recognizing
September
as
National
Suicide,
Prevention
Month,
and
we're
going
to
go
ahead
with
that
and
as
I
understand
there
we
do
not
have
someone
available
to
take
possession
of
the
proclamation
this
evening.
Is
that
correct.

The
proclamation
September
is
National
Suicide
Prevention
Plus
action
month,
whereas
September
is
known
around
the
United
States
as
national
suicide
prevention,
Awareness
Month,
most
of
us
are
quite
aware
of
suicide.
National
prevention
plus
action
month
is
intended
to
help
promote
and
give
attention
to
the
suicide
prevention
services
available
to
us
and
our
community.

The
goal
is
to
speak
openly
about
the
topic
of
suicide,
to
help
erase
the
stigma
surrounding
it
and
to
direct
those
in
need
to
the
appropriate
support
services
that
are
available
and
whereas
suicide
thoughts
can
affect
anyone,
regardless
of
age,
gender,
race,
sexual
orientation,
income,
religion
or
background.
And
whereas,
according
to
the
American
Foundation
for
Suicide
Prevention,
more
than
47,000
people
died
by
suicide
in
the
year
2017.

simple
phone
call,
a
message.
A
handshake
or
a
hug
can
go
a
long
way
towards
helping
someone
realize
that
suicide
is
not.
The
answer
now,
therefore,
be
it
resolved
that
I,
mayor
Terry
Renner,
do
hereby
proclaim
the
month
of
September
2019
as
suicide
national
suicide
prevention,
Awareness
Month
in
the
city
of
Bloomington
Illinois.

give

perspective
and
insight
for
that
massive
paycheck
of

Public
comment
is
where
you

up

three
minutes
to
talk
about
whatever
you'd
like
to
talk
about
and
just
to
remind
everyone.
If
you
want
to
get
immediate
answers,
I
want
to
thank
alderman
scott
black
for
taking
the
mayoral
open
house
last
Friday
from
4:30
to
5:30.
You
can
come
and
it's
usually
me.
Sometimes
it's
got
blocks.

Sometimes
it
might
be
my
Boca
or
other
City
Council
members,
but
90%
of
the
more
more
of
the
time
it's
myself
and
sometimes
a
member
of
the
staff.
We
can
get
you
answers
hopefully
immediately.
Sometimes
we
can
solve
problems
on
the
spot,
not
always,
but
at
the
very
least.
If
you
want
a
dialogue
and
begin
to
talk
with
us
and
your
fellow
citizens,
that's
the
time
to
do
it,
but
with
respect
to
public
comment,
the
policy
of
the
council
is
to
listen
and
to
not
respond.

you
have
up
to
three

I'm
going
to
call
these

that
we

these
happen
as
quickly

as
expeditiously
as
we
can

that
we
can
move
on
to
our

regular
part

addressed

people
that
could
have
possibly
been
wronged,
need

justice

urge
that
some
hard
questions
get
asked

deep
investigation

into

matter.

get
clarification
from
our
sources,

wanted

bring
that
to

concern
is,

I've
been
saying,
we
thought:
how
long
is
the
Americans
with
Disabilities
Act
became
law
in
1990.
It
required
that
all
side-box,

you
and
the
council
don't
get
it
this
that's
19
years
ago,
I
wonder
if
somebody
would
be
19
years
late
in
paying
their
property
taxes,
their
property
still
be
there.
You
know
good
and
well
it
wouldn't.

We've
seen
enough
corruption
in
the
city
of
Bloomington,
with
the
Colosseum
we've
seen
people
go
to
jail
over
it.
We've
seen
you
call
Diane
Benjamin
a
worthless
piece
of
garbage
Terry
that
is
conduct
unbecoming
a
mayor
they
needed
the
council
should
have
removed.
You
right
then
I'm
embarrassed
to
say
that
Terry
renters,
the
mayor
of
Bloomington
I,
really
am.

According
to
the
ACLU,
black
people
have
made
up
15%
of
Illinois
population,
but
made
up
60%
of
cannabis,
possession
arrests,
making
them
8
times
more
likely
to
be
arrested
than
whites.
Those
studies
show
that
cannabis
is
used
roughly
the
same
rates
between
white
and
black
people,
generations
of
disproportion
and
enforcement
sentencing
and
incarceration
for
cannabis
has
led
to
separated
families.
Community
instability
exasperated
poverty,
as
well
as
hiring
and
housing
discrimination
and
civic
exclusion.

