couple
items
that
fall
under
a
government
update.
You
know
with
the
trends
sort
of
updating
over
the
past
couple
of
weeks,
if
it's
possible
we're
watching,
keeping
an
even
closer
eye
on
finances
and
trying
to
project
trends
and
see
where
we
are
as
a
city
financially.

Another
area
that
I
wanted
to
share.
It's
actually
consent
item
tonight,
but
the
o'neill
pool
demo
and
I
think
it
falls
under
covid
where
we
seized
an
opportunity
and
advanced
the
idea
of
demoing
o'neill
pool.
It
comes
before
council
tonight
as
consent
agenda,
but
it
actually
came
in
85
000,
less
of
what
was
projected.

So
that's
another
covet
opportunity,
another
one
that
I
wanted
to
share
with
the
council
and
the
community,
and
this
was
coming
anyway
at
some
point
in
the
future,
but
kovid's
not
stopped
us
in
this
area,
either
standing
up
in
the
very
near
future,
a
customer
service
hub.

That's
currently
held
by
parks
over
at
the
government
center
that
will
eventually
be
the
clerk's
office,
the
departments
that
are
going
to
be
at
the
customer
service
hub
city,
clerk,
community
development,
department,
finance
department,
legal
department,
parks
and
recreation
department
and
public
works.
There's
going
to
be
cross
training,
that's
completed,
and
it's
going
to
help
city
more
efficient,
one-stop
shop
residents
shows
up
and
they're
able
to
at
least
get
the
initial
questions
answered,
and
we
thought
why
wait
so
this
is
another
covet
opportunity.

subdivision

creek
village.

hasn't
happened
for
our
company
in
12
years.

agreement

we
set
forth
with
the
city
in
2013
that
we
continue
to
do
sidewalks
on
one
side

street
throughout
the
subdivision.

they

prefer
not
to
have
them
on
both
sides
of
the
street,
because
when
this
goes
forward,
the
residents
of
course,
are
completely
responsible
for
the
sidewalks,
unlike

bloomington
streets,
where
it's
a
public
street,
where
the
city
takes
care
of
them.
These
are
actually
have
to
be
take
taken
care
of
and
maintained
by
the
residents.

I
just
wanted
to
put
that
forward

hope

consider

My
name
is
brad
bell

I'm
a
resident
of
ward
4..
I've
lived
at
my
current
residence
for
five
years
and
during
that
time
I've
struggled
to
hold
my
lymphoma
accountable
to
the
law,
and
I
have
faced
escalating
retaliation
by
him
and
complicity
by
the
city.
I've
never
once
been
late
on
rent
or
had
any
other
complaints.

My
landlord
mark
rudisil
ignored
my
pleadings
about
the
temperature
routinely
being
in
the
50s
during
winter,
despite
covering
heat
in
the
lease
not
addressing
damage
and
mold
from
frequent
floods
and
a
host
of
other
violations.
Beginning
last
year,
I
contacted
city
code
enforcement
about
these
issues
on
my
first
complaint
they
inspected
but
ignored.

of
the
issues
that
I
brought
up.
The
heat
was
not
addressed.
My
landlord
retaliated
by
shouting
in
my
living
room
and
intimidating
my
roommate
into
leaving.
Then.

Asleep
to
shout
at
me
in
front
of
witnesses
and
raise
my
response
to
my
questions
in
my
ensuing
talks
with
code
enforcement
over
email,
I
documented
many
ongoing
issues
and
they
were
ignored
at
this
point.
I
filed
four
year
requests
and
confirmed
that,
in
fact,
the
inspector
david
silver
in
the
first
complaint
and
some
secretly
john
line
willis,
who
took
over
the
case
on
the
second,
did
not
overlap.
The
large
majority
of
issues
that
I
raised
in
february,
I
filed
my
third
complaint
to
code
enforcement.

This
time,
stating
that
I
knew
they
were
ignoring
my
complaints
and
they
would.
I
would
be
videoing
this
inspection
so
that
they
could
no
longer
claim
ignorance
at
this
time
they
filed
six
actions,
including
the
heat
again
in
response.
Three
days
later,
my
landlord
sent
me
a
notice
of
termination
of
tenancy.
I'm
set
to
be
evicted
when
the
state.

