A
C
A
Okay,
welcome
everyone,
it's
good
to
be
back
down
here
for
the
first
time
in
a
long
time
as
a
regular
session
with
anybody
participating
in
the
room.
So
we
welcome
everyone
so
we'll
get
right
to
it.
We
have
terry.
C
E
This
is
for
our
assessor
wanting
to
purchase
the
remaining
portion
of
her
filing
cabinets.
She's
been
had
a
vacant
position,
so
we're
moving
money
out
of
that
line.
I
think
it's
about
3
800
into
buying
the
remaining.
A
Any
questions
for
chuck
shaker
on
rl2219.
F
Go
yes,
okay,
hi.
So
this
is
a
modification
to
a
capital
project
that
had
been
originally
approved
for
roberson
museum.
Originally
city
council
had
approved
modifications
to
their
parking
lot.
Unfortunately,
they
sort
of
rushed
ahead
before
all
the
hud
regulatory
requirements
could
be
met,
so
they
did
approach
us
with
a
new
idea.
F
The
my
understanding,
the
bluestone
panels
on
the
sidewalk
on
front
street,
I
believe,
are
in
bad
repair,
are
falling
and
do
present
a
safety
issue
to
the
neighborhood,
and
so
they
would
like
to
use
the
funds
that
we're
originally
going
to
award
to
the
parking
lot
improvements,
which
was
also
a
safety
issue
to
the
sidewalk
improvements.
Instead,.
F
Believe
they're
doing
it
in
kind
we're
still
waiting
on
chippo
to
give
a
final
approval
on
it
generally
yeah.
If
it's
a
historical
structure,
it
has
to
be
unkind.
D
Good,
I
want
to
just
say
thank
you
for
these
photos,
so
we
can
look
at
the
urgency.
H
H
D
So
now
you
said
the
lot
has
already
been
taken
care
of.
Yes,.
F
A
Evening
go
ahead
when
you're
ready.
A
A
G
B
If
I
could,
thank
you,
that's
an
executive
session
material,
okay,.
E
E
14
220.
I'm
going
to
start
off
on
rl
22
214,
I'm
only
going
to
respond
about
where
the
money's
coming
from
you're
going
to
discuss
it's
more
an
executive
session
later
yeah.
There's
roughly,
I
believe
it's
a
million
dollars.
E
Coming
from
the
insurance
fund
fund
balance
the
pay
for
the
remaining
portion
of
this,
we
have
basically
actually
it's
1.5.
We
have
1.5
already
set
aside
and
we're
gonna
have
to
do
another
1.5,
roughly
and
that'll
be
coming
from
fund
balance,
and
any
discussions
about
this
will
be
an
executive
session
later,
with
brian.
B
E
And
rl
22
229
is
to
amend
the
22
general
fund
dpw
budget.
They
are
short,
some
snow,
plow
blades
and
they
want
to
transfer
money
from
temporary
services
in
the
snow
line
to
pay
for
those
blades,
and
I
can't
remember
the
exact
amount,
but
I
think
it's
about
thirteen
thousand
dollars.
Thirteen
thousand
three
hundred
and
seventy
dollars.
A
Yep
13
370..
Unfortunately,
that
time
is
coming
any
questions
for
mr
sager
and
arnold
22
to
14.
I
guess
we'll
do
229
later
rl
22
229
councilwoman
rightly
go
ahead.
Thank.
D
You,
mr
shaker,
how
are
you
good
so
this
13
370
is
going
because
we
bought
new
clouds.
B
J
The
first
one
is
authorize
the
submission
of
funding
to
empire
state
development.
This
is
included
in
the
packet,
so
the
city
is
chasing
restore
new
york
funding
through
the
new
york
state
office
of
empire
state
development.
J
J
The
city
success
successfully
completed
a
restoring
our
project
at
the
former
big
lots
plaza,
which
we
received
funds
for
demolition,
that
plaza
is
now
canal
plaza,
which
is
the
affordable
housing
development
that
has
the
grocery
store
in
the
ground
floor.
So
we
think
that
this
is
a
competitive
products
project
that
will
also
serve
as
an
anchor
for
our
downtown
revitalization
initiative
application,
which
will
be
submitted
shortly.
J
There
was
a
meeting
last
week
that
I
think
at
least
a
couple
council
members
attended
on
that,
so
this
is
providing
basically
the
ability
for
the
city
to
apply
for
this
funding,
and
hopefully
we
are
successful.
