A
C
Okay
good
morning,
we're
bringing
the
december
meeting
in
the
traffic
board
to
order
first.
Item
of
business
is
approval
of
the
minutes.
Actually,
from
the
october
meeting
we
do
not
have
a
november
meeting
we've
got.
Do
we
have
a
motion
motion
ocean,
john
paddock?
Do
we
have
a.
C
C
E
Yeah
I
did
talk
with
megan
crockett,
again
she's
assistant,
to
the
mayor
there.
She
made
contact
with
the
councilwoman
sophia
wrestling
regards
to
that.
They
only
got
a
few
feedbacks
in
regards
to
our
request
to
find
out
what
west
side
of
the
street
that
the
neighbors
wanted,
the
no
parking
and
everybody
that
did
respond
agreed
with
what
traffic
division
said
on
the
same
side
as
the
fire
hydrants.
E
So
the
traffic
division
making
a
recommendation
that
we
served
no
parking
on
the
east
side
of
florida
of
cleveland
from
florida.
The
stokes
have
we're
also
deleting
one
section
of
cleveland
right
now.
That's
just
floor
lab
to
140
feet.
The
only
reason
we're
deleting
that
is
because.
E
Instead
of
having
two
separate
statements,
have
just
one.
C
Okay,
you
have
any
questions
on
this
all
right,
if
not
I'll
I'll,
take
a
motion
to
insert
no
parking
anytime
on
cleveland
avenue,
east
side
from
floral
avenue
to
stokes
avenue
and
delete
no
parking
anytime,
cleveland
avenue,
east
side
from
floral
avenue
to
140
feet
south
of
floral
avenue.
D
B
C
John
makes
a
second
all
in
favor,
aye,
okay,
cindy
and
and
dan.
The
conklin
avenue
parking.
F
Yeah,
I
don't
really
have
too
much.
I
mean
we
had
gone
back
out
and
looked
at
that
scott
regal
and
I
and
police
division
and
dan
a
while
back,
I
mean
towards
the
end
of
the
summer,
and
we
just
had
concerns
with
the
width
of
the
lanes.
The
way
it
strikes.
You
know
when
it,
because
it
was
designed
to
be
the
back
end
angle,
parking
with
the
bump
outs
and
everything
the
curve
extensions.
F
So
we
were
just
concerned
about
the
width
there
that
that
may
affect
the
speed,
because
before
with
the
back
and
angle,
it
narrowed
the
lanes
up,
but
I
know
dan's
looked
at
some
more
stuff
so
turn
over
to
him.
E
Yeah,
basically,
what
what
we've
been
looking
at
is
when
first
started
the
that
reverse
diagonal
parking.
E
There
was
no
pedestrian
bump
outs,
there
was
just
open
street,
so
the
southern
lane
was
more
into
the
center
of
the
roadway,
and
then
we
got
to
the
point
where
they
they
added
the
bump
out
there
that
created
a
smaller
area
for
traffic
to
pass
through,
and
so
the
center
lane
was
then
moved
to
just
the
more
south
side
of
the
roadway
instead
of
the
center.
E
What,
then,
what
happened
is
broadway
was
then
repaved
and
then,
when
it
was
repaved,
the
reversed
avenue
parking
was
removed
and
put
as
parallel
parking
along
the
roadway
and
so
right
now
in
that
portion
of
the
program.
If
we
want
to
continue
with
the
the
bump
out
there
and
not
remove
it,
we
could,
however,
the
bump
up.
I
think's
tied
in
with
the
river
walk,
if
I'm
not
mistaken,
cindy
correct.
F
Well,
that's
why
I
was
done
there
to
make
it
safer
for
pedestrians
to
cross.
You
know
anyway,
but
now,
once
the
river
walk
is
completed,
the
434
greenway,
I
think
you're
going
to
see
more
pedestrian
activity
there.
So
the
whole
idea
with
it
was
to
calm
traffic
and
make
it
easier
and
safer
for
pedestrians
to
cross.
