a

hearing
on
wednesday

zoom

hearing
public
comments
on
the
city's
community
development
needs
and
to
discuss
the
possible
submission
of
one
or
more
community
development
block
grant
cdbg
applications
for
the
2022
program
year.

hearing

the
city

bennington,
while
public
hearing
regarding
rl
22-22
entitled
the
2022
bond
ordinance
and
the
amount
not
to
exceed
one
million
six
hundred
thousand
dollars

place
during

next
regular

council
business
meeting

a
bunch
of
things
that
I
would
like
to
talk
about
today.
Yes,
I
actually
agree
with
what
was
said
earlier
before
you
start
the
meeting.
I
think
it
would
be
nice
if
elected
officials
were
showing
their
face
on
camera.
Giovanni
scaranji's
point
about
requiring
students
to
show
their
faces
is
slightly
different
because
you
are
not
students.

You
are
basically
in
the
role
of
the
teacher,
and
so
I
haven't
really
heard
of
teachers
not
showing
their
faces
on
camera,
while
they're
teaching,
unless
I
guess,
they're,
taking
a
break
or
otherwise
not
feeling.
Well.
So
I
appreciate
those
of
you
who
are
showing
your
faces,
and
I
take
note,
as
always
of
those
of
you
who
refuse
to
show
your
face.
You
know
who
you
are.
Another
thing
I
would
like
to
talk
about
is
the
way
that
the
city
handles
parking
when
it
comes
to
major
storms
right.

So
your
approach
is
basically
a
punitive
one
when
we
know
that
there
are
major
cities
in
the
country,
I'm
thinking
of
boston,
madison
dc,
where
ahead
of
a
major
storm
city
parking
lots,
for
example,
are
made
available
for
free
for
anyone
who
doesn't
have
available
parking
at
home
right.
We
know
that
folks
who
park
on
the
street
usually
don't
do
so
because
they
don't
have
anything
better
to
do,
because
they
don't
have
a
garage
or
a
driveway.

So
I
think
it
would
be
good
if
the
city
started
exploring
ways
of
making
parking
garages
that
belong
to
the
city
free
available
for
free
during
a
storm
or
even
designating
certain
roads
as
emergency
parking
roads
where
people
are
allowed
to
park
on
both
sides
of
the
road
right.
But
your
punitive
approach
of
basically
handing
out
tickets
left
right
and
center
to
people
who
clearly
cannot
afford
to
park
anywhere
else
doesn't
strike
me
as
the
most
sensible
way
to
do
it.

Another
thing
that
I
wanted
to
talk
about
is
a
proposal
that
steve
carson
has
talked
about
the
head
of
a
putt
for
the
city.
It
appears
that
he
has
a
plan
to
use
arba
money
to
conduct
a
market
study,
a
housing
survey
to
inform
next
steps
that
the
city
can
take
when
it
comes
to
housing.
So
my
question
here
is:
why
does
the
city
need
to
conduct
another
survey
when
per
heart
requirements?

Central
new
york,
fair
housing,
actually
already
conducted
a
third
party
analysis,
called
analysis
of
impediments
to
fair
housing
in
binghamton
in
2020?
That
clearly
shows
what
the
city
needs
to
do.
There's
also
a
similar
analysis
that
was
take
that
was
conducted
in
2015,
so
we're
still
waiting
for
the
housing
analysis
from
2020
to
be
published.
So
why
do
we
need
another
analysis
when
we
already
know
what
the
problem
is
and
city
officials,
the
mayor
city,
council,
members
and
others
have
been
informed
of
the
issues
that
the
city
faces?

Why
is
somebody
like
steve
carson
willing
to
even
consider
the
idea
of
spending
arpa
money
on
another
survey
like
what
is
even
going
on?
I
very
much
hope
that
this
will
not
be
that
this
will
not
be
put
forward,
that
this
will
not
somehow
hit
your
desks
or
in
any
other
way
be
considered.

then
I
have
to
say,
I
mean
you've
already
given
plenty
of
evidence
of
how
you
don't
really
care
about
the
most
impoverished
people
in
our
city,
but
I
just
I
really
hope
that
you
don't
go
for
this
another
thing
just
very
quickly
when
it
comes
to
ethics
reform
that
the
current
major
announced
us
wanting
to
kind
of
review.
This
was
some
something
that
he
ran
on
right,
like
he
hopes
that
he
he
he
was
announcing
last
summer
that
he
was
hoping
to
reform
the
city's
ethics
rules.