This
is
the
site
of
the
former
dmv
on
clinton
street.
If
anyone
was
interested
in
where
this
exactly
was.
D
D
Very
good,
yes,
we
had
very
engaged
citizens
and
sarah
did
an
amazing
job.
So
I
want
to
go
on
the
record
saying
that
as
well.
My
question,
though,
so
all
of
these
properties
are
zoned
commercial,
except
for
34,
jarvis,
correct.
J
I
think
it's
actually
zoned
industrial
and
tito
martinez
is
here
and
I
think
he's
covering.
H
D
J
One
two
and
three
bedroom
units,
so
a
mix
of
housing
types.
The
target
is,
let's
see
here,
50
to
60
percent
ami.
H
J
Affordable
house
have
ground
floor
commercial
space
in
it,
the
mixed
use
environment
and
we
want
to
transform
clinton
street
to
make
it
a
walkable
neighborhood
to
provide
housing,
that's
affordable
for
families,
so
folks
don't
have
to
in
their
car
to
go
places
if
they
need
groceries
or
services,
and
this
would
be
a
spectacular
project.
In
my
opinion,
that
would
transform,
what's
currently
an
overgrown
vacant
lot
into
a
really
vibrant,
a
mixed
use
project.
J
So
this
is
just
one
step
in
the
process:
the
restoring
art
new
york
application.
D
And
so
this
proposal
and
the
idea
to
launch
this
102
unit
facility
housing
structure
was
put
into
the
revitalization
proposal
as
well.
J
J
I'm
not
sure
I
think
the
meeting
on
wednesday
was
more
for
public
kind
of
generating
things,
but
certainly
as
part
of
a
dri
plan.
That's
adopted.
Yes,
it
would
be
included
as
part
of
that.
G
Yeah
hi
mayor
this
is,
I
think,
you're
right.
It's
a
fabulous
project
and
I
I
saw
when
the
governor
they
announced.
This
was
going
to
be
in
two
segments
like
this
is
round
one
and
there's
going
to
be
around
two
or
we
is
round
two.
If
we
go
for
round
two,
is
that
going
to
be
concentrated
still
on
clinton
street
or.
J
No
that
this
that
would
be
there's
multiple,
restore
new
york
rounds,
there's
also
special
special
project
rounds,
which
have,
I
think,
a
little
bit
more
money
behind
them.
This
would
be
the
only
project
on
clinton
street,
and
you
know,
I
think,
would
be
our
strongest
application
as
part
of
this
round.
You
know
again:
restore
new
york
can
be
used
for
a
lot
of
different
purposes
and
if
you
look
at
vacant
commercial
spaces
throughout
the
city,
certainly
on
the
north
side,
for
example,
I
think
there's
ample
opportunity
in
future
future
rounds.
G
Yeah,
thank
you
great
work
and
the
vines
thing
today
that
was
terrific
yeah
that'll.
J
Be
a
great
project
for
for
that
neighborhood!
It's
on
the
agenda
tonight.
Megan
can
speak
a
little
bit
more
about.
I
won't
steal
her
thunder.
Okay.
H
A
Okay:
let's
go
on
to
22
225.
J
Sure
so,
225
and
226
are
related.
It's
the
same
grant
program
we,
which
is
water,
improvement
infrastructure.
It's
basically
authorizing
the
city
to
apply
for
two
grants
dealing
with
wastewater
and
storm
water
infrastructure.
J
An
update
at
the
water
treatment
plant
waste
from
sludge
extraction
is
currently
handled
by
the
joint
suite
treatment
plant,
which
is
not
good
for
the
plant,
and
we
want
to
find
a
way
to
get
the
sludge
out
of
the
waste
water.
Excuse
me
the
water
filtration
plant,
so
we
don't
have
to
pay
for
costly
annual
hauling
of
that
off-site.
J
This
is
a
project
that
will
only
move
forward
with
grant
funds.
So
that's
the
grant
application
number
one
grant
application
number
two
has
to
do
with
replacement
of
the
sixth
ward.
J
Let
me
see
if
my
mic
can
change
here,
which
land
that
runs
along
the
susquehanna
river
on
the
south
side,
carrying
sanitary
sewer
to
the
joint
suit
treatment
plant.
This
total
project
cost
is
going
to
be
in
the
double
digits
and
again
something
that
we're
chasing
this
year
for
grant
funding
given.
What's
coming
out
of
washington
with
the
infrastructure
money,
it's
going
to
be
a
good
year
to
apply
for
these,
so
we
need
to
seek
council
authorization
to
apply
for
the
grant.