We
are
also
very
excited
to
see
the
economic
opportunities
awarded
or
afforded
to
the
communities
that
were
targeted
by
the
war
on
drugs,
as
the
state
will
waive
half
of
the
application
fees
for
licence
seekers
who
are
long-term
residents
of
an
impacted
area
or
who
have
been
incarcerated
for
a
minor
cannabis
crime
eligible
for
expungement.
Under
the
law,
applicants
who
qualify
for
these
opportunities
and
receive
a
license
to
grow,
marijuana
and
Illinois
will
also
be
eligible
for
low-interest
loans
and
other
startup
aid.

The
task
force
is
a
crucial
piece
to
helping
ensure
that
communities
who
have
suffered
in
Bloomington
have
a
voice
and
Economic
Opportunity.
As
this
bill
becomes
a
reality
in
January,
as
black
folks
have
continually
suffered,
they
must
be
at
the
table
as
we
as
black
folks
have
continually
suffered.
They
must
be
at
the
table
as
we
discuss
these
important
impacts
here
in
Bloomington.
We
look
forward
to
your
support
of
the
task
force
and
your
insistence
of
representation
of
people
color
at
the
decision-making
table.

you
some
good
feedback.
I
guess
you
can
say
this
year,
I
was
noticing
our
downtown
area
and
our
big
flower
pot
I,
don't
know
who's
in
charge
of
those
if
they
change
every
year
or
what?
However,
you
guys
do
that,
but
they
were
beautiful
this
year
absolutely
gorgeous
and
they
just
overflowed
with
just
so
much
beauty.
So
I
just
wanted
to
share
that
with
you
and
then
one
other
thing.
I
The
flags
doing
I
was
driving
down
Veterans
Parkway
during
Memorial
Day
weekend
and
notice
these
beautiful
songs-
oh
my
god,
they
were
so
beautiful
and
it
just
made
me
so
proud
to
be
in
Bloomington
that
you
know
that
particular
time.
It
just
gave
me
this
great
feeling,
and
so
after
the
week,
II
I
thought
they
were
gonna,
be
up.
You
know
doing
the
whole
swimming
after
the
weekend,
so
I
don't
know
who's
in
charge
of
those.
I
But
my
wish
and
I'm
just
one
out
of
78,000
people
is
that
if
they
could
stay
up
until
after
veterans,
Veterans
Day
I
mean
it
just
it's
just
a
wonderful,
wonderful
feeling,
driving
down
veterans,
seeing
those
flags
up-
and
the
third
point
is
that
I'm
here
to
state
my
support
for
the
current
nominees
for
the
cannabis
task
force
chosen
by
Mariner,
especially
there
to
counsel
women.

add
my
support

cinnamon
Porter's
comments
earlier
from
black
lives
matter,
I
live
in
Councilwoman,
council
person,
MX
ward
and
I'm
a
board
member
of
a
new
political
organization
called
one
people's
campaign
in
the
last
election
cycle.
We
knocked
on
3,000
doors
with
30
volunteers
and
the
result
of
which
we
celebrated
two
council
members
sitting
at
the
Dyess.
Today.

strongly
support
the
creation
of
the
cannabis
taskforce,
as
presented
by
council
person,
Jennifer
Carillo
council
person.
Carrillo
has
taken
the
initiative
on
this
issue
and
it's
important
to
respect
and
honor
that
work.
The
time
is
now
for
a
process
that
includes
everyday
people
that
can
move
quickly
and
thoughtfully.

as
long
as
it's
not
been
disruptive.
If

been

course

really

don't
know
that
how
disruptive

if
you

any
different

think

the

this

responsible

the

times

the
past
where
it

disruptive
when
people
start

four-letter
words

they

we've

some
of
those
and
we
have,
regardless
of
what
particular
causes,
but
anyway

this
seemed
like
a
pretty
light
comment
to
me
or
really
light
applause
to
me.
But
at
this
point
we're
going
to
just
go
on

the
consent
agenda.

businesses
tagging
in

working

create

bigger
celebration

a

parking

front
street
is
the
pathway
to
the
biggest
and
closest
parking
deck
to
the
arena,
and
I
just
was
curious.
What
the
plans
for
rerouting
traffic
to
make
sure
people
can
park
appropriately
we're
going
to
be.

anybody
has
any
comments
on
that.

council
member
council
has
to
decide
prior
to
the
deadline

whether
or

we
opt
out

restate
my
opposition

formation

task
force
to
be
consistent
with
that
fault,
I
will
be
voting
no
to
this
agenda
item.
My
vote,

this
is

no
way
to
be
taken
personally
for
the
people
that
are
appointed.

let's
have
a
good
faith
effort,

make
this
a
useful
mechanism
for
our
community,
so
I
look
forward
to
having
us
collect
other
names
of
all
interested
parties
and
communicating
that
a
timely
submission
would
met
someone
consideration
on
this
task
force.

did
not
happen
here.

