meeting

the
Binghamton
traffic
board.
It's
March,
9th
2023..
The
first
item
of
business
is
approval
of
the
minutes
from
the
February
9th
2023
meeting
their
motion.
Second,
all
those
in
favor
aye
any
opposed;
okay,
okay,
so
we'll
move
into
new
business
then,
and
the
First
on
our
agenda
here
at
the
Broome
County
Office
of
emergency
services,
and
we
have
Jessica
polamis
and
her
team
with
us
today.

If
you
want
to
just
come

the
board
is
ready
to
hear
from
you.

So
in
2019,
Broome
County
Legislature
passed
the
local
allow,
the
creation
of
the
demonstration
program
for
the
Stop
arm
camera
school
buses
in
Broome
County
in
October
of
2020
Broome
County
contracted
with
Vera
Mobility
to
implement
the
program.
The
program
include
outfitting
school
buses
with
stop-arm
camera
patch
drivers
who
illegally
pass
school
buses.
The
cameras
are
mounted
on
the
school
bus
under
the
stop
arm
that
extend
whenever
a
bus
is
stopped.
The
camera
will
automatically
record
any
vehicle
that
illegally
pass
moving.

School
Bus
Broome
County
has
partnered
with
all
school
districts
with
within
the
county,
with
the
exception
of
vessel
Barrel
Mobility
has
equipped
over
300
buses
with
state-of-the-art
safety
technology,
including
the
stop
arm,
camera,
DVRs
storage
devices,
internal
camera,
GPS
and
LTE
connectivity.
All
ongoing
maintenance
is
provided
by
varimobility.
There
is
no
cost
to
any
of
the
school
districts.

The
cameras
went,
live
on
May
24th
of
2021,
at
which
point
a
30-day
warning
period
began
during
this
time.
School
Community
to
the
public
are
educated
on
the
program.
We've
provided
training
where
required
and
violation
warnings
were
issued
to
all
offenders.
During
that
30-day
period,
the
work
the
warning
period
was
required
under
the
chartering
code
that
was
passed
by
the
Broome
County
Legislature
starting
June
24
2021
enforcement
under
the
program
officially
commenced,
at
which
point
any
offender,
any
offenders
were
issued,
a
notice
of
liability
that
carried
with
it
a
250
dollar.

Violations
are
all
processed
through
Vera
Mobility.
They
review
the
stop
our
camera
violations
and
then
forward
them
to
Broome
County
security
division,
who
serves
as
our
Primary
Law
Enforcement
Agency
for
the
program.
The
notice
of
liability
provide
pictures
of
the
offense
to
the
offenders
and
a
link
to
where
they
can
watch
their
own
video
and
they
get
paid
the
fine
directly
through
their
Mobility
application,
or
they
can
request
a
court
hearing.
In
2021.
We
saw
1205
violations
from
June
24th
to
September
31st
in
2022.

Our
objective
isn't
simply
to
capture
and
ticket
drivers
who
legally
pass
the
school
bus.
Our
goal
is
to
reduce
the
number
of
violations
that
occur
and
keep
our
children
safe.
One
of
the
ways
we
hope
to
accomplish
this
by
better
understanding
where
violations
occur
through
our
partnership
with
Broome
County
security
and
the
Broome
County
Planning
Department
we're
able
to
identify
hot
spots
and
that's
why
we're
here
today
with
that
I'd
like
to
introduce
you
and
turn
it
over
to
Kirby
Sinclair,
our
public
safety
programs
coordinator.

Good
morning,
members
of
the
board-
thank
you
for
having
us
here
today
as
director
doing
sit
at
I'm
Kirby
Sinclair,
the
public
safety
program
coordinator
within
the
Broome
County
officer
office
of
merchant
services.
Now,
even
though
I
saw
this
role
fairly
recently
has
become
painfully
apparent
that
the
safety
of
a
children
has
been
threatened
every
day
on
the
way
to
went
from
school,
while
the
law
doesn't
necessarily
require
that
we
understand
why
this
violations
are
occurring.

I
personally,
do
it's
my
job
to
understand
why
they're
occurring
and
it's
micro,
Department's
solutions
to
try
and
prevent
those
violations
and
to
try
and
get
these
numbers
down.
What
I've
noticed
so
far
is
that
there
are
various
reasons
why
drivers
pass
school
buses
with
their
cell
phones
extended
and
the
red
light
splashing.
The
first
two
reasons
are
fairly
straightforward:
distracted
drivers
and
a
lack
of
Education
about
school
buses
and
the
laws
surrounding
them.
Our
solution
to
those
has
been
focused
on
increasing
awareness
and
enforcing
and
essentially
showing
consequences.