J
A
K
Or
not,
that's
fine
yep!
If
you
don't
mind
I'll
start
with
I'll
start
with
the
vines
arl
since
amelia's
here
with
us.
Okay,
so
that's
rl22-226.
K
And
22-228,
so
the
first
of
those
will
allocate
three
hundred
thousand
dollars
in
arpa
funds
to
vines
for
a
new
downtown
binghamton
headquarters
and
the
second
of
that
authorizes
the
mayor
to
enter
into
an
agreement
with
fines
for
use
of
those
funds.
Vines
plans
to
break
ground
on
a
4
000
square
foot
building
next
next
year
on
susquehanna
street,
which
is
right
near
their
urban
farm.
K
The
building
will
include
offices,
the
kitchen
community
space
and
it'll,
be
the
first
net
zero
energy
building
in
the
city
of
binghamton
I'll
turn
it
over
to
amelia.
For
for
more
of
the
details,.
L
Sure
so
we're
excited
that
to
continue
on
with
this
project
we
had
previously
purchased
157
susquehanna
and
one
fayette
street
from
the
city
for
this
project
and
obviously,
with
the
pandemic,
we
saw
building
prices
really
just
kind
of
go
through
the
roof,
and
so
we
took
some
time
to
regroup
and
look
for
additional
sources
of
funding
to
allow
the
project
to
go
forward,
and
the
mayor
has
graciously
proposed
committing
these
funds
to
the
project.
L
So
we
can
move
it
forward
being
in
that
neighborhood
is
really
important
to
us,
because
it's
really
our
home,
it's
a
neighborhood
where
we
first
got
started
with
our
first
community
garden
and
being
within
walking.
Distance
of
the
urban
farm
is
extremely
important
to
make
sure
the
building
can
be
utilized
well
by
our
youth
program,
so
our
youth
can
walk
back
and
forth
between
the
the
building
and
the
urban
farm.
So
I
I
just
thought
I'll
leave
it
there
and
see
if
anybody
has
any
tips
on
that.
M
D
B
D
About
last
time,
the
press
conference,
although
it's
not
in
my
district
again
when
we
support
things,
it's
great
to
lend
support
publicly
as
well.
But
again,
thank
you
for
being
here
and
explaining
the
timeline.
We
look
forward
to
the
ribbon,
cutting.
A
A
Okay,
megan
go
back
to
220
and
work
your
way
down.
K
Rl
222-220
is
to
allocate
one
million
dollars
in
arpa
funds
for
a
new
youth
fund
that
this
is
what
the
mayor
announced
during
his
his
budget
address
last
week.
The
money
will
support
programs
and
services
for
children
and
teens
in
the
city
of
binghamton
rl
22-221.
K
This
authorizes
the
mayor
to
enter
into
an
agreement
with
the
community
foundation
for
five
hundred
thousand
dollars
of
that
new
youth
fund.
Under
the
agreement,
the
community
foundation
will
partner
with
the
city
to
get
those
funds
out
the
door
and
into
the
hands
of
local
nonprofits
serving
city
of
binghamton
youth.
K
K
Street
addiction
provides
trauma-informed
intervention
for
youth
impacted
by
neighborhood
conflicts
and
their
families.
The
school
district
approached
the
city
about
partnering
with
us
to
bring
this
program
into
into
the
city
of
binghamton,
based
on
the
success
that
they
had
in
syracuse,
and
there
should
be
some
additional
background
information
on
that
nonprofit
in
your
packets
22-223.
D
Ahead,
thank
you.
I
know
you
said:
stop
you
if
we
have
specialty
questions
so
this
allocation
of
250
000
for
the
thaw.
Well,
the
street
addiction
institute
inc.
Is
this:
how
long
of
a
term
will
this
cover
for
the
school
district?
Do
we
know.
D
K
H
D
M
There,
okay,
so
I'm
just
wondering
the
street
addiction
institute.
Are
we
going
to
get
more
additional
information
from
these
folks?
Regarding
some,
you
know
what
it
is,
what
they
that
they
do.
For
example,
when
I'm
looking
at
you
know
providing
non-traditional
prevention
intervention.
What
does
that
really
mean
what
they
might
look
like?
I'm
just
wondering
if
they'll
be
able
to
provide
us
without
information.
I'm
curious.
K
Sure
so
that
the
information
in
your
packet
comes
from
their
website,
which
has
a
little
bit
more
of
the
specific
programs
that
they
do.