really
hope
that
this
is
done
as
fast
as
possible
right.
I
don't
think,
for
example,
that
it
is
appropriate
that
marina
resinity,
the
daughter
of
an
elected
official,
serves
on
the
zoning
board
of
appeals.
That
seems
to
me,
you
know,
may
not
be
totally.

to
me
that
doesn't
seem,
okay,
that
we
have
family
members
of
elected
officials
and
other
important
folks
in
the
city
serving
on
these
boards
and
then,
finally,
just
because
it
was
martin
luther
king
jr
day
this
week.
Just
to
let
those
of
you
know
who
love
to
quote
him
when
he
talks
about
light
and
darkness,
it
would
behoove
you
to
remember
that
martin
luther
king
was
assassinated
by
the
fbi
because
he
was
a
threat.
He
started
openly
advocating
for
economic
justice
and
he
was
railing
against
poverty
and
capitalism.

folks
I
just

try
to
start
off
this
new
year
a
little
peace
offering
there
have
been
so
many
times.
Certain
council
members
have
called
community
members
who
are
advocating
for
justice
or
good
governments,
or
just
holding
local
decision
makers,
accountable,
call
the
sun
civil.
You
call
this
disrespectful,
but
you're
silent
until
we
disrupt
the
status
quo.

Why
don't
you
show
us
some
respect
and
when
constituents
concerned
constituents
binghamton
residents
and
some
of
us
taxpayers
when
we
call
in
and
ask
questions
that
you
actually
address
them
during
your
comments
at
the
end
of
the
meeting,
because
I've
been
calling
in
for
years
raising
concerns
about
the
assessment
raising
concerns
about
good
government
unethical
actions
from
our
outgoing
mayor,
all
of
them
that
could
have
been
addressed
with
some
very
simple
basic
good
government
reform
measures
and
other
items
that
folks
have
brought
up
consistently
asking
questions.
Where
do
you
stand?

start
over
it's
a
very
simple
question
been
introduced
in
a
very
basic
good
government
reform
measure
for
two
or
three
years
tom
scanlon
buried.
It
went
to
the
city
attorney's
office,
they
buried
it.
I'm
sure
it
was
because
under
direction
for
mayor
david,
because
at
the
time
we
didn't
know
he
had
illegally
and
unethically
purchased
the
property.
While
he
was
negotiating
a
pilot
anyways,
it's
just
a
simple
good
government
reform
measure.
It's
no
cost.

for
their
hard
work
for
everything
that
they
did.
They
were
even
now
ahead
of
the
storm
solving
and
prepping,
and
I
made
a
tremendous
difference.

mayor's
office

his
involvement
really
on
hands
and
everything
that
he
did
to
make
things
that
you
know
run
as
smooth
as
possible

appreciate
everything
that
you
folks
did
as
far
as
making
sure

cars

moved

warned
or
ticketed,
so
we
can
clear
our
roads
and
make
sure
that
everybody
is
safe.

councilwoman

we'd
like

highlight
again
the
city,
employees
and
the
communication
that
occurred
amongst
not
only
the
council
but
the
mayor's
office
to
ensure
we
all

necessary
information

share
with
our
constituents
for
those
that
were
unable
to
attend
the
meeting
yesterday,
we
are
excited
because
there
are
some
new
things
on
the
horizon
in
terms
of
communicating
with
our
our
neighbors
and
friends.

I
look
forward
to
hearing
more
from
both
megan
the
mayor
and
the
I.t
team,
which
may
not
include
sharon
at
that
time,
but
whoever
is
going
to
share
the
information
about
some
of
the
technology
that
will
ensure
all
residents
have
access
to.

updates
that
we
receive,
particularly
those
that
don't
utilize
social
media
is,
is
a
windfall.

like

speak
to
mr
abdul
abdullah
zam.
As
you
know,
we
are
very
supportive
of
what
the
mayor
highlighted
in
his
address
and
during
the
campaign
regarding
ethics.
In
fact,
we
have
discussed
strategies
to
introduce
ideas.
So
again,
we
we
are
doing
a
lot
of
work
behind
the
scenes
that
we
don't
talk
about
on
screen,
and
sometimes
it
takes
time.
But
perhaps
maybe
we
should
be
posting
about
all
the
things
we
are
working
on
and
some
of
the
hurdles
we
face
and
some
of
the
barriers
we
face.