On
the
22nd
of
this
month,
in
addition
to
the
retaliation
I
have
already
described,
my
landlord
has
aggressively
entered
without
notice
on
many
occasions.
He
severely
inflamed
my
ptsd.
He
has
insulted
me.
He
has
accused
me
of
faking
violations,
left
supplies
and
chemicals
in
my
unit
and
refused
to
collect
them
when
forced
to
paint.
He
shut
my
windows
to
fume
my
casual,
I
got
home
and
he
has
entered
aggressively
and
rearranged
my
furniture
after
her
surgery
when
I
could
not
physically
move
it
back
and
more.

Even
today,
I
caught
him
stalking
outside
my
windows,
since
I
have
nothing
left
to
lose
and
I
have
lost
fear
of
his
retaliation.
I
am
making
this
matter
public
and
I
brought
up
the
dozens
of
remaining
violations
to
code
enforcement
was
now
blatantly
admitted
refusal
to
act
on
them.
I
replied
and
included
city
council
on
that.

Here
I
sit
in
unaddressed,
mold
radon,
bugs
and
heat.
It
has
taken
me
hundreds
of
hours
of
talking
with
lawyers
and
doing
research
and
risking
my
own
health
and
money
and
stress
to
learn
how
to
fight
to
hold
this
man
accountable
to
basic
standards
of
decency,
because
the
city
has
only
fought
me
instead
of
helping
me.
I
am
sure
that
the
vast
majority
of
people
in
such
a
situation
simply
acquiesce.

city
turning
a
blind
eye
to
abuse
and
actively
gaslighting
its
residents
when
they
attempt
to
assert
their
rights,
bob
mark
should
be
fired
and
stripped
of
his
pension,
david
silver
should
be
fired.
John
language
should
be
fired.
A
lot
of
them
should
be
charged
with
official
misconduct,
type
1a
for
intentional
or
reckless
failure
to
perform
any
mandatory
duty,
as
required
by
law,
whether
they
are
taking
bribes
or
playing
favorites
or
are
simply
incompetent.
Their
failure
is
criminally
irresponsible.

watching

public
safety
community
review
board
meeting,
I
am
appreciative
of
the
work
they
do
to
bridge
the
relationship
between
the
bloomington
police
department
and
the
west
side.
However,
there
were
comments
made
about

involvement

community
police
reform.

concerned
me,
the
pscrb
is
not
present
representative
of
the
entire
bloomington
community
and
should
not
be
included
in
decisions
regarding
policing
of
our
community.

purpose
should
remain
solely
solely
as
a
bridge
between
the
crime
challenged
areas
and
the
bpd
regarding
police
reform.
I
request
that
every
council
member
reach
out
to
each
citizen
of
their
ward
and
gather
feedback
regarding
policing
of
bloomington
and
then
represent
the
voices
of
their
ward.
I
would
also
like
to
push
for
ordinances
and
laws
that
make
bias-motivated
intimidation
of
first
responders
a
crime.

factory

55

started
being
developed
around
1993,
the
initial
subdivision,
which
includes
the
fox
creek
golf
course.

These
plans
are
good
for
three
years.
If
there
is
no
action
taken,
they
expire
and
they
have
to
be
reinstated
following
a
public
hearing
with
the
planning
commission
next
slide,
please.
This
is
a
zoning
map.
It's
zoned
r2,
the
district
allows
up
to
12
units
per
acre.
The
proposed
development
is
mostly
single-family
homes
and
is
has
a
density
of
around
four
or
five
units
per
acre.

difference
between
you

what
kind
of
this
concept
of
private
streets
and
private
sidewalks
versus
what
we're
used
to?
As
you
know,
public
streets
and
public
sidewalks
and
how
that
works
in
terms
of
future
upkeep
and
maintenance.

Sure
in
this
particular
instance,
the
the
planned
unit
development
route
differs
from
our
traditional
subdivisions
because
it
allows
developers
to
incorporate
different
design
elements
into
their
project.
So
in
this
case
the
streets
of
fox
creek
village
are
private
streets.
M
Those
are
maintained
by
the
homeowners
associate
association
and
since
they
are
private,
they
do
not
have
to
be
built
to
the
same
standard
as
public
streets,
so
they're
not
required
to
be
as
wide.
The
developer
is
not
required
to
have
any
sidewalk
and
they
are
maintained
by
the
homeowners
association
in
the
future.

