local
community

tasked

plans

permits
for
consistency
with
the
standards
and
criteria
set
forth
in
the
city
of
Binghamton
code,
based
on
our
total
number
of
Planning
Commission
members.
Four
members
must
be
present
to
constitute
two
decorum
tonight.
We
have
seven
members,
which
means
we
do
have
a
quorum
and
can
proceed.

attempted

closed
or

should
be

of
those
underground
subsurface
locations.

was
proposed,

the

never
opened,
and
then
there

other
establishments
that
were
underground
assembly
spaces,

sort
of
private
amenity
spaces
where
tenants
of
buildings
versus

public
exactly

ceilings
throughout
tiled
bathrooms,
old,
nice
fixtures
and
doors,
as
you
might
expect.

closer

a
glorious
old
building
with
original
moldings,
High
ceilings,
big
doors,
solid
doors,
hardwood
floors
and
I've,
always
at
coveted
the
the
attic
which
at
one
point
was,
was
attached
to
an
exterior
staircase.
Certain
improvements
had
been
made
to
the
Attic
in
in
contemplation
I,
believe
of
future
development,
and
here
we
are
with
with
adequate
space
and
resources
to
improve
the
third
floor
and
add
some
some
density
to
to
the
building
smaller
sized
Apartments.

apartments
we
propose
are:
one
is
slightly
below
500
square
feet.

other

above

square
feet.
We
have
discussed
with
our
architect
the
building
code
issues
relating
to
a
third
floor
in
this
type
of
structure,

we'll
be
able
to
to
manage
that

think
we
needed
a
special
use.

add
these
additional
units.

feel
that
this
is
going
to
unduly
encumber
the
neighborhood
with
traffic,
where
people,

the
contrary,
probably
the
more
people
the
better
we
were.

relief

strict
parking

tenants

in

past
didn't
have

students

couples
before
somebody
wants
to
couple
up
in

studio.

that's

bit
tight
myself
and
in
general
students
that
we
had
rented
to
in
the
past
lived
there
singularly
grad
students
occasionally
were
a
couple
in

one
bedrooms.
Presently
there
are
three
one
bedroom
and
four
studio
apartments.

recently
we
went
through
the
code
over
the
course
of
several
months
and
revised
it
in
a
way
to
discourage
people
from
doing
exactly
what
you're
proposing
here
with
not

an
attempt
to
limit
these.

them
beehives
of

buildings

getting
carved
up
into
lots
of
small
units
that
just
are
cramming

many
people
into
them
as
possible.

going

worked

change

have

times
been
one
who
votes
against
proposals
when
they
don't
have
sufficient
parking,
even
if
I,
maybe
only
one

two
that
do
vote
no,
because
my
experience
from

friends
and
neighbors
that
have
expressed
concerns
to
me,
especially
some
of
these
West
Side
neighborhoods,
is
that
if
there's
seven
kids
living
in
a
house
somehow
there's
eight
and
a
half
cars
at
that
house.
Every
kid
brings
their
car
because
they
all
want
their
own
cars.

like
the
aspiration,
the
kids
are
going
to
be
using
bicycles
and
they're,
using
public
transportation,
and
maybe
at
some
point
when
we
go
all
electric
vehicles
and
they
can't
buy
gas
guzzling
cars,
but
I
think
until
2035.
When
those
laws
begin
Statewide,
we've
got
to
be
prepared
for
seven
kids
in
a
house
having
22
cars
much.

can't
remember
the
last
time
was
that
I
spoke
to
them,
but
but
I
did
make
inquiry.

it

it's
remedied
and
concerned
also
just

experience
from
developments
in
that
neighborhood

school

has
never
in

years
that
I
know
ever
agreed
to
rent
them.

fact,

seen
where
they
do
tow
cards
at
Park
there
illegally,
so
that
is,
that
is
their
policy,
so
you
can
let
your
tenants
know
that
even
the
existing
ones.

of

they
need
a
variance
for
the
landscape
buffer
requirement,
so
they've
already
eliminated

landscape
bumper

try

get
as
many
spaces
in

they
can

That's
the
variance
that
they're
seeking
right
now
I
can
say
that
that
the
planning
Department's
perspective
is
that
Paving,
the
entire
backyard
would
be
undesirable.

