comments

think
at
the

this

discussion
and

at
some
point,
if
anybody
has

amendments,
then
we
can
vote
on
them.
I
think
with
their
new
set
up
here
and
the
thing
we
should
be
able
to
hear
everybody.
If
we
vote
on
anything,
we
can
do
voice
votes
to
move
it
along.

think
it's
it'll
be
obvious.

general
comment
is
that,
generally
speaking,
I
think
this
is
an
excellent
budget.
I
think
a
lot
of
work
has
been
done
on
it.

you
know
it's
not
like
we're
going
to
relitigate
this
thing
line
by
line
and
go
back
through
everything,
but
obviously
after
going
through
it
before
this
is
our
opportunity
and
responsibility
to
you
know
represent
each
of
our
municipalities
and
the
ratepayers
by
default
that
that
we
in
our
constituents
that
we
represent
so
so
I
think
we
should
just
have
a
discussion
about
any
items
that
anybody
has
looked
at
over
the
last
period
of
time.

between
meetings,
I
will
say
that
you
know
my
thought,
as
in
the
30
000
foot
view
is
that
while
the
budget
in
total
does
go
down
four
or
six
percent,
the
operational
costs
really
actually
increase
about
six
percent
in
this
budget,
and
that's
not
a
good
or
bad
thing.
It
just
is,
and
I
think
that
that's
a
number
that
we
should
at
least
work
on
the
fringes
if
there's
something
that
we
can
agree
on
to
mitigate
that
just
a
little
bit.

understanding
is
that
the
the
budget
as
it
goes
out,
the
door
is
funded
by
the
municipalities,
thus
the
ratepayers
and,
if
there's
anything,
excess
in
here
or
things
that
can
be
trimmed.
Obviously,
the
sewer
plant
always
comes
back
to
us
with
budget
transfers
and
things
that
need
to
be
changed
on
the
fly
and
we
always
address
those
as
fast
as
we
can.
So
if
something
gets
trimmed
a
little
bit
or
something
a
little
bit
extra.

That's
in
here
that
we
can
cut
out
and
and
cut
that
price
tag
on
the
front
end
to
the
municipalities
and
the
ratepayers.
I
think
we
should
at
least
have
a
conversation
and
consider
that,
but
that's
not
certainly
everything
in
it
or
to
pick
apart
every
single
line
under
that's,
at
least
from
my
perspective.
That's
not
what
this
section
is
about,
or
what
we're
here
to
do.

demand

employees

february
18
2022
there
was

failure

joint
sewage
treatment
plant
that
a
viewpoint,

viewport
was
expelled
from
the
cn
cell
treatment
cell
wall,
which
is
still
it's
got
a
green.
It's
got
a
green
light,
but
it's
not
there
we
go.
I
guess
you
have
to
be
right
up
on
it.

The
second
failure
that
we've
had
from
an
owner
capital
project
since
I've
been
on
the
board
and
they're
invaluable
and
they
deserve
to
be
compensated
just
like
police
and
fire,
or
even
more
so,
for
you
know,
responding
to
this
environmental
emergency
that
affects
the
entire
chesapeake
bay
watershed,
and
I
you
know
I
as
a
board
member.
I
support
this
because
I
think
it's
fair
and
you
know
they
shouldn't.
They
shouldn't
be
relegated
to
something
less
than
what's
provided
under
the
collective
bargaining
agreement
in
my
in
my
opinion,
so.

praise
them

But
I
just
again
I'm
gonna
live
in
city
council
here
in
the
real
world

3.7

real
world

raises,
but
if
it's
nothing

can
do
about
it,
it
is.
It

what
it
is.
So
I'm
wasting
my
breath

I
just
don't
it's

absorbent

kept

contractor's
necks
we'd
still
be
messing

up.

up
about
158
tons
of
media
reinstalled,
158
tons
of
media
in
five
and
a
half
months.

happy

We
have
a
master's
of
business
administration
as
a
business
manager.

skill
set
allowed
us
to
react
to
and
overcome
the
challenges
we
faced
in
recovering
from
a
catastrophic
failure
that
required
staff
to
think
outside

box
and
expedite
the
recovery
to
full
compliance
with

speedies

the
epa's
tmdl,
which
is
the
total
maximum
daily
load.

reflects
37
funded
positions.

49
positions
are
there's
two
other
positions
that
we
don't
build
right
now
we
utilize
the
funds
from
those
positions
and
combine
them
for
a
computer
from
a
computer
engineer
to

opener.

organizational
chart
you
were
provided,
those
are
the
two
pink
in
the
center
that
are
unfunded.

That's

I
do
at
my

I
do
this
stuff

this
is
a

know
it's
an
arduous
task.
So
this
is
a
personnel
line
item,
but
it's

personal

person

way
things
go
to

reduce
the
out

just
the
the
off

shelf
package
to
lower
out
the
front
end
we're
always
under
which
is
because
of
vacancy
factor.

hurt

not
put

the
sewage
plant

not

idea,

negative
reserve,
but
there's
something

that
could
be
born
in
mind
as

sewage
board

authority
to
create
any
reserve
or
allowance
like
that.
That's
all
reserved
under
section
seven
of
the
ima
to
the
owners
we
have
to
when
we
budget.

have
to
consider
the
fact
that
the
climate
cycle
being
what
it
is
it
goes
up
and
down,
and
we
may
have
a
wetter
than
normal
year
next
year
and
we
have
to
budget
for
that,
because
we
can't,
in
the
middle
of
the
year,
say:
oh
it's
a
wet
year.
We
need
more
money
because
the
municipalities
have
already
set
their
sewer
rates
sent
out
bills
and
the
estimated
billings
that
are
that
are
sent
from
the
comptroller's
office
to
the
municipalities
to
pay
for
the
joint
sewage
treatment
plant
are
not
flexible.

as
much
as
I
think
that

idea
is
pretty
good,
I
like
it,
it
seems
very
reasonable
and
over
the
last
three
years
that
I've
been
sitting
in
this
chair,
I
think
it
would
work.
But

I

members
don't
feel
the
same
way.
That
could
certainly
change
so
I'm
pretty
flexible
and
I
I
think,
you've
hit
on
a
really
good
point.

to

in

most
part.
Sometimes
you
have
timing
issues
with
our
meetings

stuff

expedited
legislation.

council
side

try
to
respond
quickly

know

I've
ever
voted
no
in
the

for

budget

ultimately

there's
got
to
be
a
few
things

here

we
can

bit

without

my

far
as
I

hope
and-
and
you
know,
I
think,
everybody's
doing
a
great
job.

don't
think
anybody
at
least
I'm
not
questioning
that
even

little
bit,
but
if
we
have
some
generic
things,
I
also
you

I'm
sensing
that
everything
we
say
so
far.

saying
that
this
is
sacrosanct,
everything-
that's
in
here-
it's
not,
you
know,
I
mean
there's,
I
think,
there's
some
some
general
things
that
we
could
look
at

I'm
hoping
that
some
other
people

to
make

budget
as
close
and
as

precise

possible,
but
the
one
consequence
is:
if
you
cut
it
too
far,
who's
going

responsible
for
paying
the
bill,
it
won't
be

sore
plant,
it's

to
be
the
two
owners,
so
I
just
want
to
advise
you
if
you
chop
it
down
too
far,
you
might
be
asking
for
trouble,
especially
the
way
the
chemicals
are,
are
increasing
and
and
going
out.

years

they
signed

air
