Strong's
District
for
years
I've
been
providing
information,
doing
research
about
our
inequitable
and
outdated.
An
unfair
assessment
system
I've
also
been
talking
about
housing
crisis
in
Binghamton
and
have
also
been
proposing
transparency
and
good
government
reforms
for
years.
Only
to
find
any
proposal
stalled
here
in
this
city,
council
won't
even
debate
some
of
them
they're
all
connected

there's
no

housing

a

good

So
that's

agenda

there
aren't
Champions

Advocates

feel
the
same
on
this
Council.

Just
to
summarize,
Stonebridge
Property
Group,
an
Equity
Firm,
meaning
there
can
be
silent
investors-
investors
right
here,
sitting
at
this
table
that
won't
pass
rental
registration
that
won't
fix
a
broken
assessment
system
that
won't
pass
a
law
doing
what
Broome
County
does
disclosing
your
financial
information.
So
you
know
you
could
be
silent:
investors
between
them
and
another
corporate
Equity,
Firm
Amicus,
134
student
rental
properties
purchased
by
these
two
corporate
Equity
firms
from
2019
to
2022..
Amicus
made
56
property
purchases
last
year
for
23.3
million.

If
just
these
134
student
rental
properties
were
reassessed
to
only
80
percent
of
their
most
recent
sales
prices,
these
corporate
owners
would
be
paying
1
million
696
000
more
in
city
taxes.
In
essence,
that
would
be
1.696
million
in
tax
relief
for
other
Binghamton
businesses
and
homeowners.
But
for
some
reason
this
Council
wants
to
protect
that
broken
inequitable
and
unfair
system.

just
incomprehensible
I
have
a
list
I'll
share
with
any
I'll.
Just
leave
it
here.
If
you
want
it,
I
haven't
yet
gotten
to
post
this
online
when
I
usually
do,
but
all
the
information
is
publicly
available,
and
it's
really
disgusting
when
you
look
at
these
property
prices.
So
you
know,
I've
asked
for
a
city-wide
revaluation
to
put
the
money
in
the
budget
to
use
the
pandemic
recovery
dollars
that
you
laundered
into
the
general
fund.

Maybe
you
know
pull
a
million
out
to
carry
that
out,
so
you
can
show
your
commitment
to
equity
and
a
fair
system
Tom.
You
said
if
the
assessor
can't
guarantee
that
not
one
property
is
going
to
have
their
taxes
increase
in
my
district
I
can't
support
it.
I
can
guarantee
you
at
least
one
property
is
going
to
have
their
tax
bills.

guarantee
you
that
at
least
one
will,
but
the
overwhelming
majority
of
your
residents
in
your
District
are
going
to
see
a
dramatic
benefit,
but
you
don't
care.
Why
are
you
a
silent
investor
in
Stonebridge,
Property,
Group,
you've
buried
every
chance?
I
propose
to
try
to
discuss
the
financial
disclosure
forms
which
Brown
Broome
County
does,
which
I
fill
out
as
a
Civic
volunteer
as
a
member
of
the
Broome
County
Land
Bank
board,
but
for
some
reason
you
make
decisions
over
millions
of
dollars
contracts.

have
authority
and
sway
over
Redevelopment
projects,
policies
that
impact
rental
housing,
but
you
don't
have
to
fill
out
a
potential
form.
You
have
one
minute
I,
you
know
I
I'm,
pretty
sure
that
one
or
two
people
are
silent
investors.
There
is
someone
here
that
was
subject
to
the
County's
forms,
but
she
abruptly
resigned
that
County
Board
two
days
before
the
deadline
that
those
forms
had
to
be
submit
submitted.

excuse
me,
if
I
come
to
this
council
with
a
little
bit
of
Suspicion,
and
the
easiest
thing
you
can
do
is
say:
I
got
nothing
to
hide.
Let's
pass
the
forms,
I
believe
in
transparency,
I
believe
in
good
government.
Let's
pass
the
forms,
but
you
don't,
and
you
wonder
why
people
look
at
this
body
with
a
lack
of
respect,
a
lack
of
trust
and
a
lack
of
confidence.

writing
to
express
my
support
for
the
proposed
zoning
law
regarding
student
housing
in
the
city.
Landlording
has
become
big
business
over
the
years
as
a
university
grew
in
size,
landlords
stole
both
lower
prices
in
upstate
communities
and
opportunity
to
turn
our
old
and
historic
homes
into
multi-units,
rent
by
the
room,
dwellings,
I've
owned
a
home
on
binghamton's,
West
Side
for
nearly
32
years,
and
a
building
on
Front
Street
were
17.
a
pay,
a
commercial
tax
rate
and
I
have
off
street
parking
for
my
tenants.

My
properties
are
well
maintained
and
my
tax
bills
are
paid.
This
is
expected.
I
have
noticed
over
the
years
a
significant
increase
of
students
run
student
rentals
and
their
decaying
neighborhoods.
There
are
more
cars
than
off
street
parking.
Can
accommodate
these
streets
are
full
of
cars
that
protrude
into
intersections
there's
an
increase
in
Refuge
overblowing
into
the
properties
and
to
other
properties,
because
the
garbage
was
not
put
out
correctly
or
at
all.
Landlords
mainly
absentee,
are
not
here
to
oversee
their
properties
and
have
little
idea
of
the
condition
during
the
rental
period.

the
end
of
the
school
year,
DPW
Works
overtime,
clearing
our
mattresses
and
other
furniture
at
no
cost,
no
additional
costs
to
landlords
or
paying
a
residential
tax
rate
and
feel
entitled
to
rely
on
City
Refuge
collection.
It
is
my
hope
that
this
legislation
will
be
the
beginning
of
changes
regarding
absentee
landlords
being
held
accountable
for
the
tenants,
parking
refuge
and
maintaining
the
buildings.
The
buildings
they
purchased.
Our
city
looks
stingy
and
is
in
this
this
repair.
We
can
no
longer
look
the
other
way.

people

expectation
that
each
residence
is
occupied

longest

and
she
was
like

a

long-term
residents

only

council
districts
but
