Dan
Donath
I've
recently
had
the
pleasure
of
promoting
into
assistant
chief
he's
going
to
be
all
over
the
Office
of
Professional
Standards
and
as
a
reminder,
the
Office
of
Professional
Standards
overseas
citizens,
complaints
and
internal
investigations.
They
oversee
the
training
that
our
officers
get
and,
if
you
think
about
what
arises
out
of
internal
investigation,
assistant
complaints,
oftentimes,
it's
a
lack
of
training
or
failures
and
policies
and
procedures.
So
those
are
parts
of
his
responsibilities.

Also,
the
field
training
program,
hiring
of
new
police
officers
and
supervising
the
communications
managers
among
other
duties
prior
to
coming
to
BPD
dan
was
a
graduate
of
Illinois
State
University
with
a
degree
in
business
management.
Prior
work.
Experience
includes
four
years
of
insurance
claims
adjuster
at
BPD.
He
served
as
a
patrol
officer
detective
vice
detective,
a
dare
officer
a
crime-scene
investigator,
and
he
served
on
our
pension
board
for
12
years
as
well.

the
many
awards
has
several
letters
of
commendation,
Unit
Citations,
exemplary
performance
awards
and
he's
also
honored
by
the
mothers
against
drunk
driving
on
two
occasions.
He
is
also
proud
to
have
worked
our
departments
first
ever
cyber
crimes,
investigation
for
online
sex
offenses,
basically
I'm
here
to
tell
you
I,
have
no
doubt
the
damn
doughnut
well
faithfully
and
earnestly
serve
our
community
in
his
new
role
and
I'm
glad
to
announce
that
he's
now
assistant
chief,
that.

Deputy
Chief
Eric
Vaughn.
He
has
served
over
28
years
with
the
department
eric
joined
the
department
October
of
1990
and
has
served
many
roles
working
his
way
through
the
department
ranks
he
served
in
the
fire
prevention
Bureau
as
a
fire,
investigator
inspector
and
then
as
public
education
officer
from
November
of
1991
to
July
of
2008.

Eric
was
promoted
to
lieutenant
on
may
of
2003
and
then
captain
in
June
of
2006,
while
in
the
prevention
view,
while
in
the
prevention
Bureau,
he
was
promoted,
training
officer
in
October
of
2010,
where
he
earned
his
promotion
to
assistant
chief
on
October
of
2011.
He
was
then
promoted
to
deputy
chief
of
administration
on
August
9th
of
2013.

Deputy
chief
Owen
holds
a
vast
amount
of
experience
and
knowledge
of
the
fire
service
and
particularly
about
the
Bloomington
fire
department.
They
will
be
deeply
missed.
Deputy
Vaughn
will
officially
retire
on
Friday
October
November
16th.

as

paramedic
for

private
EMS

prior

hired

Bloomington

an
alumni
at
Western,
Illinois
University,
where
he
received
a
bachelor's
degree
in
fire
protection.
He
is
first
generation
firefighter
who
has
dreamed
of
becoming
a
firefighter
since
childhood.
He
is
the
youngest
child
of
Gary
and
Kristina
Whitehorn.
He
has
an
older
sister
named
Martha,
her
husband
and
her,
and
her
husband
Frank
have
two
children,
Annabelle
and
Hunter.

Kyle

Eamonn,
Kyle
was
born
and
raised
in
the
that
one
Illinois.
His
interest
was
piqued
for
the
fire
service
throughout
his
life
by
watching
his
dad
and
uncle
volunteer
for
LaSalle
later
Kyle
and
his
brother,
and
both
of
his
brothers
started
volunteering
in
LaSalle
as
well
Kyle
credits,
his
brother
Ryan,
who
works
for
the
Ottawa
Fire
Department
for
pushing
him
and
mentoring
him
to
be
successful
in
the
fire
service.

Kyle
got
his
degree
in
the
fire
service
technology
from
Joliet
Junior
College
and
his
paramedic
from
Illinois
Valley
Community
College
Kyle
served
his
community
and
LaSalle
as
a
firefighter
paramedic
for
two
years
before
getting
the
call
to
join
Bloomington
Kyle
has
made
Bloomington
his
home
and
is
excited
to
spend
the
career
with
Bloomington
firemen.