I
imagine
that,
once
we
enter
into
an
agreement
with
the
school
district
for
funds,
there
will
be
an
mou
with
more
details
that
we'd
be
happy
to
share.
D
K
D
D
Including
tonya,
well
the
superintendent's
decision
to
partner
with
this
organization
what
why
this
organization
and
what
are
the
intended
goals?
I
guess.
K
You'd
have
to
speak
with
her
directly
on
that,
but
she
approached
us
specifically
about
this
about
this
non-profit.
She
had
heard
about
them
and
the
work
that
they're
doing
up
in
syracuse
and
the
successes
that
they've
had
up
there
working
with
the
school
district
there.
Okay.
D
Thank
you
for
that
clarification,
you're
welcome
and
let
me
just
say
the
reason
why,
as
you
know,
everyone
around
this
table
has
probably
received
emails
about
the
potential
closures
and
when
we
allocate
funds
the
neighborhood
is
going
to
say
why
would
we
do
something
over
the
other,
and
so
they
they
want
to
know
again
some
of
the
rationale
behind
the
decisions
we're
making
and
that's
why
I'm
asking
because
again,
how
did
we
come
to
this
decision?
How
does
it
factor
and
all
those
questions
we
get
sure?
Thank
you.
K
Okay,
rl
22-223,
the
next
one
down
is
in
authorizing
the
mayor
to
enter
into
an
agreement
with
lord's
youth
services.
This
is
for
a
hundred
and
fifty
thousand
dollars
of
arpa
funds
for
after
school
programming,
targeting
east
middle
school
students
and
their
families
to
improve
attendance
and
other
outcomes
in
your
packets.
There's
information
with
more
details
on
the
specifics
of
that
program
and
finally,
rl
22-224.
K
This
is
authorizing
the
mayor
to
enter
into
an
agreement
with
the
boys
and
girls
clubs
of
binghamton.
This
is
a
hundred
thousand
dollars
for
capital
improvements
supporting
these
services
at
the
at
the
center.
K
The
nonprofit
plans
use
the
front
the
funds
for
upgrades
to
their
gym
the
baseball
field
outside
on
their
property
and
for
the
purchase
of
a
van
to
transport.
The
club
members.
A
N
G
Have
a
question:
go
ahead,
councilman
burns!
Thank
you,
hi
tito.
All
right
can
I
go
back
to
my
question.
I
had
for
you
at
the
planning
commission,
and
that
is
the
actual
smoking
of
marijuana
and
just
so
people
watching
at
home
or
whatever.
I
want
to
go
over
my
concern,
and
that
is
that
when
the
clean
air
act
came
out,
there
was
which
stopped
any
restaurants
or
anybody
smoking
in
public
and
restaurants
owners.
G
Many
of
them
said
well,
I
want
smoking
allowed
in
my
restaurant,
so
people
just
don't
have
to
come
here
and
the
state
said
no
can't
do
that
because
of
the
employees,
the
employees
they
said
about
the
employees.
Well,
they
don't
have
to
work
here
and
they
said
well,
no
because
now
you're
having
people
have
to
choose
between
employment
and
their
health.
G
So
my
concern
is
that
people
are
actually
going
to
be
smoking
marijuana
in
these
places.
The
cdc
has
on
on
their
page
that
pregnant
women
should
not
be
breathing
in
marijuana
smoke.
We
could
have
young
women
working
there
that
are
pregnant,
they
don't
know,
they're
pregnant,
so
be
doing
damage
just
because
they
need
a
job.
They'd
be
doing
damage
to
their
unborn
child
and
also
we
always
encourage
young
people.
If
they're
gonna
go
out
drinking
that
they
should
have
a
designated
driver.
G
G
If
we're
going
to
allow
places
to
you
know
smoke
the
actual
smoking.
So
I
did
speak
to
one
office
that
disagree
that
had
a
disagreement
with
what
you
were
saying.
They
were
saying:
no,
they
were
going
they're
going
to
allow
smoking,
and
I
know
at
the
commission,
you
said
that
they
they
weren't
going
to
allow
smoking.
So
I'm
just
trying
to
figure
out
where,
where
we
stand.
N
G
B
The
law
that
was
passed
actually
says
that
if
american
tobacco
is
prohibited,
marijuana
is
also
prohibited.
That's
near
state
law,
already,
okay,
great
and
the
regulations
about
where
what
will
be
smoked
under
what
circumstances
it
could
be
smoked.
