A
All
right
good
morning,
everyone
we'll
call
to
order
the
july
meeting
of
the
binghamton
traffic
board.
It's
july,
14,
2022..
The
first
item
of
business
is
approval
of
the
minutes
from
the
june
9
2022
meeting.
Is
there
a
motion
motion?
Second?
Okay,
all
those
in
favor.
B
A
Okay,
so
no
one
is
here
today
that
I
see
for
public
comment.
I
believe
we
have
one
caller
on
the
line
if
you
could
just
start
heather
by
giving
your
full
name
and
address
you'll
have
five
minutes
to
address
the
board.
C
My
full
name
is
heather
melanda
and
I'm
also
speaking
for
my
neighbor,
william
h
lane
and
it's
in
regards
to
pennsylvania
avenue
where
we
live.
We
are
the
last
town
home
on
pennsylvania
avenue
on
the
south
side.
I
think
it
is
we're
223
and
225
pennsylvania
avenue
the
track.
We've
been
dealing
with
the
trucks
from
the
434
project
for
three
years
and
have
had
no
relief
except,
I
guess
the
project
is
coming
towards
an
end,
which
is
thank
god.
C
C
C
We
would
like
to
have
solar
speed
limit
signs,
one
above
225
and
one
at
gilland
drive
and
best
in
pennsylvania,
avenue,
the
one
that
they
have
does
us?
No
good
people
still
go
speeding
by
they.
They
could
care
less.
C
C
I
was
going
to
bring
pictures
of
the
signs,
the
speed
limit
signs
that
you
can't
see
because
of
the
overgrowth
of
trees
and
brush
and
whatnot,
but
I
couldn't
include
it
in
the
the
agenda
that
I
sent
in
on
june
30th
so
kind
of
looking
to
see
what
was
said
done
because
I
didn't
know
that
y'all
had
talked
about
it.
A
A
It's
it's
not
really
a
back
and
forth
dialogue,
but
there
are
minutes
that
we
just
approved
that
if
they're
not
on
the
website,
now
will
be
after
this
meeting
that
talk
about
223
pennsylvania
avenue,
it
was
discussed
at
the
june
board
meeting
the
traffic
division
recommended
and
the
board
approved
some
additional
speed
limit
signage
to
go
up
there
and
the
traffic
division
officer
also
gave
an
update
on
some
enforcement
efforts
that
have
been
happening
in
that
area
and
will
continue
to
happen
as
the
division's
time
allows.
A
So
miss
melanda
if
you
wanna,
that
meeting's
also
on
youtube,
you're,
welcome
to
to
look
at
it
after
this
meeting
and
the
the
minutes
are
on
there
as
well.
So
we
appreciate
you
calling
in
today.
C
I
I'm
just
taken
by
surprise
because
I
sent
this
in
june
30th.
I
I
expected
this
to
go
to
the
july
meeting,
not
the
june
meeting.
A
A
Yes,
we
do
so
not
every
submission
is
that
it
gets
on
the
traffic
board
agenda
so,
like
I
said,
you're
welcome
to
come
and
talk
during
the
public
comment
section.
This
item
was
addressed
at
the
june
meeting.
Okay.
A
Okay
and-
and
I
don't
see
anyone
else
on
the
on
the
line
bob,
do
you
have
anyone
else
calling
in
for
public
comment?
Okay,
all
right!
So
at
this
time
then
well
we
can
close
the
the
public
comment
portion
of
the
meeting.
A
Okay,
so
the
next
order
of
business,
then,
is
the
traffic
board
determinations.
We
only
have
two
here
on
the
agenda
today.
The
first
one
is
a
holdover.
From
the
last
meeting,
it's
horton
state
street
requested
review
of
additional
parking
for
delivery.
Drop-Off
spots.
A
D
Okay,
thank
you
thanks.
