Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
A
That
is
correct.
We're
in
the
process
of
going
live
to
youtube.
B
B
D
Okay,
he'll
get
settled
in
a
second
okay.
We
will
get
started.
Welcome
everyone
to
the
city
of
binghamton
city
council
work
session
for
tuesday
july
5th
2022.
Please
stand
for
the
pledge.
D
A
Councilman
scrungey
president
councilwoman
russ
netty
is
absent.
Councilwoman
riley
is
also
absent.
Councilwoman
friedman.
D
Okay,
thank
you
for
that.
We
will
get
started
on
our
agenda.
Do
we
have
I
see
dan
merkel's
first?
Is
he
there
or
a
representative
thereof
for
dpw.
I
Rl
22
176,
which
is
a
resolution
to
amend
multiple
budget
lines
to
cost
cover
the
cost
of
gas
and
diesel
fuel
to
city
vehicles.
There's
an
attachment
to
the
legislation
which
describes
the
transfer
amounts.
As
you
may
be
aware,
the
cost
of
gas
has
has
risen
and
we
have
additional
need
for
gas
for
the
remainder
of
the
yield
year,
fuel
gas
diesel
and
therefore
we
would
ask
that
council
approve
this
resolution.
I
It's
also
requested
to
be
expedited
due
to
the
current
need
and
to
be
fair.
This
did
come
up
at
our
discussion.
This
will
likely
not
be
the
last
submission
for
additional
fuel
gas
diesel
additions
to
the
2022
budget.
D
Okay,
councilman
freeman.
I
see
your
question
go
ahead.
B
Forgive
me,
I
don't
know
if
this
is
a
question
for
sharon
and
or
chuck,
but
if
there's
a
if
there's
an
inherent
need,
should
we
look
to
potentially
even
amend
this
to
add
more.
E
I
Rl
22
178
is
an
ordinance
to
amend
the
2022
department
of
public
works
budget,
primarily
to
account
for
general
operating
supplies
by
an
additional
ten
thousand
dollars.
It's
cost
neutral
in
the
sense
that
it's
an
interdepartmental
transfer.
D
Okay,
any
questions
or
comments
for
on
rl22178.
I
Rl
22-1
is
submitted
by
the
commissioner
of
public
works,
which
is
an
ordinance
to
amend
an
ordinance
to
amend
the
2022
refuse
budget.
The
proposal
would
be
to
decrease
personal
services
and
increase
overtime
and
vehicle
repair.
I
As
several
of
you
may
be
aware,
our
painting
crew
has
been
out
in
the
streets
repainting
our
site,
I
should
say
our
streetscapes
and
we've
incurred
a
significant
amount
of
overtime
in
the
street
work
side,
as
well
as
the
vehicle
repair
side,
and
that's
why
we're
requesting
the
services-
and
there
is
money
in
the
street
maintainers
in
tso
budget
lines
based
off
of
vacancies.
H
Thank
you,
president
stron
hi
sharon.
How
are
you
I'm
well?
How
are
you
a
bit
better,
I'm
a
little
sick,
but
thank
you
for
asking.
So
I'm
wondering.
Is
this
a
typical
overtime
or
like
what?
What
was
it
about
this
year
that
made
the
made
this
transfer
necessary.
I
So
I
can
speak
a
little
bit
to
that,
as
the
commissioner
and
I
spoke
last
week
about
increased
overtime,
primarily
in
signals
and
streets
having
to
do
with
repairing
of
lights.
I
think
that
had
to
do
with
the
storm
as
well
as
again
painting
streets
that
had
been
priorly
milled
and
paved
for
things
like
parking.
Apparently,
there's
just
been
an
additional
labor
needed.
We
have.
I
I
I
can
get
more
specifics
from
you
from
danny,
I
should
say
from
bernice
if
you'd
like,
but
that's
my
understanding
of
it
and
chuck.
Is
there
anything
you'd
like
to
add
to
that.
E
Sure
no,
I
had
a
couple
other
things
back
in
2020
beginning
the
pandemic,
we
had
budgeted
40
000
and
we
used
very
little
in
2020
and
21,
so
we'd
cut
the
budget
from
40
000
down
to
twenty
five
thousand
and
twenty
two,
but
this
year
we're
spending
we're
at
twenty
five
thousand
right
now.
E
E
D
Okay,
we
will
move
on.
We
have
pat
mcginnis
out
there
for
the
next
two
rl's.
D
E
E
D
Okay,
any
any
councilwoman
freeman
go
ahead.
H
E
Ta
used
to
be
a
trust
account
and
the
state
has
basically
removed
that
title
and
they
make
it
now.
A
trust
custodian
account.
Okay,
it's
something
they
did
two
years
ago.
So
any
donations
now
go
into
a
tc
account
rather
than
a
ta
account.
E
E
Sharon,
I'll-
let
you
talk
about
this
one
this
is,
I
think
you
know
about-
is
taking
people
from
broome
tiger
boces
to
assist
us
with
the
binghamton
summer
fund
program.