On-Site
consumption,
that's
something
that
new
york
state
will
determine.
Okay,
thank
you.
H
B
It's
just
for
clarification
because
this
may
not
be.
This
may
be
the
first
time
that
there's
an
amendment
of
410,
the
zoning
ordinance
as
to
both
215
and
216
if
this
gets
signed
out
tonight.
What
we
would
ask
is
that
when
it
comes
to
the
floor
that
will
be
set
for
public
hearing
for
your
folks
to
have
public
input
as
well
before
it
gets
acted
upon.
A
B
A
Actually,
the
next
one
first
october
6th,
we
can
do
that
mr
clerk
be
set
up
public
hearing
for
them.
G
Yes,
mr
president,
yeah
could
we
have
the
hearing
and
not
vote
on
it.
The
same
night
could
be
have
a
hearing
so
that
the
public
can
speak
on
it
and
that
we
can
all
think
about
what
has
been
said
and
rather
than
vote
on
the
same
night
that
we're
having
a
public
hearing.
Thank
you.
N
So
this
legislation
is,
for
the
most
part,
the
same
legislation.
That's
that's
been
out
there
that
was
sent
to
you
all
in
early
august
when
we
asked
you
to
refer
to
the
planning
commission.
Just
to
recap.
It
makes
it
so
that
groups
of
four
or
more
students
college
students
is
not
considered
a
family
and
therefore
can't
occupy
a
dwelling
unit
in
the
r1
and
r2
districts
and
can
only
occupy
a
unit
in
the
r3
district.
N
N
The
only
change
that
was
recommended
by
the
planning
commission
is
that
congregate
living
facilities
aka
these
student
housing
units
would
be
able
to
provide
parking
off-site
within
250
feet
right
now.
Congruent
living
requires
parking
on-site,
which
is
physically
impossible
on
a
lot
of
a
lot
of
these
properties
in
the
target
area,
and
the
planning
commission's
position
is
that
granting
some
flexibility
on
the
location
will
encourage
landlords
to
actually
go
out
and
secure
our
street
parking
for
their
tenants,
which
will
help
address
the
parking
issues
in
the
area.
D
Thank
you
again,
teo
for
coming
down
you
and
I
have
had
a
lot
of
discussions
about
this.
Unfortunately,
I
don't
think
the
map
that
was
presented
at
planning
is
in
this
packet
for
those
that
may
be
watching.
Okay,
just
so
we
can
make
sure
I
mean,
I
know
they
can
look
at
on
the
planning
meeting
agenda
and
pull
it
down,
but
there
are
specific
questions
that
I
would
like.
H
D
To
help
me
clarify
based
upon
this
map,.
H
D
N
So
the
use
is
going
to
be
based
on
the
number
of
bedrooms,
structurally,
the
rule
about
the
family
and
the
functional
equivalent
to
a
family.
That's
based
on
number
of
individuals.
D
H
N
N
D
N
N
D
Now,
as
I
share
during
the
zoning
meeting,
I
keep
saying
planning
and
bunny
meeting,
but
we
talked
about
the
grandfathering
in
so
what
was
kind
of
not
discussed
here
is
that
if
there
are
dwelling
in
the
newly
designated
zone
that
have
the
five
or
more
units
that
have
already
sought
approval
for
this
congregate
living
type
of
establishment,
they
will
not
have
to
be
held
to
the
same
standard
of
what
we
are
outlining
here.
So
I
want
you
guys
to
really
understand
that.
D
The
spirit
of
the
neighborhood,
you
know
what
we
want
to
see
and
those
of
you
that
used
to
live
in
this
area,
what
we
typically
see
so,
for
example,
if
you
have
10
people.
D
Perhaps
you
should
have
a
place
to
park
also,
if
you
have
multi-units
or
are
now
a
congregate
living
facility,
perhaps
having
a
dumpster
so
that
we
don't
have
12
individual
bags
strong
in
front
of
the
property.
So
those
are
things
I
want
council
to
consider
that
I've
been
receiving
via
email
and
I'm
going
to
ask
many
of
them
to
come
to
council
to
verbalize
this
themselves.
B
N
N
B
N
B
N
I
don't
recall
what
the
eastern
boundary
of
the
able
bennett
is
off
the
top
of
my
head,
but
the
vast
majority
of
the
able
bennett
it
will
not
right.
But.
