our

encourages
other

organizations

public
institutions

recognize
indigenous
people

Kickapoo
tribe
in
Kansas,
on
a
digital
interactive
that
we'll
be
opening
in
our
newest,
exhibit
called
a
community

conflict,

it
opens
November
9th
so
he'll
be
here
for
the
exhibit
opening
and
I'll
give
it
to
him.
When
he's
here
for
that,
Lester
sent

history
of
Native
Americans
in
this
country
is
one
that
cannot
be
erased
or
forgotten,
but
the
narrative
of
those
experiences
can
be
reshaped
and
it's
imperative
that
the
truth
be
acknowledged
by
changing
the
second
Monday
in
October
to
indigenous
peoples.
Day
communities
demonstrate
their
awareness
of
the
rich
history,
culture
and
traditions
of
the
indigenous
peoples
of
America
and
the
resident
Indian
tribes
in
our
state,

Proclamation
recognizing
100th
anniversary
of
the
Bloomington
Normal
Water
Reclamation
District
Benward,
whereas
the
city
of
Bloomington
wishes
to
congratulate
the
Bloomington
Normal
Water
Reclamation
District
on
the
occasion
of
its
100th
anniversary
and
its
fount
of
its
founding
and
whereas
in
1919
residents
of
bloomington-normal
voted
to
form
a
sanitary
district
to
treat
wastewater
in
the
two
communities
in
1928.
A
new
state
of
the
art
plant
began
service
throughout
the
years
was
upgraded
and
expanded,
whereas
in
1990
the
district
was
renamed.

The
Kenneth
L
Schroeder
Wildlife
Sanctuary,
is
located
near
the
southeast
plant
and
is
open
to
the
public.
The
burton
mercier
conservation
area
is
near
shirley
and
whereas
the
Bloomington
Normal
Water
Reclamation
District,
has
been
nominated
for
a
number
of
awards.
The
West
Bloomington
plant
excuse
me
has
been
nominated
for
plant
of
the
Year
by
the
Illinois
Environmental
Protection
Agency
in
multiple
times,
and
was
selected
as
the
group
one
plant
of
the
Year
by
the
statewide
Illinois
Association
of
water
pollution
control
operators.
Four
times,
February
2019
the
southeast
plant
received
the
Group
one
of
the
year.

Group
one
plant
of
the
Year
award
from
the
Illinois
Association
of
water
pollution
control,
operators
for
excellence
in
aesthetics,
cleanliness
operations
and
compliance
with
state
wastewater
treatment
standards.
Therefore,

Normal

Reclamation
District
on
the
occasion

its
100th
anniversary.

Justin
started
with
Bloomington
Fire
Department
October,
1st
2018
justin
is
originally
from
Winona
Illinois,
but
most
recently
lived
in
Peru
with
his
wife,
Molly
Peru
Illinois,
with
his
wife
Molly
and
their
two
children
Chloe
age,
four
and
Maggie
age.

One
justin
is
a
son
of
Dan
and
Danny
and
Kathy
Sullivan
brother
of
Kylie
and
Jeremy
Sullivan
Justin
started
in
the
fire
service
at
a
young
age
following
the
footsteps
of
his
father
before
Bloomington
Fire
Department,
part
of
the
for
Bloomington
fired
Justin
previously
was
dedicated
seven-year.
Member
of
the
proof,

department

Putnam
County
EMS
for
eight
years.
Justin
is
looking
forward

part

Bloomington

meetings

decided
to
table
the

to

are
willing
to
talk
to
him,

he

failed

comply
with
every

was

guest

stayed

us

August
31st,

was

going
on

evening

emailed

he
gave
his
permission-
that
he
has
this

verify
this

said
the
hotel

pulling

seeing

there

a
local
company

bid

this

whose

was
not
accepted
and

consistently
been
pulling
items
like
this,
because
I
really
do
want
to
see
us
move
towards
making
sure
that
our
are
going
to
local
businesses,
even
if
sometimes
it's
a
little
bit
more
expensive.
So
that's
my
reason
for
pulling
it,
but
I'll
turn
it
over

