expedited?
Please.
F
F
I
Yes,
thanks
council
president
rl
22
156,
this
is
authorizing
the
mayor
to
submit
the
fiscal
year
48
annual
action
plan
and
accept
any
and
all
funds
allocated
by
hud
from
our
entitlement
programs.
The
fiscal
year
48
budget
should
be
included
in
your
packet
you'll
see
it's
not
substantially
different
from
years
past
I'll
just
go
over.
I
Some
of
the
highlights
here
like
like
always
we're
maximizing
our
staff
salaries.
So
that's
not
only
to
support
city
departments
but
also
to
offset
the
city
tax
base.
You'll,
see
funding
again
for
infrastructure
that
includes
milling
and
paving
streets
and
upgrades
to
parks
in
the
form
of
new
playground
resurfacing.
I
I
Also
under
the
home
fund
allocation
is
about
438
000
for
chotos
or
affordable
housing
providers,
so
that
is
to
create
new,
affordable
housing
for
low-income
residents
in
the
city,
steve
carson
who's,
our
hud's
grants
administrator
is
asking
that
city
council
schedule
a
public
hearing
for
for
the
next
business
meeting.
I
think
that's
the
normal
part
of
this
process,
but
just
just
a
reminder
here
to
keep
us
on
track
with
the
timing.
K
Thank
you,
presidents
ron,
hi
megan.
How
are
you
hi
council
member
friedman,
I'm
well.
I
have
two
questions
for
you
sure
one
of
them
is.
I
was
wondering
if
you
could
tell
me
what
specifically
the
code
enforcement
services
that
this
money
is
funding
might
be.
I
So
the
code
enforcement
department
is
one
of
the
city
departments
that
we
are
using
our
entitlement
funds
for
salaries,
so
it's
code,
enforcement,
economic
development
and
planning.
There's
a
max
amount
that
hud
allows
you
to
allocate
towards
salaries.
I
believe,
and
we're
hitting
it
and
code,
is
just
one
of
the
departments
that
that
this
will
supplement
salaries.
K
Okay,
so
this
will
be
exclusively
for
salaries,
yes,
gotcha,
okay
and
my
other
question
is
there
was
one
there
was
one
program
that
I
didn't
remember
what
it
was
or
recognized
and
that's
on
page
11
of
the
budget.
Could
you
tell
us
about
fair
housing
education?
Please.
I
Yeah
I'm
looking
at
it
now,
so
I
think
that
this
entire
section
is
our.
It
covers
salaries
and
costs
for
our
housing
staff,
so
that
might
be
a
training
line
council
member,
but
I'm
I'm
not
100
sure
of
that.
That's
just
my
guess,
because
of
where
it's,
where
it's
budgeted
in
here.
K
K
All
right
is
there
any
way
we
could
find
out,
because
I'm
curious
what
that
is,
would
you
be
able
to
find
out,
or
could
I
send
an
email
to
someone.
I
F
A
Wednesday
june
22nd
2022
at
our
business
meeting,
that
will
be
that'll,
be
our
in
first
first
in
person.
Business
meeting
as
of
right
now
so
that'll
be
good.
Okay,
megan
go
on
to
rl22161.
I
Okay,
so
back
in
february,
if
you
remember,
city
council
approved
an
rl
authorizing
a
grant
application
from
the
binghamton
housing
authority
to
hcr's
cdbg
kobit
response
program.
That
grant
was
awarded
it's
450
000
for
funding
to
replace
the
outdated,
elevators
and
north
shore
tower
too.
So.
This
rl
is
to
authorize
the
mayor
to
accept
that
grant
and
also
to
assign
the
binghamton
housing
authority
as
the
sub-recipient
we're
asking
for
this
to
be
expedited
so
that
work
can
get
started
on
the
project
right
away.
This
will
also,
hopefully,
help
keep
some
of
the
costs
down.
I
As
you
know,
every
every
day
seems
like
the
prices
are
going
up
more
and
more
so
we
are
asking
for
council
to
consider
expediting
this.
A
E
Yes,
this
is
another
standard
tax
correction
from
broome
county.
E
A
Okay,
thank
you.
Thank
you
all
right,
there's
anything
pending
legislation,
anything
noteworthy
things
that
we
should
be
aware
of
other
than
the
what
what
we
did
at
the
last
work
session.
E
Right,
we
do
have
the
the
local
law
or
the
the
lockdown
law
and
then
obviously
we
have
a
public
hearing
and
and
also
it's
our
it's
our
last
business
zoom
meeting
as
of
right
now,
unless.
