coming

manage
the
parts

asking
council
members

vote
no
on

the
matter.

city
got
a
few
issues
here.
The
city
was
telling
you
the
truth
that
no
employee
will
be
laid
off
because
of
this.
What
they
forgot
to
tell
you
that
the
two
storekeepers
positions
will
be
eliminated.
I
These
are
promotional
positions
and
it
will
deny
the
current
employees
an
opportunity
for
advancement
and
increases
in
wages
and
benefits.
That's
what
they
forgot
to
tell
you.
These
two
positions
will
be
eliminated
right
now.
There's
three,
and
if
this
goes
through,
there's
only
be
one
City
needs
to
invest
in,
invest
in
their
employees.
Give
current
employees
the
training
they
need
to
do
their
job
as
a
score,
store
keeper
or
more
efficiently.
This
would
eliminate
missing
parts,
stop
delaying
getting
parts
and
keep
better
records.

computer
system
is
very
outdated
and
needs
to
be
updated.
This

would
help
them
out
tremendously
as
far
as
inventory
and
keeping

in
order.

move
will
also
affect
local
vendors,
as
I
mean
they,
they
contribute
to
the
local
economy.

think
we
should
use
local
people
to
get
parts
and
not
Outsiders
City
doesn't
need
a
private
firm
for
parts.

current
employees
who
perform
the
job
as
store
Keepers
do
a
good
job
with
some
training
and
updates
in
the
computer
system.
They
will
be
more
efficient
and
do
a
better
job
as
far
as
the
non-union
and
Union
matter.

just
think
it's
going
to
be
just
make
the
work,
work,
environment,
not
good,

just
non-union
and
Union
working
together
that
usually
don't
take
place
in
the
pla.

places
I
represent
either
they're,
Union
or
non-union.
So

that's

work

far
as
the
employees
go,
it's

to
cause
dissension.

took
our

next
meeting

development
that's
going
to
be
on
Henry
Street,
with
an
unexplained
Wing
onto
Pine
Street,
so
I've
seen
Council
a
bunch
of
times,
because
I
came
to
all
the
zoning
meetings
because
it
is
a
residential,
neighborhood
and
I
know
that
there's
a
context
that
a
lot
of
people
have
that
people
on
Pine
Street
were
poor.

don't
care
about
our
neighborhood,
we
don't
care
about
our
systems
and
our
processes
well
I'm
here
so
I
do
and
that's
where
I
live
and
work
and
the
people
that
don't
attend
stuff.
They
don't
attend
because
they're
also
at
work
but
I
digress
them.
So
the
wing
that's
going
to
be
on
Pine
Street
is
going
to
be
three
stories
tall.

The
houses
are
two
stories
tall,
so
our
backyard
that
I've
gotten
to
enjoy
with
my
family
is
now
going
to
have
people
that
can
look
into
it.
That's
creepy
I
have
a
six
foot:
privacy
fence,
there's
trees
around
my
backyard
and
yes,
I
live
on
Pine
Street,
but
it's
a
beautiful
backyard.
My
garden
and
now
I'm
gonna
have
people
that
look
over
it.

They
did
make
a
concession
in
moving
their
garbage
from
next
to
my
front
porch.
They
did
make
that
concession,
but
the
connotation
of
we
didn't
get
any
voice
in
the
fire
department.
We
got
none,
we
weren't
informed.
We
weren't
told
of
any
zoning
meetings,
nothing.
We
were
told
nothing
and
we
have
a
giant
fire
department
in
our
neighborhood,
oh
and
we're
going
to
lose
parking
on
our
street
because
nobody
bothered
to
check
into
the
fact
that
a
fire
truck
might
have
a
problem.

into
that
lot,.

when
you
consider
that
there's
going
to
be
a
development,
yes
great,
like
there
is
a
huge
lot
in
Henry
Street
that
they're
going
to
take
up
with
a
mixed-use
building
fantastic,
keep
that
that
property
has
been
vacant.

