Binghamton
and

volunteer

So
it's
been
a
bit
of
a
staycation
I
want
to
appreciate
I'm,
very
appreciative
and.

very
grateful
for
the
legislation
that
you
all
are
sponsoring
tonight,
specifically
the
to
for
major
upgrades
in
our
infrastructure,
water
and
sewage.
I
understand
this
is
not
the
most
glamorous
area
that
you
deal
with
and
by
far
it
is
one
of
the
most
important
things
that
we
need.

The
council
in
the
city
needs
to
be
reminded
of
a
little
history,
so
I'll
get
a
little
professorial
on
you
for
12
seconds
that
this
country's
first
epidemic
of
yellow
fever
in
1793
in
Philadelphia
was
actually
solved
by
people
figuring
out.
Perhaps
we
shouldn't
have
our
sewage
everywhere
right,
so
the
wealthy
of
Philadelphia
came
together
and
decided
to
invest
in
their
City
to
invest
in
their
infrastructure,
because
even
they
understood
that
the
people
impoverished
could
not
operate
in
such
an
environment.

So
I
want
to
again
thank
the
council
for
their
work
on
this
and
for
getting
this
legislation
through
I'm
particularly
excited
about
the
water,
but
proper
waste
disposal
and
clean
water
are
Hallmarks
of
civilization
right.

We
can't
really
do
much
without
that
I'm
reminded
of
my
grandmother
who
grew
up
in
a
house
without
indoor
plumbing,
every
stereotype
of
rural
Mississippi
1940s
that
you
could
imagine
and
I
remember
going
to
the
house
where
she
grew
up
and
going
to
the
Outhouse
out
back
and
I
also
remember
the
Joy
on
her
face
when
they
finally
put
Plumbing
in
in
the
80s.

I
want
you
to
know
that
the
community
sees
you
I
understand.
There
are
not
near
as
many
people
who
were
here
last
time,
but
you
all
know
that
I'm
I'm
here
and
so
I
want
you
to
continue
to
invest
in
our
infrastructure.

think
that's
really
important.
We
really
need
good
infrastructure
if
we
want
to
be
able
to
attract
businesses.
If
we
want
to
be
able
to
attract
Talent,
we
want
to
be
able
to
attract
residences.

gotta
tell
you.

driven
the
other
way
after
I
came

It

not
a
pretty
City,
but
there
are
some
amazing
buildings
in
the
city,

so
I
would
advise
Council
to
please
continue
to
invest
in
our
city,
because
we
very
much
are
worth
it
now.

last
minute
well
minute
and
a
half
is
what
I
played.

notice
on
my
door
well
actually
in
my
letterbox
yesterday
when
I
returned
home
from
work
and
volunteering
to
say
that
there
was
going
to
be
a
power
outage
today
from
ten
to
one.
It
was
two
o'clock,

that's
okay

the
same
Allen
Brightway
electrical
utility
contractors,
I,
don't
know
damaged
a
tree
knocked
over.
My
tomatillas
and
tomatoes
out
front
tore
up
my
nasturtiums
and
just
left
it
until
my
husband.

home,

went
up
and
talked
to
the
foreman,
and
you
know
we
just
said:
if
this
happens,
please
just
pick
it
up
clean
up
after
yourselves.
So
I
do
have
a
question

how
well
it's
not
really
a

where
I
can
point
to
How
the
City
vets,
their
third
party
contractors,
and
also
because
I'm
a
new
Resident,
and
there
are
a
lot
of
things
here.

city
agency,

that's
really
interesting
so
I
know
everybody
says
to
look
at

sort
of
as
a
new
Resident

street

know

I
need
to
go
to
look

residents

exploding
in
Binghamton
as
of

They

have
a
beginning,

date
in
Binghamton.
It
is
truly
year-round
here.

don't
get
it
I've
spoken
with
city
council.

mayor
called
the
cops
message
them
no
one
seems
to
give
a
damn:
I
am
a

Marine
Corps
combat
veteran
I'm,

receiving
care

VA
and
a
wonderful
therapist
we
are
trying
to
break
on

and
offer
some
peace
would
be
grand
if
the
city
of
Binghamton
and
its
elected
officials
helped
me

doubt
there
is
any
other
state
in
City

the
state
of
New
York
with
fireworks

loud.
They
sound
to
me
like

coming
mortar
rounds.

city

my

council
members.

think
it's
appropriate.
We
all
reflect
on
the
unanimous
decision
by
the
Binghamton
City
School
District
board
to
reject
the
irresponsible
and
unjustified
28-year
tax
break
for
a
wealthy
developer
to
build
five
floors
of
privately
owned
and
managed
luxury
housing
above
the
proposed
five
floors
of
a
publicly
owned
and
managed
parking
garage
at
Water
Street.

Politicians
approve
massive
tax
breaks
to
generate
windfall
profits
for
developers
on
the
backs
of
compliant
taxpayers
and
in
return,
these
elected
officials
receive
just
campaign
donations
and
access
to
the
local
halls
of
power
and
wealth,
but
maybe
the
school
board's
decision
is
a
watershed
moment.
Maybe
it
represents
what's
possible
when
a
growing
community
of
informed
engaged
citizens
who
show
up
are
respected
by
a
small
body
of
public
servants
who
dare
demonstrate
Independence
reason
and
decency.
A
I
know
that
future
possibility
scares
most
of
you,
because
the
majority
on
this
Council
has
consistently
demonstrated
opposition
to
all
those
attributes,
not
to
mention
a
vigorous
assault
against
transparency,
inclusion
and
dialogue.
Your
record
is
clear:
transparency
I
proposed
for
years,
a
simple
good
government
ethics,
Bill
Reform
Bill.
A
My
apologies
that
would
subject
this
Council,
the
mayor
and
his
appointees
to
the
same
annual
financial
reporting
and
ethical
standards
that
I
submit
to
a
to,
as
a
citizen
volunteer
on
the
board
of
a
county
entity,
Scanlan
resin,
Eddie
and
strong
have
all
refused
to
even
allow
such
a
discussion
while
serving
as
Council
Presidents
by
your
own
actions.
You
have
proven
to
be
guardians
of
secrecy.
Of
menacing
and
an
inexcusable
role
of
any
elected
official
inclusion,
you
supported.
A
Forgive
me:
you
supported
the
prior
mayor's
efforts
to
dismantle
every
citizen
board
possible.
You
made
a
mockery
of
the
governor's
order
to
reimagine
policing,
by
being
one
of
the
last
major
municipalities
in
the
state
to
convene
a
community
panel
or
Republicans
on
this
Council
approved
allocating
almost
92
percent
of
our
communities.

