C
It
was
an
unpaved
driveway,
but
there
was
never
a
curb
or
any
parking
meter
or
anything
in
front
of
the
driveway
and
I've
always
used
it
as
a
driveway
for
the
entire
time
that
I've
owned
the
house
about
two
years
ago,
just
before
kovitz
started,
the
city
did
some
paving
on
pine
street
and
then
a
curb
was
added
in
front
of
my
driveway
and
I
wasn't
sort
of
consulted
about
that
and
it
obviously
limits
my
access
to
the
driveway.
C
Luckily,
I'm
friends
with
my
neighbors
and
they're
really
kind
and
willing
to
let
me
use
their
driveway,
that's
right
next
to
mine
to
get
into
my
driveway,
and
so
I've
been
doing
that
it's
been
pretty
hectic.
I'm
a
a
psychologist
and
I've
been
an
essential
worker
through
kovid.
C
C
I
was
told
that
maybe
in
2023
or
later
when
that
street
was
looked
at
again,
that
maybe
the
curb
could
be
removed,
then
now
I
have
a
little
more
time
and
I
would
like
to
get
this
matter
taken
care
of,
and
you
know
my
neighbors
that
are
next
door
would
also,
I
think,
appreciate
and
being
able
to
park
both
of
their
cars
in
the
driveway
again
because
they
often
park
on
the
street,
and
we
especially
recently
have
had
cars
broken
into
on
the
streets.
C
So
I
think
everybody
would
like
to
be
able
to
use
their
driveway.
Also.
There
was
some
question
about
the
width
of
the
driveway,
but
our
driveways
are
the
same
width
and
you
know
they
are
bordering
on
each
other.
But
you
know
my
mom
lives
on
west
end
ave
and
has
a
driveway
that
borders
on
another
driveway.
You
see
that
all
over
binghamton,
and
so
I
talked
to
my
neighbors
about
it.
I
know
it
was
mentioned
that
we
might
need
to
get
some
sort
of
legal
agreement.
C
Where
definitely
you
know
both
households
are
on
board
to
do
that
if
it's
needed
and
I'm
willing
to
sort
of
work
with
whatever
department
parks
about
the
tree,
because
there
is
a
very
large
tree
in
front
of
the
house
and
that's
also
disrupting
the
sidewalk,
which
I
mean.
I
know
there's
some
attention
right
now
to
our
neighborhood
as
a
stadium
district,
and
you
know,
as
far
as
like
wheelchair
safety
going
on
that
stretch
of
the
sidewalk
as
a
wheelchair
could
definitely
not
make
it
in
front
of
my
house
on
the
sidewalk.
C
Anyway,
I'm
hoping
to
find
out
some
guidance
from
this
department
as
far
as
who
I
need
to
talk
to
next
about
what
the
process
is
to
restore
my
driveway,
and
you
know
I,
I
guess
I'm
just
asking
here
for
just
some
compassion
for
the
situation,
because
I
don't
think
anyone
would
appreciate
having
their
driveway
blocked
with
no
solution
as
to
how
to
you
know,
restore
their
driveway.
C
So
I'm
just
asking
you
know,
I'm
willing
happily
to
host
anyone
to
show
the
you
know
what
I'm
talking
about
here
and
you
know
my
neighbors
also
are
willing
we're
all
willing
to
cooperate
in
whatever
way
and
with
whatever
department,
and
you
know
I
will
figure
out
covering
whatever
cost
there
is
to
you
know
having
my
driveway
back,
but
you
know
I'm
just
hoping
that
this
situation
can
be
reconsidered
or
I
can
be
redirected
to
the
planning,
department
or
parks
or
you
know
whatever
department.
C
A
I
appreciate
you
calling
in
I,
if
I
recall
correctly,
I
think,
as
part
of
our
last
meeting
when
when
the
traffic
board
took
action
on
this
part
of
it
was
to
refer
this
to
the
planning
department
for
review.
C
A
Okay,
so
we
can
close
the
public
comments
section
in
the
meeting
then,
and
move
on
to
traffic
board
determinations
the
first
one
on
our
list
is
186
state
street
owen
bly.
The
requested
review
is
a
commercial
loading
zone
in
front
of
his
business
dan.
Do
you
want
to
give
us
the
overview
on
that.
D
Yes,
we
first
of
all
a
state
student
at
the
black
area.
