item

business

the
minutes

This
might
be

little

there

go
ahead

start
hearing
those
public
comments.

came
to
bring
up
my
concerns
about
the
change
for
the
stoplight
on
murray
and
north.

email

the
attachments

be

as
part
of
the
minutes
for
this
meeting.

We
con
the
broome
county
and
members
of
the
previous
board
conducted
a
traffic
study
on
the
in
the
noma
area,
highlighting
north
street
because,
as
you
know,
it
is
a
major,
thorough
view,
thorough
way
for
trying
to
avoid
main
street,
as
many
may
be
aware,
and
the
comments
from
the
neighborhood
as
well
as
the
report
from
that
traffic
survey
were
submitted
in
january.
As
you
recall,
there
was
a
meeting
to
review
the
feedback
from
that
study.

meeting
was
announced
as
cancelled
then
subsequently
rescheduled
for
the
same
day,
and
it
unfortunately
caused
a
lot
of
the
the
community
that
intended
to
participate
to
no
longer
be
able
to
participate
because
it
was
cancelled.
So
I
encourage
everyone
on
this
board
to
please
look
at
the
notes
from
that
traffic
study.

suggestions
were
added
about
again
north
street
and
again
I
echoed
or
the
my
constituents
echoed
those
sentiments
in
the
letter
I
shared
this
morning,
and
they
are
adamantly
opposed
to
removing
the
blinking
light
unless
something
else
is
placed
in
that
intersection.

received
the

it

so

removing

work
on
walnut
street
and
too
many
cars

down
the
wrong

think

better

add
a
streetlight

take

it's
not
going
to

safe.

a
comment,
if
I
couldn't

regarding
the
proposed
study,
I
think,

going

done
at
the
corner
of
mason
and
rob's
history.

that
light
was
out
for
a
little
while
when
it
was
damaged
and
it's
back
now,
but
so
I
spoke
to
the
principal
of
east
middle
school
mike
holley
and
I
spoke
to
the
principal
of
calvin
coolidge
of
mr
vasquez
and
dario
vasquez
and
they're
both
edibly
against
this
like
being
removed-
and
I
didn't
have
an
opinion
on
it
before,
but
I
do
now
after
looking
at
it,
it's
a
kind
of
a
quirky
intersection
where
it
doesn't
go
straight
through,
and
this
light
is
about
three
blocks
from
both
schools
by
the
way
and
the
buildings
are
real
close
to
the
street
there.

public
comment
section
of
the
meeting
and
we
can
move

to
the
first
item
on
our
agenda
under
traffic
board
determinations.

That
first
item
is
the
the
flashing,
the
flashing
light
at
the
intersection
of
marine
north
streets.
So
I
know
we
had
a
handful
of
people
on
today
to
comment
on
this.
I
had
reached
out
to
councilman
riley
after
our
meeting
on
february
10th
to
let
her
know
that
the
traffic
board
had
voted
to
accept
the
recommendations
from
the
bmts
and
the
traffic
division
for
north
street,
based
on
that
walking
tour
and
road
assessment
study.

On
behalf
of
the
board,
I
asked
councilman
riley
to
reach
out
to
her
constituents
confirm
that
this
would
be
something
they're,
supportive
of
and,
as
I
had
mentioned
earlier,
councilman
woman
riley
shared
with
the
board
this
morning,
a
letter
containing,
in
addition
to
the
folks
we
heard
from
today
some
additional
comments,
all
of
which
that
that
at
least
in
my
review
of
it,
all
all
of
which
were
opposed
to
this,
do
we
have
any
discussion
from
from
the
board
on
this
matter.

think
that's
the
only
thing
cindy
paddock
from
vmps.
I
think
the
only
thing
I
would
add
is
when
we
did
the
walking
a
roadway
assessment
out
there.
There
were
some
people
who
said
that
the
way
the
light
was
now
was
confusing,
with
flashing
yellow
on
north
street
and
flashing
red
on
murray,
murray,
yes,
and
the
way
that
it
is
now
it's
a
two-way
stop
murray
stops
north.
You
don't
have
to
stop
the
signal.

