A
So
we'll
call
we'll
call
to
order
the
february
meeting
and
the
binghamton
traffic
board
it's
february,
10
2022..
The
first
item
of
business
is
approval
of
the
minutes
from
the
january
13
2022
meeting.
Is
there
a
motion.
B
A
A
C
A
A
A
Okay,
so
in
the
idc,
like
I
said,
traffic
division
is
recommending
amendments
and
updates
to
the
code
based
on
that
road
safety
assessment
dan.
Do
you
want
to
just
give
us
a
quick
overview
of
what
we
have
here.
B
D
Okay,
what
we
get
is,
we
took
the
bmps
study
and
we
went
down
and
just
evaluated
it
and
based
on
the
different
requests
made.
We
broke
it
down
to
three
sections.
D
We
first
section
we
broke
it
down
to
traffic
code
updates
and
there
what
we
did
is
we
deleted
a
couple
sections:
a
15-minute
parking
on
oak
street
in
the
two-hour
parking
between
8am
6pm
on
north
street
south
side.
D
We
inserted
no
parking
anytime
on
north
street
from
walnut
street
to
48
feet
west,
it's
requested,
and
we
also
inserted
on
oak
street
with
no
parking
zone
from
main
street
to
north
street,
which
is
posted
but
was
not
in
the
traffic
code
book.
D
There's
a
couple
overlapping
things
that
we
amended
so
that
it
would
accommodate
the
on-street
parking
as
it
should
be,
and
it's
posted
on
the
street
already
so
with
that
that
would
just
that
should
probably
be
approved.
First,
that's
a
separate
item
because
it's
going
to
be
affecting
the
traffic
code
book,
so
it
should
probably
the
traffic
hold
stuff
do
that
right
now:
okay,.
A
So
well,
first
of
all,
does
anyone
have
any
questions
or
comments,
if
not
I'll,
look
for
a
motion
to
accept
the
traffic
code
updates
portion
of
the
recommendations
here
for
the
motion.
D
Okay,
the
second
part
of
it
is
had
to
do
with
the
highlighted
things
that
were
recommended
that
to
be
done
because
of
they
were
traffic
safety
concern
type
of
things.
D
They
included
regulatory
signs
being
reviewed
and
reposted
it
where
they're
missing,
if
they're
faded
or
if
they
were
bent
over
and
stuff
like
that,
then
also
ladder
crosswalks
west
recommended
they'd
be
inserted
on
the
street
at
all
four
intersections
about
all
the
streets,
oak,
murray
and
chapin
street
with
north
street,
and
then
at
the
two
ending
streets
there
at
edward
street
and
at
front
street
that
the.
D
D
Right
now,
they
have
four
way
posted
under
them
and
that's
in
violation
supposed
to
say
our
way,
underneath
an
over
sign
oversized,
stop
sign
of
36
by
36,
be
posted
on
champion
street
southbound.
D
D
Pedestrian
advanced
crosswalk
sign
warning
signs
should
be
posted
on
front
street,
alerting
motors,
northbound
and
southbound
that
there
is
crosswalks
in
advance
of
these
coming
up
so
traffic.
It's
observer
of
people
crossing
the
street,
pretty
much.
That's
it
it's
stuff
that
should
be
done
as
soon
as
possible,
but
it
may
take
a
little
bit
of
time
to
get
it
done
because,
like
the
ada
stuff,
it's
just
not
a
you
know
a
overnight
thing.
It
has
to
be
through
engineering
stuff
like
that
be
approved.
A
Okay,
so
does
anyone
have
any
questions
or
comments.
B
D
Yeah,
we
did
notice
that
there
there
were
in
some
locations,
and
we
appreciate
that
that
was
good.
That
did
help
out.
D
Are
concerned,
but
they
not
traffic
code
items
and
they're,
not
items
they
have
to
go
through
like
an
engineer's
office
and
stuff,
for
example,
the
street
name
sign
at
the
corner
north
and
murray
street,
because
the
foliage
at
the
intersection
should
be
moved
to
from
the
southeast
corner
to
the
northwest
corner.
D
The
obsolete
traffic
signal
boxes
north
of
front
street
should
be
removed.
It's
just
an
obstruction
there
at
the
bridgewater
nursing
home
the
loading
dock
curb
cup.
It's
oversized.
D
It
should
be
re
realigned
to
make
it
to
comply
with
the
city
engineers,
driveway
cut
size,
number
three
north
street
repair,
the
sidewalk
there's
a
heave
sidewalk
there
from
a
tree
tree
roots
growing
up
underneath
it,
but
it's
basically
more
housekeeping
stuff
than
anything.
