From YouTube: Traffic Board Meeting 2021 01 14
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
B
Will
now
be
recorded,
we'll
call
the
meaning
to
order
at
9
18
a.m.
President
are
ray
standish
john
paddock,
chief
yeager
city
councilman,
tom
scanlon
tom
welcome
back
to
the
traffic
board.
So
all
five
members
are
present.
B
B
How
makes
a
second
all
in
favor
aye
any
opposed
motion
passes
getting
into
the
agenda
here.
I
know
we
had
a
short
short
month
because
of
the
delays
in
the
december
traffic
board
meeting,
so
the
conklin
pennsylvania
and
tremont
area.
I
know
that
I
didn't
get
a
chance
to
to
get
out
there
set
up
the
meeting.
I
I
imagine
that
we'd
want
to
set
something
up
in
january
to
talk
about
in
february.
C
That'd
be
fine
dan,
and
I
talked
about
that.
A
little
bit
jared
I'd
pulled
up
the
ariel
of
the
area
too,
and
looked
at
where
we
could
start
the
parking
and,
if
we
put
back
in
the
back,
end
angle
parking-
and
you
know
the
amount
of
spots
and
stuff
so
dan-
and
I
were
talking
about
that
a
little
bit,
but
it
probably
would
be
helpful
to
meet
on
site.
I
think.
B
B
B
B
Is
that
the
pedestrians
that
are
utilizing
the
synagogue
during
holidays
and
on
the
sabbath?
There's
there's
really
no
place
to
cross.
If
you're
coming
from
the
west
side
of
riverside,
even
something
like
a
actuated
pedestrian
signal,
they
could
not
use
as
they're
observing
a
jewish
religious
practice
and
using
electronics.
So
it's
kind
of
a
difficult
situation,
but
I
believe
that
the
rabbi
kind
of
saw
our
point
of
view.
I
told
him
that
I
would
be
in
contact
with
him
about
the
city's
decisions
moving
forward.
B
One
of
the
comments
that
he
brought
up
is
that
if
we
were
to
look
at
the
signal
now,
obviously
there's
a
there's
an
impact
with
covid
there's,
no
students
there's
less
traffic,
but
I
think
we
also
have
information
from
a
couple
years
ago
when
conditions
were
normal,
so
I'm
just
kind
of
putting
that
out
there.
B
I
think
at
this
point
the
city
needs
to
go
forward
with
removal
of
that
and
you
know
go
through
the
study
process
as
we
did
before,
but
I
don't
see
a
scenario
that,
even
with
some
of
the
public
comments
that
we've
received,
that
we
have
an
ability
to
keep
that
there
and
I'll
kind
of
open
it
up
for
discussion.
You
know
cindy
or
dan
or
anyone.
C
Well,
you're
right
jared,
we
do
have
that.
I
mean
we
based
the
initial
recommendation
for
removal
on
counts
and
that
was
prior
to
covid.
You
probably
are
down
some
now,
but
that's
not
what
we
would
be
basing
it
on.
C
A
E
B
C
That's
an
option,
and
I
guess,
and
once
the
signal
is
out
and
you
upgraded
the
crossing,
there
would
be
no
reason
if
the
synagogue
wanted
to
put
out
the
the
cone
crosswalk
sign
that
you
put
in
the
middle
of
the
crosswalk
that
wouldn't
be
mechanical,
and
I
guess
they
could
have
that
to
put
out
anytime.
They
have
services
there.
D
B
Okay,
thank
you.
So
I
guess
with
that.
If
anyone
else
has
an
objection,
I
think
we
should
move
forward
with
instituting.
You
know,
study
for
for
removal
to
do
that
process.
John
I'll
get
with
you
and
bernice
and
danny
in
terms
of
when
that
actually
takes
place.
I
want
to
alert
the
council
member
that
that's
happening
and
just
make
sure
I
reach
back
out
to
the
rabbi
to
let
him
know,
but
unless
anyone
else
feels
differently,
I
think
that's
really
the
only
prudent
choice
the
city
has
at
this
point.
