If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Okay,
thank
you
all
right.
Good
morning,
everyone
we'll
call
to
order
the
September
2023
meeting
of
the
Binghamton
traffic
board.
It's
September
14
2023..
A
B
A
Second,
all
those
in
favor
any
opposed.
Okay,
move
on
to
our
second
portion
of
the
meeting,
which
is
the
public
comment
portion,
is
anyone
here
today
to
address
the
traffic
board
come
on
down.
A
A
Think
that
sounds
okay,
if
you
just
let
us
know
your
name
and
address
and
then
you
know
five
minutes,
you
can
go
ahead
and
adjust
them
sure.
C
My
name
is
Bob
pornback
I
live
at
132,
Prospect
Ave
in
Binghamton
and
I'd
like
to
approach
everybody
about
it's.
C
It's
kind
of
a
dangerous
situation
over
there
when
I
plot
up
my
driveway
and
there's
a
lot
of
people
that
use
Prospect
Ave
from
Chenango
Street
as
a
shortcut
to
get
over
to
Eldridge,
Street
I'm,
not
sure
if
you're
all
familiar
we're,
Prospect
Ave
is
not
Prospect
Street
behind
Ben
Adams
and
when
I
pull
out
of
my
driveway
people
come
flying
around
that
corner
and
I've
talked
to
a
lot
of
my
neighbors
I
have
like
15
people
that
signed
a
petition
here
as
far
as
trying
to
make
it
a
one-way
Street,
and
they
came
up
with
a
few
other
ideas
that
I
didn't
think
of.
C
One
was
possible
speed,
bumps
I,
don't
know
how
practical
that
is,
and
the
other
was
to
stop
the
one
way
right
at
way
street
so
that
you
wouldn't
be
able
to
it's.
It's
very
I,
don't
know
if
you
people
have
gone
down
that
street,
but
I
drive
a
Chevy
3500
truck
when
another
truck's
coming
the
other
way.
I
actually
have
to
like
bring
my
mirrors
in
to
let
them
go
by,
and
the
city
just
got
over
there
and
cut
down
the
vegetation.
C
The
vegetation
was
out
about
two
and
a
half
feet
into
the
street
too,
which
was
making
the
street
smaller.
But
right
at
my
my
turn
there
it's
very
dangerous
and
a
lot
of
people
walk
in
the
road
there.
There's
women
with
baby
carriages-
and
you
know
different
different
scenarios
of
kids,
kids
on
bikes,
kids
walking
in
the
street,
and
these
people
just
come
around
the
corner
there
and
they
don't
they
don't
care.
They
got
the
music
learned
they're
flying
around
that
corner
and
it's
very
dangerous.
I've
lived
there.
C
A
Mr
pornback,
so
is
it
it's
a
request
to
make
Prospect
Avenue
a
one-way?
Is
it
the
entirety
of
the
that
block
of
the
street
just.
C
Sit
block
from
Eldridge
to
way
street
okay
I
think
it
would
cut
down
on
a
lot
of
traffic
over
there
and
a
lot
of
you
know
I'd
hate
to
be
the
guy
that
you
know
gets
turned
down
on
this.
Then
the
next
thing
you
know
somebody
pushing
a
baby
carriage
gets
gets
hit
over
there.
A
A
A
Okay,
so
we'll
we
will
close
that
portion
of
the
meeting
and
move
on
now
to
new
business.
A
First
item
on
the
agenda
is
review
of
the
no
u-turn
sign
in
the
northbound
lane
of
Lane
of
State
Street
between
court
and
Henry
streets.
Until
recently,
there
were
or
I
should
say
there.
There
were
and
are
two
no
u-turn
signs
on
this
stretch
of
State
Street.
A
A
It's
my
understanding
that
it's
their
recommendation
that
the
no
u-turn
sign
should
remain
near
the
intersection
of
court
and
Henry
Street,
but
I'm,
sorry,
State
and
Henry
Street.
Thank
you,
but
that
no
u-turn
sign
on
State,
Street,
closer
to
the
ramp
pennant
should
be
removed.
Is
that
correct?
Okay,
any
discussions
or
questions
or
thoughts
on
on
removing
that
no
u-turn,
sign?
A
Okay,
then
I
would
look
for
a
motion
to
remove
the
no
u-turn
sign
on
State
Street
between
court
and
Henry
near
the
exit
to
be
the
parking
ramp.
Is
there
a
motion.
A
All
those
in
favor
any
opposed.
Okay.
That
one
passes
the
next
item
here
at
Chapman
Street.
This
is
an
era.
My
part,
the
board
voted
on
this
item
and
approved
it
at
the
last
at
the
last
meeting.
So
we
can
forego
that
and
move
on
to
Lewis
Street
and
Prospect
Avenue.