There's
no
cost
to
the
city.
I
think
it's
just
a
resolution
allowing
us
to
do
it
is
that
correct
sharon.
I
This
is
at
no
cost
to
the
city.
It
enables
essentially
assistance
for
work
site
agreements
for
summer
youth,
so
they
get
some
exposure
not
only
through
the
boces
system
but
also
to
working
within
the
city
of
binghamton.
It's
a
separate
program
and
they're
responsible.
I
should
see
boces
tioga
is
responsible
for
for
those
employees.
J
Yeah,
so
I
think
you
just
kind
of
hit
on
it.
We've
done
this
in
the
past
with
boces.
These
kids
would
be
working
at
our
sites
at
sherry,
lindsey
park
rock
park
and
webster
street
park.
D
Okay,
any
questions
or
comments
on
rl22183
councilman
freeman
go
ahead.
H
I'm
okay!
Oh
thanks
for
asking
so
in
I
see
that
it
says
that
worksite
supervision
is
unpaid
and
voluntary.
So
how
is
how
are
the
youth
paired
up
with
the
supervisors
like
what
is
there
an
application
process?
Or
can
you
talk
more
about
how
the
youth
are
placed
with?
Yes,.
J
So
boces
actually
does
the
leg
work
on
the
placement.
So
the
program
the
kids
apply
through
boces
and
boces
does
all
the
leg
work
of
finding
sites
finding
hosts.
So
they
came
to
us
saying
originally
two
and
then
they
brought
us
a
third
one.
So
then
those
kids
once
they're
placed
we'll
actually
work
with
our
staff.
That's
already
there
so,
like
our
each
site
has
a
different
supervisor
for
the
camp.
That's
there
so
they'll
work
with
them
directly.
D
K
Okay,
so
this
is
a
second
amendment
to
an
already
existing
modified
contract
with
burst
ward
action
council.
This
is
another
extension
to
their
senior
home
repair
program.
This
will
extend
it
to
the
end
of
the
current
hud
fiscal
year,
which
will
be
august
30th
2022..
We
are
doing
this
as
a
as
a
bridge
enabled
in
order
for
us
to
get
everything
in
line
with
them
so
that
they
can
start
anew
on
september
1st.
K
So
it's
basically
a
way
for
us
to
continue
providing
the
senior
home
repairs
up
until
that
point
where
the
new
contract
will
kick
in.
D
Okay,
thank
you.
Any
questions
or
comments
for
steve
on
rl22179.
L
Yeah,
I
do
I'll
go
ahead.
Customers
yeah!
Thank
you,
mr
president.
Yes
steve
this,
this
program
I
happen
to
have
the
mayor
announced
this.
I
guess
last
week
over
on
mill
street,
and
so
some
friends
of
mine
saw
it
who
who
are
seniors,
who
one
of
them
has
on
a
fixed
income
and
his
group
is
leaking
so
today
who
do
they
deal
with
the
city?
Do
they
have
to
go
to
the
first
board
action
council
for
this.
K
D
Okay,
thanks
steve,
thank
you
appreciate
it.
We
will
go
on
to
our
22-173
franco.
Will
you
be
doing
that
instead
of
ron.
G
Members,
hopefully
you
can
hear
me
yes,
this
22
173
is
for
city
council
to
agree
that
the
city
of
hampton
will
be
the
the
lead
agency
to
take
care
of
some
of
the
repairs.
I
believe
that's
on
page.
G
D
H
C
Solution
itself
is
the
city
of
binghamton,
is
proposing
to
flood
control
and
determine
the
city
of
binghamton
and
may
are
hereby
authorized.
Yes,
it
city,
binghamton,
city,
clerk
and
city
council,
together
with
the
attorney,
are
hereby
authorized
to
take
all
the
actions.
It's
basically
city
council.
Somebody
has
to
do
the
review
and
go
through
the
checklist
to
do
that,
and
what
we're
asking
is
that
you
would
be
the
folks
who
would
go
off
to
review
it,
obviously
based
upon
advice
and
consent
from
our
office
from
engineering
from
other
departments.
C
C
I
It's
very
typical
for
seeker
determinations
for
city
actions
that
are
not
third
party
applications
through
either
zba
or
pc
to
go
through
city
council
as
the
lead
agency.
They
are
the
agency
to
designate
if
the
jurisdiction
is
not
within
the
pc
or
zba.
H
I
see
okay,
I
think
that
was
my
only
question
on
this.
Well,
I
was,
let's
see
so.
Okay,
if
we
were
so
city
council
is
responsible,
then
for
declaring
a
negative
secret
declaration
so.
H
Gotcha,
okay,
so
I
noticed
that
in
this
checklist
there
are
some
you
know,
usually
when
we
get
seeker
reviews
they're
like
this
will
not
affect
like
a
bunch
of
things,
and
there
are
some
things
on
here
that
would
be
affected
like
the
endangered
threatened
or
endangered
species,
increasing
the
stormwater
discharge
and
other
things
that
make
me
one.