F
Okay,
so
you
you're
going
to
need
from
us
than
this.
The
trap
account
from
this
day
forward
accident
accounts.
Is
that
what
you're?
Looking
for.
C
F
Yeah,
I
can
in
fact
I
have
that
information
already
available
and
then
for
the
last
three
about
the
last
three
months.
I
don't
have
anything
but
I'll
forward
that
other
stuff
to
you
that
I
have
for
the
last
three
years.
A
B
If
anyone
else
has
anything,
take
a
motion
to
initiate
a
signal,
removal
process
at
the
intersection
of
murray
and
riverside
drive
with
through
traffic
on
riverside
and
stop
signs
on
murray
street.
Coming
from
the
north
and
south.
B
F
It's
a
single-family
house,
no
driveways,
all
the
other
residents
around
there
do
have
driveways
what
they're
looking
for
that
location
is
during
days
when
the
ultimate
side
parking
is
in
effect
to
have
their
those
residents
at
that
location,
waived
for
alternate
side
parking
because
of
senior
citizens
only
on
days
when
it's
not
a
lot
of
snow
accumulation,
the
problem
is,
is
that
if
we
start
opening
it
up
at
that
location,
we'll
spread
to
other
places
when
they
see
that
we're
not
enforcing
the
alternate
side
parking?
F
B
A
A
B
B
Okay,
we'll
mark
that
item
as
complete
next
on
the
agenda
is
fort
allendale.
This
is
a
handicap
request.
Dan
you've
got
an
idc
for
that.
F
Yes,
I
do.
I
finally
was
able
to
meet
with
a
mr
given
from
for
allendale
road,
several
attempts
by
phone
and
by
going
to
that
location,
to
try
to
meet
up
with
him
and
unsuccessful.
Finally,
last
night
I
decided
to
call
after
hours
from
my
home
phone
mr
goodwin,
I
talked
to
him.
He
explained
his
problem
pretty
much
what
we
have
in
other
locations,
with
a
single
driveway
between
two
houses
with
multiple
dwellings
and
reviewing
it
myself
and
sergeant.
Patricia
we
measured
it
out
the
street
in
the
past.
F
Just
so,
we
didn't
have
to
repeat
going
back
there
again,
the
second
type
of
measure,
but
he
has
a
problem
with
one
of
his
neighbors
always
park
in
front
of
that
location,
making
it
difficult
for
him
to
make.
You
know
get
into
his.
You
know
into
his
house
if
he,
but
if
the
driveway's
blocked.
F
So
I
I
don't
see
any
problem
with
you
know
putting
the
handicap
spot
in
front
of
that
location
for
his
convenience.
I
did
explain
to
him,
however,
that
the
space
is
not
his
exclusively.
F
He
has
to
comply
with
the
six
hour
parking
regulations
and
off
the
side-
parking
yes
they've
written
and
he
has
to
display
his
handicap
player
and
he
was
in
agreement.
So
with
that,
I
would
you
know
I
would
recommend
that
we
do
go
ahead
and
put
a
six
hour.
I
mean
a
handicap
parking
zone
in
front
of
this
location.
B
All
right
and
do
we
so
the
motion
would
be
for
installation
of
a
handicapped
parking
zone
on
allendale
road,
the
west
side
from
156
feet
south
of
kevindell
avenue
to
178
feet
south
of
kendall
avenue.
Do
we
have
a
motion.
A
F
Yeah-
and
he
understands
that-
and
I
did
explain
that
and
that's
in
the
best
of
the
agenda-
the
idc
as
well
that-
and
he
agrees
with
that-
he's
going
to
try
to
park
off
the
street
if
he
can,
but
because
of
the
number
of
residents
at
that
location,
they're
both
two
family
houses,
there
there's
a
single
driveway
that
you
know
he
understands
that.