A
Okay,
we
will
now
have
a
quick
discussion
on
mpa
committee
meeting
number
two
councilman
scrungey.
B
Thank
you,
mr
president,
good
evening,
everyone
just
wanted
to
for
our
last
discussion,
check
everyone's
availability
and
set
up
the
date
for
date
and
time
for
giving
for
the
second
mpa
meeting
on
code
discussions.
B
B
J
B
Mr
president,
just
this
follow-up
to
the
last
mpa
meeting
we
had
concerning
code
discussions
just
wanted
to,
while
we
had
everyone
together,
set
up
an
availability
and
a
time
date
for
the
second
meeting,
the
doodle
poll,
honestly
kind
of
lagged
in
terms
of
getting
things
together
was
completed
by
everyone,
so
I
figured
well.
We
had
everyone
together,
we
sort
of
were
counseling
here
as
well
to
set
up
the
date
and
time
now.
B
A
B
Yeah
next
week
yeah,
we
can
start
next
week
monday
through
friday
evenings
it.
From
my
recollection
of
the
last
meeting,
it
seemed
like
the
5
15
to
5
30
range,
starting
at
that
time,
and
then
going
you
know
about
an
hour
an
hour
and
a
half
from
that
point
seemed
to
work
well
for
most
members.
I
would
just
respectfully
remind
everyone
that
the
standing
members
of
that
committee
are
councilwoman,
reza
eddie,
councilwoman,
o'reilly
and
myself
so
for
quorum
purposes.
B
We
need
to
obviously
ensure
that
at
least
two
of
them
are
there.
So
the
two
of
us
are
there,
so
the
meeting
can
legally
be
held.
Obviously
our
assistant
court
counsel-
sophia,
forgive
me
sorry
pencil
and
resume
sheriff's
organ
was
there
as
well
so
sharon.
If,
if
you'd
like
to
join
us,
obviously
we
would
be
more
than
happy
to
have
you,
so
I
don't
find
you
waiting
on
an
availability
check
as
well.
A
M
Were
you
talking
about
I'm
sorry
monday,
the
13th
did
I
hear
this
correctly.
B
No,
it
is
a
relevant
thing,
and,
mr,
mr
president,
just
just
to
double
check,
so
it
is
technically
possible
that
the
governor
could
extend
this
again.
Is
that
possible.
K
B
That's
a
that's
a
very
fair
point,
but
if
we
wanna,
if
we
wanna
move,
you
know
if
we
wanna
do
this
wednesday
night
or
we
can
do
that
as
well.
K
B
I'm
I'm
pretty
open,
I'm
pretty
open
next
week,
the
13th
through
the
17th,
I
I'm
pretty,
I'm
pretty
open.
I
can
remain
fairly
flexible.
I
mean
I
have
a.
I
have
a
summer
class
that
I'm
teaching,
but
that
doesn't
impede
one.
M
B
We
did
last
time
yeah
an
hour
and
a
half
out,
just
if
I
may,
mr
president,
councilwoman
friedman,
councilman
burns
14th.
J
A
A
B
President,
if
I
may
just
get
confirmation
with
respect
to
the
port
council,
because
I
know
we
have
two
members
of
the
word
council
office
who
are
here
with
us
as
well-
I
don't
know
if
they
would
like
to
attend.
Does
that
work
for
tuesday,
the
14th
next
tuesday,
the
14th
at
5
15
pm?
Does
that
work
for
the
both
of
you.
B
Unless,
unless
the
governor
extends
the
executive
order,.
B
A
B
Yeah,
I
would
what
I
was
going
to
request.
Mr
president,
was
just
so
we
don't
have
to
have
back
and
forth
with
respect
to
communication
if
we
could
just
handle
it.
So
if
it's
going
to
be
tuesday,
the
14th
at
5
15
p.m,
one
hour
and
a
half
out
one
hour
and
a
half
out
that
we
could
just
mr
clark
if
we
could
just
schedule
as
normal.
B
Whoever
wants
to
be
in
person
can't
you
know
same
way
we're
carrying
things
now,
just
so
we
don't
have
to
go
back
and
forth
and
then,
mr
president,
I
also
like
to
request
that
on
the
agenda
for
wednesday's
meeting,
if
the
clerk
could
either
officially
just
read
that
into
the
record,
you
know
assuming
that
councilwoman
riley
will
be
joining
us
as
well.
Just
so
we
can,
you
know,
communicate.