D
It's
it's
still
under
construction,
and
so
any
anything
that's
going
to
be
done
there.
It's
going
to
have
to
be
delayed
anyhow,
but
the
first
thing:
the
commercial
loading
zone,
commercial
loading
zones,
are
for
the
company
engaged
and
actively
engaged
in
loading
and
or
unloading.
It's
not
a
parking
zone.
D
So
if,
if
he
does
have
a
loading
zone
going
there,
it's
going
to
be
losing
the
parking
phase.
The
second
thing
is
that
he
brought
up
is
the
he
wanted
personal
parking
in
front
of
his
location
and
being
a
public
street.
D
We
don't
provide
a
private
parking
board
on
public
streets,
so
both
issues
based
on
what
we
had
in
front
of
us.
We
find
that
you
know
that.
There's
no
reason
to
approve
it,
however,
because
the
streets
don't
under
construction,
we
thought
maybe
it
would
be
best
thing
to
do
with
put
on
hold
until
after
the
construction
is
done
and
maybe
then
revisit
it.
A
Yeah
the
construction
that's
going
on,
there
is
part
of
the
deco
district.
I
do
think
that
an
important
part
of
this
is
you
know,
a
great
deal
of
thought
and
planning
was
put
into
those
deco
district
plans,
so
I
think
putting
it
on
hold
until
that
project
is
is
complete
or
we
can
at
least
see
what
the
loading
zone
area
or
the
plans
were
in
front
of
that
business.
Look
like.
I
think
that
made
sense.
Yeah.
D
Or
suggested
that
maybe
what
they
can
do
is
use
the
the
parking
lot
across
the
street
for
the
the
theater
there
they
go
for
them.
However,
that's
county
property-
and
we
have
no
control
of
that,
and
you
know
we
can't
be
directing
people's
wanting
to
other
people's
property,
so
you
know
take
that
as
an
alternative,
probably
not
advisable.
D
A
Okay,
then,
I
think
we
can
table
this.
We
can
have
it
on
the
next
agenda
next
month's
agenda,
although
I
think
the
project
will
be
wrapping
up,
maybe
in
another
month
or
two,
but
we'll
push
it
off
to
the
next
agenda.
A
D
However,
this
one's
more
defined,
I
think
than
that
they
do
have
their
own
personal
driveway
at
41
spring
forest
have
39
spring
forest,
have
has
their
own
driveway
and
the
one
he
wants
to
share
it
with
is
on
the
39
side
of
the
of
the
building.
D
What
that
would
do
is
they
have
to
widen
the
driver,
driveway
area,
the
entrance
that
follows
the
driveway
to
accommodate
the
the
action
and
also
I
don't
know
if
there's
an
agreement
between
the
two
two
locations
to
you
know
to
share
the
property
behind
there.
D
However,
if
there
is
not,
the
property
is
just
wide
enough
for
the
one
driveway
on
the
west
side
of
41,
but
not
enough.
It's
only
like
about
five
feet
on
the
east
side
of
41..
So,
based
on
that
that
that
should
be
denied.
D
This
is
not
enough
room,
but
if
they
go
ahead
and
want
to
do
a,
you
know
again
a
plan
where
they
share
it
with
each
other.
The
problem
down
the
road
with
future
residents
so.
A
A
D
D
Five
accidents
within
an
intersection
within
a
12
month
period,
so
based
on
that
it
does
not
meet
the
warrants.
We
can
next
look
at
the
the
area
as
far
as
the
line
of
sight
and
came
up
with
a
couple
of
alternative
corrections,
one
is
trim
back
a
a
bush
on
the
north
west
corner.
It's
actually
hanging
over
over
the
sidewalk
in
this
clock,
blocking
the
visibility
as
you're
coming
southbound
on
floral
land
and
then
on
the
southeast
corner
of
bush,
but
that
one
is
not
quite
as
bad.
D
A
And
forgive
me
if
you
mentioned
this,
but
you
mentioned
the
accident
account.
Was
there
something
also
about
the
traffic
count
on.
E
Usually
you
try
to
get
equal
volumes
of
traffic
on
all
four
legs
of
an
intersection.
If
you're
going
to
install
four-way
stop
in
this
particular
case,
I
don't
have
a
count
there,
just
because
we
only
you
typically
count
signalized
intersections,
but
laura
would
have.