So
everyone
is
aware,
but
that
is
something
that
I
wholeheartedly
support.
I
have
no,
I
mean
you,
can
google
us
and
see
a
lot
of
information
but,
as
you
have
found
out
over
time,
there's
a
lot
of
information
that
is
not
readily
accessible,
that
should
be
as
elected
officials.
So
I
support
that
things
going
on
in
the
district
such
again.
This
is
a
new
year,
positivity
hope
for
the
future.
There
have
been
some
things
ongoing
about
our
homelessness.

Your
lived
environment
is
one
of
the
social
determinants
of
health
and
we
understand
that
when
you
live
healthily
you
live
happily,
the
entire
community
thrives.
So
that's
important.
Many
of
you
should
be
aware
that
there
was
a
joint
meeting
with
the
city,
the
mayor
chief,
zakusky
and
the
school
board.
So
I'm
excited
about
that.
As
you
know,
I've
highlighted
the
need
for
a
relationship,
things
that
happen
in
the
school
often
filter
out
into
the
street.

we
did
just
pass
martin
luther
king's
day
and
in
that
spirit
I
want
us
to
continue
to
think
about
those
that
are
less
fortunate
than
us
and
continue
to
do
our
best
to
serve
everyone
as
best
as
we
can.

let's
see
where
there's
a
few
things
that
I
want
to
say.
Where
should
I
start?
I
I
start
with
addressing
the
the
some
of
the
things
that
the
callers
mentioned.
I
One
one
thing
is
the
effort
to
get
cars
off
the
street
in
preparation
for
an
adverse
weather
event
such
as
a
snowstorm,
and
I
had
a
kind
of
a
funny
interaction
where
a
a
constituent
who
I'll
keep
anonymous
of
course,
called
me
upset
that
they
had
received
a
parking
ticket
for
not
parking
for
parking
on
the
incorrect
side
of
the
street
and
they
were
upset,
and
they
said
the
plow
didn't
even
come
and
I
got
a
ticket
anyway.
I
What's
going
on
so
I
I
called
up
commissioner
merkel
at
the
at
dpw,
and
he
was
telling
me
about
all
of
the
the
reasons
why
dpw
needs
our
patients
right
now.
There's
a
lot
of
people
that
are
out
sick
and
there's
openings,
they're
they're
doing
the
best
with
what
they
have
in
the
staff
that
they
have.
I
So
I
gave
this
constituent
a
call
back,
and
it
turns
out
that
they
said
to
me.
Well,
I
stand
corrected,
because
the
reason
why
the
plow
didn't
come
was
because
I
was
parked
on
the
wrong
side
of
the
street,
and
so
the
plow
couldn't
come
in
fact,
so
you
know
it.
It
is
an
issue
and-
and
I
agree
that
it
might
be
better-
to
have
a
proactive
solution
instead
of
a
punitive
solution.
I
You
know
in
terms
of
maybe
weaving
the
fees
in
the
parking
garages
or
something
like
that.
You
know
we
can
definitely
think
creatively
about
how
to
proactively
address
the
situation.
I
I
also
hope
that
the
new
year
brings
renewed
interest
in
some
conversations
that
we
started
to
have
that
sort
of
tapered
off,
such
as
our
conversation
surrounding
code
enforcement,
especially
small
violations
of
things
like
mowing
grass
or
removing
garbage
or
removing
snow
those
kinds
of
things.
I
feel
confident
that
we
can
renew
our
interest
in
in
those
conversations
and
also
find
a
proactive
solution
and
also
a
conversation
around
reassessment
of
the
city.
I
I
think
that's
also
something
that
we
need
to
get
the
ball
rolling
on
well
before
budget
season,
so
that
we
can
make
sure
that
we
budget
appropriately.
For
that,
should
we
decide
that?
That's
something
that
would
benefit
the
city.
I
personally
believe
that
it
would,
and
the
the
last
thing
that
I
wanted
to
mention
also
announcement
riley,
is
that
we
we
did
just
pass
martin
luther
king
jr
day,
and
I
I
do
find
that
you
know
from
what
I
know
about
martin
luther
king
jr.
I
A
lot
of
the
quotes
and
the
sentiments
that
are
shared
are
often
watered
down,
or
sometimes
even
whitewashed
and
reverend
king
was
a
radical
activist,
and
so
I
found
a
quote
of
his
that
I
had
never
heard
before,
but
this
came
from
a
speech
in
1967
against
the
the
war
in
vietnam
and
he
said
a
nation
that
continues
year
after
year
to
spend
more
money
on
military
defense
than
on
programs
of
social
uplift
is
approaching
spiritual
death
and,
although
he's
talking
about
the
nation
as
a
whole
and
he's
talking
about
the
war
in
vietnam,
I
do
wonder
if
that
couldn't
be
applied
to
how
we,
as
a
municipality,
are
spending
our
money
as
well,
that
we
we
have
money
to
put
toward
programs
of
social
uplift,
and
I
believe
that
that
is
the
way
to
create
a
safer,
more
just
society.
I
So
I
I
do
take
that
to
heart
and
you
know,
encourage
people
to
remember
martin
luther
king
jr
as
a
radical
anti-racist
person.
So
I
think
about
the
quotes
that
we
don't
don't
often
hear,
and
I
hope
that
we
can
look
ahead
through
a
lens
of
that
kind
of
that
kind
of
world
view.