F
E
E
So
with
that
in
mind,
if,
if
we
keep
the
the
bump
out
there,
there's
really
no
reason
that
we
can't
keep
the
reverse
angle
parking
there.
I
don't
know
why
it
was
removed,
but
it
wasn't
through
traffic
board
action
or
through
the
traffic.
You
know
anything
through
traffic
board,
in
fact
we're
losing
parking
spaces
there.
E
We
went
from
26
parking
spaces
with
the
reverse
diagonal
parking
down
to
17
spaces
with
the
parallel
parking,
and
if
that's
one
of
the
things
that
you
want
to
try
to
increase
this
parking
and
concrete
map,
then
we're
doing
the
reverse
there.
So
I
don't
know
which
way
to
go
there,
I'm
a
little
bit
confused
as
to
how
you
want
to
proceed.
C
That
I'm
not
sure,
I
think
that
I
I
think
that
there
was
a
wish
to
make
all
of
conklin
ave
parallel
parking,
including
the
areas
that
I've
kind
of
talked
about
along
the
along
the
the
south
side
park,
including
under
the
bridge
that
you'd
have
just
kind
of
a
row
to
slow
traffic.
All
the
way
down,
conklin
avenue
and
continue
on
the
the
area
in
question
is
really
this
interchange
off
of,
I
think
the
the
the
loop
you
can
come
down
here
into
one
funeral
home.
C
C
If
we
have
to
have
parallel
parking,
then
we
should
have
parallel
parking,
but
if
we
can't
have
any
parking,
I
guess
that's
kind
of
the
crux
of
this.
It's
right
at
the
interchange
where,
if
you're
on
434
and
you
kind
of
go
off
on
conklin
avenue,
moving
westbound,
that's
where
the
transition
point
happens.
E
Okay
with
that
in
mind,
then,
if
we're
going
to
keep
parallel
parking,
then
what
we're
going
to
do
is
make
a
motion
to
delete
the
reverse
diagonal
parking
from
54
feet:
east
of
south
washington
street
390
feet
to
make
that
parallel
parking.
That's
going
to
be
our
first
motion!
E
Our
second
motion
is
going
to
be
from
264
feet:
west
of
treatment
after
421
feet
west
to
make
that
to
delete
the
the
no
parking.
That's
underneath
the
bridge
there
to
make
that
parallel
parking.
So
those
two
things
would
increase
the
parking
there
now.
D
F
E
To
be,
if
you
want
to
continue
the
parking
there
cindy
you
review
that
you
think
that
that's
going
to
be
okay,
there,
you
said
correct.
F
That's
fine,
you
can
put
parking
all
along
there
and
I
did
you
know
there
were
some
questions
with
d.o.t
as
far
as
that,
but
like
you
can
put
anywhere
along
conklin
avenue
and
that
whole
stretch
the
one
thing
that
you
know,
we
were
trying
to
figure
out
how
you
could
narrow
up
the
road
again,
though
jared,
because
it
was
working
as
a
traffic
calming
with
the
diagonal
parking
closer
to
south
washington,
and
we
can't
even
really
put
in
a
bike
lane
there,
because
you
would
run
into
curb
extensions
at
south
washington
just
because
of
the
whole
design.
F
You
know
it
south
washington.
It
was
designed
around
it
being
back
in
angle,
parking
close
to
it,
so
that
was
working
to
calm
the
traffic.
I
mean
you
can
do
it.
You
can
take
it
all
out,
but
just
I
guess
be
aware
that
the
parallel
parking
really
probably
isn't
going
to
slow
down
any
traffic
through
there,
and
I
know
it's
posted
at
25
because
it's
a
park,
but
it
people
don't
go
that.
C
Okay,
so
I
guess
that
was
always
the
question
on
this.
Is
that
like?
Where?
Where
does
the
switch
happen,
and
my
impression
was?
Is
that
that,
if
we're
to
have
parallel
for
90
of
conklin,
that
we
would
just
continue
the
parallel?