A
This
is
a
request
for
no
parking
here
to
corner
on
Lewis
and
Prospect,
and
no
parking
on
the
north
side
of
Lewis
between
Prospect
Avenue
and
Chenango.
Street
I've
received
a
little
bit
more
clarity
on
this.
Since
the
last
time
that
I
spoke
to
the
Traffic
Division,
the
there
is
currently
a
an
existing,
no
parking
sign
on
the
North
section
of
the
intersection
at
Lewis
and
Prospect,
but
right
now
it's
so
close
to
the
corner
that
the
applicant
is
saying.
A
Cars
are
essentially
parking
all
the
way
up
to
the
intersection
and
creating
visibility
issues
so,
and
thinking
about
this
a
little
more
and
discussing
it
a
little
bit
this
morning,
I
think
what
we'd
like
to
do
is
make
that
sign
and
no
parking
here
at
a
corner
as
requested
and
move
it
is
it
30
feet:
Sergeant,
music,
okay,
so
it'd
be
moving
at
30
feet
to
the
east
to
accommodate
that
portion
of
the
request,
if
any
any
discussion
or
thoughts
on
that
on
the
board.
A
Okay
for
that
portion
of
the
request,
then
I
would
take
a
motion
to
change
that
signage
to
no
parking
here
to
corner
and
install
it
as
recommended
by
the
traffic
division.
Is
there
a
motion?
Second?
Second,.
D
D
A
The
second
portion
of
the
request
is
turning
the
on-street
parking
on
Lewis
Street,
between
Prospect,
Avenue
and
and
Shenango
Street
into
a
two-hour
two-hour
parking.
The
applicant
is
stating
that,
as
it
is
now,
cars
are
parking
there
for
long
periods
of
time
and
including
overnight
hours
and
limiting
the
parking
that's
available
to
the
businesses
in
the
Kilmer
building
and
and
the
surrounding
area.
A
I
think
I
had
a
conversation
this
morning
with
the
mayor
on
this
who
had
talked
to
the
business
owner
there.
He
is
supportive
of
figuring
out
a
way
to
make
that
work
in
some
manner.
Turning
that
into
two-hour
two-hour
parking
on
that
block
of
Lewis
Street.
A
If
that's
something
that
we
want
to
go
out
and
look
at
together,
maybe
meet
with
the
applicant
and
and
see
if
there's
a
way
that
we
can
do
that,
my
understanding
is.
We
did
that
once
on
once
before
on
Front
Street
one
150
front,
the
50
front
development
was
going
up,
I,
don't
know
if
the
board
has
any
any
thoughts
or
comments
on
that.
If
we
want
to
go
out
and
take
a
look
at
it
again
or.
D
D
A
All
right
so
I
think
I
think
we'd
refer
that
to
review
for
the
by
the
Traffic
Division
again
and
hold
that
over
to
the
October
agenda.
A
If
that
makes
sense
to
to
everyone,
so
I'd
look
for
a
motion
to
table
the
request
for
two
hour
parking
on
that
stretch
of
Lewis
Street
motion.
Is
there
a
second
all,
those
in
favor
all.
D
A
Next
item
on
the
agenda
is
a
request
from
the
Binghamton
Housing
Authority
for
children,
a
science
that's
six
locations
surrounding
Carlisle,
Carlisle,
Apartments,
Cindy
Paddock,
is
in
here
today,
but
she
did
take
a
quick
look
at
this
for
us
and
the
specific
location
with
the
configuration
of
the
parking
areas
near
the
apartments
and
specifically
the
angled
parking
into
the
street.
A
In
that
area,
she
asked
is
requesting
or
recommending
a
comprehensive
review
to
consider
the
these
signs
and
then
some
additional
pedestrian
safety
upgrades
in
this
location,
so
bmts
will
work
with
the
Traffic
Division,
take
a
look
and
see
what
pedestrian
safety
enhancements
could
be
could
be
made
in
the
area.
A
D
D
A
Next
item
on
the
agenda:
63,
Tompkins
Street-
this
is
a
requested
review
for
a
second
driveway
at
this
location.
Sergeant,
music,
I
believe
the
Traffic
Division
responded
and
spoke
to
the
to
the
resident.
Could
you
give
us
the
background
on
this
and
and
the
traffic
divisions
recommendation.
B
Thank
you,
61
and
63
Thompson
Street
were
owned
by
family
members
or
the
same
person
at
one
point,
and
they
installed
the
driveway
in
between
the
houses.
That
was
enough
for
a
driveway,
but
it
was
not
for
one
resident.
So
when
that
property
got
sold,
the
new
owners
got
the
survey
done
and
the
line
is
split
right
down
the
middle
of
the
driveway.