I
can
go
through
the
list
here,
but
it's
basically
what's
posted
into
the
idc
here.
A
Okay,
what
I
do,
then,
what
I'll
do
I
think,
then
is
we
can
look
for
a
motion
to
accept
the
recommendations
of
the
traffic
division
as
outlined
in
the
idc
and
is
summarized
just
now
by
mr
perrell.
Do
I
have
a
motion.
A
Is
there
a
second
second
all,
those
in
favor.
A
A
Okay,
the
next
item
on
the
agenda
street
plan
review
for
state
street
as
part
of
the
deco
district.
This
was
on
our
agenda
last
time.
A
A
Okay,
after
that,
it's
a
review
of
replacing
and
upgrading
missing
prohibited
parking
signs
dan.
You
gave
us
this
overview
last
time.
This
was
on
the
agenda
last
time
too,
and
if
I
recall
this
is
just
about
cleaning
up
the
traffic
code.
D
Yeah,
basically,
that's
what
it
is.
The
the
signage
on
the
street
doesn't
reflect.
What's
in
the
traffic
poll
book
and
the
traffic
code
book
doesn't
reflect
what's
on
the
street,
and
so
basically
what
we
did
is
we
went
through
housekeeping
and
eliminated
everything
that
was
in
the
traffic
code
book
and
then
just
re-measured
the
street
out
and
presented
it
here.
D
So
we
have
a
deleted
section
in
the
in
the
idc
that
we're
presenting
to
take
all
the
obstructions
out,
and
then
we
have
an
assertion
to
bring
it
back
up
to
date.
What
it
should
be-
and
that's
what's
reflected
here
in
the
idc.
A
Okay,
so
we
would
be
looking
for
a
motion
then,
to
accept
the
recommendations
of
the
traffic
division
which
mr
carl
just
summarized
and
their
outlines
in
writing
in
the
idc.
Do
we
have
a
motion.
C
B
C
A
Aye
any
opposed,
okay,
all
right.
The
next
item
on
the
agenda
is
a
traffic
light
review
at
the
intersection
of
robinson
street
and
mason
avenue.
This
is
one
of
the
traffic
lights
bmts
recommended
for
removal
in
its
2016
traffic
signal
report,
bmts
determined
the
intersection
did
not
meet
signal
warrants
and
is
recommending.
Instead,
a
two-way
stop
sign
on
mason
avenue.
A
A
So
he
has
a
chance
to
hear
from
constituents
on
this,
and
I
think,
having
just
told
him
that
this
week,
I'd
like
to
revisit
this
app.
The
next
meeting
after
we
hear
from
councilman
stanley
is
that,
okay
with
everyone.
C
A
Next
is
a
review
of
the
on-street
parking
near
85
west
bend
avenue.
This
was
at
the
request
of
sergeant
nathalon
at
the
west
end
armory
dan.
Could
you
give
us
the
report
on
this.
D
D
Okay,
right
now,
it's
485
feet.
I'm
sorry
269
feet
south
of
army
lane.
They
would
like
to
have
it
move
more
south,
more
north
of
that
location.
D
What
happened
is
one
of
their
soldiers
at
a
drill
was
leaving
the
the
armory
as
she
was
leaving
from
the
parking
lot.
He
didn't
observe
a
vehicle
coming
up
the
street
because
of
line-of-sight
issue,
and
so
they
requested
that
we
put
additional,
no
part
or
move
to
the
no
parking
zone
further
north
than
what
it
is
right
now
and
in
doing
so,
there
will
be
losing
parking
in
front
of
that
location.
D
The
traffic
division
reviewed
the
accidents
at
that
location
for
the
last
three
years
that's
required
and
we
found
there
was
only
one
axe
and
that
accident
at
that
location,
so
it
didn't
meet
the
guidelines,
for
you
know,
increasing
the
no
parking
zone,
although
because
it's
a
private
driveway
type
intersection,
it
really
doesn't
have
to.
D
And
the
other
thing
is:
is
that
in
meeting
with
the
sergeant
the
lock
neck
along
reviewing
the
parking
area,
the
parking
area
has
two
driveways
coming
out
of
it.
It's
an
80
foot
wide
driveway
in
the
traffic
pattern.