But
if,
if
that's
not
the
case,
if
we
could
do
if
in
this
intersection,
we
could
add
parking
and
still
make
it
work,
then
that's
kind
of
a
different
question.
C
D
I
think
some
of
the
problem
is
is
the
cut
out,
because
if
you
go
parallel,
it's
going
to
be
a
hazard
for
either
bikes
and
or
cars
as
a
safety
issue,
so
you're
going
to
have
to
remove
the
curb
cut,
I
would
imagine,
or
the
bump
out,
if
you're
going
to
have
all
parallel
parking.
But
if
you
have
the
back
end
parking
up
towards
where
the
bump
out
is
you'd
be
safe,
because
cars
will
be
there.
D
C
D
Well,
you
can
even
go
back
in
all
the
way
down
to
the
bridge.
Are
you
talking
on
the
you're
talking
on
the
north
side
of
conklin
avenue,
correct.
C
F
E
E
From
390
feet,
east
of
south
washington
street
to
515,
feet,
east
and
then.
E
Feet:
east
all
the
way
down
to
94
feet.
West
of
exchange
street
bridge
is
going
to
all
be
parallel
parking.
E
Okay,
but
basically
what
you
want
to
have
is
parallel
parking
from
54
feet,
east
of
south
washington
street,
to
390.,
then
from
390
to
515
feet,
there's
going
to
be
no
parking,
that's
where
the
off-ramp
is
then
from
515
all
the
way
down
to
pretty
much
exchange
street
bridge
94
feet
short
of
it.
It's
going
to
be
parallel
parking.
F
F
E
C
I
I
think
I
think
that's
I
think
that's
where
I
was.
I
was
missing.
Something
is
that
it's
exactly
on
the
ramp.
There
is
there's
right
now,
there's
no
cars
being
parked
there.
I
just
didn't
know
if
that
was
if
that
was
contributing
to
it
or
if
it
was
felt
that
we
had
to
have
back
in
parking
there
that
okay.
C
C
We
can,
you
know
kind
of
finish
this
finally
and
figure
out
where,
where
the
parallels
going
to
be
back
in
et
cetera,
based
on
the
road,
widths
and
and
everything,
because
I
think
we
can
add
a
lot
of
spots
and
also
not
you
know,
mess
with
the
dots
project
there
with
the
green
wine.
E
F
C
A
C
E
F
Yeah
yeah,
how
about
we
look
at
it
like
you,
said
jared,
and
if
we
get
the
ariel,
we
can
sketch
it
out.
C
Perfect,
okay,
okay,
appreciate
it
next
thing,
just
kind
of
really
kind
of
a
quick
discussion
point
I
know
ray's
not
on
the
call
the
traffic
light
at
the
intersection
of
riverside
and
murray.
This
was
studied,
I
think,
last
year
for
removal.
We
got
a
lot
of
negative
feedback
from
the
synagogue.
That's
right
there
in
the
corner
of
the
dental
office,
and
I
think
a
couple
neighbors
too.
C
So
we
did
not
move
forward
with
removal
of
that
signal.
It
is
not
warranted
based
on
the
traffic
data,
however,
subsequent
in
in
since
this
year
the
signal
is
no
longer
working
properly.
It
has
intermittent
failures.
C
It
you
know
is,
is
not
timed
with
the
rest
of
riverside
drive,
so
it's
backing
up
traffic.
So
I
think
the
issue
now
is
that
we
do
not
have
a
working
signal
in
that
it
may
not
fall
into
the
standard
under
study
for
removal.
Maybe
we
have
to
do
that
again,
just
as
procedural
but
talking
to
everyone-
and
I
want
to
hear
everyone's
thoughts
on
this,
and
we
should
probably
revisit
that
under
the
under
the
assumption
that
or
that
we
no
longer
have
a
working
signal.
So
this
is
not
a
matter
of
hey.
C
This
is
a
policy
change
based
on
traffic
warrants.
This
is
not
only
does
it
not
meet
the
warrants,
but
the
signal
is
not
operating
functionally
either.
Very
similar
thing.