We
thought
because
it's
so
old
was
a
holdover
from
the
time
when
it
was
probably
a
three
color
signal
at
one
time.
I
don't
know
when
that
was.
I
don't
know
when
it
changed,
but
that's
my
guess
there,
and
maybe
somebody
else
on
the
board
knows
it
was
just
getting
very
old.
So
by
taking
the
signal
out
the
control
at
that
intersection
wasn't
changing
at
all.

opinion
that
that,
given
the
input
from
from
residents
that
we
heard
today,
and
also
the
the
point
that
I
think
cindy
just
raised-
that
not
really
doing
any
harm
to
have
the
flashing
light
there,

necessarily
change
with
this.
But
given
the
input
that
we
received
from
residents,
I
would
recommend
that
the
ford
refrain
from
acting
on
this
at
this
time
keep
the
flashing
light
there.

to
revisit
this
at
a
future
date
we
can,
but
and
unless
anyone
just
objects,
I
would
recommend
that
we
refrain
from
taking
any
action
on
this
today.

say

fully
support
that

feel
like

what
we've
just
heard
from
folks
and
I
I
don't
think
that
we
need
to
make
that
change
currently.
So
it's
supporting
exactly
what
you
just
said
and
thank

councilwoman
randy
riley
for
working
on

second
item
on
our
agenda
here,
which
is
the
street
plan
review
for
state
street
as
part
of
the
deco
district.

The
one
update
that
we
have
on
this
is
construction
is
expected
to
begin
on
this
project
around
the
week
of
april
25th
back
reconstruction
will
be
in
contact
with
the
businesses
in
that
area,
where
construction
is
set
to
occur,
just
to
make
sure
that
those
businesses
are
aware
of
the
plan,
what
will
be
going
on
there
if
they
need
to
coordinate
for
deliveries
or
any
other
type
of
business?

so
the
next
item
on
the
agenda
is
the
traffic
light
review
at
robinson
street
and
mason
avenue.
This
is
the
item
that
councilman
scanlan
spoke
about
and
it's
one
of
the
traffic
lights
that
the
mts
recommended
for
removal
in
its
2016
traffic
signal
report.
The
traffic
board
is
at
the
point
of
revisiting
this.
After,
as
councilman
scanlan
said
that
light
went
down
last
year,
do
we
have
any
discussion
or
comment
from
the
board
on
this.
I
I
think
the
only
discussion
that
we
had
is
that
the
traffic
division
and
vnps
did
go
out
and
review
the
intersection,
and
it
was
a
situation
where,
based
on
the
traffic
light
not
functioning
for
a
period
of
time
there
and
stop
signs
being
installed
that
the
in
the
intersection
appeared
to
be
operating.
Okay.
I
However,
there
was
concern
a
couple
concerns,
one
being
a
building
that
the
north
west
corner,
causing
the
line
of
sight
issue.
The
other
was
his
concern.
Was
that
again,
with
the
schools
in
the
neighborhood?
Being
that
close,
they
both
were
discussed,
and
we
that's
why
we
thought.
Maybe
what
we
should
do
is
maybe
do
it
like
if
we
were
going
to
take
it
out,
maybe
do
a
90-day
study
that
would
be
required
and
then
see
what
the
input
was
from
that
to
see
if
it
would
qualify
to
be
taken
out.
I
Our
stand
was
not
to
take
it
out.
Our
stand
was
more
to
review
it
to
see
if
it
should
be
taken
out,
but
the
volume
of
traffic
on
mason
ave
is
very,
very
low
traffic
on
robinson
street.
I
It's
more
heavy
than
that,
and
I
think
that
it
it
may
qualify
you'd
be
taken
out
sometime
in
the
future,
especially
if
the,
if
the
traffic
light
at
that
intersection
does
malfunction
again
and
it
has
to
be-
has
to
be
removed
that
we
be
be
prepared
to
take
it
out
necessary.

I
believe
that
this
traffic
signal
is
more
important
to
pedestrian
traffic
than
it
is
to
vehicular
traffic,
considering
the
schools
in
the
proximity
of
it.
For
that
reason,
I
would
be
against
taking
it
out.

just
like
to
echo
what
mr
donovan
just
said:

and
also
after
hearing
councilman
scanlon
speak
about
this.
You
know
my
concern
would
be
the
kids.
You
know
just
the
proximity
to
the
school,
so
I
would
be
opposing
that
as
well.