Individuals
of
the
community
that
were
interested
who
could
bring
broader
broad
perspectives,
which
is
something
that
we
would
greatly
benefit
from
and
work
with.
This
task
force
were
not
even
considered
and
that's
troubling,
I
think
that
only
through
incorporating
multiple
perspectives
on
this
tough
issue
will
we
be
truly
informed
by
a
task
force,
effort
in
attending
the
Illinois
Municipal
League
I
spent
hours
and
hours
listening
to
the
experts
in
the
area
of
cannabis
and
medical
cannabis
and
taking
cannabis
into
the
recreational
space.
The
one
word
they
used
consistently
was
uncertainty.

Look
at
this
slate
I'm,
not
sure
that
we've
achieved
the
balance
that
we
need
in
getting
those
perspectives.
I
liken
it
to
playing
baseball
I
love,
I
played
softball
Clair's
softball
growing
up
I
played
third
base,
but
we
didn't
need
a
team
of
all
third
baseman
to
win
games.
We
needed
pictures,
we
need
to
catch
her
and
we
needed
outfielders
again.
I
feel
like
this
task
force
has
created.
It
has
has
kind
of
a
preset
inclination
and
I,
don't
think
that
serves
our
community.
Well,
so
for
that
reason,
I'll
be
voting.

I
moved
to
all
of
them
black,
just
to
clarify
it
was
a
week
ago
tonight
that
the
council
wanted
to
move
forward
with
the
cannabis
task
force
and
to
move
forward
so
that
the
nominees
would
be
presented,
not
the
deadline
for
applications,
but
the
denominators
nted
to
the
city
manager
to
send
to
the
council
by
noon
the
next
day.
Actually,
if
the
council
wanted
to
wait
longer,
that
would
have
made
my
Monday
evening
and
my
Tuesday
morning
a
lot
more
open
and
a
lot
less
stressful.

To
be,
frankly,
to
be
frank,
excuse
me
so
anyway
pursue
it.
That
is
the
reason
why
the
people
were
sent
and
the
council
actually
built
in
to
this
task
force
the
diversity
that
is,
people
from
law
enforcement,
someone
from
addiction,
counseling,
two
members
from
the
City
Council
and,
of
course,
as
you're,
going
through
and
talking
to
people
sometimes
and
as
I've
had
several
people
in
the
City
Council
a
couple
people
tell
me
no
I
don't
have
time
or
people
from
the
community.

So
anyway,
this
was
put
together
and
it
was
put
together
a
timely
fashion
and
it
was
put
together
consistent
with
getting
the
names
to
people
by
Monday
by
excuse
me
by
Tuesday
the
next
morning
in
order
to
expedite
this.
Yes,
that's
not
the
wish
of
the
council,
then
that's
fine,
but
we
can
explore
other
options.

The
mayor
could
appoint
a
task
force
like
we've
had
in
the
past,
and
unlike
some
of
the
comments
that
we've
had
before
the
task
force's
we've
had
in
the
past,
have
been
very
good
task
force's
the
budget
task
force
outlined
and
determined
for
us
for
about
a
year
and
a
half
what
this
council
could
or
could
not
cut,
and
that,
as
we
found
out,
would
cost
us
more
money,
for
example,
to
privatize
golf.
So
there
were
many
things
that
that
were
good.

Was
it
perfect,
of
course,
not
nothing's
perfect
the
same
thing
with
the
downtown
task
force,
whether
we
agree
with
everything
that
was
in
the
downtown
task
force?
It's
probably
one
of
the
greatest
the
best
reports
I've
seen
of
inductive
reasoning
in
30
years,
so
there
have
been
good
things
that
happen
with
task
forces.
So
certainly
one
item
is:
if
the
council
decides,
they
don't
want.