You
know
I
don't
know
if
I'm
qualified
to
then
determine
that
this
would
be
negative.
Based
on
this
information,
like
I
don't.
C
D
Yeah,
yes,
thank
you
for
jumping
in
there,
okay
franco,
we'll
move
on
to
rl
22
177.
G
K
D
Any
any
questions
or
comments
on
rl22177.
D
M
Thanks
president
strong
22
180,
this
is
a
resolution
authorizing
the
mayor
to
enter
into
an
agreement
with
cares
to
allocate
funds
for
the
annual
backpack
and
school
supply
program.
This
funding
allows
karis
to
purchase
a
thousand
backpacks
and
school
supplies
to
fill
those
backpacks
for
city
of
binghamton
students.
D
Okay,
thank
you.
Any
questions,
comments
for
megan
on
rl22180.
D
Okay,
thanks
megan
appreciate
it:
okay,
we'll
move
on.
We
have
chuck
and
sarah
on
rl22174.
N
Hey
part
b,
this
is
rl
22-170.
It's
an
ordinance
to
amend
the
2022
general
fund
budget
to
create
a
budget
line
and
fund
budget
line
to
pay
for
maintenance
at
the
binghamton
co-generation
plant.
Essentially,
we
had
a
pipe
that
is
leaking.
We
just
need
evans
mechanical
to
go
in
and
fix
it.
So
we're
moving
the
money
from
one
line
to
another
to
accommodate
those
maintenance,
repairs.
D
Okay,
thank
you.
Any
questions
or
comments
for
sarah
or
chuck
on
rl22174.
D
E
22
175
is
a
resolution
to
amend
the
22
insurance
fund
budget
for
additional
demolition
expenses
that
159
conklin
have
that
we're
going
to
be
reimbursed
for
we
anticipate
we
came
down
with
originally,
I
think
102
000
about
a
month
ago,
and
another
bill
came
in
for
additional
services
of
asbestos
testing
afterwards.
E
That's
what
this
is
for
and
at
this
point
in
time
the
owner
of
that
property
is
making
context
about
making
payments
to
us
for
all
of
them.
C
D
C
Actually,
just
this
afternoon,
the
code
officer
sent
me
pictures
of
that.
I
intend
to
prove
that
onto
the
insurance
company
and
advise
them
that
if
they
don't
fill
it
in,
we
probably
will
there'll
be
another
expense.
They
can
probably
do
it
cheaper
and
better,
not
better,
but
they
can
definitely
do
it
cheaper.
C
D
Thank
you,
okay,
any
other
questions
or
comments
on
rl22175.
D
Okay,
thank
you
for
that.
We
appreciate
it.
Okay,
mr
clerk,
do
we
any
anything
noteworthy
on
pending
legislation
to
be
prepared
for
for
tomorrow,
night
anything
anything
else.
A
D
We
will
yeah
if
you
notice
on
your
agenda
the
public
hearing
that
remained
open
for,
I
believe,
30
days
up
until
the
11th,
and
that
being
said,
I
do,
I
know,
there's
only
four
of
us
here,
but
are
we
still
good,
at
least
the
from
the
four
of
our
concerns
on
doing
the
special
meeting
on
monday,
the
11th
for
the
cdbg
budget?
D
The
final
that
last
the
end
of
the
public
hearing
public
comment:
this
will
be
kind
of
the
same
technically.
I
guess
it's
different,
but
in
essence,
it'll
be
the
same
thing
for
that
niceness.
They
have
to
speak
on
that
subject
matter
at
hand
for
a
special
meeting.
So
what
time
did
we
talk
about?
For
that?
Does
anybody
remember?
Do
we
talk
about
six
or
a
little
bit
earlier
or.
D
Okay,
thank
you
very
much.
Okay.
Before
we
end
tonight,
our
corporate
council
is
asked
for
a
few
minutes
of
an
executive
session
to
to
brief
us
on
a
few
things,
so
I
just
wanted
to
let
give
janine
or
forever
a
few
minutes
or
a
minute
or
so
to
kind
of
any
logistics.
I
don't
see
any
attendees
on
the
actual
room
before.
D
C
Before
we
go,
I'd
ask
that
there
be
a
motion
to
go
into
executive
session
to
discuss
litigation
or
ongoing
litigation.
It
probably
should
be
a
motion
that
should
be
approved,
seconded
and
approved
yep.
D
C
D
C
Before
we
turn
it
off,
what's
going
to
happen,
is
they're
going
to
turn
off
the
youtube
there'll
be
no
other
business
taken
after
we
come
out
of
executive
session
other
than
if
there
was
a
vote
to
authorize
to
proceed,
and
I
don't
anticipate
such
a
vote
in
this
circumstance.
I
simply
want
to
give
information
in
executive
session,
so
there'll
be
nothing
further
after
and
anything
that
would
be
done
will
be
reflected
in
the
minutes
which
will
be
posted
later.
C
D
I
will
let
the
the
clerk's
clerks,
let
us
know
if
they're
logistically
ready
and
then
you
can
go
ahead
when.