One
of
the
things
that's
why
we
wanted
the
council
person
to
weigh
in
on
it
after
we
had
gone
out
and
looked
at
it.
So
that's
definitely
a
consideration
in
the
future.
If
the
signal
should
malfunction
and
replacement
is
difficult
and
just
basically
because
the
cost
trafficking
is
very
expensive.

If
that
should
happen,
one
of
the
things
that
could
be
considered
at
that
time,
just
keep
in
mind,
would
be
what's
called
the
hawk
signal,
and
that's
like,
what's
out
on
state
street
in
front
of
the
city
hall,
that
you
can
push
the
button,
it
stops.
Traffic
and
pedestrians
will
have
access.
That's
a
much
cheaper
alternative.

If
the
signal
should
need
to
be
replaced
in
the
future,
because
it
would
be
difficult
and
the
city
gets
federal
aid
money
for
some
signal
replacements
and
we
can't
replace
them
if
they're
not
warranted.
But
I
guess
just
keep
in
mind
if
that
should
occur,
that
there
is
an
alternative
that
you
would
still
have
a
signal
there
for
pedestrians
and
that
we
really
had
just
looked
at
it
because
of
the
signal
being
down
over
the
summer.

just
want
to
echo
the
first
part
of
what
cindy
said
too,
is
that
the
recommendation
included
reaching
out
to
councilman
scanlon
to
get
input
from
the
residents
over
there
and
the
school.
So
I
I
appreciate
the
councilman's
willingness
to
do
that
and
and
to
report
back
to
us.

I
would
say,
given
the
input
from
councilman
scanlon
and
what
he
heard
directly
from
the
schools,
this
is
something
that
we,
you
know
we
shouldn't
take
any
action
on
at
this
time
if
we
need
to
revisit
in
it
in
the
future,
as
cindy
said,
especially
if
there
is
another
issue
over
there
with
that
traffic
light,
we
can
do
so
and
we
are
a
little
bit
more
aware
of
some
of
our
of
our
options
and
alternatives,
but
at
this
time
I'd
recommend
no
action
on
this.

the
review
review
line
of
sight
due
to
street
parking
outside
of
the
west
end
armory
dan.

update

about
that,
so
in
reviewing
the
response
from
the
traffic
accident
that
occurred
there,
it
was
thought
that
by
re
removing
parking
in
front
of
the
western
armory
that
it
would
create
more
parking
havoc
further
further
because
the
when
they
had
the
drills
there
that
they
would
be
having
less
parking
for
their
soldiers
to
come
into
practice
and
stuff,
and
so
we
gave
them
an
alternative
to
maybe
in
the
parking
lot
to
use
a
reverse
entrance
and
exit
to
reverse
the
traffic
flow
in
the
parking
lot.
I
We
didn't
hear
anything
back
in
regards
to
that
alternative,
but
we
they
they
inquired
as
to
what
whether
maybe
a
mirror
type
setup
could
be
done
on
the
street
there.
So,
as
if
people
leave
the
parking
lot,
they
can
maybe
look
at
the
mirror
to
see
if
cars
are
coming
up
and
down
the
street.
I
We
don't
do
that.
We
haven't
done
that
here
in
the
city
and
that's
usually
done
on
private
property,
and
so
we
kind
of
told
them
that
you
know
we're
gonna
do
that.
I
We
still
haven't
heard
anything
back
about
our
alternative
plan
with
them
and
at
this
time
it's
still
on
hold
as
to
what
how
they
want
to
proceed.
They
haven't
got
back
to
us
in
regards
to
it,
and
so
I
think
we
should
probably
just
put
on
hold
until
further
notice.

the

is
hardly
road,
ardsley
road,
the
review
of
one
side
street
parking
here,
so
this
came
to
the
traffic
board
at
our
last
meeting
at
the
request
of
councilman
scanlon
dan.
Would
you
like
to
just
remind
us
of
the
traffic
divisions,
findings
and
recommendations
on
this.

