Corporation,
to
authorize
the
mayor
of
the
city
of
Binghamton
or
his
designee
to
restructure
the
Water
Street
parking
ramp
project.

off
of
the
conversation,
we
had
on
Thursday
an
executive
session
we're
going
to
work
on
restructuring
the
contracts
moving
this
project
back
over
to
the
city
and
figuring
out
a
scope
of
where
the
old
project
ends
where
the
new
project
begins,
and
this
is
giving
the
mayor
his
administration
the
opportunity
to
work
on
those
agreements.

add
from

a

a
comment
standpoint.
Just
you
know,
for
the
public
records
is
I,
don't
know
how
many
meetings
we've
had
since
the
since
the
boat
with
the
school
board
that
you
know
it
is
extremely
troubling
and
disappointing
that
the
school
board
chose
not
to
support
the
pilot.

pilot
Bond,
due
to
pressure
from
around
a
vocal
few
in
the
community
I
think
it
was
very
short-sighted.
It's
one
of
the
primary
reasons
that
this
action
needs
to
take
place,
and
we
really
should
highlight
the
city.
You
know
the
mayor's
office
and
economic
development
and
all
of
the
different
departments.
Who've
worked
to
continue
to
find
a
way
to
advance.
What
is
a
much
needed,
significant
transformative
project.

The
tax
rolls
that
was
going
to
generate
millions
of
dollars
over
a
long
period
of
time
or
the
city,
the
county
and
the
school
district,
and
and
to
hear
some
comments
from
those
in
opposition
who
spoke
at
that
meeting,
say
that
the
school
board
should
vote
it
down,
because
you
know
a
a
better
pilot
might
come
along
or
you
can
get
more
out
of
this
sort
of
project
or
it's
not
uncommon,
to
vote
Pilots
down
the
first
time
around
and
that's
that's.

Those
are
very
ignorant,
short-sighted
statements
and,
if
it
weren't
for
the
the
kind
of
the
creativity
and
the
perseverance
of
the
city,
this
project
you
know,
might
not
continue
to
move
forward
and

Think
when
you
know
when
people
look
at
their
tax
bills
and
they
see
the
primary
drivers
they're
almost
maybe
between
40
and
50
percent
of
your
of
your
Municipal
tax
values
because
of
the
school
district
school
districts
continues
to.

Individuals
on
the
school
board
that
were
supportive
of
this
project,
but
probably
are
not
familiar
or
don't
have
a
lot
of
experience
with
the
type
of
you
know,
vocal
opposition
that
perhaps
city
council
has
to
deal
with
different
mayoral
administrations
have
had
to
deal
with,
and
it's
it's
unfortunate
and
you
know
the
concept
that
Pilots
should
only
be
used
for
affordable
housing
projects.

not
legally
true,
nor
is
there
a
historical
pres
presence
for
that.
I.
Remember
my
predecessor
and
his
team,
some
of
which
were
supposed
supporters
of
those
protesters
themselves,
used
primarily
to
advance
student
housing
projects
which
should
come
in
the
highest
rents
of
housing
projects
in
the
city
of
Binghamton.
In
fact,
almost
all
of
the
big
box,
large-scale
projects
of
of
the
administration
before
mine,
use
them
to
advance
their
housing
projects
because
they
were
good
projects
and
a
pilot
helped
make
them
a
reality,
and
those
were
good.

Projects
for
downtown
during
my
Administration
Pilots
were
used
for
homeless
housing
projects,
affordable
housing
projects,
low-income
market
rate
luxury
across
the
board,
because
they're
a
necessity
because
of
the
high
cost
of
doing
business
in
New,
York,
state,
New,
York,
state
taxes
and
the
massive
property
tax
increases
that
took
place
between
2006
and
2013.
The
city
of
Binghamton,
which
were
one
of
the
primary
reasons
needed
for
housing
projects
and
Pilots,
are
what
make
it
more
competitive
to
do.

Housing
projects
and
other
types
of
projects
in
the
city,
as
opposed
to
you,
know
other
areas
and
so
I
think
that
and
the
the
lists
and
reasons
you
know
go
on
and
on
and
on
I.
Don't
I
don't
want
to
take
a
lot
of
time
on
this.
But
you
know
the
public
at
large
is
not
necessarily
aware
of
all
of
the
things
that
go
on
behind
the
scenes,
but
they
do
see.
You
know
perhaps
a
handful
of
people
that
show
up
that.
Don't
have
the
ignorant,
they
don't
have
the.

To
to
to
advance
you
know
these
sorts
of
much
needed
products
in
the
city
and
it's
and
it's
unfortunate,
and
so
the
fact
that
the
city
was
able
to
regroup
and
continue
to
to
push
forward.
I
think
is
really,
you
know,
a
credit
to
the
city
and
the
team.
That's
been
working
on
this
for.

You
know
covid
in
and
of
itself,
didn't
help
the
the
high
interest
rates
don't
help
for
a
project
like
this
as
well,
but
you're
still
able
to
navigate
very
complex
Financial
hurdles
to
advance
what
is
a
much
needed,
and
probably
one
of
the
largest
transformative
projects
for
downtown
Payton
in
a
generation
and
I
just
think.
There's
a
there's,
a
lot
that
happens
behind
the
scenes
that
people
don't
know
about
and
I
think
some
of
this
stuff
should
be
put
on
the
record.

they're
running
through
an
LDC
we're
looking
at
eight
percent
and
all
that,
along
with
the
school
district,
makes
this
without
the
funds
coming
in
from
the
housing
makes
this
more
difficult
and

guaranteed
house
car
spots
there's

wide
range
of
things,
but
it's
really
due
to
the
two
things
the
school
board
and
the
interest
rates
is
do.