You
know
that
if
he
has
to
park
on
the
street
across
the
street
during
those
times
he
will,
but
otherwise
he'll
try
to
comply
as
much
as
possible.
B
F
Yeah
251
oak
street
at
the
last
meeting
you
inquired
if
I
would
follow
up
on
that.
That's
over
there,
where
the
lady
was
asking
to
have
the
handicap
space
reduced
in
size,
so
she
can
share
the
street
parking
with
her
neighbor.
I
did
talk
with
her
and
she
understands
the
22
feet
of
zone
and
stuff
like
that.
So.
F
She's
agreeable
to
her
she
would
like
to
in
the
future,
sometimes
they'll
meet
with
us
over
there.
Just
to
briefly
see
if
there's
another
way,
we
can
maybe
work
with
her
on
it,
but
she's
in
an
agreement
with
what
we
told
her
about
the
you
know,
that
has
to
be
22
feet
in
length
for
handicap
parking
and
this
she
can't,
you
know,
make
changes
on
her
own.
F
B
One
other
thing
is:
I
wanted
to
just
over
the
last
several
months.
I
know
since
the
snow
has
gotten
here.
I
know
some
of
the
signage
changes
may
not
have
been
possible,
especially
when
you
had
the
four
feet.
So,
if
maybe
even
the
last
four
or
five
months,
if
traffic
could
get
to
dpw,
you
know
john
paddock,
all
of
the
signage
changes
or
any
road
striping
changes
that
are
needed
as
part
of
traffic
board
actions.
We
can,
you
know,
get
a
get
a
list
going
and
make
sure
that
those
are
done.
B
I
think
that
there
was
a
little
bit
of
a
lapse
around
when
the
snow
hit.
We
had
some
coveted
cases
so
just
want
to
kind
of
clean
up
the
books
of
all
the
actions
the
traffic
board
has
taken.
They
said
last,
maybe
four
or
five
months.
A
B
Let
me
it
was
actually
dave
chase
sent
me
the
the
minutes.
It
was
on
february,
26,
actually
2018,
that
we
passed
the
two-way
traffic.
E
B
I
can
circulate
the
minutes
of
that
if
we
need
to
as
well.
F
A
A
Yeah
jared,
the
only
thing
I
have
is
I
want
to
thank
billy
yeager
and
you
for
the
last
storm.
You
know
getting
out
in
front
of
it
to
help
us
with
the
alternate
street
parking
and
taking
care
of
some
of
the
delinquencies
that
we
had
out
there.
What
I
would
ask
is
again
with
binghamton
university,
coming
back
in
the
next
couple
weeks
and
the
uncertainty
of
weather
that
will
continue
the
process
out
there.
You
know
both
ongoing
and
as
any
storms
develop.
A
It
was
really
helpful
and
it
definitely
was
an
improvement
from
last
year.
So
I
appreciate
bill's
efforts
and
your
efforts
in
supporting
this.
B
All
right
we've
got
any
callers
on
during
public
comment.
D
Yes,
heather
melanda,
okay,
go
ahead,
hi,
just
a
comment
on
the
riverside
drive
murray.
D
D
You
know.
I
know
that
the
temple
uses
it
for
crossings.
I
just
had
one
suggestion:
why
not
a
four-way.
B
Of
the
two
ways
well,
four-way
stops
there's
a
certain
mandates
for
traffic
volumes
and
approaches.
B
It
would
be
similar
to
a
traffic
signal,
or
you
know,
right
now,
a
large
line
shared
the
traffic
is
on
riverside
and
not
murray,
so
you
usually
want
about
equal
traffic
coming
from
all
directions
for
a
four-way
stop
unless
there
are
kind
of
other
circumstances
involved.
D
Okay,
all
right
just
a
comment
on
that.
Also
we
do
have
the
flashing
light.
