commission,

comprised
of
local
community
members,

reviewing
site
plans
and
special
use
permits
for
consistency
with
the
standards
and
criteria
set
forth
in
the
city
of
Binghamton
code,
based
on
our
total
number
of
Planning
Commission
members.
Four
members
must
be
present
to
constitute

quorum

do

members,
which
means
we
do
have
a
quorum

can

Speedway
down

Sunoco
is
selling
it.

Dollar,

are
big
companies
that
can't
compete

them,

I'm
a
local
resident
of
Binghamton-
and
you
know,
I
I-
would
take
precautions
of
selling
tobacco,
but
I
think
everyone
else
is
doing.

legislation
passed

locations
were
selling
tobacco
before
the
legislation
passed.

objective
of
the
legislation

stop
sales
within
school
zones

retailers

licensed

because
they
already
had
that

tobacco

we
don't
want

vendors

with

at

at

Street
in
the
R3
multi-unit
dwelling
districts.

correlative
relationship
with
respect
to
increases
in
hospitalizations

draw

study

done
on

Central
with
an
original
data

goes

way
back

2001

2012

published

negative
impact,
particularly

respect

the
geographic
location
of
the
commercial
zoning
and
the
closeness
to
R1
residential
neighborhoods,

area

has

high
level
of
families

children

Elementary,
School
and
I,
can
tell
you
that
I
know
in
my
neighborhood,
as
well
as
in
another,
a
number

neighborhoods.

a

sense

do

lot

running
down

frankly,

increased
ease
of
access

respect

marijuana,

frankly
makes

entire
business

neighborhood

in
the
immediate
area,
quite
frankly,
unbreathable
and
unattainable,

so

going

respectfully
put
on
the
record
that
I
would
speak
against
this
and

My
parents
bought
the
house

1964
and,
needless
to
say,
it
was
a
much
different
neighborhood
back
then,
but
one
of
the
things

I
don't
know
a
lot
about
this
gentleman's
project.
But
one

things

concerned
about
is
that
I
live
around
suspected
drug
dealers.
I
live
around
people
who
have
changed
the
nature
of
our
neighborhoods
completely
with
illegal
activity
and
I
also
know
that
Clinton
Street
is
not
the
vibrant
Street
it
used
to
be.
I
There
are
a
lot
of
places
where
nobody's
looking,
and
it
seems
that
such
a
shop
in
such
a
place
would
not
be
conducive
to
revitalizing
what
we
hope
to
revitalize
in
the
First
Ward.
It
is
probably
not
a
bad
thing
to
happen,
but
on
Clinton
Street
it
is
something
that
does
not
need
and
should
not
happen.
It
is
already
a
place
that
is
counter.
In
fact,
I
know
parents
who
will
not
let
their
kids
play
outside
anymore.
I
In
my
neighborhood,
it's
heartbreaking
and
unfortunately
bringing
this
kind
of
business
in
rather
than
me,
be
a
more
traditional
one
is
not
the
direction
in
which
I
think
many
of
the
residents
of
that
area
would
want
to
go
so.
Unfortunately,
I
also
would
like
to
join
my
friend
and
speak
against
this