B
N
Way
we
drew
the
boundary,
was
we
we
overlaid
property
owners
onto
the
map
and
where
we
found
that
all
the
properties
were
owned
by
llc's,
many
of
which
are
known
to
us
to
be
student
landlords.
That's
that's
what
was
included.
We
made
a
an
effort
to
exclude
properties
that
were
owned
by
local
homeowners.
D
Right,
if
you
look
at
the
map
there
is,
I
don't
want
to
disclose.
D
Later,
okay,
yeah
but-
and
it's
been
brought.
M
D
D
It
has
become
a
problem
so
and
then
so,
if
you're
still
outside
of
this
border-
and
you
have
three
bedroom
but
you're
still
less
than
four
students.
That's
okay,.
N
Technically,
that's
not,
okay!
What
the
legislation
does
specifically
is
right.
Now,
if
we
receive
a
complaint
that
a
group
of
unrelated
individuals
is
living
in
a
residential
zoning
district,
we
have
to
go
investigate
and
make
a
case.
This
just
gives
us
a
little
bit
of
a
shortcut
when
you
have
four
or
more
students,
because
there's
no
case
to
be
made
other
than
these
are
students
and
therefore
they're,
not
a
family.
If
you
have
three
unrelated
individuals
that
are
not
not
related,
we
could
still
investigate
that
and
they
can
appeal
same
as
they
can
now.
N
N
You
reminded
me
also
that
the
planning
commission
did
recommend
that
city
council
give
some
consideration
to
the
issue
of
garbage
and
waste
disposal.
There
was
no
firm
recommendation
from
them
on
a
specific
zoning
amendment,
but
they
thought
it
was
something
that
that
you
all
could
think
about.
N
No,
there
was
nothing
specific
and
it
was
something
one
of
the
members
brought
up
and
it
got
included
in
the
motion.
But
what
is.
C
H
A
N
N
A
M
M
D
I
know
you
don't
know
the
zoning
ordinances
or
the
code
by
heart,
but
if
you
can
point
it
out
to
us
where
that
is
as
well.
N
So
the
last
one
is
to
rezone
187
clinton
street,
which
right
now
is
i2
light
and
medium
industrial
to
c4,
neighborhood,
commercial,
the
properties
along
clinton
street
to
the
north,
east
and
west
of
this
property
are
all
c4
neighborhood
commercial.
That's
that's
the
character
of
that
zoning
district
in
that
corridor.
N
This
property
was
zoned
industrial
in
2006
because
it
it
goes
all
the
way
back
to
the
railroad,
but
that
presents
an
issue
because
dwelling
units
are
not
allowed
in
industrial
zoning
districts.
So
we
do
have
that
restore
new
york
project
that
we're
hoping
to
get
awarded.
A
K
So
this
is
for
the
emergency
demolition
of
a
fire
damage
property
at
44
lake
avenue.
There's
a
mistake
in
the
rl
here:
both
of
these
lines
should
be
increased,
so
we're
increasing
both
the
demolition
line
and
the
insurance
recovery
line,
because
we
expect
to
be
reimbursed
by
the
property
owner's
insurance
company
for
the
cost
of
the
demolition.
A
Good,
okay,
cynical!
I
apologize
appropriately;
okay,
any
questions
or
comments
for
megan
on
rl2230.
K
And
then,
if
I
could
councilman
sean,
I
have
just
one
thing
on
the
councilman
burns
comment
on
the
cannabis
public
hearing.
It's
my
understanding
and
brian
correct
me.
If
I'm
wrong,
but
past
practice
is
to
have
that
legislation
on
the
agenda
to
be
voted
on
and
if,
if
there
are
no
or
limited
public,
commenters
council
would
go
ahead
and
vote
if
there
is
sort
of
an
outpouring
of
public
comment
it
could
be
held
over,
but
you'd
have
it
on
there
for
a
vote.
It's
up
to
council,
but
that's
my
understanding
of
past
practice.
C
A
A
Okay,
thank
you
any
anything
on
pending
legislation
for.
H
B
H
D
A
In
favor
aye,
okay
lee,
let
me
tell
us
when,
when
we
should
do
that.
B
Mr
chairman,
if
I
could
before
we
go
off
right,
the
only
other
there
are
no
further
items
after
this,
and
so
you'll
probably
not
turn
this
back
on
other
than
to
come
back
on
and
authorize
me
to
take
whatever
action.
The
board
authors
otherwise
might
take
so
we'll
that
will
be
included
in
the
minutes,
but
it
probably
will
not
be
included
in
this
video.