Speed
limit
sign
down
the
road,
it
hasn't
deterred
the
people
in
front
of
our
house
from
going.
D
You
know,
speeding
hasn't
done
anything
for
us.
It
does
for
the
houses
down
below,
so
it's
kind
of
worthless
for
us
because
it
doesn't
help
it
doesn't
help
the
speed
of
the
traffic
in
front
of
our
homes
at
all
and
there's
no
signs
still
on
the
other
side
of
the
street
on
pennsylvania,
ave
going
south
with
a
speed
limit
on
it,
and
I
know
I've.
D
I've
talked
about
that
before
and
I've
asked
for
it
and
ask
for
it
and
ask
for
I
don't
know
if
they're
like
really
expensive
or
what
the
deal
is
but
and
then
nobody
obeys
the
fact
that
there
is
a
sign
that
says
that
there
is
a
hidden
driveway.
D
B
Well,
I
I
think
I
we're
here.
I
think
that
you
know
given
kind
of
the
the
traffic
and
the
type
of
area
that
it's
in
it's
it's
a
transition
from
rural
to
sort
of
urban.
You
know
it's
it's
going
to
have
inherent
challenges
with
speed.
I
know
that
we're
collecting
data
from
the
the
speed
sign
on
exactly
the
the
speeds
that
are
happening
and
that's
accessible.
B
I
I
think
that
bmts
wants
to
get
a
a
good
amount
of
data
before
they
they
pull
it
and
are
able
to
review
it.
So
that's
happening
now,
and
you
know
that
will
that
will
tell
us
more
about
exactly
what
sort
of
speeds
we're
talking
about.
It
remains
an
inherently
challenging
area.
It's
it's
very
unique
in
the
city.
It's
a
lot
different
from
a
lot
of
the
urban
neighborhoods.
D
B
E
B
That
are
looking
at
that
traffic
and
collecting
data
on
speeds,
every
car
that
that
passes
on
pennsylvania,
ave
and
so
it's
it's
being
looked
at
but,
like
I
said,
there's
the
the
design
of
the
road
and
coming
from
a
rural
area
in
the
town
of
binghamton
into
the
city.
You
know
that's
going
to
from
now
and
forever
be
a
difficult
speed
situation.
B
That's
one
of
the
reasons
why
we
decided
to
put
the
first
ever
radar
speed
sign
there
and
I
understand
your
frustrations,
but
you
know
we
are
constantly
monitoring
it,
and
you
know,
aside
from
putting
a
patrol
car
there,
24
7,
that
nothing
will.
You
know
completely
address
any
speeding.
That
may
happen
to
happen.
D
We
don't
have
any
please
come
up
here
unless
they're
gonna
sit
on
the
other
side
of
the
street
and
talk
to
their
girlfriends,
and
when
that
happens,
it's
very
sad
and
I
do
ask
hey:
are
you
gonna
write
tickets
for
these
speeders?
No,
okay,
thanks!
D
So
I
you
know,
I
would
really
appreciate
it
if
somebody
would
come
up
here
and
look
at
the
situation
other
than
the
guys
that
put
in
the
sign
they're,
the
only
ones
that
saw
what
was
going
on
that
was
it.
I
haven't
seen
you
up
here.
I
haven't
seen
anybody
from
gpw
up
here.
I
would
really
appreciate
a
visit
from
somebody
up
here
to
see
what
the
traffic
situation
is.
B
B
D
B
We'll
have
we'll
have
someone
from
the
traffic
division
of
bpd
in
your
in
your
area
in
the
next
before
the
end
of
the
month.
Okay,
and
we
have
your
contact
information
as
well,.
D
E
B
That
was
that
was
for
next
month
because
they
came
in
they
came
in
late,
so
we
can
add
those
for
next
month's
agenda.
If
you
want
to
distribute
to
the
traffic
division.
E
B
Yep
carry
that
over
for
february,
we
discussed
we
want
to
do
an
in-person
meet
out
there.