I
am
NOT
going
to
have
gone
out
and
asked
people
and
browbeat
and
in
some
cases,
people
your
applications
and
we
need
you
now
and
then
say:
oh
by
the
way,
never
mind
we
don't
want
you,
that's
the
difficult
it's
one
of
the
reasons
why
councils
are
rarely
involved,
yeah
aggressively
in
making
appointments,
as
mr.
Jergens
has
noted,
there's
a
Supreme,
Court
nomination
or
excuse
Supreme,
Court
decision
state,
Supreme,
Court
decision.

and
I
guess
my
questions
are
more
for
Jeff
at
this
point,
so
suppose
that
this
motion
were
to
pass.
What
was
that
means
that
we
would
have
rejected
the
slate
of
candidates
and
then
the
mayor
would
have
to
produce
another
ten
candidates.
Could
he
use
the
same
names
on
those
ten
or
could
pick
an
entirely
different
time?
What's
the
legal
obligation.

believe
that
the
mayor
could
utilize
some
of
the
same
names.
So
at
this
point
it
looks
like
kind
of
the
slate
is

what
is
being
proposed
to
not
be
ratified,
so
he
could
bring
forward
some
of

same
names,

names
again,
it's
subject
to
the
advice
and
consent
of
the
council
and
the
only
time
that
the
council
can
eventually
override
the
mayor
is
actually
for
the
elder

it's

really
kind
of
that
cat-and-mouse
until
that
magic
fit
gets
into
that
slot.

forward
for
potential
folks

serve

they
think
about
how
we
create

resource
pool

our
community

broad
perspectives,
but
I
think
we
also
would
want
to
pull
together
people
with
knowledge
and
experience
in
certain
areas
that
could
share
not
only
with
a
task
force
but
with
the
community
at
large.

call
through
those
applications

think
about
what
a
good
team
from
our
community
would
look
like
to
work
on
these
tough
issues,
because
there's
importance
was
important
to
the
community
to
get
it
right,
and
we
did
that

frame

we
each
had
to
select
our
10.
But
in
the
interim
we
could
talk
with
one
another
think
about
who's.

all
the
mayor

under

mayor

no
obligation

did
that,

very
high-profile,
long-term
permanent
board
that
had

long

I
actually
deferred
to
the
council
and
I
automatically
took
the
top
seven
names
of
the
people
who
were
mentioned.
This
is
a
temporary
one.

typical
in
Illinois,
is
councils
get
in
48
to
72
hours
almost
everywhere
in
Illinois
you
get
names
that
may
not
be
the
best
way
to
do
it.
There
are
no
application
forms
there
that
you
may
get
a
listing
of
whether
or
not
what
their
their
occupation
is
and
that's
what's
typical,
whether
that's
good
or
not,
I,
don't
think.
That's
good
I
think
what
some
what
we've
done
is
good,
but
that
was
a
very
unusual
board
that
the
only
time
I
used
that
procedure-
and
this
is
this-
is
a
90
day
board.

is
a
commission.
What
we're
having
over
the
since
I
would
been
reelected,
but
not
my
real
life
as
easily
since
the
middle
of
my
second
term.
For
the
first
six
years,
we
had
no
issues
like
this.
Over
the
last
four
months,
we've
had
issues
of
boarding,

appointments
where
the
council's
getting
into
the
weeds-
and
this
is
not
helpful
for
anything
and
that's
that's
the
difficulty.

are
reasons
why
collegial
bodies
don't
make
appointments
mayor
connect,

vote.

makeup

be

supportive

conversation

interesting

hear
we

coming
from

perspective,

share

philosophy,

buy

the
idea
that

Donna

Kim
or
obstructionist

think
that
there's

concerns

think
it's
how
you
think
about
consent
and
advising
consent,

in
this
case
it's
voting
yes

no
on
the
names
that
the
mayor
brings
forward.

the
things
that

we

talked
about
the
Police
Review
Board,
which
I
think
was
a
big
success
for
our
community
and
still
is
a
big
success
and
trying
to
model
our
process.
There

think
what
Kim
is
hearing
and
if
others
have
shared
this
as
well,
that
there
are
people
in
the
community
that
are
concern
that
that
it
feels
like
they're
they're
not
being
heard
or
there's
there's
a
agenda.

