doesn't
want
to
make
a
decision
for
the
next

can't

losing
people,
but
we

get

person

taking
one
of
the
spots
and
then

as
soon
as
we
filled
one
of
the
spots,
I
was
asking
for

waiver,
then
someone
else
retired
so
now
we're
back
open
to
two
more
open
spots.
The
only
reason
I'm
gonna
bring
this
up
is
because
we
definitely
need
laborers.
We
cannot
find
them,
they
won't
stay
because
of
the
salary
this
person
wants
in
wants
to
stay,
and
I
have
two
spots.
I
sent
it
out
again
to
our
list
server.

sent
it

to
both
these.

outside
applicants

came

within
the

more

the
other
two
are
both
out
of
city
residents
and

third
that's
not