years
there
was
garage,
there
was
a
garbage
dump
like
yes
keep
that,
but
one
of
the
few
low-income
neighborhoods
left
in
the
city-
and
we
don't
seem
to
get
a
voice
or
we
don't
seem
to
get
heard.

of
makes
sense
why
people
don't
attend
things
because
they
don't
have
a
voice
and
they
don't
get
heard
and
I
mean
we
don't
live
in
a
rich
neighborhood,
but
we
still
live
here
and
we
still
pay
taxes

work,

we
still
want
our
kids
and
our
families
to
have
a
really
enjoyable
life.

bunch

First
of
all,
I
would
like
to
support
the
first
Speaker
here,
there's
nothing
more
terrible
than
bringing
in
private
management
to
deal
with
an
issue
that
can
be
solved
locally.

sure

can
think
of
a
bunch
of
examples
where
we
have
seen
a
happening.

is
nothing
like
having
unionized
workers
to
work
for
the
community
to
get
paid
a
living
wage
to
do
the
job
that
they've
been
hired
to
do

really
looking
forward
to
the
pro
worker
council
members
voting
no
on
this
proposition

the
table
tonight.

mean
I,
know
that
some
of
you
are
pro-business,
which
is
hard
to
believe.

the
building
work
that
took
place
on
State
Street,
which
was
so
badly
bungled
that
several
private
businesses
from
what
I've
heard
have
talked
to
council
members
and
to
the
mayor
and
were
basically
waved
aside,
including
one
business
where
they
weren't
able
to
pay
themselves
any
wages,
because
the
street
wasn't
such
a
bad
state
that
people
couldn't
go
and
shop
at
those
businesses
can
I.
Please
hear
from
my
Council
a
representative
who
I
believe
is
pro-business
or
some
of
you,
others
who
maybe
also
pro-business
how
that
was
pro-business.

not

that

have
gone
down.
Had
the
work
been
carried
out
on

street
where
your
private
business
is
located
and
then
the
third
thing
that
I
want

talk
about
is
as
somebody
who
pays
taxes
in
this
city,
which
I

doing

property
taxes,
since
2012
I
have
a
stake,
I
guess
and
some
of
the
decisions
that
I
made
here,
even
though
I
feel
unrepresented
and
unheard.

frankly,

unheard
by
my
Council
representative
I
have

stake
in
some
of
the
decisions
that
happen
here.

city's
budget
is,
in
large
part,
dedicated
to
policing
and

frankly,
am
disgusted
and

to
use
a
word
that
was
used
by
the
mayor
recently,
who
tweeted
on
the
28th
of
January
in
in
a
really
kind
of
shameful
way.
I
find
the
video
showing
the
brutal
and
deadly
vial
against
the
entire
against
Ty
Nichols
at
the
hands
of
Memphis
Police
is
horrific
and
appalling.
Unconscionable
my
heart
breaks
for
the
loved
ones
of
Mr
Nichols,
and
especially
his
four-year-old
son,
that
is
empty
rhetoric.
We
know
it
just
stop
tweeting
that
stuff.

It's
disgusting
when,
in
your
own
City
on
the
1st
of
January
this
year,
a
black
man
was
nailed
to
the
ground
by
a
police
officer
with
a
knee
that
is
illegal.
It
has
been
banned
in
2020.
Both
the
van
Meyer
noted,
chokeholds
and
neck
restraints
may
not
be
used
by
police
officers
are
also
required
to
de-escalate
situations.

research
in
preparation
for
that
and

was

questions

how
often

detection

answer
was

often

it
be
used?

probably
at

bus
station,

in
my
district,
who
tends

use

bus,

be
people
without
disposable
income

transportation

own
car

providing

department

any
more
money.

understand
that

grant,

is
reactionary

This
is
a
grant.
That
also
requires
a
local
match.
So
it's
not
just
money
coming

city

see

convincing
report
or
study
that
shows
that
more
cops
make
our
communities
safer.

fact,
police
officers
often
show
up.

the
fact
there
was
an
incident
in
my
neighborhood

little
while
ago,
where
there
someone
had
shot
a
gun
just
into
the
air,
and
then
afterward
right
in
front
of
my
house
was
roped
off
as
a
crime
scene.
There
were
something
like
20
police
officers
there
and
guess
what
they
showed
up
after
that
person
shot
that
gun
twice.
They
didn't
prevent
that
from
happening.
So
I
am
hard-pressed
to
understand.