Furthermore,
we
are
taking
a
lot
of
steps
towards
the
awareness
about
the
Snap-on
program
in
Broome
County,
we're
actively
engaged
in
discussions
with
I
heart
media
and
Townsville
media
to
develop
radio
and
digital
advertisements
to
help
educate
and
remind
drivers
of
the
consequences
of
passing
school
buses
with
their
cell
phones
extended
we're
also
working
with
the
New
York
State
Department
of
Transportation
to
try
and
place
a
VMS
board
at
the
at
one
of
the
major
entrances
of
the
city
at
the
office
ramp
up
of
17,
West,
1972,
7th
and
west,
on
Front
Street
to
remind
drivers
to
drive
safely
and
be
mindful
of
school
buses
and
children.

We're
also
explain
various
other
advertising
options,
including
Billboards
loan
signs,
banners
on
Broome,
County,
Transit
buses
and,
of
course,
we're
always
open
to
any
suggestions
that
this
board
Maya
might
have.
The
other
reason
why
some
of
these
violation
is
occurring
could
be
classified
as
external
factors,
which
is
really
what
I
want
to
focus
on
today.
Now
before
we
get
into
that
I
I
passed
on
some
papers,
I
had
some
papers
passed
around.
It
shows
various
clusters
within
the
city
and
all
of
these
were
poor
attention.

But
if
you
look
at,
if
you
look
at
the
paper
in
front
of
you,
there's
only
one
spot-
that's
yellow
and
red,
and
that
location
is
right
across
from
the
high
school.
That's
where
all
the
kids
are-
and
that's
that's
very
concerning
tools.
Obviously
it's
not
that
drivers
in
that
area
care
less
about
the
well-being
of
children
by
any
means,
but
there
are
obviously
all
the
factors
I
play
that
we
need
to
consider.

Make
no
mistake:
it's
not
my
intention
to
say
to
removing
a
liability,
how
many
of
us
drivers
in
that
area,
but
I'm,
trying
to
understand
why
these
violations
are
occurring,
that
they
would
that
they
are
it's
a
very
busy
street.
We
have
buses,
dropping
children
off.
We
have
parents,
dropping
the
children
off
in
their
personal
vehicles
and
a
lot
of
pedestrians
and
people
just
driving
through
as
well.

In
addition,
some
jobs
have
expressed
confusion
over
the
fact
that
the
buses
are
pulled
up
to
the
side
of
the
road,
which
is
something
that
has
come
up
multiple
times.
I
I
know
that
senior
business
and
director
doing
have
done
a
lot
of
work
even
before
I
came
on
board
to
try
and
address
some
of
these
issues.

I
reviewed
the
minutes
from
last
month
in
Anderson
that
you
already
adding
additional
high
visibility
signs
to
that
area
and
that's
great,
but
I
also
want
to
propose
adding
some
traffic
signs
specific
to
school
buses,
notifying
drivers
that
they're
in
a
school
bus
drop
off
or
pickup
area,
and
hopefully
that
catches
their
attention
a
little
bit
more
as
I
look
at
the
total
numbers
of
violations
in
the
county
court
first,
two
months
of
the
year
numbers
are
training
upwards.

We
had
150
152
violations
in
January
and
297
violations
in
February
now
February
I
had
two
holidays
and
I
believe
four
day
weekend
and
for
that
number
two
be
almost
300.
That's
very
concerning
to
us
and
there's
obviously,
a
lot
of
urgency
to
address
this
issue,
because
if
these
numbers
can
go
on
up,
we
might
be
saying
over
300
in
March
and
by
May
and
June
I,
don't
even
know
what
these
numbers
are.
Gonna
be
if
we're
gonna
put
something
about
it
at
this
time.

The
summer
I'll
probably
plan
to
address
the
issue
head
on,
but
for
now
I'm
just
appealing
to
the
board
to
work
on
a
possible
solution.
I
don't
have
all
the
answers
to
that
at
this
time,
but
I'm
hoping
that
the
Border
will
work
on
this
with
us
and
as
always,
the
Broome
County
Office
of
merchant
services
is
always
available
to
provide
any
support
that
the
board
May
request.

think
this
is
really
good
timing,
because
our
Traffic
Division
was
looking
at
that
that
street
out
in
front
of
the
high
school
we
adopted
a
couple
of
measures
last
traffic
board
meeting
to
help
some
of
the
issues
here,
but
this
certainly
shared
some
some
new
light
on
some
of
the
concerns
over
there
and
I
write
that
your
main
recommendation
at
this
point
is
is
adding.
Did
you
say
it's
like
School,
Bus,
specific
signage,
correct.

