happy
moments
and
proud
moments
for
us
as
elected
officials
and
citizens

Bloomington,

is,

recognition

firefighters,
Michael,
Macpherson
and
Bradley.
Mayer
and
Adam
Johnson
have
completed
their
one-year
probation
and
I
am
going
to
go
ahead
and
turn
it
over
to
our
chief
and
please
anyone
who
wants
to
come
behind
us
on
the
stage,
including
family
friends
well-wishers.

I
have
the
pleasure
of
recognizing
three
firefighters
had
completed
their
probationary
period,
On
January
7th
of
this
year.
So
first
we
have
Michael.
Mcpherson
Michael
was
born
in
Bloomington
to
Joe
and
Julie
McPherson,
his
family
moved
to
Morris
at
a
young
age.
He
attended
vocational
fire
school
during
high
school
after
graduating.
He
attended
Joliet
Junior
College
and
earned
its
MTB.
He
then
started
working
for
the
Morris
Fire
Department
as
an
EMT
and
went
through
the
fire
academy.

And
next
we
have
Bradley
Mayer
and
I'm
gonna.
Let
his
personality
come
out
in
this
file
a
little
bit.
So
Brad
is
a
locally
grown
fella
who
comes
from
a
farming
background
with
a
short
career
in
professional
baseball.
He
graduated
from
University
High
School
in
2005,
he's
married
to
his
wife
Lauren.
He
has
three
sons:
Ivan
Jackson
and
London.
They
live
in
MacLean,
which
is
where
he
originally
joined
the
fire
service
as
a
volunteer
in
2013.
He
received
his
paramedic
training
and
became
certified
through
McLean
County
area
EMS
system
a
year
and
a
half
ago.

Adam
Johnson
Adam
was
born
and
raised
in
car
mark
Camargo
Illinois
after
high
school
he
received
an
associate's
degree
in
fire
science.
He
was
honorably
discharged
from
the
United
States
Army
after
six
years
of
service
in
the
National
Guard,
he
worked
as
a
paramedic
for
the
pro'
ambulance
and
Champaign
prior
to
being
hired
by
the
city
of
Bloomington.
He
states
that
he's
thankful
to
be
given
the
opportunity
to
work
along
some
of
the
finest
firefighters
on
the
job,
Adam
Johnson.

myself

you

mayor's

them

every
Friday
before
a
regular,
City
Council
meeting,
and
that
allows
you
to
get
some
answers
and
perhaps
engage
in
dialogue.

gets
tired

Bringing
this
up
and
I
would
suggest
that
the
city
get
out
and
fix
the
cotton-pickin
roads
and
raise
the
storm
drains.
You're
gonna
end
up
having
with
all
that
rain
that
we
had.
It
came
rushing
down
the
road
plugged
up
that
drain
and
my
drive
was
flooded.
It
was
half
way
up
to
drive
Derry,
you
know,
maybe
if
it
takes
getting
Jim
cars
out
there
or
Tim
beliefs
and
or
somebody
like
that,

maybe
it
needs
to
happen.

urge
people

look
at

way

streets
are.

thing

leaves
are

raked

the
Parkway,

times

they
were
raked

stop
because
the
other
person
wasn't

stop

pull
over
to
the

him

is
a

one

the
iterations
suggested

answer

the
Lutz
road
question.
In
order
to
keep
lutes
Road
on
your
radar,
we
have
become
familiar
faces
here
at

council
council
meetings.
Almost
every
meeting
for
eight
years
tonight,
thanks
to
the
outstanding
work
of
city
manager,
Gleason
assistant
city
manager,
Tyus
plus
other
city
staff
and
officials,
along
with
our
own
executive
director
of
Luther
Oaks,
Doug
Rutter,
and
the
administration
of
Lutheran
Life
communities,
a
win/win
proposal
is
being
considered.

The
benefits
and
rationales
for
this
proposal
are
eloquent
eloquently
stated
in
the
agenda
packet,
Charles
and
I
would
summarize
the
reasons
to
support
this
proposal
simply
by
saying
it's
for
all
the
best
reasons.
We
are
so
thankful
that
an
answer
to
the
Lutz
road
question
is
on
tonight's
agenda
and
we
ask
that
you
please
support,
approve
the
Lutz
road
project
in
agenda
item
8a.

I'm
here
today
to
express
my
concern
and
total
disappointment
in
your
in
action
to
extend
public
comment
during
the
December
16th
meeting
and
then
the
vote
about
cannabis
here
in
Burlington.
As
you
know,
I
served
on
the
cannabis
task
force
and
not
only
that,
but
I
give
my
time
to
a
variety
of
organizations
locally.
That
I
believe
uphold
my
own
personal
values.