The
higher
volume
lincoln
is
going
to
be
much
lower
than
what's
on
laurel.
It's
because
it's
just
very
local
traffic.
E
It's
not
used
as
a
free
street,
so
I
don't
think
it
would
meet
the
war
volumes
either,
but,
like
dan
said,
the
site
distance
can
definitely
be
contributing
there
to
any
issues.
Okay,.
A
Okay,
so
we'll
take
that
that
stuff
I'll
follow
up
with
the
code
department,
but
the
the
the
request
for
the
installation
of
a
four-way
stop
at
that
intersection.
The
traffic
division
would
recommend
denial,
correct.
B
A
All
those
in
paper
any
opposed
okay,
that
requested
deny
okay.
Next
one
on
the
list:
41
leroy
street
request
a
four-way,
stop
flashing
red
light
or
traffic
flight
at
the
intersection.
D
Okay,
this
intersection
is
a
very
period
it.
We
pulled
the
accident
reports
from
2019
forward.
First
of
all,
we
didn't
get
all
the
accidents
that
have
been
reported.
We
only
got
through.
No,
we
did
get
them
off.
You
can
yeah
got
them
all
through,
but
we
couldn't
couldn't
find
all
the
reports.
D
There
was
one
just
recently
where
the
car
ran
the
intersection
at
the
going
southbound
on
chafing
street
and
it
ran
into
the
house
on
the
opposite
side
of
the
street
there.
This
happened
at
the
beginning
of
the
of
the
review
as
well,
but
that
was
a
fatality
back
in
2019.,
so
there
are
nine
accidents
at
that
location,
actually
more.
That.
D
B
D
The
northwest
yes,
has
the
bush.
D
B
E
E
Okay,
the
other
thing:
that's
there
too,
is
the
stop
sign
again
I'll
talk
about
with
the
recommendation
there,
but
the
stop
sign
on
the
north
west
corner.
It's
got
the
one
way
do
not
enter
on
the
back
side
of
it.
So
when
you
look
at
the
stop
sign,
you're,
also
seeing
white
all
around
it,
you
know
what
I
mean
so
you're,
not
getting
the
total
visibility
you're
seeing
the
stop
sign,
but
I
think
it
might
be
distracting
that
you're
also
seeing
like
this
white
corners
from
the
other
side
back
to
back
of
it.
E
So
we
were
thinking,
maybe
put
the
oversized,
stop
signs
there
too
just
to
reinforce
the
stop,
and
then
that
would
cover
that.
If
you
don't
want
to
like
move
the
total
sign,
I
think
that
that
might
be
a
little
distracting,
we're
just
trying
to
think
of
anything
that
could
be
causing,
because
that
had
a
lot
of
writing
like
crashes
there
through
the
years
and
it's
kind
of
weird,
since
it's
a
one-way
street
in
the
southbound
direction.
E
D
There,
on
the
on
leroy
street
itself
or
beyond
the
north
side
of
leroy
street,
going
from
chapin
street
west
there's
a
north
park
near
the
corner
of
29
feet
yeah
and
we're
suggest
we're
recommending
that
it
be
moved
back
to
the
other
side
of
a
driveway
there,
which
is
about
67
feet
west
of
champion
street,
that
increased
the
line
of
sight
for
for
a
vehicle,
because
that
wouldn't
allow
the
two
vehicles
that
ran
the
stop
sign.
Or
you
know
people
owned
into
the
house
across
the
street.
D
D
B
D
That
we
had
is
coming
on
this
just
thought:
there's
one
southbound
on
chapin
street
an
advanced
warning
sign
about
the
stop
sign
ahead.
D
Only
because
the
of
the
two
various
accidents
of
what
people
actually
ran
the
stop
sign
and
the
I
don't
how
many
were
related
to
the
the
right
hand,
turn
signs
but
right-hand
access,
but
the
like
cindy,
just
empathize
you
really
they
have
that
many
accidents
involved
on
right-hand
turn.
It's
unusual
after
a
three-year
period.
E
Yeah
there's
a
lot.
I
mean
it's
a
lot
of
crashes,
so
one
of
the
things
that
I'd
suggest
when
we
were
out
there
is,
if
all
these
changes
get
made,
probably
should
be
reevaluated
within
like
three
months,
because
this
would
be
like
a
first
step.