agree

what
some
fellow
council
members
discussed
with
respect
to
the
discussions
around
code
enforcement.

comment
to
a
couple
of
the
callers
and
the
couple
of
my
colleagues
once
again,
just
to
reiterate
what's
been
said,
but
I
think
it's
worth
it

team
effort
for
city
hall
from
everybody
over
this
last
week.
I
don't
want
to
belabor
the
point,
but
I
do
appreciate
it,
and
I
do
understand
that
even
commissioner
merkel
himself
has
has
gotten
sick
this
this
crazy.

This
crazy
thing
virus
we've
been
dealing
with
for
two
years
just
continues
to
to
play
its
course
and
wreak
havoc,
but
I
think
people
stepped
up
and
really
really
stood
in
the
gap
for
each
other,
and
we
appreciate
that
we
had
pretty
good
communication
from
the
mayor's
office
to
kind
of
keep
us
at
least
updated
slightly
as
to
what's
going
on
pre-treatment
of
streets
and
things
like
that,
especially
in
the
hilly
areas
on
the
south
side
and
there's
a
couple
on
the
east
side
in
the
first
ward
as
well,
that
need
pre-treatment
and
sometimes
they
even
need
to
go
and
reverse
up
the
hills,
and
things
like
that.

So
there's
a
lot
to
it
and
we
appreciate
that
to
the
our
first
caller.
I
just
want
to
say
that,
and
maybe
I
will
have
a
quick
conversation
with
the
mayor,
I'm
pretty
confident
that
the
getting
people
off

streets
is
really
about
the
safety.
Obviously,
if
something
were
to
happen,
ambulances,
you
know
first
responders
or
anything
like
that
or
people
that
are
need
to
get
out.

think
that's
a
good
point,
but
in
the
absence
of
that,
as
councilman
friedman
just
said,
there
are
times
when
there
are
no
other
options,
whether
to
tow
somebody
or
to
ticket
them.

let's
look
at
all

the
above
approach
and

will

talk
to
the
mayor
about
that
to
see
if
we
can
advertise
any
areas
during
a
social
store
when
we
kind
of
know
that
it's
coming.
Let's
do
the
second

don't
know
all
the
ins
and
outs
about
this.

not
be
opposed
to
at
least
a
conversation
to
me.
You
know
at
this
level
I
think
anything
with
ethics
should
be
geared
toward
assurance
of
that
there's
no
conflicts
of
interest
in
those
types
of
things.

would

not

opposed
to
having
a
conversation
about
at
least
that
basic
now,
whether
that's
housed
in
an
area
and
corporate
counselor
somebody
could
refer
to
if
they
needed
to
or
if
an
issue
was
arisen.

I've
not
forgotten
what
we
said
in
the
first,
the
first
meeting
and
things
that
we
talked
about
last
year
as
it
relates
to
code
kind
of
given
this
first
couple
weeks
as
a
request
that

given

me
directly
from
the
mayor
for
them
to
to
start
putting
some
things
in
place
so
that
when
we
do
this,
we
can
hit
the
ground
running
and
we
can
try
to
parse
quickly
through.

you

kind
of
target
the
conversation
to
what's
possible
and
move
through
some
of
the
things
that
seem
like
good
ideas,
but
we
might
not
be
able
to
do
and
move
really
quickly
into
that.
So
I'm
optimistic.
We
actually

a
two-week
break
early
in
the
year
here.
So
I'm
optimistic
that
when
we
re
come
back
on
the
seventh
and
the
ninth
that
we
will
have
some
information
and
be
able
to
set
a
meeting
for
a
committee