So
our
perspective
would
be
that
to
lose
a
space
or
two
is
better
than
to
Asphalt
the
entire
rear
yard,
and
then
I
also
want
to
point
out
that,
as
far
as
the
density
of
a
number
of
units,
a
lot
of
the
legislation
or
all
the
legislation
that
we've
been
passing
to
prevent
that
sort
of
thing
has
been
to
prevent
the
addition
of
too
many
bedrooms
to
a
unit
which
results
in
a
large
group
typically
of
unrelated
people.
Typically,
students
living
together.

hasn't
really
been
targeting
the
addition
of
units
to
a
building,
which
we
don't
see
a
problem
with,
in
fact,
there's
a
housing
shortage
in
Binghamton
at
every
price
point.
So
adding
additional
one-bedroom
units
to
the
city
would
be
a
good
thing
from
the
planning
Department's
perspective.

to
give
you
a
picture
of
this
building,
you
walk
in
two
sets
of
double
doors,
Each
of
which
is
three
feet
wide.
You
have
a
over
a
six
foot
wide
foyer
that
goes
in
to
a
rather
elegant
four
and
a
half
foot
wide
staircase
going
up.
It
does
not
give
the
appearance
of
of
it
being
a
carved
up.
Building

don't
know
if
that
helps
at
all
in
terms
of
the
picture,
but
it
might.

feels
about

think
everybody's
pushing

send
you

a

next
meeting

that
we
would
keep
this
moving

it
is.

the
planning
department
is
okay
with
that

don't
know
how
everyone
else
feels
about
that.

concerns
about
the
parking

it
seems
harmless
enough,
but
then
somebody
else
on
the
Block
says
I
want
to
increase
my
occupancy,
let's
throw
another
two
cars
and
two
cars,
and
because
we
allowed
it
here
can't
tell
them
no
later.
At
the
same
time,
this
sounds
like
the
kind
of
quality
work
that
we
want
to
encourage
as
a
city,
so
I
think
I
land
in
the
same
place
as
you
that
if
nobody
comes
to
complain
about
it,
then
I
don't
see
why
I
would
object
to
it
either.

add
that
you
do
have
the
option
if
you're
already
going
to
the
zoning
board,
there
is
I,
don't
know
how
close
of
call
it
is
on
the
I

wits.
There
can
be
variants
of
the
I
o
width.
Obviously,
at
some
point,
when
you
shrink
the
aisle
with
it,
just
becomes
impatible,
but

years

50.

we
have

location

Binghamton
on
West
State

locations

our
satellite
locations
and
main
office.
We
serve
nearly
1
000
individuals.

have
approximately
600
admitted
to
the
Binghamton
clinic
and
500
individuals
that
we
serve
providing
Care
Management
Services
and
with
the
unfortunate
opioid
epidemic,
we've
had
an
extreme
increase
in
the
need
for
services
since
2017
to
now
we
have,
in
addition
to
a
thousand
clients,
we
have
more
than
100
employees,
and
we've
been
looking
for
a
larger
space
since
2016.

So
there
there's
a
little
bit
of
a
summary
of
the
different
services
that
we
provide
on
an
outpatient
basis
and
some
data
as
far
as
the
numbers
of
clients
that
we've
served
over

years
and
right
now,
a
big
problem
that
we're
struggling
with
is
that
we
have
many
many
clients
that
are
not
safely
housed
or
have
no
housing
whatsoever.

there
was
an
opportunity
over
the
summer
for
a
provider
to
come
forward
and
establish

warming
Center,
and
we
currently
don't
have
any
warming
Center
in
Broome
County.
So
what
what
that
would
entail
is
that
individuals,

they

no
place
to
go
when
it
was
32
degrees
or
below
they
could
come
to
the
warming
Center
at
five
o'clock
in
the
evening.
We
would
provide
dinner
for
them.
We
would
provide
supervision
and
oversight
and
monitoring
and
they
would
leave
in
the
morning.
We
could
give
them
breakfast.