Right
just
to
remind
drivers
that
there
are
school
buses
in
that
area
and
we'll
work
on
other
stuff
as
well
to
see
if
we
can
tell
make
sure
they
understand
that
they
have
to
stop
in
that
area.
When
it's
robust
arms,
when

stock
homes
are
extended,
because
a
lot
of
people
think
that
those
are
buses
on
the
side,
probably
wouldn't
I
swear
in
the
road
they
can
just
fly
by.

demographic
data
on

Is
it
related
to
students
at
all,
because
I
know
there's
a
lot
of
student
drivers
through
there
that
we
could
do
any
education
through
the
school
district
or
through
the
parents
at
the
school
district
to
remind
them
of
this?

we
know
that
the
tickets
that
have
been
issued
in
that
area
so.

we
have
with
this
program,
we
only
have
about
six
percent
of
people
that
show
up
to
court
as
a
result
of
the
noticing
viability.
So
it's
only
at
that
time
going
to
determine
the
the
demographics
if
they
just
paid
online,
which
Shania
focus
on
them
do
really
can
determine
demographics
at
that
one
and
a
lot
a
lot
of
times.
We
don't
know
exactly
what's
driving
the
vehicle,
necessarily
just
the
ticket
is
for
the
Vic
would
solve.
As
it
goes
direct
to
registered
owner,
it
could
have
been
a
child.

just
one
additional
thing:
that's
also
why
we're
addressing
this
multiple
different
ways
between
I
heart,
media,
social
media
law
inside
BMS
board,
is
to
try
to
capture
every
demographic,
so
that
nobody's
left
out
type
things.
What
we
have
seen
is
throughout
the
court
process
and
the
six
percent
people
that
show
up
it's
a
wide
array
of
people.
It's
students,
it's
Young,
Drivers,
it's
also
very
seasoned
driver.
It's
also
people
from
the
city
that
are
up
here,
attending
Binghamton,
University
or
visiting.

other

or
comments
on
the
board,

my
only
ask
them
would
be
at
the
next
step
if
you
could
send
us
an
example
of
that
signage
that
you'd
recommend
and
then,
if
you
have
specific
locations
where
you'd
recommend
it
being
installed,
I

circulate
that
with
the
board
and
and
we
can
put
something
into
place.

aware
of
that,
and
we
address
each

those
with
the
this
particular
hit

per
student,

ensure
that
they're
not
doing
that
we're
in
a
difficult
predicament
where
we
are
in

districts
over
the
Boston,
but
we
can
try
our
best
to
educate,
and
you
know
what
the
patients
are.

you

drivers
are
waving

through
problematic.

that

one

So
basically,
here
we
have.
The
Broome
County
veterans
facility
proposed
that
the
old
former
State
Bowling
Alley
site
it's
going
to
be
a
resource
center
with
up
to
five
veteran
homes
on
site.
We
are
proposing
a
new
parking
lot
along
Frederick
Street
and
doing
so.

We
need
to
relocate
the
existing
curb
cut
on
Frederick
Street
and
we
are
also
proposing
another
curb
cut
on
demon
Street
to
allow
direct
access
through
the
parking
lot
for
the
county
of
plow
easier
to
file.
And
then
you
have
a
rear
parking
lot
behind
the
facility
for
maintenance
vehicles
and
also
parking
spaces
for
the
veterans
homes
that
will
be
an
existing
curb
prep.
That's
already
there
we're
going
to
realize
that
so
we're
not
asking
for
any
additional
cuts
on
that
side
of
Industry.

are

issues
that
we
can
identify.

area

we've
developed,

spaces
when
they
change
shifts,

point

we

the

their
trucks
in
those
people
need

place.

Chapman
is
funny
why
they
can
re-stripe
it.

police
department's
received
a
lot
of
complaint
and
request
for
enforcement
in
that
area,
so
we're
certainly
sympathetic
to
the
loss
of
parking
on
Pine
Street.
If
that's
going
to
be
rectified
by
adding
additional
curbside
spaces
on
Chapman,
that
would
make
sense,
but
again
I
do
see
it
being
somewhat
of
a
safety
issue
and
I
guess
it
would
be
a
fire
department
protocol
about
apparatus
I
brought
up
at
the
last
meeting
entering
off
of
Pine
Street
when
we
originally
saw
the
proposed
traffic
flow
pattern.

My
understanding
was
that
apparatus
would
return
to
quarters
from
the
East
Via
Court
Street,
which
is
why
I
believe
the
curb
cot
is
the
entire
length
or
width
of
the
parking
accessible
area
for
the
new
structure.
The
apparatus
is,
on
the
south
end
of
that
new,
complex
and
I
believe
the
design
with
such
so
the
apparatus
would
come
off.

positioning

road

lack

headquarters
receives
apparatus

other
departments,

the

training
purposes
throughout,
like
the
day

don't
know
where
they
plan
to
Stage
or
Park
those
rigs,
whether
they
can
use
the
concrete
pad
area
in
front
of
the
apparatus,
bay
doors

behind

either
side.

is
ample
room
for
apparatus,
so
maybe
that's
their
plan.

get
multiple
firehouses
coming
through
the
day
where
they're
going
to
safely
temporarily
park
those
rigs,

training
purposes
or
whatever
business
they
may
have
at
the
new
player
headquarters,
they'll
might
be
worthy
of
consideration,
one
section
be
specified
or
what
their
needs
would
be.

guess
should
be
considered
so.

high

morning,

only
one
lane

traffic

right

wanted

make
a
left
turn,
you

are
waiting
several
Cycles.

enough
room
to

in
a
left
turning

think

only
way
they
