ordinance

amend

2022,
binghamton
johnson
city,
joint
sewage
board
budget
to
increase

insurance
recovery
revenue
and
the
2022
budget
appropriations
as
related
to
the
baf,
complex
repair
and
rehabilitation.

this
is
the
kind

thing
that
I
think
that
american
rescue
plan
act.
Funds
were
designed
to
fund
and
I
feel
the
need
to
say
this
because
a
lot

times,

I

naysayer
or
I'm
just
like.

This
isn't
right
well.
This
is
something
that
I
think
is
directly
related
to
the
pandemic
and
lockdown
mental
health
for
many
people,
plummeted
and
substance.

disorder
increased
for
many
people
as
well,
so

we
think
about
what
did
the
pandemic
exacerbate
and
then
how
can
we
directly
help
people
by
using
this
money?
This
is
the
kind
of
plan
or
initiative
that
I
was
thrilled

see.

very
excited

yes

sentiment,

wanted

highlight
the
fact
that

mental
health
awareness
month,

it

funds
to
support
the
underrepresented
community,
which
is
which
are
those
that
are
stigmatized
and
just
endure
a
lot
of
hardships
that
again
were
exacerbated
through
the
covet
period.

mentioned
earlier,
this
is
mental
health
awareness
month
and
the
slogan
or
the
focus
is
together
for
mental
health,
and
I
think
again
this
legislation
says
that
the
city
of
england
binghamton,
is
working
hard
to
do
so.
So
I

support
this
legislation
and
this
use
of
opera
funding.

sure
binghamton
is
the
city
of

teams

the
due
diligence

show

through
exemplars

structure

we
compensate
those
that
are
long-term,

improve

building

a
day-to-day

police
reimagination
committee

convening

reimagining.
What
it
is
that
we
ask
our
police
officers
to
do
and
is
it
necessary
in
certain
situations
to
send
an
armed
uniformed
police
officer.

have
been
municipalities
who
have
separated
their
traffic
safety
officers
so
that
that
task,
which
really,
I
would
argue,
does
not
need
an
armed
uniformed
police
officer,
at
least
in
the
you
know,
in
these
municipalities
that
have
done
that
have
separated
them
and.

you
know
I
I
aired
my
qualms
with
the
police,
reimagination
committee
or
collaborative
rather
because
I
don't
you
know,
I
think,
there's
some
avenues
that
we
did
not
necessarily
explore
when
thinking
about

reimagine
community
safety,

fatal
police
shootings
happen
during
traffic

we

councilman

went
first
last

First
and
foremost,
I
want
to
send
a
shout
out
to
parks
and
rec,
and
all
of
the
teams
that
were
working
so
diligently
to
get
the
bushes
and
trees
from
in
front
of
our
houses.

some
some
of
the
typical
rules
were
were
ignored
so
that
all
of
our
residents
could
be
supported,
because
I
know
several
of
us
had
several
trees
damaged
and
it
would
have
been
quite
costly
to
have
that
hauled
away
so
again,

them

to
the
city
for
looking
out
for
the
residents
this
week
is
mother's
day,
and
I
said
this
week.

deserve

maternal
nature,

I

bring
up
reproductive
rights
and
all
the
tragedy
that
is
occurring
surrounding
roe
versus
wade
and
some
of
the
decisions
that
have
been
shared
publicly
again.
There's
lots
of
discourse
going
on
in
various
venues,
but
as
a
woman,
I
deserve
the
choice
and
I
think
it's
important
that
we
listen
to
those
that
are
affected
by
these
changes
and
continue
to
advocate
appropriately.

want

to
keep

fingers
on
the
pulse
of,
what's
going
on

recognize
that
we
cannot
remain
silent,
and
that

we

a
holiday
which
was
may
day
international
workers
day,
which

important

we
all
hear
our
workers
unions
are
very
important
to
me
and
I
think
they're

integral
in.

Getting
workplace
standards
like
the
40-hour
work
week.

Of
us
have
more
than
a
40-hour
work
week,
but
in
theory
a
40-hour
work
week
and
a
two-day
weekend-
and
you
know,
workers
are
the
labor
force
is
most
of
us
will
be
in
the
labor
force
for
a
large
part
of
our
wives.
And
you
know
I
want
to
shout
out
to
various
labor
organizations
and
laborers
throughout
our
community,
also
like
councilwoman
riley.

be
remiss
also
to
not
mention
at
least
a
little
bit
about
reproductive
health
access?
I
was
fortunate
enough
to
be
able
to
attend
a
rally
downtown
yesterday.

I
was
wearing
my
other
hat
there
right
now,
I'm
going
to
put
on
my
city
council,
representative
hat,
but
I
would
like
to
read
the
my
remarks
from
that
rally
yesterday,
so
I
have
to
modify
it
a
little
bit.
I
started
out
often
times
when
I'm
standing
at
a
podium
surrounded
by
many
elected
officials.

It's
because
I'm
representing
the
residents
of
downtown
in
the
north
side
of
binghamton
as
their
city
council
representative,
which
is
what
I'm
doing
here
right
now,
but
what
I
also
do
in
my
in
my
other
job
and
to
be
clear,
not
my.
My
remarks
here
do
not
represent
the
the
views
necessarily
of
my
employer,
but
I've
had
the
pleasure
of
working
for
the
past
six
years
as
a
community
educator
at
family
planning,
which
is
a
reproductive
health
care
provider.