D
Right
now
is
that
you
eat
cars
and
use
either
driveway
to
go
in
and
out,
and
what
we're
suggesting
to
them
is
that,
instead
of
using
the
driveway
for
an
in
and
out
on
both
of
them
to
make
it
like
a
circular
flow
and
have
the
north
most
driveway,
where
the
accident
occurred
in
only
and
have
the
south
most
driveway
and
exit,
only
that
would
provide
them
a
more
sizable.
D
Line
of
sight
coming
out
of
the
driveway
they
would
have
to
post
in
sign
any
signage
that
they
wanted
to
have
on
their
property,
because
it
is
their
property
and
the
parking
spaces.
What
a
diagonal
now
would
have
to
be
changed.
The
opposite,
diagonal
part
sergeant,
nakalong
said
that
what
he
would
have
to
do
is
he'd
have
to
contact
his
supervising
officer
who
ordered
him
to
follow
up
on
this,
and
they
have
to
get
back
to
us
at
this
time.
A
I
think
that
makes
sense.
Does
anyone
have
any
questions
or
comments
from
us.
D
C
A
And
we
can
move
on
to
the
last
item
on
our
agenda:
a
review
of
on-street
parking
on
ardsley
road,
which
came
to
the
traffic
board
at
the
request
of
councilman
stanley
sand.
Do
you
want
to
just
give
us
an
overview
of
traffic
division
findings
on
this.
D
We
had
the
same
situation
on
cleveland
ave,
where
the
neighborhood
requested
that
the
the
parking
to
be
one
side
street
parking.
Only
the
council
person
had
a
neighborhood
meeting
over
there
and
they
came
up
with
the
support
that
that
be
done.
D
The
traffic
division
at
that
time
recommended
that,
if
we
do
it
over
there
that
we
choose
the
east
side
of
the
street
at
the
no
parking
side,
because
the
fire
hydrants
are
on
the
east
side
of
the
street
and
access
to
the
fire
hydrant
for
the
fire
department
would
be
more
more
available
and
more
of
a
safety
type
issue.
I
guess,
and
so
what
we
suggested
to
councilman
scanlon
is
do
the
same
thing.
D
There
is
that
he
have
a
neighborhood
type
meeting
to
make
the
neighborhood
aware
that
that
he's
proposing
this,
that
the
the
park
can
be
put
on
one
side
of
the
street
or
the
other
side
of
the
street
due
to
the
narrowness
of
the
street.
In
case
an
emergency
vehicle
had
to
get
up
there
and
in
doing
so
that
the
traffic
division
would
recommend
it
again,
because
the
fire
hydrants
are
on
the
north
side
of
the
street,
that
we
posted
north
side
street
there's
no
parking
zone.
D
However,
at
this
time
we
haven't
heard
back
from
the
councilman,
so
we
don't
know
if
he
has
a
meeting
if
he's
going
to
have
the
meeting,
but
if,
if
they
want
to
make
that
a
no
parking
up
there,
I
think
the
recommendation
being
made
by
the
accountant
should
be
supported
by
the
neighborhood
and
the
conference
should
come
ahead
and
make
the
request
request
that
way.
Instead
of
just
having
the
traffic
division
up
there
and
review
it
and
making
this
hard
decision
to
be
done,.
A
I
did
speak
to
councilman
stanley.
He
receives
a
copy
of
the
idc
with
the
traffic
division's
recommendations
which
included
advising
residents
in
that
area
and
getting
their
input.
So
it's
my
understanding.
He
plans
to
do
that.
I
believe
that
this
request
for
traffic
division
review
traffic
board
review
came
because
he
was
hearing
from
some
residents
so
now
we'll
take
this
back
to
them.
Let
them
know
that
the
traffic
division
is
recommending
no
parking
on
the
north
side
of
the
street.
Is
that
right?
That's.
A
C
A
A
Okay,
I
believe
that
was
the
last
item
on
our
agenda.
Did
anyone
have
questions
comments?
Other
items
of
discussion.
E
E
E
Without
any
studies
or
anything
because
it's
already
posted
with
the
stop
signs,
so
it
wouldn't
go
through
the
normal
signal
removal
process.
So
I
think
that
that
was
the
case.
I
didn't
know
if
anybody
was
going
to
check
with
angela
riley
to
make
sure
she
was
in
agreement
with
that.
A
I
was
going
to
forward
a
copy
of
the
idc
to
the
councilwoman
after
today's
meeting,
so
I'll
make
her
aware
of
the
recommendations
that
that.
A
A
Did
we
have,
I
think
we
need,
we
need
a
motion.
First,
can
I
an
emotion.
A
Second,
thank
you.
All
right
motion
is
adjourned
and
we
will
see
everyone
next
month.