We
could
help
them
get
connected
to
appointments
in
the
morning,
help
them
navigate
DSS
needs
get
to
any
medical
appointments
that
they
needed
to
go
to
and
just
for
reference.
In
my
conversation
with
Broome
County
Department
of
Social
Services
today,
the
county
is
paying
for
310
hotel
rooms
for
people
per
night
right
now
and
unfortunately,
that's
not
meeting
the
need.
There
are
many
individuals
that
are
turned
away
because
they're
told
we're
full.
There
isn't
any
other
place
that
we
can
send.

try
to
find
a
warm
place
to
stay
tonight
and
there's
other
barriers
too.
There
could
be
people
that,
if
you
have
more
than
two
children,
you
can't
have
more
than
two
children
in
the
hotel
room,
so
there's
situations
that
it
doesn't
meet
the
needs
of
families.

you
happen
to
have
more
than
more
than
two

that's
a
little
bit
of
context
of
what
we're
dealing
with
right
now,

we
we've
been
in
a
process
of
looking
for
a
place
for
a
bigger
clinic
since
2016.

many

places
and

finally

able

purchase

our
hope
is

what
we

like

why
we're

that
in
the
basement
of

we
would

open
up

station
and

able

provide
overnight

accommodations

intent

focus

single
people

individuals

families

placed

helpful

unstable
mental

concept

construct

small
structure

a
beer

to

portion

space
as

there's
a
high
degree
of
similar.

restaurants
and
taverns
downtown,
but
with
the
outset
of
covid,
et
cetera,
I
think
that
there's
an
opportunity
to
do
something:
that's
a
little
bit
different
and
have
some
indoor
and
outdoor
space
and,
of
course,
Washington
Street.

we're
looking
to
construct
direct
an
approximate
19,
100
square
foot,
steel
building
that
has
two
stories
and
with
a
third
of
that
lot,
would
be
outdoor
space
so
similar
to
some
of
the
the
beer
garden
style
lighting
that
you've
seen
perhaps
in
the
Metro
Center
and
other
places
that
have
been
approved
by
the
Planning
Commission,
those
white
strings
of
Lights
outdoor
tables,
Etc
and,
of
course,
looking
to
incorporate
some
garage
doors
onto
this
structure,
similar
to
what
the
Planning
Commission
has
approved
for
other
projects
downtown
across
the
street
to
craft.

In
other
areas,
you
know
across
the
city,
so
what
we
are
looking
for
tonight
is
respectfully
approval
to
move
forward
with
a
project
at
this
location
and
we're
also
seeking
the
the
waiver
from
the
Planning
Commission
of
the
33
percent
setback
requirement
for
the
rear
of
the
building.
That's
that
the
Planning
Commission
is
able
to
do
so,
I
believe
there's
a
20-foot
setback
that
was
required
and
the
plans
that
we've
submitted
shows
a
15
we'll
be
utilizing
a
15
foot
setback
so
that
you
know
approximate
of
five
feet.

timeline
is,
is
pretty
aggressive,
we're
hoping
that
we
get
our
approvals.
Obviously,
at
this
meeting
and
we're
able
to
begin
to
move
forward
and
place
our
orders
through
a
Portland
company
that
would
be
building

steel
building
and
then
the
site
work
would
begin
in
preparation
for
that
building
which
the
materials
would
arrive
in
the
next
four
to
six
weeks,
and
our
goal
would
be
to
be
open
this
summer.

the
targeted

frame

course
this
is
a
a
concept
that

wouldn't
call
it
seasonal.

year

is
to
utilize

much