Despite
these
astronomically
low
odds
here,
she
was
sitting
before
me.
Pregnant
people
become
pregnant
unexpectedly
for
a
myriad
of
reasons,
including
times
when
they
take
precautions
to
prevent
it.
It's
precisely
because
of
this
that
we
cannot
really
pick
and
choose
to
whom
the
privilege
of
abortion
access
is
granted.
We
all
lose
when
we
start
to
play
the
moral
purity
game.
G
Abortion
is
a
small
but
visible
tip
of
a
larger
iceberg,
though
roe
v
wade
is
in
some
senses
about
abortion.
There
are
other
pieces
to
this
puzzle.
I
dream
to
live
in
a
world
where
abortion
is
not
necessary
procedure
where
every
pregnancy
is
intentionally
consensually
and
joyfully
conceived
and
carried
safely
to
terms,
however,
we're
not
there
yet
birth
control
fails.
Sexual
assault
is
still
happening
and
people
did
not
are
denied
their
own
agency
and
prohibited
from
accessing
information
about
their
bodies
and
their
desires.

Though
yes,
the
attack
on
abortion
is
so
so
real.
We
must
not
let
it
eclipse
the
larger
picture.
I
want
to
live
in
a
world
where
people
are
allowed
to
be
sexual
safely
and
they
are
informed
and
they
are
able
to
be
their
own
advocate
criminalizing.
Abortion
does
not
stop
it
from
happening,
but
what
it
does
do
is
stigmatize
sexual
health
and
sexuality.

It
prevents
people
from
accessing,
safe
abortions.
Criminalizing
abortion
disproportionately
affects
those
who
are
already
marginalized:
poor
people,
people
of
color,
disabled
people
and
transgender
people
to
name
a
few.
If
we
want
to
reduce
abortion,
we
must
give
people
tools
and
skills
and
resources
to
be
full
agents
of
their
own
bodies
and
their
own
sexualities.

So,
even
though
this
is
a
national
issue,
it
will
trickle
down
I
hate
to
use
that
term,
but
but
trickle
down
and
absolutely
it's
going
to
affect
it's
going
to
affect
people
locally,
maybe
not
in
new
york,
because
we
do
have
strong
protections
again
for
abortion,
health
care,
but
also
privacy
and
in
health
care
and
affordable
health
care,
which
is
amazing.
But
you
know
an
attack
on.
One
of
us
is
an
attack
on
all
of
us,
so
I
do
think
it.

lived
on
walnut
street
and
where
the
gas
station
is
on
walnut
and
maine,
it
used
to
be
the

catholic
charities

once

week
there

all
time
outside
of
there.
My
mom
would
explain
to
me:
that's
poor
people
lined
up
there
to
get
clothes
or
whatever
help
they
could
get
from
the
catholic
charities.

don't
you
know

I
would
like
to
work
with
everybody
across
every
aisle.
Give
me
not
just
me
one
hour.
We
need
five
aisles
I'll
work
with
anybody.
We've
got
to
figure
out
how
to
stop
this
and
it's
young
people.

these
young
people
with
guns.
We
have
to
help
them.
We
have
to
help
ourselves,
we
have
to
stop
it
and
that's
all

administration

the
million
dollar
investment
to
reduce
gun
violence
he
announced
today
binghamton.

that
unique

a
problem
with
guns
it's
across
the
country?

couple
things
real,
quick,
the
south
side,
neighborhood
assembly
had
a
cleanup
on
saturday
and
it
was
pretty
well.

I
appreciate
those
that
group
for
organizing
that
and
councilman
burns,
and
I
had
the
privilege
of
being
there
to
support
it
and
to
pick
up
a
pick
up
some
things
on
her
own
as
well,
and
I
would
just
encourage
you
know
it's
easy.
It
would
be
easy
to
organize
a
street
or
two
or
half
a
street,
or
just
you
and
your
neighbors,
and
if
everybody
just
picked
up
a
few
things
here
and
there
it
would
make
a
big
difference.

this
the
winner,
is
tough
on
that
kind
of
stuff
garbage
everywhere
just
gets
ugly.
So

that
group
and
for
all
the
groups
across
the
city.
I
think
the
east
side
is
doing
one
coming
up
and
I'm
sure
they'll
be
more
organized
throughout
the
city
and

for
dpw
for
providing
the
bags

picking
them
up,

things
like
that
as
well.

working

I
think
a
lot
of
residual
tree
from
that
storm
out
there.

you

something

you
think
that
the
city
should
pick
up,

you
can
get
that
cut

out,

they'll
pick
it
up
on

mondays,
coming
up
or
reach
out,
if
you,
if
you
need
some
help

other
areas,
that
would
be
fine
just
wanted
to
mention
the
we
will
be
having
a
a
pretty
good
discussion.

think
at
our
next
word
section
on
the
16th
about
some
of
the
initiatives
that
the
mayor
announced
today
surrounding
the
the
recent
gun,
violence
in
the
city-
and
I
just
want
to
say
it's-
I
heard
something
on
the
the
radio
earlier
that
seemed
to
indicate
a
lack
of
concern
or
things
like
that,
and
at
least
from
my
perspective,
it's
the
complete
opposite.
I
think
we
might
all
have
a
little
different
angle
of
how
to
how
to
do
it
or
what
the
best
approach
is.

But
I
think
I
can
speak
for
all.
You
know
seven
of
us
that
we,
you
know,
certainly
decry
this
violence
and
we'll
work
together
as
best
we
can
as
a
as
the
body
to
support
to
support
these
initiatives.
Like
I
said,
there
might
be
a
little
different
angle
different.

know
some
individual
points,
but
I
think
as
a
whole,
we
will,
you
know,
do
our
best
to
try
to
support
our
community,
as
we
can
from
our
positions
here
to
to
try
to
to
stop
this
and
to
try
to
to
take
a
stand
against
it
and
certainly
would
encourage
people
out
there.
As
the
you
know,
police
force
and
detectives
ask
for
assistance
if
people
do
have
seen
anything
or
do
know
anything,
please
speak
up
and
please
help
we
all
need
to
work
together.
We
can't
be
everywhere.