I
was
going
to
make
the
request
that
this
one
be
tabled
to
alderwoman
Korea's
comments,
both
her
and
alderman
Crabill.
We
had
some
back-and-forth
automatic
questions,
while
this
might
not
have
a
local
preference
allowance
to
it,
because
it
was
an
rfp
versus
a
bid
in
the
discussion
today
found
out
that
the
state
of
illinois
weighed
in
and
are
the
ones
that
required
us
to
put
this
as
an
rfp
and
then
also
will
not
take
anything
less
than
the
lowest
responsible
bidder.

if
this
wasn't
something
that
had
to
do
with
the
state
of
Illinois
reimbursing
us,
the
the
the
Beach
Department
then
have
discretion
about
how
they
do,
which
bids
they
do
or
don't
accept,

ordinance
to
go
with
the
lowest
bid,
even
if
it
is
an
out
of
state
or
out
of
town

paying
for
the
sewer

water
reclamation
desert

that's
adding

third

a
million
dollars

cost.

understand

original
budget
for
the
this
year
was
two
million,
but
I
guess
the
cost
of
the
job
is
a
little
bit
extra.

it
went
up
to
two

packet

Water
Reclamation
District
has
a
cost
of
three
hundred
thousand
dollars
so
who
is
paying
for
that
cost
because
we
pay
taxes
for
the
Reclamation
District
and
then
sort
these
go
for
the
poorest
sewer
project.
So
where
does
that
money
come
from
I'm.

and
it
is
a
good
question
it
is,
and
that
is
going
to
be
paid
out
of
the
sewer
enterprise
fund.
Those
are
monies
that
are
collected
from
the
sewer
rates
that
we
have,
and
all
of
that
is
intended
to
just
maintain
our
existing
sewer
system.
In
this
case,
that
was
h2s
hydrogen
sulfide
damage
that
was
done,
and
we
want
to
make
sure
that
it's
prepared
properly.

That
is
done
by
lining
that
the
the
the
lining,
whenever
you
do,
that
the
sewer
lining
that
is
an
inert
material
and
so
that
hydrogen
sulfide
does
not
impact
that.
In
addition,
we've
taken
measures
so
that
the
lift
station
that
we're
kind
of
holding
some
of
that
sewage
is
which
is
not
very
fun
to
say,
but
it
is
a
so
we're
treating
that.
So
we
eliminate
the
problem
on
the
front
end
as
well.

This
presentation,
that's
coming
before
council
and
the
community
community
tonight
is
quite
an
accomplishment.
The
part
of
the
Bloomington
Police
Department.

This
is
been
I,
believe
a
couple
year
process
that's
been
in
play
and
it's
been
finalized
and
we're
at
the
point
where
they
receive
accreditation
from
this
organization.
This
is
more
than
just
a
piece
of
paper.
This
is
about
adopting
a
philosophy
in
a
practice
by
the
Bloomington
Police
Department,
and
this
will
be
ongoing.
So
it
really
is
quite
the
honor
and
recognition
guys
how.

you
can
be
proud
of
the
police
department.
As
he
said,
it's
a
lot
of
work,
dedication
and
commitment
to
the
program
and
you
meet
all
the
criteria.
So
it's
a
pleasure
tonight
to
award
this
to
the
Bloomington
Police
Department,
and
you
can
be
truly
proud
that
they've
accomplished
this
achievement.
Now
let
them
if
they
want
to
talk
a
little
bit
about
it.

one
accreditation,
there
are
67
tasks
that
have
to
be
evaluated.
So
what
we
do
is
we
gather
all
of
our
policies
that
speak
to
those
things
where
we
look
at
ones
where
we
don't
necessarily
do
those
things
like
one
that
we
didn't
do
is
roadblocks.
We
don't
do
roadblocks,
so
we
were
able
to
pull
that
one,
but
all
of
our
other
ones.
We
had
to
bring
up
the
standard
to
what
I
Lee
wants
to
see
in
those
standards.
So
we
had
to
rewrite
a
number
of
policies.

