meeting

the
city
of
binghamton
traffic
board.
First
item
on
the
agenda
is
approval
of
the
minutes.
From
the
august
meeting
you
have
a
motion.

Yeah,
the
traffic
board
actually
went
up
to
that
location
to
review
it.
The
new
curb
cut
has
been
put
in
where
the
old
curb
cut
was
over
there
cut
out
west
and
reviewing
everything.
It
appears
that
there
was
a
gentleman's
agreement
made
between
I
don't
the
previous
owner
or
the
property
at
2539
and
the
owner
of
241
about
making
that
a
a
shared
driveway
or
not.

But
there
is
an
existing
driveway
at
241
robinson
street
on
the
east
side
of
the
of
the
residence
there,
and
it
appears
that
checking
with
planning
and
checking
with
the
engineer's
office.

They
all
agree
that
it
appears
that
that's
sufficient
for
the
location-
and
I
didn't
write
anything
up
on
it
because
we
weren't
going
to
make
any
changes
other
than
just
to
deny
the
request.

yeah,
so
essentially
we
had
the
gentleman
at
a
previous
meeting.
He
represented
that
this
was
not
going
to
increase
the
number
of
driveways
in
the
property,
but
that
he
simply
wanted
to
shift
the
driveway
from
one
side
of
his
house
to
the
other.
But
as
it
turns
out,
the
driveway
that's
currently
in
use
is
not
one
that
he
has
ownership
of
it's
a
shared
driveway,
that's
used
by
the
other
property,
and
in
fact
I
think,
if
you
look
at
the
property
line,
it's
more
so
on
neighbors
property
than
his.

he
was
offering
to
the
city
a
part
of
his
plan
that
he
did
not
have
authorization
to
do
so.
I
would
essentially
entertain
a
motion
base
to
reverse
the
prior
approval
for
a
curb
cut
access
at
241
robinson
street,
as
previously
approved
by
the
traffic
board.
We
have
a
motion
to
make.

three
lockwood
street,
the
miller
family.
They
were
complaining
that
the
tractor
trailers
were
coming
down
lockwood
street
westbound
and
they
were
trying
to
make
a
right-hand
turn
on
to
the
side
street.

in
doing
so,
they're
cutting
across
the
miller's
property,
they're
digging
up
their
yard
and
so
the
millers
we're
requesting
that
the
traffic
trailers.
That
would
not
be
allowed
to
come
down
that
street
traffic
did
respond
to
that
location.

we
met
with
the
millers
and
reviewed
the
area.

previously
we
did
take
some
parking
away
from
the
north
south
side
of
the
street,
where
the
dpw,
where
the
garbage
trucks
are
making
the
a
turn
coming
around
the
corner,
but
other
than
that.

Where
the
trailers
are
going,
the
street
is
not
wide
enough
to
handle
it
and
and
when
they
come
down
west
view
terrace
and
come
back
up
green
street
to
go
out
around
the
other
way.
That's
in

So
in
reviewing
the
entire
area,
we
suggest
that
maybe
the
entire
loop
there,
which
are
narrow
one
block
streets,
blackwood,
westview
and
green,
all
be
posted
as
a
no,
no
sorry,
five

weight
limit,

trailers.

apparently

intersections
are
controlled
by
its
synchronized
traffic
lights,
with
sufficient
line
of
sights.

is
to

50-foot
cutbacks
on
the
north
and
south
side
of
the
street,
from
saint
john
going
westbound
be
reduced
down
to
30
for
cup
x
and
then
doing
so
get
an
additional
parking
on
that
street.

part

it

the
beef
restaurant
received
an
additional
reflection,
kevin

that
location
that
we
put
in

a
handicap
parking
space
in
there,

so
we
did
measure
that
out
for

space
at
the

the
north
side
of
leroy

to
amend
the
traffic
code
to
the
15-minute
parking
on
the
south
side
of

street

cut
back

feet
to

on
the
north
side
of
the
street.

we
had
a
gentleman
that
attended
one
of
our
meetings
and
some
further
review

we've
developed
other
information
about
the

operation
of
parking
kind

that
area.

call
him
up
and
talk
him
on
the
phone

arrogant
in
this
response,

he

complaining

sounds

like

neighborhood
dispute
type
thing,
the
fellow
that
lives
upstairs
at
fort
allendale
road.
His
sister
owns
the
building,
and
this
mr
curriculum
likes
to
park
his
truck
in
front
of
the
house.

owns
a
business
and
he
has
tools
and
stuff
in
the
vehicle
he'd
like
to
be
able
to
observe
it,
and
he
says,
with
the
handicapped
parking
spot
being
in
front
of
the
house.
He
can't
see
his
vehicle.

Here
developers
mr
giblin
is
handicapped.
However,
mr
giblin
does
have
a
two-car
garage
in
the
back
of
the
house.
He
has
two
vehicles,
one
with
a
handicapped
plate
and
one
in
handicap
placard
this
entrance
to
the
house
is
from
the
rear
of
the
house,
so
he
doesn't
need
to
go
to
the
front
of
the
house
to
get
to
the
vehicle
to
get
to
the
back
of
the
house.

It's
it's
a
mixed
review
in
my
mind
of
what
should
be
done,
but
I'm
leaning
more
and
more
that
probably
the
handicapped
parking
should
be
removed
and
the
parking
should
be
returned
to
the
street
as
as
a
anybody
to
park
there.

think
I

the
key
point
to
hit
on
is
that
we
receive
you,
know
dozens
and
dozens
of
requests
every
year
for
handicap
on
street
handicap
spots
in
front
of
folks
house
homes,
and
we
routinely
deny
many
of
them,
because
we
have
a
very
strict
standard
of
what
it
takes
to
get
one
of
those
no
access
to
off-street
parking.

know
verify
the
handicap
tag
that
type
of
thing
and
we've
done
a
good
job
at
whether
it's
with
handicap
on-street
parking
or
stop
signs
to
really
try
to
take
a
policy
focused,
measured,
consistent
approach
to
it.
I
think
that
in
the
new
information
that's
been
provided
to
the
city
or
found
out
by
the
traffic
division.

don't
know
if
this
this
handicap
spot
would
meet
that
standard
based
on
now
what
we've
learned,
especially
with
the
access
to
the
house
being
in
the
rear,
meaning
that
the
existence
of
the
handicapped
spot
in
front
of
the
home
is
really
not
aiding
in
in
anyone's
travel.
In
fact,
it's
further
away
than
parking.
That's
that's
currently
available
off
street
right.

the
other
thing
is,
and
this
is
a
shared
driveway,
and
I
think
that
that's
where
we've
got
to
be
a
little
bit
more
sympathetic,

cars

are

vehicle

be