So
we
could
be
have
total
visibility
of
that
and
I
would
I'd
be
curious,
I,
don't
know
if
we
can
do
that
via
motion
or
from
you.
Do
that
be
a
motion,
but
just
to
ask
the
Cannabis
task
force
when
they
start,
but
after
their
meeting
that
they
map
out
what
how
it's
going
to
look
over
the
next
few
months?

what
what
are
some
of
the
touch
points
were
dozens
of
milestones.

public
comment
going
to
be
implemented?

there's

how
that
process

feedback

they're
concerned

this
is
not

reflect

community

way
that
I
see
it

this

task
force
is
going
to
give
us
a
glimpse
into
a
conversation
between
various
stakeholders

that
conversation
is
going
to
provide
value
to
us
as
we
make
a
decision.

guess
I
would
ask.

council

wholeheartedly,
but
maybe
after
that,
first
initial
meeting
with
the
cannabis
taskforce,
there's
a
very
one-page
summary
report:
here's
what
we're
going
to
be
doing
over
the
next
few
weeks
up

the
community

presentation.

so
everybody
can
see
it,
there's
total
transparency
and
then
the
public
is
engaged
and
some
of
those
names
who
I've
heard
of
and
others
who
weren't
selected
they
can
provide
their
feedback
through
those
channels
that
will
be
provided.

fall

rules

bodies

thoughts
and
opinions

welcome

kind

mapping

watch

I
think

the
intention

what
we
were
all
looking

water
is

the
foundation
elements
of
what
we
do
as

community

water
that's
produced
by
the
city
of
Bloomington
actually
not
just
provides
water
for
the
city
of
Bloomington.
There
are
other
entities,
almost
50%
of
McLean
County
is
served
by
this
water,
the
source
of
that
water
comes
from
evergreen,
Lake
and
Lake
Bloomington.
That's
those
watersheds
are
where
the
water
comes
into
those
bodies
of
water.

It's
important
for
us
to
protect
and
preserve
those
bodies.
There
is
an
existing
10-year
master
plan
that
we
had
a
watershed,
planning
effort
that
was
done
in
2008.
It's
time
to
update
that
tonight.
We're
going
to
be
talking
about
some
grants,
funding
and
highlight
some
of
the
wonderful
stakeholders
we
have
with
us
tonight.
In
keeping
with
that
I
just
like
to
point
out
some
of
the
people

a
superb

been

thousand
dollars
worth
of
grants
during
that
time
period.

the

this

been

I'm
using
my

funds

we've
received
from
different
entities

That's

a
big
thanks
to
jackie
craft

McLean,
County,
Soil

Water
District,
because
they'll
say
a
lot
of
that
is
because
of
the
efforts
and
the
partnership.
That's
been
done,
I'm
going

jump
down

that

right

really

key

where
we
talk

the
National
water-quality
initiative
pilot
program
about
two
years
ago.
Bloomington
was
one
of
five
in
the
whole
nation
watershed.
The
watersheds
that
were
selected
for
this
pilot
program,
why
again,
because
of
the
partnership
efforts
that
we
have
with
McLean
County,
Soil
and
Water
District,
and
some
of
the
efforts
that
we
have
with
our
stakeholders.
A
lot
of
thanks
goes
to
our
farmers,
who
have
embraced
some
of
this.
These
new
improvements
on
how
to
protect
the
watershed.

It
is
a
group
effort,
there's
a
lot
of
people
that
go
into
protecting
the
quality
of
our
water
and
so
and
again,
there's
been
a
lot
of
effort
by
students
that,
over
the
years
that
and
not
just
military
State
University
University
of
Illinois
also
helps
with
some
of
the
monitoring
as
well.
There
have
been
extensive
surveys
that
have
been
door-to-door
now,
but
beating
down
doors.

7,000
feet
of
shoreline
stabilization
has
occurred
around
both
of
these
bodies
of
water
5,000
5,000
feet
of
stream.
Bank
stabilization
has
also
occurred.
That's
almost
a
mile
worth
a
stream
bank
stabilization.
There
are
the
waterway
improvements
and
including
it
buffers
filter,
strips
grass
ways,
they've
been
improved.
All
of
this
is
so
that
nutrients
and
sediment
are
trying
to
be
reduced
into
our
bodies
of
water
to
protect
our
water
source
and
again,
a
wetlands
is
something
that
very
few
bodies
of
water
really
have
that
effort
that
we
have
done.