Why
again,
when
the
police
officers
are
some
of
the
highest
paid,
employees
of
the
city
and
a
significant
chunk
of
our
city
budget
goes
to
the
police.
Why
we're
trying
to
bring
in
more
police
officers?
When
you
know
we
see
also
in

in
the
New
Year's
Day
incident,
the
police
did
not
de-escalate
that
situation.
They
escalated
that
situation,
so
I
will
be
voting
against
this
grant.

about
the

sitting
in

parts

they
don't

to
come
back
to
the
office
and

increase
the
time
to

received

members

City
preemptively,

received
was
a
black
history

know

are

as
royalty
and

that
that's
a
little
disheartening
for

and

highlight
how

prioritize

for

office

the
mandates

encourage

think

passing

that

the
council,
because

know

everyone

appreciate
facts
and
tips,
two
things
that
are
happening

district

occur
before
our

meeting
on
the
27th,
because
this
is
the
off
month
on
Saturday
February
25th
right
in
the
district
at
the
American
Legion,
there's
the
being
black
history
Expo,
where
there
will
be
vendors
and
acts
and
talent
and
all
types
of
things
so
I
encourage
you
to
stop
by
at
starts
at

pm
donations
are
also
being
accepted
and
then
on
Sunday
February
26th
at
3,

Methodist,
Church,

District
2
is
having
an
ecumenical
commemoration
of
Black
History
Month,
which
is
also
going
to
be
exciting.

before
I

want

highlight
a
black
history
fact
for
you.
In
fact,
on
this
day
in
19
February
8
1968,
three
South
Carolina
state
students
were
killed,
shot
dead
by
officers
on
the
campus
of
South
Carolina
University
in
Orangeburg
South
Carolina
again,
the
students
were
gathered
to
protest,
the
segregated
bowling
alley
and
as
opposed
to
de-escalating
the
Civil
Rights
civil
rights
events,
police
began,
shooting
into
the
crowd.
Nine
police
officers
were
tried
and
acquitted.
Although
Witnesses
testified,
there
was
no
gunfire
prior
to
the
police.

earlier,
our
mayor
made
a
tweet
about
Tyree,
Tyree
Nichol
and,
although
I'm
not
sure
what
the
intent
was
I
was
afforded
the
opportunity

pretty

somebody

concerns.

I
had
a
good
long
conversation

think
we
started
calling
them
like
big
ticket
items.

right
for
opportunities
for
maybe
a
special
business
meeting
as
it
might
relate
to
maybe
eliciting
more
public
input
or
something
like
that
completely
open
to
that.
We
can
look
that
on
a
case-by-case
basis,
gauge

body

and
if
we
need
it
we'll
do
it
no
problem
with
that.
So,
let's
see

idea

a

the
body
looking
at
a
30-day
review
in
the
ways
in
which
we
deal
with
RLS
that
come
before
us

have
a
public
hearing
that
is
attached
to
them.
It's
not
wanted
it's,
not
100
percent,
but
an
overwhelming
majority
of
the
time.
It's
usually
due
to
the
fact
that
there's
some
Bond
ordinance,
that's
usually
associated
with
that
RL
and
there's
been
concerns
about
you
know.

there
are
some
public
hearings
where
no
one
speaks,
and
there
are
some
public
hearings
where
some
people
speak
and
there's
some
public
hearings
where
more
people
speak,
but
particularly
in
the
cases
in
which
people
do
speak.
We
want

make
sure
that
we're
taking
the
time
to
kind
of
look
into
and
review
and
take
into
account
the
good
feed
whack
we've
been
given.

actually

have

hearing
tonight-

we
set
one

two
weeks

today-

into
that

specifically

our

find

happy
with
some
of
the
conversations
that
we've
had
and

open
to