Yeah
the
traffic
division.
I
responded
to
that
location
after
receiving
a
request
from
the
councilman
and
the
street
is
a
narrow
street
and
the
complaint
was
is
that
it
came
from
the
dpw
is
that
trucks
are
having
a
hard
time
passing
through
the
area.
Cars
are
parked
on
both
sides
of
the
street
and
councilman
scanlon
was
concerned
that
if
emergency
vehicles
had
to
respond
up
there
with
cars
parked
on
both
sides
of
the
street,
that
access
may
not
be
accessible,
and
so
his
concern
was
to
this.
I
His
suggestion
was
to
maybe
make
one
side
of
the
street
or
the
other
side
of
the
street
no
parking
in
reviewing
the
street.
I
We
did
agree
that
probably
one
side
to
the
other
side,
and
we
recommended
that
you
know
that
the
the
north
side,
I
believe
this
with
the
fire
hydrants,
be
the
side
that
be
posted,
there's
no
parking,
but
with
the
final
suggestion
coming
from
it,
he
should
probably
meet
with
his
constituents
to
review
the
suggestion
and
see
what
side
of
the
street
that
they
would
prefer
to
have
no
parking
on.
We
have
not
heard
back
from
him
yet.

update
on
that.

to
councilman
stanley
yesterday
or
the
day
before,
and
I
had
also
asked
him
after
our
last
meeting
at
the
request
of
the
traffic
division
to
to
make
sure
there
was
resident
input

this
councilman
scanlon
and
the
residents
in
that
neighborhood
are
in
favor
of
this
and
I'm
moving
forward
with
the
traffic
division's
recommendation
to
make
the
street
parking
on
on
just
one
side.

we

any

something

proposing

veterans
facility
at

type

common
gathering
area,

parking
lot

some
tiny
housing
to
provide
short-term
housing
for
veterans.

have
a
driveway
entrance
coming
up
from
frederick
and
going
all

way
through
to
belden.

necessary

have
that

driveway

way

belgium,
streets

the
site
designer
about
how
necessary
that
is
or
what

their
rationale
was
for
providing

driveway

preliminary

plan,

sure

the

third
entrance
was
proposed.

street

and
it
just
would
seem
to
be
create
a
traffic

for

additional
months

kind
of
percolate

approval
for
the
three
curb
cuts.

we

this

on
our
agenda
is
the
review
cic
parking
on
state
street
outside

city
hall
dan.

Yeah,
we
received
a
request
through
the
police
administration
that
there
was
insufficient
parking
on.
Excuse
me
on
state
street
for
the
cac
parking
cac
is
a
program,
that's
where
the
the
regional
crime
analyst
center
risk
analysis
center
is
and
outside
agencies
that
attend
that
that
building
periodically
they
have
to
park
somewhere,
and
the
problem
is
that
there's
only
four
parking
spaces
designated
for
that
that
location
at
the
present
time.

It's
requesting
that
we
increase
the
amount
of
parking
on
state
street
to
to
facilitate
access
for
the
out
of
town
vehicles
that
come
in
here,
as
well
as
for
the
police,
binghamton
police
vehicles
that
are
assigned
to
that
through
that
division,
and
presently
the
this
location
that
we're
talking
about
will
be
taking
away
official
vehicle
parking
only
for
binghamton
vehicles
anyhow,
so
it's
not
gonna
be
interfering
with
public
parking.
It's
just
official
vehicles
that
park
there.

Also
in
doing
this,
we
were
able
to
pick
up
two
additional
parking
spaces
for
the
for
the
binghamton
police
department,
just
outside
of
city
hall,
and
it
would
increase
the
number
of
on-street
parking
for
police
vehicles
when
they
have
to
come
to
headquarters.

think
that
this
makes
this
make
sense
to
me
if
we
can
help
get
parking
out
there
for
the
cac,
especially
given
that
often
those
people
are
not
parking
there
all

time
they
sort
of
come
and
go
into
that
center,
and
also
adding
the
parking
for
binghamton
police
where
there
is
space
right
out
on
state
street,
I
think,
is
a
good
idea.

I

want

add
is
that
just
start
on
record
is
that
we
received
a
request
from
the
councilman
from
14.
John
street
area
was
requesting
that
we
post
the
you
know
parking
here
to
corner
signs
and
the
mandatory
30-foot
cutbacks
are
going
to
be
installed
at
that
intersection.

john
street.
It's
a
t
intersection
at
john
and
evans
street
and
the
the
request
came
because
the
student
parking
in
that
neighborhood
apparently
parking
up
to
the
corner,
making
it
difficult
to
see
line
of
sight
issues.