Trey,
Connelly
Trey
comes
from
us.
It
comes
to
us
from
Hinckley
Illinois
Trey
has
always
wanted
to
follow
in
the
footsteps
of
his
father
to
become
a
career
firefighter.
He
began
his
fire
service,
career
volunteering
and
Hinckley
Fire
Protection
District
in
2009
after
completing
high
school
Trey,
attended,
Western,
Illinois,
University
and
graduated
in
2015,
with
the
Bachelors
of
Science
degree
in
fire
protection
service
and
emergency
management.
Afterwards,
Trey
attended
paramedic
school
in
Kishwaukee
Community
College
and
received
his
paramedic
license
in
2017
Trey's.

grant
Smith
was
born
and
raised
in
Bartonville
Illinois.
After
growing
up
seeing
his
father
work
for
the
Peoria
Fire
Department,
he
has
always
had
a
passion
for
the
fire
service
during
high

volunteering
for
Bartonville
fire
department
where
he
began
gaining
experience
in
fire
and
EMS,
while
serving
his
community
to
further
his
education
after
graduating,
graduating
from
high
school.

attended
Illinois
Central
College,
where
he
successfully
completed
the
EMT
Basic
and
Parham
program
grant
worked
as
a
paramedic
for
a
Mt
of
Peoria
up
and
up
until
he
gladly
accepted
the
offer
of
employment.

as

in
2015

after
starting

paramedic
school
after

for
several
local
EMS
agencies
and
fire
departments,

as
to
the
to
local
hospitals

are
resurfaced

not
give

a

answer
when
that

going

be

car

be
congratulated

doing

go
above

beyond
what
is
actually
required
in
your
annual
audit,
but
that's
great
because
it
gives
you
you
as
the
book
as
the
City
Council
as
well
as
whoever
else
is
reading
this
bondholders,
the
public,
what
not
greater
transparency
of
your
operations,
because
there's
more
information
in
here
than
it's
actually
required
in
quote
standard
audit.

a
look
through
that

of
summarizes
what
went
on
during
the

There's
some

there's
some
comparisons
to
the
prior
year.
As
the
name
implies,
management
does
prepare
that
and
they
do
a
great
job
of
highlighting
some
of
the
bigger
events
that
went
on
during
there.

want

call
out
one
thing.
You

recall
a
few
years
ago.

occurred
where
the
net
pension
liabilities
were
placed
upon.
Your
financial
statements
for
the
first
time
in
Illinois
pensions
are
a
big
big
deal
for
a
lot
of
reasons
in
large
part
because
and
at
a
state
level,
their
their
unfunded
or
underfunded,
and
so
you
have
three
pension
funds
that
you
work
with:
the
police,
pension
fund,
the
firefighters
pension
fund
and
I'm,
a
ref
which
is
basically

everybody

current

it
went
down

we
always
like

see
that

that
related
to
investment
returns

good
over

hoping
the
stock
market
keeps
going
in
the
direction
it's
going
to
to
continue
to

other
benefits,
primarily
related
to
insurance,
that
you
provide
that
liability
is
going
to
go
on

financial
statements

kind
of
similar
idea
to
what
what
happened
to
the
pension,

nearly

to
highlight
that
to

one
of
the
things
I'll
point
out
is,
if
you
happen

it

These
are
your
governmental
funds.

general
fund,
your
primary
operating
fund,
saw
an
increase
in
fund
balance
during
the
year
by
about
five
million
dollars,
and
overall,
your
governmental
funds
increase
the
fund
balance
by
two

seven
million
dollars
and
other

only
other
thing
I'll
mention
is
you
have
something
called
business
type
activities
which
are
funds
that
are
meant
to
be
for
the
most
part
self-sustaining
through
charges
for
services.
Overall,
we
saw
those
funds
increased
by
about
1.5
million
dollars.

some
were
self-supporting

some
were

months
to
still
raise
more

son,
Matt
Chapman,
who
is
5
years
old
and
he
has
something
called
peroxisome
abiogenesis
disorder.
So
he
has
a
genetic
disorder
that
has
severely
limited
his
ability
to
be
mobile
and
limited
his
hearing
and
his
vision
as
well,
and
so
as
I
take
him
out
into
the
world.

But
if
you
look
at
other
communities
in
Illinois
with
over
50,000
people,
the
only
two
communities
without
an
accessible
playground
are
Bloomington
and
normal.
So
we
that
also
kind
of
help
with
the
fundraising
as
well,
because
it
was
such
a
glaring
need
within
our
community.
So
I
worked
very
consistently
with
the
Kiwanis
Club
of
Bloomington
they've,
given
$40,000
the
five
different
Rotary
clubs
we
have
in
town,
came
together
and
pledged
$20,000
among
all
of
them,
and
so
that
helped.
We
also
want
a
grant
from
State
Farm
the
neighborhood
assist
grant.

So
that
was
about
twenty
five
thousand
dollars
and
the
remaining
portion
of
it
has
been
individual
donations
because
there
is
such
a
need
in
our
community.
We've
been
able
to
really
just
leverage
$25
here,
$25
there
and
there's
so
many
people
that
are
touched
by
children
with
disabilities
that
it's
actually
come
together
to,
as
SJ
said,
amount
to
a
pretty
significant
chunk
of
chunk

money.

of
fees
to
make
certain
corrections
to
be
very

crossings

train
operators
for

train
types
do
not
routinely

train
horn
at

if
a
vehicle
or
pedestrian