After
a
prep
meeting
this
past
week,
myself
and
officer
brown
went
up
to
state
street
and
four
street
to
review
their
request
from
mr
khan
and
in
reviewing
the
area
we
went
on
state
street
to
see
if
we
can
come
up
with
any
additional
parking
in
that
area.
D
So
what
we
did
is
we
went
through
the
traffic
code
book
and
deleted
the
sections
that
would
be
affected,
the
no
park
in
any
time
zone,
the
loading
zone,
the
kiosk
parking
meter
zone
and
the
handicap
parking
zone,
and
then
we
updated
them
with
the
new
insert
and
for
the
no
parking
loading
zone,
yes
and
handicapped
parking
and,
like
I
said,
we're
able
to
come
up
with
two
additional
parking
spaces
on
that
street,
as
well
as
actually
a
longer
loading
zone.
D
It
gives
an
extra
eight
or
nine
feet
of
loading
zone
plus
it
like.
I
said
it's
closer
to
the
entrance
of
the
building,
so
on
that
state
street
side
we're
able
to
accommodate
what
he
was
requesting
on
the
core
street
side.
However,
we
because
of
the
right-hand
turn
that
there
being
a
part
of
the
u.s
route
11,
we
did
not
do
it,
make
any
changes
there
at
all.
D
Right
now,
the
the
first.
D
105
feet
zone,
there's
no
parking,
that's
the
that's
the
turn
lane
there
and
then,
after
that
we
have
five
diagonal
parking
spaces
and
those
five
diagonal
parking
spaces
are
marked
as
30-minute
zones.
We
did
have
a
request
to
maybe
review
them
and
possibly
make
them
15-minute
zones,
but
we
felt
that
you
know
15-minute
difference
between
the
two
zones
not
going
to
make
that
much
of
a
difference,
so
we
left
them
at
30
minutes
at
this
time
and
if
down
the
road,
we
feel
that
we,
you
know,
want
to
readdress
it.
D
We
can
probably
readdress
it
then,
but
it's
with
what
we
come
up
with
it's
additional
parking
and
what
we
you
know
it
you
know
have
available
for
them
on
core
street.
We
feel
that
should
be
sufficient
enough
to
allow
them
to
conduct
a
business.
D
We
also
had
a
an
add-on
item
that,
though
this
came
about
by
one
of
our
park
and
enforcement
officers
at
the
commercial
alley,
which
is
the
street
part
of
it.
There's
signs
missing.
There
used
to
be
a
loading
zone,
sign
on
the
south
side
of
commercial
alley
from
30
feet,
east
of
state
street,
to.
D
About
80
feet,
east
and
those
signs
disappeared
or
knocked
down,
or
they
were
deleted,
I'm
not
sure
we're
doing
some
research,
but
that
also
be
available
as
a
good
loading
zone
area
for
them.
So
we're
going
to
follow
up
on
that
make
a
presentation
on
that
for
the
next
meeting
to
see
if
the
signs
are
still
supposed
to
be
there
or
not,
but
they
are
missing
or
they
were
deleted.
A
A
Is
it
adding
two
on
street
parking
spaces
on
state
street
and
moving
the
existing
loading
zone?
There.
A
Okay,
then,
we
can
look
for
a
motion
to
adopt
the
recommendation
of
the
traffic
division
to
add
those
two
on-street
parking
spaces
and
and
move
the
loading
zone.
As
ban
as
outline
is
there
a
motion
all
those
in
paper
all.
D
A
Okay.
The
next
one
is
five
pine
street.
This
is
a
requested
review,
adding
a
driveway
curb
cut
between
three
and
five
pine
street.
Can
you
fill
us
in
on
this
one
dan.
D
Yes,
I
can
in
reviewing
the
area
that
was
requested.
D
It
appears
that
that
there
is
a
driveway
cup
for
number
three
pine
street,
but
not
number
five
pine
street.
We
went
back
to
the
maps
and
the
in
the
2012
image.