had
to
create
a
couple
of
policies
and
then
once
that's
all
done,
it
goes
to
the
accrediting
agency
and
they're
do
a
paper
review
of
it
and
then
once
that's
completed
and
they're
satisfied
with
that,
they
come
to
the
police,
department
and
they're
here
for
a
two-day
assessment
where
they
look
at
all
the
different
areas,
and
then
they
file
a
report
with
the
accrediting
agency.
They
review
the
report
and
they
may
either
award
or
don't
award
and.

how
long
it
took
our
process.
I
started
the
process
under
chief
Hefner
I
continued
under
Keith
wheeler
and
I
finished
it
right
before
chief
wheeler
left.
So
it
took
us
probably
a
couple
of
years,
but
there
was
a
lot
of
of
the
projects
that
came
in
and
sidelined
your
my
attention
at
the
time.

events

going

here
in
the
city
of
Bloomington
and
downtown
of
a
special
note,
an
expanded,
Halloween
event.
That's
going
to
occur
both
there,
we
go

25th

26th

know
Melissa
Hahn.
Our
economic
development
director
has
reached
out
to
the
elected
officials
and
asked
if
you
guys
want
to
participate
handout.
Some
candy
and
I
know
there's
a
lot
of
takers
for
that,
so
just
givers
rather
not
takers,
but
but
it's
an
expanded
event
downtown
and
we'll
be
talking
about
it.

the
next
council
meeting,
leading
up

the
25th
and
26th

forth

then

events
around
the
community,

also,
additionally,

that
I
wanted
to
comment

great

bulk
waste
collection,
it's
finishing

city
crews

schedule

the
collection.

a
high
brush
volumes
left
a
couple
of
subdivisions
to
be
finished
in
the
morning.
We'll
compare
you

where
we
stood
this
year
with
the
amount
we
picked
up.

who
had

and

is
the

Wanted
to
give
a
shout
out
to
the
Bloomington
Fire
Department,
we
had
a
transformer
explode,
downtown
and
eight
foot
flames
shooting
out
of
the
sidewalk,
and
the
fire
department
took
care
of
that
and
made
sure
everybody
was
safe
and
Ammon
was
down
there.
It
made
for
a
very
eventful
Friday
downtown,
while
I
was
trying
to
pack
for
flat
Kahn,
which
is
the
second
thing.
I
would
talk
about
flat.
I
So
it's
it's
a
gaming
night
for
me
here
at
the
City
Council
announcements,
but
I'll
also
give
out
one
more
shout
out
as
this
Sunday
at
the
BC
PA
is
beautiful,
the
Carole
King
story,
and
if
you
like,
the
any
of
the
music
from
the
50s
and
60s,
you
probably
have
no
idea
how
many
of
those
songs
she
wrote
and
the
musical
is
amazing.
I
had
the
opportunity
to
see
it
before.
So,
if
you
need
something
incredible
due
on,
Sunday
should
check
that
play
out.

great

see
so
many
community
leaders
out
supporting
supporting
that
great
cause
and
then
on
Saturday
Humane
Society
did
a
very
fun
fundraiser
I
think
they
called
it's
logging,
where
there
was
a
small
amount
paid
so
that
you
could
kind
of
run
to
the
end
of
the
block
and
back-
and
you
know
high-five
yourself
and
for
a
small
donation
to
benefit
the
Humane
Society.
So
that
was
that
was
a
lot
of
fun.
A
really
great
turnout.
There
I
heard
there
were
several
hundred.
There
were
several
council
members
in
attendance,
but
I'll.

Saturday
I,
attended
an
event
called
queer
formative
at
night
shop
organized
by
the
bloomington-normal
trans
community,
and
it
was
a
pride
party
centered
on
educating
blow,
know
friends
and
neighbors
about
the
cultural
history
of
the
LGBTQIA
community,
and
and
so
it
was
a
wonderful
event
to
show
the
inclusiveness
of
Bloomington.

Secondly,
I
want
to
thank
Sara
Bauer
for
hosting
a
listening
session.
Also
this
past
Saturday
morning
for
me,
and
she
made
some
great
blueberry
muffins
and
also
wanted
to
thank
Jim
karch
and
all
his
staff.
I
have
been
sending
him
lots
of
emails
recently
and
he's
always
promptly
responding
and
also
responds
to
my
constituents
directly,
sometimes
so.