There's
two
wetlands,
one
of
them
sponsored
by
coca-cola
of
which
you
can
make
many
jokes-
that
you
want,
but
we're
thankful
for
that
for
them
to
be
able
to
partner
with
us
on
that.
So
with
that,
this
grant
that
we
are
receiving
tonight
from
me.
Epa
is
part
of
something
that
council
approved
to
be
a
thrust
of.
We
go
towards
in
July
of
2018.
There
is
an
intergovernmental
agreement.
This
body
passed
that
effort
was
done.
We
did
just
receive
it
at
the
end
of
August
of
this
year.

Yes,
it
took
over
a
year
to
receive,
we
still
got
it
and
we're
thankful
for
that.
So
almost
sixty
thousand
dollars,
fifty
eight
thousand
three
hundred
and
seventy-five
dollars
are
coming
from
the
EPA.
Through
this
section.

grant
and
then
again
another
twenty
thousand
dollars
from
the
Illinois
farm
Bureau,
which
means
over
half
of
the
cost
of
updating
these
wetland
plans
are
being
paid
for
by
other
bodies.
That
is
a
wonderful
improvement,
and
so
we're
very
thankful
for
that.
We
did
ask
as
well
how
many
people
applied
you
know.

how
many
people

They
wouldn't
give
it
out

but
we
still,
they
said
it

It
is
not.

grant
that

there's

lot

thankful
for
with

what's
next,
really,
the
key
is
hoping
that
this

passed

be
up

we're
hoping
that
within
18
months

updated

we

the

being
reflected
in
replacement
tax

because
that
gets
paid
eight

twelve
times
like
income
tax,
so
just
summarizing
once
again,
good
indication
of
a
strong
local
economy
for
the
city
of
Bloomington,
the
general
fund
income
statement
I
wanted

spend
just
a
minute
again
going
through
the
setup
of
this
statement.

our
budget
year-to-date
actual

revised
budget
remaining.
So
this
is
just
a
difference
between
the
budget
and
the
actual
year-to-date,

quick
taxes.
Above
prior
year
we've
doubled
the
local
motor
fuel
tax.

would
be
a
little
bit
higher,
but
we're
a
little
under
on
that
property
tax
timing,
but
it's
still
higher
than
prior
year,
due
to
the
local
motor
fuel
tax
charges
for
services,
we're
a
little
under
we've
changed
the
revenue
recognition
slightly
on
our
parks
department.
We've
got
a
new
system
in
place
where
deferred
revenue
so
like.

Transfer

highlight
this
as
we're
significantly
over
prior
year,
and
that's
because
we
transfer
the
ability,
the
utility
billing
department
from
the
water
department
into

general
fund,
and

the
general
fund
is
charging

transfers

most
of
that
as
charges
to
the

salaries.

indicator

we

million

in
vacancy
savings
in
the
budget.

historical
trends

heavily
weighted
compensation
activity
in

earlier
part

to
parks,

have
the
offsets
for
that
in
the
winter

snow

kind

to
highlight
as
usual,

is
the
revenue,
so
we
did
some
material
fee
adjustments
and
sewer
and
storm
solid
ways
we
revamped
a
year
ago.
All
these
revenues
are
tracking
golf.
You
know
forty
eight
percent
compared
to
trend
target
a
thirty
three
percent.
Well,
they
should
be
ahead
because
of
the
summer,
the
golf's
behind
prior
year,
so
again,
I
say
this
every
month
we're
watching
golf,
just
it's
not
as
much
activity
as
history,
the
arena,
twelve
percent.

interesting

hear
from
people

involved

medical
marijuana
program
and
talking
about
the

it
actually
works
on

day

day

involved,
and,

you
know
the
the
inspections
you
know
that
that
comes.

that's
something
that
you
don't
necessarily
hear
about
very
often
so
that
was
very
interesting,

with
the

was
also
very
interesting

one

I
attended
was
on
the

embezzlement
that
happened

interesting

unfolded

the
course
of
about
20
years.

our
delegation

Illinois
Municipal
League
Bloomington
is
well
thought
of
around
the
state
and,
while
in
attendance,
folks
want

hear

exchange

get
information
from
them
and
get
their
perspectives
as

attended
multiple
sessions
and
then
the
entire
program
was
wrapped
up
with
what
they
call
a
council
members
roundtable
the
room
was
packed
and

I