I
think,
with
that
many
crashes
and
then
maybe
go
back
and
look
in
three
months
and
see
if
anything
else
has
happened
in
case
something
else.
E
E
B
E
No,
no,
no
they're,
right,
angle
accidents,
so
I
think
it's
probably
and
I
have
to
go
back
and
read
them
all.
We
don't
have
all
the
reports
yet
on
that,
but
I
think
that
it's
really
the
tight
distance.
When
you
look
to
the
west
when
you're
coming
southbound
is.
E
Yeah,
but
to
have
two
hit
a
house
too,
you
know
one
being
a
fatality.
I
mean
something's,
obviously
going
on
there.
I
think
it's
worth
keeping
a
close
look
on
it.
These
changes
could
be
made
like
we
don't
have
all
the
reports
to
actually
look
at
that
crash
reports
yet,
but
we're
trying
to.
B
E
E
I
mean
again
if
the
crash,
in
this
case
it
would
be
the
crashes
that
would
make
it
more
in
a
four-way
stop
if
needed,
not
the
volume
of
traffic,
but
that's
why
I
think
that
I
think
probably
it.
The
first
step
is
to
make
these
changes
and
see
if
anything
improved,
but
I
would
keep
a
really
close
eye
on
this
intersection.
A
A
B
A
Okay,
so
I'd
look
for
a
motion
to
take
the
steps
today
that
were
outlined
by
dan
and
cindy
on
this.
Their
motion
motion.
Second,
all
those
in
favor.
B
A
Any
opposed
okay
that
path
though,
and
then
lee,
could
you
just
make
a
note
to
to
have
this
on
the
november
meeting?
Please
don't
forget.
Thank
you
all
right.
The
last
one
on
the
traffic
board
determination
list
is
water
street.
This
request
comes
from
the
mayor's
office
for
prohibited
overnight
parking
between
court
and
henry
okay.
D
I
guess
that
helped
make
keep
the
streets
cleaned
and
for
the
construction
company
to
get
equipment
out
or
whatever
whatever
they
got
to
do
during
the
rebuilding
of
the
parking
ramp
and
stuff
and
what's
happening
is
that
cars
are
parking
there,
and
you
know
it's
just
causing
overnight
problems
for
again,
like
I
said
to
keep
the
maintenance
of
the
street
up
where
it
should
be
and
if
they
got
to
bring
any
construction
equipment
in
or
anything
so,
the
mayor's
office
is
just
asking
that
during
this
construction
period,
that
we
make
it
no
parking
two
a.m.
A
B
E
A
I
would
be
hesitant
to
put
a
time
limit
on
it.
I
I
think
that
the
city
plans
to
do
another
transportation
study
downtown
that
will
look
at
parking
I'd.
Imagine
that
that
block
of
sheet
watershed
the
will
be
looked
at
with
the
parking
ramp
going
up
there,
so
I
would
think
we
don't
put
a
time
limit
on
it.
I
don't
know
the
timing
of
that
presentation.
A
A
B
A
Second,
all
in
favor.
B
E
A
E
I
had
one
more
thing
at
that
intersection
just
that
I've
noticed
at
the
corner
of
water
and
henry-
and
I
know
it's
temporary,
but
the
stop
sign.
That's
for
henry
street
going
eastbound
is
really
short.
Yeah.
Is
there
any
way
we
can
get
a
taller
temporary
sign
yeah?
I
know
I
mean
it's
real.
It's
literally
like
I
didn't
measure
it,
but
it
looks
to
be
about
this
high.
B
B
A
Okay,
we
have
two
discussion
items.
I
think
the
first
one
being
penn
de
forest
street.
D
Okay,
10
deport
street.
This
is
being
handled,
I
guess,
by
old
enforcement
because
of
the
bnb
violation
going
on
at
number
eight
to
fourth
street.
That's
what
brought
it
ahead,
but
right
now,
the
forestry
on
the
south
side
of
the
street
from
chennai
street
to
the
dead
end.
It's
all
no
parking
and
then
the.
D
D
And
homestead
yeah
inside
the
street
from
deport
streets
now.
D
D
If,
if
we
can
change
some
of
the
parking
situation
around
there,
it
would
suggest
that
maybe
what
we
should
do
is
make
the
forestry
to
keep
it
the
same
down
to
olmsted,
then
homestead
to
the
dead
end,
make
it
all
no
parking
on
the
north
side
and
then
on
the
south
side,
put
a
30-foot
cup
back
in
front
of
number
10
divorce
up
if
it
passes
I'll
make
it
sketch
for
it,
but
then
put
a
parking
in
front
of
tentacles.