We
did
at
oak
and
leroy
and
we
had
a
traffic
signal
rendered
out
of
commissioned
by
a
tractor
trailer
hit,
and
we
made
the
decision
to
make
it
a
four-way
stop
out
of
necessity,.
F
I
well
obviously
we
thought
you
know
we
did.
The
studying
was
unwarranted,
but
I
think
before
you
would,
I
wouldn't
I
think
we
should
go
through
some
procedural
things
before
we
take.
Would
if
you
decide
to
take
it
out
again
one
we
should
look
to
see.
You
know
what
the
latest
crash
history
is.
If
there's
anything
there
since
last
time
that
we
looked
at
it
so
dan
you
could
get
that
pulled,
and
you
probably
the
same
procedure
again
at
least.
A
F
Some
time
that
it's
under
study
for
removal
and
so
that
you've
covered
all
your
bases
because
that
you
can
make
that
seem
to
go
on
flash,
which
is
what
we
would
do,
and
you
put
the
stop
signs
up
on
murray
with
the
flashing
red
the
temporary
signs
and
that
it's
under
study.
I
think
that
might
be
the
safest
way
to
go
with
it.
F
But
right
now
I
do
it.
It's
confusing
that
it
like
we
were
talking
before
the
meeting
started
that
some
times
of
the
day
it's
on
flash.
Sometimes
it's
working
full
cycle
and
it's
backing
traffic
up
when
it
is
on
full
cycle
and
if
it
can't
be
repaired
and
you're
not
going
to
get
federal
money
to
replace
an
unwarranted
signal.
C
Yeah-
and
I
think
the
other
thing
too,
that
I'll
do
is
just
outreach
to
those
the
two,
the
synagogue
and
dental
office
that
were
kind
of
the
key
folks
in
opposition
to
somewhat
explain
a
situation
and
tell
them
that
you
know
we,
it's
not
like.
We
have
a
host
of
options
on
this
one,
so
I
think
that
would
probably
assist.
F
And
we
can,
the
thing
is:
if
it
does
come
out
here,
you
can
sign
the
crosswalks
too
better
when
it's
unsignalized,
you
know
you
can
put
up
the
warning
signs
and
just
you
know
enhance
that
whole
area
for
pedestrian
safety.
C
F
C
I
don't
have
really
any
sort
of
an
update
on
on
pennsylvania
ave.
I
don't
know
if
this
needs
to
be
in
an
ongoing
a
traffic
board
agenda
item
either
feedback
we've
been
getting
from
the
speed
sign
is
that
it's
working
cindy,
I
don't
know
if
you've
been
able
to
download
any
data
from
it
or
not.
That
was
usable,
but
I.
C
Yeah
just.
E
The
flashing
light
that
we
put
there,
we
put
it
at
old,
pennsylvania
air
as
it
comes
down
to
pennsylvania,
how
come
that
wasn't
put
at
the
city
line.
If
it's
you
know
an
internet
set
into
the
city.
C
The
the
placement
of
it
was
based,
particularly
on
that
try
to
get
it
closer
to
the
residential
area
of
pennsylvania,
ave
that
right
at
the
city
line,
it's
still
very
rural,
and
then
also
it
had
to
be
readjusted,
because
it's
solar
powered
the
company
had
to
find
a
location
that
made
it
charge
efficiently
during
the
daytime.
The
original
location
was
placed.
It
would
go
down
after
about
a
half
a
day
because
it
just
was
not
receiving
a
full
day's
charge.
E
All
right,
I
just
wondered
because
it
just
seemed
to
be
it
would
have
been.
You
know
more
sensible
logically,
I
guess
to
have
it
at
the
city
line,
but
I
understand
what
you're
saying
there:
yeah
residential
area
and
everything.
Okay,.
C
Okay,
so
yeah,
I
don't
think
we
need
to
keep
this
on
as
a
jedi
and
we
have
maybe
have
people
calling
in
the
future.
It
doesn't
seem
like
we
have
any
today,
but
we
can
kind
of
keep
that
moving
on
26.73.