B
Basically,
so
one
neighbor
got
the
fence
up
installed
the
fence
clearly
on
his
property,
but
now
the
driveway
is
unusable
and
the
resident
of
63
pumpkins
cannot
use
the
garage
in
the
back
at
all.
The
car
would
not
pass
through
so
they're
requesting
the
new
curb
cut
on
the
other
side
of
the
house,
which
they
have
room
for.
B
My
only
issue
was
that
it
would
we
would
lose
one
spot
on
the
street
up
on
talking
to
the
residents
there.
They
advise
as
soon
as
the
new
driveway
cut
is
installed,
they're
going
to
be
ripping
out
the
old
driveway,
so
we
can
regain
that
parking
spot
right
where
the
old
driveway
cut
is
when
we
put
the
crew
back
in
at
some
point,
I
did
not
see
any
obstructions
or
anything
there's
nothing
like
water,
shut-offs
or
anything,
and
there's
a
plenty
of
room
for
them
to
install
that
driving.
A
C
D
D
A
Okay,
our
next
item
on
the
agenda.
The
next
two
items
involve
Bridge
Street
and
Ridge.
Road
Ron.
Did
we
get
any
Clarity
on
the
on
the
guard
rail
or
is
there.
B
A
A
A
The
guidance
associate
that
the
location
should
be
reasonably
well
defined
as
an
area
where
a
deer
tend
to
cross
and
that
that
can
be
determined
by
either
local
deer,
sightings
or
history
of
gear
crashes.
Bmcs
was
going
to
pull
the
crash
data
for
us.
A
I,
don't
anticipate
there
being
a
lot
of
crashes
in
that
area
if
any,
but
there
certainly
are
sightings,
as
reported
by
residents
of
that
area,
given
that
it's
a
wooded
area
with
limited
visibility,
and
it's
next
to
the
golf
course
which
attracts
visitors
and
residents
from
outside
the
city
who
may
be
unfamiliar
with
the
location,
I
think
it
makes
sense
to
add
a
couple
deer
crossing
signs.
A
There
kind
of
at
the
discretion
of
the
Traffic
Division
and
working
with
Public
Works,
to
determine
the
exact
location
on
Ridge,
Street
and
Ridge
Road
just
out
of
an
abundance
of
caution.
But
we
would
I
think
the
best
course
of
action
will
be
to
defer
to
the
traffic
division
to
determine.
D
A
Where
it
might
make
sense
any
thoughts
or
discussion
on
on
that.
A
Okay,
so
I
look
for
emotion,
then,
to
instill
the
deer
crossing
signs
in
the
area
of
Ridge
Street
and
Ridge
Road,
with
exact
locations
to
be
determined
by
the
the
Traffic
Division,
in
conjunction
with
with
Public
Works.
Is
there
a
motion
for
that
motion?
Second,
second,.
D
D
A
A
I
I,
don't
I,
don't
think
so
we
can
always
add
it
back
on
if
we
figure
out
a
need
for
it
and
for
October.
But
okay,
all
right
thanks.
A
Okay,
so
we
can
move
on
now
to
traffic
board
determination.
A
The
first
item
under
the
section
of
the
agenda
we
talked
about
at
our
last
meeting.
This
was
a
request
for
a
four-way,
stop
sign
at
Julian,
Street
and
Johnson
Street
in
the
First
Ward,
both
bmcs
and
the
Traffic
Division
reviewed,
and
then
it's
my
understanding
that,
based
on
based
on
some
sight
line
issues
where
that
that
existing
stop
signs
are
the
Traffic
Division
would
recommend
making
this
intersection
a
four-way
stop
by
adding
stop
sign.
Is
it
on
on
Johnson,
Street,
okay,.
A
Okay,
so
the
the
motion
then
Sergeant,
Sergeant
music,
is
to
it's.
The
addition
of
two
stop
signs
on
Johnson,
Street,
yep,
okay,
I
would
look
for
a
motion
motion.
Is
there
a
second.
B
A
Okay,
next
item
on
the
agenda:
165
Court
Street:
this
is
a
request
for
15
15
minute
parking
sign
in
in
front
of
a
business
at
this
location.
A
My
understanding
is
the
applicant
was
requesting
this
directly
in
front
of
his
his
business
located
at
165,
Port
Street,
Sergeant
music.
Did
the
Traffic
Division
get
a
chance
to
take
a
look
at
this
one
or.
B
A
The
what's
do
you
know
offhand
what
the
parking
regulations
in
front
of
that
location
are
right
now.
Is
it
two
hour
or
it's
sixth
hour?
Okay,
because
he's
he's
far
enough
down
Court
Street,
I,
guess.
D
A
What
is
he
looking
for
specifically
Tito?
Is
it
just
like
ease
of
access
to
his
business.
A
Okay,
is
this
something
that
we
could
table
to
October
and
have
traffic?