It
shows
it
shows
back
when
the
parking
meters
around
that
street
they
were,
they
were
redeveloping
and
one
of
the
homes.
They
were
number
three
fine
street
and
they
put
a
driveway
cut
in
there.
But
there
was
nothing
there
for
number
five
pine
street,
which
is
was
the
parking
parking
spot
location
in
2019.
D
An
updated
picture
still
shows
that
still
being
the
same
way
that
the
the
driveway
cut
is
there
for
203
timing
for
three
pine
street,
but
not
for
five
pine
street,
and
so
I
don't
know
when
or
what
example
that
can
be
presented.
That
shows
that
there
was
ever
a
driveway
cut
for
number
five
pine
street,
but
based
on
what
we
have
appears.
D
That
number
three
is
encroaching
on
number
five.
I'm
sorry
number
five
in
the
coaching
number
three's
property
to
get
in
and
out
of
his
his
property
there,
and
it
looks
like
it's
that
wide
enough
to
you
know
to
handle
that's
putting
a
driveway
out
there
unless
the
two
property
owners
get
together
and
come
up
with
some
kind
of
agreement.
You
know
they
have
a
joint
driveway
custody.
D
I
guess
what
you're
going
to
call
it
or
something
along
that
line,
but
as
of
right
now
it's
two
separate
properties
and
with
the
cars
the
way
they're
parked
number
five.
It's
encroaching
on
number
three's
property
for
accessing
egress
from
that
location
and
probably
every
time
he
gets
out
of
the
fire
he's
stepping
onto
the
property
line,
and
so
at
this
time
what
we
suggest
is
that
maybe
be
reviewed
by
either
planning
and
or
engineering
to
make
sure
that
you
know,
there's
not
nothing
that
we
missed
to.
D
You
know
that
was
agreed
upon
or
have
been
the
plans
and
workings
to
to
make
the
driveway
cut
wider.
But
I
would
say
legally
what
they're
going
to
have
to
do
is
if
they're
going
to
have
a
shared
driveway
that
they
should.
You
know,
get
it
into
the
deeds
that
you
know
they're
responsible
for
each
other's
driveway.
B
I
did
review
it.
I
did
review
it
and
I
had
a
chance
to
talk
to
the
property
owner
at
number.
Three
and
what's
happening
is
they're
using
his
apron
to
get
in
on
to
number
five
and
he's
okay
with
that
right
now,
but
when
he
puts
both
his
cars
in
his
driveway,
then
they
can't
use
it.
So
he
conveniently
sometimes
parks
one
of
his
cars
on
the
street,
so
the
neighbor
can
get
in
and
out.
But
there
is
a
problem
trying
to
get
a
driveway
there.
B
There's
some
sidewalk
issues
that
I
don't
think
you
could
make
the
you
can
make
it
work
right
now
without
getting
rid
of
the
tree
getting
rid
of
the
roots,
lowering
the
sidewalk
in
that
area
where
it
used
to
be.
But
it's
been
raised
up
by
the
tree
and
as
dan
said
when
they
use
that
as
a
driveway,
they
probably
are
stepping
on
the
neighbor's
property
when
they
get
out
of
car.
D
Okay
question,
though,
if
they
do
decide,
the
parks
decide
to
take
that
tree
out,
then
they
should
still
go
ahead
and
probably
have
a
joint
custody
of
that
that
driveway
that's
something
legally,
that
they
should
do.
B
B
D
B
A
Okay,
so
I
think
what
we
can
do,
then,
is
we
deny
it
at
this?
At
this
time
we
can
refer
the
applicant
to
parks
and
planning,
probably
the
planning
department.
First.
B
A
A
Okay,
so
are
we
in
agreement
that
do
we
hold
it
over
it
or
do
we
do
we
deny,
as
is
at
this
time,
that's.
D
D
I
think
the
only
other
thing
is
is
that
the
front
street
and
we
just
decided
that
that
just
wasn't
going
to
be
meredith
yep.