We
do
have
some
developments
where
there's
public
streets,
in
which
case
they
would
need
to
be
a
little
bit
wider.
They
would
have
to
have
sidewalk
on
both
sides.
The
sidewalk
has
to
be
a
certain
width
and
a
certain
thickness,
but
then
the
city
maintains
that
infrastructure,
so
part
of
the
the
give
and
take
with
the
plan
unit
development
is.
Maybe
the
city
allows
for
a
deviation
or
a
variance
in
one
way
and
then
gets
an
overall
concept.

unique

bit

for
the

development

developments
request

city

on

infrastructure

private

meet
our
standards,
so
it
would
be
considered
substandard.

only
thing

that

that

enable
them
to
narrow
up
streets
and
not
install
sidewalk

both
sides
usually
results
in
a
right-of-way
that

less

cases
virtually
impossible
to
add
some
of
those
features
at
a
later
time
to
meet
our
standards.

space
is
just
not
there.

waves

but
the
best

my
recollection
there's
nothing

near
past
history

we've
accepted

the
pavement
structure,

condition

the
utilities

streets,

prohibited
us
from
accepting
those.

the
comprehensive
plan
there

concern
presented
about

sprawl
and

how
some
of
the
developments
like
the
grove
and

fox
creek
represented
that
sprawl,
and
I
I
saw
a
number
in
the
comprehensive
plan
of
operational
expenses
annually
to
to
maintain
the
southwest
generally
southwest
of
over
five
hundred
thousand
dollars.

even
though
we
won't
be
taking
over
the
private
streets,
there
is,
there
will
be
public
improvements
made
by
the
developer
that
the
city
will
eventually
have
to
to
maintain
at
a
later
date.

conversation

planning
commission,
the
motion
was
made
by
one
of
our
commissioners
and
it
was
to
be
consistent
with
the
kind
of
the
general
philosophy
that
they
have
applied
throughout
the
rest
of
the
city,
where
we
typically
would
have
sidewalk
on
both
sides
of
the
street.
It
was
not
part
of
our
staff's
initial
recommendation
because
there's
not
the
sidewalks,
don't
connect
to
anything
outside
of
the
subdivision,
so
staff
was
recommending
just
approval
as
it
was
presented,
but
I
think
the
the
planning
commission's
philosophy
was
that
you
know.

Typically,
we
want
to
encourage
accessibility
and
walkability
throughout
our
neighborhoods.

It
is,
I
suppose,
it
is
possible
and
we
can
pull
up
the

plan
again
or
I
can
share
my
screen

that's

preliminary
plan.
The

pretty
insulated

connectivity
outside

future

neighborhood

the

it's

city-owned
streets
outside

city

city
invested
nearly
10
million
dollars
to
sewer
the
area
to
serve
approximately

000
acres
of
residential
land,
with
four
units
per
acre
serving
56
000
persons.
The
area
developed
as
of
2013
is
about
300
acres
and
has
a
population
of
approximately
3
600
people.
So
it's
really
not
developed.

about

developed
and
the
fiscal
impact
according
to
comp
plan
is
a
negative
450
000

acre,
so
overall
residential
neighborhoods
throughout
the
whole
community
are
zero
as
far
as

fiscal,

expense

lost
power

that
jack
mcqueen

a
civilian
employee

bloomington
police
department,
he's
in
charge
of

intelligence
unit
and
has

employed

1994.

chiefs
award.
It's
an
extremely
prestigious
award
for
employees
of
the
police
department
and

truly
on

plaque.

the
longest

my

is

proud
of

intelligence
unit
and
jack
mcqueen,
and
very
much
appreciates
all
that
he's

He
describes
jack

trusted
confidante

chief

has
been
in
place

an

designation

something
that
I'm

credentialed

Achieving

community

has
two
credentialed
city
managers
next

did
a
community
video,
my
second
one
on
friday
and
just
hit
some
topics

the
news

know
were
of
value
to
the
community.

first
came

the
organization
she
was,
the
assistant
to
the
city
manager
knew
that
she
was
underutilized
and
stepped
up
march
of
2019
and
fulfilled
the
duties
of
the
newly
created
economic
development
department
and
then,

action
of
council
tonight
effective
september
1st.
Those
two
departments
will
merge
and
she'll
be
the
director
of
that
department
as
well
last
one
chief
dan
donath.

think
the
community
is
aware
that
he's
announced
his
retirement
that
will

effect.

september

I
want
to
share
next
steps.

about

the

interim,

am
not
going
to
recruit
or

selection

tough
recruitment
period

covid,

too
critical

position

I'm

to
await

made

longer
term
decision
with
assistant

will
serve

a
recruitment

similar

year

reasons

we

search

are

commitment
to