Do
a
look
at
see
how
it
makes
sense
to
fit
into
the
bigger
downtown
districts?
A
A
Okay,
73
Fairview
Avenue,
the
Traffic
Division
was
out
at
this
location
and
spoke
to
the
applicant
Sergeant
music.
This
is
a
property
that
has
a
is
it
a
four
car
driveway.
A
B
My
my
understanding
how
she
awarded
it
that
it's
multiple
residency
house
when
I
went
up
there
and
spoke
with
the
neighbors.
It's
actually
her
son
that
lives
with
her.
So
it's
two
of
them
and
yeah
she's,
requesting
handicap
in
front
of
the
red,
because
her
it's
a
hassle
for
them
to
show
for
cars
if
one
parks
behind
another.
So
she
would
take
the
handicap
on
the
street.
But
then,
when
I
asked
her,
if
there
anything
that's
preventing
her
son
to
park
on
the
street,
he
pretty
much
just
hangs
up.
D
B
Our
recommendation.
A
Any
thoughts
or
discussion
questions
on
the
board
on
the
okay,
so
I
would
look
for
a
motion
then,
to
deny
this
request
based
on
the
recommendation
of
the
traffic
division.
Is
their
motion
motion
their
second
second.
D
D
A
Opposed
okay.
Thank
you.
The
last
item
under
traffic
board
determinations.
This
is
the
holdover
for
the
requested
crosswalk
261
Main
Street.
A
This
is
an
item
that
we
are
their
development
is
under
construction
and
we
are
sort
of
working
to
align
this
with
The
Pedestrian
safety
Improvement
project
that
will
be
happening
on
Main
Street.
So
unless
anyone
objects
but
I'd,
ask
that
we
just
hold
this
on
the
agenda
until
the
appropriate
time.
Is
there
a
motion
to
table
motion?
Second,
second,.
D
C
E
Hi
everyone
I
just
wanted
to
bring
up
a
couple
of
concerns
that
I've
been
hearing
from
the
constituents.
E
A
big
one
lately
has
been
Jefferson
Avenue
on
the
west
side,
it's
a
small
street
from
connected
in
Beethoven
in
New,
Zealand
Newland,
and
there
is
a
school
right
there,
West
Middle
School,
so
there's
a
lot
of
traffic
and
there
are
all
kinds
of
vehicles.
Just
speeding
down
that
street
and
and
I
did
see
it
myself.
But
I've
heard
how
many
constituents
so
I
don't
know
if
there's
anything
that
we
can
do
a
couple
of
folks
requested.
E
You
know
like
a
15
mile,
an
hour,
speed,
sign
or
sign
whatever
to
to
get
folks
to
slow
down.
Hopefully,
I
mean
they're
kind
of
willing
to
take
anything
at
this
point
that
will
make
a
difference
in
the
speed
of
these
vehicles.
A
lot
of
them
are
coming
down
from
Beethoven
Street
and
they're
they're,
just
flying
by
and
actually
I
was
at
Beethoven.
Yesterday
Iraq
Park,
where
the
tennis
courts
are
open.
E
So
there
were
a
lot
of
people
there
crossing
the
streets,
just
cars
up
all
over
the
place,
and
there
were
some
that
I
I
was
just
floored
to
see
how
fast
it
was
going
on.
Beethoven
I
know,
there's
a
sign
there.
I
know
it
just
states
that
there
should
be.
You
know
slowing
down,
but
there
was
you
know,
nothing
was
really
changing
their
speed,
so
I
don't
know
between
Beethoven
Street
and
Jefferson
Avenue.
There
seems
to
be.
There
are
folks
with
a
lot
of
concerns.
E
There
are
a
lot
of
children
tons
of
kids
there
because
of
the
schools
in
the
park.
So
just
throwing
that
out
there
and
you
know,
would
appreciate
any
thoughts
I'd
like
to
get
back
to
those
constituents
with
something
that
will
you
know,
make
them
feel
like
they're
heard
and
make
them
feel,
like
you
know,
we're
taping
their
safety
seriously.
E
A
You
Joe
any
thoughts
on
that
area
off
the
bat
or
do
you
want
to
do
a
review
and
add
it
to
our
to
our
next
agenda
for
pedestrian
safety,
Improvement.
B
Yes,
but
now
it
was
Sr
over
there.
A
I'm
sorry,
Sergeant
music
said
that
I'll
paraphrase,
but
when
he
was
in
SRO
at
West
Middle,
he
recognized
kind
of
some
of
the
the
high
put
traffic
from
students
there
and
The
Pedestrian
safety
issues,
so
I
think
traffic
will
do
a
review
of
the
area
that
we
can
hopefully
have
some
action
items
on
for
the
October
meeting.