46
million
dollar
in
flexible
pandemic
recovery
funds
without
ever
hosting
a
single
Community,
Forum
or
inviting
Community
input,
and
when
Advocates
show
up
at
these
meetings
so
frustrated
by
your
negligence
and
exclusion
you
bully
them,
then
you
intimidate
them
and,
as
a
last
resort,
use
your
political
connections
and
lie
to
arrest
them
dialogue.
Please
you
approach
every
issue
as
a
life
or
death
debate
which
closes
the
door
for
learning
the
reflection
and
change
in
opinion.

Did
you
know
the
School
District
board
was
split
three
three
with
one
undecided
going
into
their
meeting
to
discuss
the
pilot
for
the
Water
Street
project,
and
yet
the
final
vote
was
7-0.
See
board
members
actually
listen
to
Citizens
learned
about
the
impacts
and
chose
to
be
a
responsive
servant
to
the
public
instead
of
a
rubber
stamping
slave
to
the
mayor,
they
are
a
model
for
the
future.
You
are
the
mold
of
the
past.

Thus
the
mayor's
comments
are
disingenuous.
None
of
this
infrastructure
would
even
be
needed
if
we
went
with
just
the
garage.
Similarly,
if
City
officials
admitted
on
record
that
only
60
spots
will
be
reserved
for
Boscov's
Shoppers,
then
why
are
we
spending
to
22
million
dollars
more
to
build
a
ramp?
Is
a
ramp
even
needed
council
member
strong
before
he
rubber
stamped.
This
irresponsible
pilot
countered
some
of
the
criticism
of
this
project
by
saying
this
project
has
nothing
to
do
with
the
affordable
housing
crisis.

Well,
then,
how
about
the
council
actually
move
forward
with
solutions
to
the
affordable
housing
crisis,
because
to
date
this
Council
has
announced
then
suspended
a
serious
conversation
about
code
enforcement,
refuses
to
implement
a
proactive
rental
inspection
program
to
protect
the
health
and
safety
of
low-income
tenants
and
a
couple
months
ago
approved
the
mayor's
proposal
to
cut
the
capacity
to
Code
enforcements
Department
by
25
percent.
Excuse
us
if
we
deem
your
words
and
Promises
empty
and
worthless
housing.

Justice
Advocates
have
been
recommending
solutions
for
more
than
a
decade
through
formal
city
and
county
reports,
or
through
informal
advocacy.
You
know
them.
So
if
you
are
really
serious
about
finding
and
passing
other
solutions
to
our
housing
crisis,
consider
any
of
the
any
of
them
or
the
following,
of
course,

legislation
that
allocates

million
of
the
remaining
pandemic
recovery
funds
arpa
to
the
Broome
County,
affordable
housing
fund,
managed
by
the
Community

supervised

South
Side
this
week,

turn

slower

we'd

me

a
few

appreciated

looking

took
a

Gordon
the
code.
Guy
he's
been
around
a
long
time.
He
knows
exactly

he's
doing

I
went
to
a
house
with
him.
Let's
point
out
what
I
called
the
junk
in
the
front
yard
of
this
house,
and
he
he
corrected
me
and
said
one
man's
joke.
Another
man's
treasure
and
I
thought
well.

can't
argue
with
that
one.
So,
but
Gordon
does
a
great
job
and
I
really
appreciate
the
work
he
does
in
the
city
he's
caught
you
just
and
I
I
think
we
could
we'd
be
benefited
by
having
five
or
six
Gordons
out
there.

mentioned
it
before
here,
I
saw
the
two
officers
walk
out
of
my
side
of
town
on
a
walking
beat
and
I
encourage
everybody,
even
fellow
council
members
or
residents
to
walk
with
them
for
a
couple
blocks.
It's
refreshing
to
see
the
people
agreed
to
these
police
officers
fell
from
water.
They
want
to
stop
and
talk
to
them.
They
have
little
badges,
they
hand
out
to
the
children,
but
it's
it's
a
nice
refreshing
change
for
these
officers
from
what
they
see
generally
in
the
streets
so
again
kudos
to
Police
Department.

a

quick

down

spoke

definitely
want
to
thank
the
DPW
and
all
of
our
third
party
vendors
that
are
working

roads
right

the
first
district.

rocky

but
it's
great
to

see

final
half

Glenwood
Avenue.

redone
also
want
to
thank
mayor,
cram
support
for
moving
and
assisting
with
the
allocation
of
resources
for
many
of
our
City
residents.

the
city
owned
portion
of
Floral
Ave
is
starting
to
get
some
work
done
to
it.
I
do
understand
it's
particularly
during
business
hours
during
the
day
of
Monday
through
Friday.
Sometimes
they
need
to
put
up
detour
signs.

can
take
Schubert
or
Matthews
or
Crestmont,
or
a
number
of
roads
all
the
way
down
if
you
need
to
get
to
Riverside.

it's
great

see

to