F
A
F
Crosswalk
sign
going
northbound
got
posted
on
the
stop
sign
there,
so
it's
not
at
the
crosswalk
on
the
other
side,
because
the
the
crosswalk
is
on
the
other
side
of
the
intersection
of
penn
ave
and
morris
or
cross
street.
Rather
so
you
can't
post
a
warning
sign
like
that
on
a
stop
sign
post.
F
B
Yeah,
let
me
send
me
a
picture
and
I'll
I'll
I'll
take
a
look
at
it.
B
A
C
E
C
C
Okay,
I
think
it
just
came
in,
but
I
will
I
will
send
that
a
line.
I
think
that
they're,
I
think
it
has
to
do
with
a
an
alternate
side
parking
issue,
but
I
will
send
that
along
for
the
next
meeting
poor
allendale
on
the
south
side,
mr
giblin.
E
Okay,
yeah
for
allendale
we've
been
trying
to
follow
up
on
this
myself
on
sergeant,
patricia
and
actually
went
up
to
the
location
to
try
to
make
contact
with
mr
giblin.
We
couldn't
make
any
contact.
We
called
several
times
on
the
phone
to
find
out
any
information
we
could.
We
still
haven't
been
able
to.
We
had
no
information
about
it
if
he
had
a
handicap
sign
or
not.
E
We
finally
didn't
get
that
information
from
the
traffic,
I'm
sorry
from
the
city
clerk's
office,
but
we
still
haven't
made
any
contact
with
him
to
find
out
what
his
real
concern
is
there,
and
so
until
such
time
you
know
we
haven't
been
able
to
discuss.
You
know
his
responsibilities
as
far
as
it
either.
So
I
think
we
should
just
put
on
a
hold
until
we
make
contact
with
them.
Yep.
C
All
right
we
can
hold
until
until
january
yeah.
I
spoke
to
him
via
phone,
and
I
told
him
that
bpd
would
be
following
up
and
he
should
you
know,
expect
their
their
call.
So
we'll
we'll
hold
it
on
there
and
see
if
see.
If
he
comes
to
the
table
and
lastly,
250
oak
street.
E
A
E
2012
is
when
the
original
request
came
in.
We
posted
a
sign
across
the
street
from
2000
from
250
oak
street
only
because
250
oak
streets
on
a
nole
and
a
hilltop
there
they
have
no
driveway
and
the
person
is
handicapped
and
he's
has
restrictions
as
far
as
his
health
goals.
E
Spot,
and
so
we
want
to
just
deny
his
request
to
reduce
the
size
of
that
for
his
for
this
and
the
neighbors
benefit
it
just
doesn't
make
any
sense.
E
C
Any
thoughts
on,
oh,
I
think
originally
I
was
it-
was
presented
to
me
as
a
as
a
handicap
space
deletion
request,
but
I
guess
that
was
not
exactly
what
they
were
looking
for.
So.
C
Okay,
if
we
want
to
communicate
that
to
to
the
applicant,
that's
fine,
we
can
mark
the
item
as
closed
on
the
agenda.
E
E
I
have
your
copy
of
what
you
sent
to
us
and
oh,
he
has
an
email
address
in
there,
but,
like
I
said
we
went
up
there,
we
reviewed
it
and
the
handicapped
spot
is
supposed
to
be,
and
you
know
if
it's,
if
it's
for
removal,
we
could
remove
it,
but
if
it's
for
he
wants
to
reduce
the
size
of
it
to
benefit
him
and
the
neighbor.
Well,
first
of
all,
they
can't
tell
us
what
you
know:
who's
going
to
park
in
those
spaces
on
the
public
street
yeah
and
and
they.
C
C
They
don't
have
a
driveway
and
I
think
that's
the
concern
I'll
send
this
along
and
we
can.
We
can
check
out
the
situation
for
the
next
meeting
anything
else
from
anyone.
C
Okay
and
and
dave
you'll
send
the
court
street
fire
station
stuff
this
afternoon.