So
they
have
an
entry
parking
space
available.
D
Then,
on
the
west
side
of
olmsted
that
we.
D
This
is
where
the
complaint's
coming
from,
because,
as
far
as
when
they
park
there,
the
streets
so
narrow
that
you
couldn't
get
a
fire
truck
through
the
park
on
both
sides
of
the
street.
That
would
make
olmstead
on
the
west
side
of
the
street
from
deborah
street
down
to
northam
I'll
know,
parkland,
there's
no
houses
there
at
all
and
then
there's
two
other
houses
on
the
east
side
of
the
forest
street
as
well.
D
I'm
homestead
as
well,
and
that
would
provide
them
off
on
street
parking
for
both
residents
and
I
think
that
open
speed
up
enough
it'll
allow
that
will
really
believe
them
of
being
able
to
park
on
the
street
or
emergency
vehicles
to
get
through
or
not.
A
Dan
has
the
traffic
division
talk
to
the
complaint
on
this
at
10
before.
A
Yeah,
I'm
I'm
fine
with
those
recommendations
outlined,
but
I
think
just
with
the
zoning
is
looking
at
that
now
for
the
airbnb
to
touch
with
her.
If
you
could
give
her
a
call
and
run
run
by
their
recommendations
and
make
sure
that
that
makes
sense
that
there
aren't
very
many
properties
on
in
that
area.
A
And
then
we
can
put
this
on
the
the
september
agenda.
If
that
makes
sense.
B
A
And
then
the
last
discussion
item
franklin
street.
D
Franklin
street:
do
you
want
to
get
that
one.
B
B
D
Well,
the
two
thoughts
that
we
had
were
number
one,
moving
the
the
fights
on
away
them
behind
further
further
west
than
what
they
are
right
now
who
just
passed
the
property
line
of
the
of
the
sheet
metal
company
sheet
metal
coming
in,
and
the
second
was
the
wordy
that
were
used.
Nanoscience
and
cindy
was
going
to
check
through
the.
B
A
We
have
heard
from
other
neighbors
not
recently
but
and
within
the
last
few
years
about
trucks
I
think
headed
to
usa,
using
it
as
a
cut
through.
A
So
not
just
you
know
not
these
bigger
trucks,
making
deliveries
or
going
to
the
sheet
metal
place,
but
using
franklin
as
a
cut
through
the
councilman
and
this
district.
Who
shouts
me
on
this
too?
I
think
because
of
this
constituent
who
reached
out
so
I
I
can
talk
to
him
again
and
figure
out
like.
Is
it
trucks
making
deliveries
or
with
business
on
that
street
or
are
they
cutting
group
for
some
reason
and.
C
A
B
Franklin
what
why
all
the
wires.
D
And
I
think
one
of
the
last
things
is
that
jasmine
was
pointing
out
the
other
day
some
of
these
pickup
trucks.
Today
are
so
you
know
over
by
tons.
You
know
the
way
they
build
them
today
that
the
pickup
truck's
going
down
the
street.
It's
not
like
in
a
you
know,
last
day,
when
june
lockhart
used
to
drive
her
truck
on
the
farm
there.
It's.
D
I
think
that,
with
these
bigger
trucks
that
you
know
the
fire
tunnel
weight
limit,
if
you
go
by
what
it
says
you
know,
some
of
these
trucks
are
violating
it
just
based
on
the
weight
alone
that
maybe
up
with
some
kind
of
we
could
find
some
other
wording
over
five
times.
But
again,
maybe
we
have
to
simplify
it
right
now,
because.
B
B
A
A
So
cindy,
could
you
look
into
the
other
signage
options
for
us
I'll,
I'd
like
to
have
a
conversation
with
the
constituent
or
a
follow-up
with
the
councilman
just
to
figure
out
if
it's
cutting
through
or
if
it's
deliveries,
and
we
can
create
the
september
agenda
again
to
discuss.
A
A
D
And
I
will
catch
up
the
package
for
everybody
so
that
I'm
sorry
that
my
computer
went
down
but
I'll
get
all
the
paperwork
out
there.
Buddy.