It's
extremely
important
to
me,
as
it
should
be
to
you
that
our
local
politicians,
legislators
and
Comm
people
are
not
only
listening
to
the
opinions
of
the
public,
but
then
are
also
held
accountable
for
their
actions
on
November
12th,
a
group
of
people
came
to
the
Bloomington
City
Council
to
speak
out
on
climate
action
on
during
public
comment.
If
you
remember
that
I
applaud
that
organization
and
their
commitment
to
the
cause,
Kim
Bray
as
public
comment
time
expired
on
that
date,
you
and
I
quote
said.

would
like
to
make
a
motion
to
extend
public
comment
for
twenty
more
minutes
to
accommodate
the
citizens
who
come
here
today
to
speak
to
us.
Every
single
one
of
you
voted
in
favor
to
extend
time
on
November
12th.
It
was
unanimous,
then
we
look
at
the
December
16th
meeting,
which
I
would
argue
is
more
vital
time
to
get
public
opinion,
as
you
were,
taking
a
vote
that
night
on
cannabis
legislation,
an
issue
that
was
directly
addressed
in
nearly
every
single
public
comment
that
evening
so
I
would
ask
you
Donna
bow
lean,
Bochum
moolam
way.

Why
you
would
vote
to
extend
time
during
one
meeting

not
the
other

then
obviously
even
Kim

motion
that
night

November
12th
meeting.

there

possibly
give
for
the
total
difference
in
approach
between
the
two
meetings
outside
of
some
of
the
already
established
biases
that
we've
seen
of
all
people
you
folks
sitting
up
here,
should
be
the
most
interested
in
getting
people
involved
in
local
government.

folks
were
doing
that
for
the
first
time
which
me
I
know,
you've
been
to
quite
a
few
of
these
meetings,
but
can
be
a
little
nerve-racking
for
people.

believe
you're
not
allowed
to
speak,
goes

values

you,
as
representatives
of
the
people,
are
expected
to
uphold,
which
is
why
I'm
here
tonight
to
just
ask
you
to
consider
that
you
extend
public
comment
the
same
for
certain
issues
as
well
as
other
issues,
I
hope
that
you
think
about
that.

the

He
showed
me
his
plans
for
the
property.
It
is
going

be
duplexes
set
on
foundations

attached
garages.

you

we

city

Bloomington

We've
heard
about
that,
and
many
of
us
have
been
dealing
with
this
well
certainly
well.

Over
six
and
a
half
years,
I've
been
mayor
for
six
a
little
over
six.
Now
it
was
almost
seven
years
and
it's
been
an
issue
for
a
very
long
time
and
even
before
then
so
at
this
point,
I'm
going
to
go
ahead
and
turn
this
over
to
mr.
Gleason
and
there's
a
brief
presentation,
and
we
have
a
brief
council
discussion.

mayor
and
council,
this
was
an
item
when
I
stepped
in
year
and
a
half
ago
now
that
was
pretty
clear
that
the
direction
was
to
get
this
finished
and
very
similar
to
the
public
comments
that
we
heard
earlier
this
evening.
This
has
had
many
different
iterations
over
the
course
of
several
years,
but
deputy
city
manager
Tyus
who's,
going
to
have
a
couple
of
comments
about
this
and
take
any
questions.
He
was
asked
to
start
from
scratch
or
with
this.
So
this
is
his
work
product.
That's
before
council
for
consideration
tonight,
Billy.

Thank

mayor
and
members
of
council.
The
mayor.
One
of
the
things
that
he
did
early
on
was
he
was
diplomatic
here
was
to
say,
figure
out
a
way.
If
there
is
a
way
to
do
this,
and
so
he
did,
he
said
start
from
scratch
and
just
to
see
if
there
were
possibilities
here,
make
no
promises
and
we
have
not,
but
to
see
if
there
was
a
way
to
come
to
an
agreement.
There
are
a
lot
of
folks
who
have
worked
on
this.

Again,
one
of
the
things
that
may
be
different
and
that's
really
driving
our
conversation
tonight
was-
is
the
development
opportunity.
One
of
the
things
that
we
found
out
early
on
was
that
the
Luthor
Oakes
team
was
interested
in
expanding,
but
they
couldn't
see
really
the
feasibility
of
pursuing
that.

If
there
weren't
going
to
be
plans
for
for
road
improvements
there
and
again
that
wasn't
in
a
negative
way,
it
was
simply
a
statement
of
where
they
stood
as
part
of
this
agreement,
if
approved
by
you,
the
city
would
agree
to
make
road
improvements
up
front
in
Luthor.
Oaks
within
the
next
five
years
would
agree
to
make
a
minimum
of
1.5
million
dollars
investment
in
their
campus.

If
those
improvements
are
not
made,
there's
a
clawback
provision
here
and
I'll
call
it
that
that
says
that
the
the
city
could
either
require
the
funds
to
be
repaid
or
the
improvements
to
be
made.
Luthor
oaks
has
a
track
record
of
expansion
and
renovation
on
the
campus
as
well,
so
we
don't
see
that
coming,
but
it's
nice
to
be
there.

The
other
thing
is
that
it's
not
uncommon
for
municipalities
to
make
infrastructure
improvements,
as
an
incentive
for
development
happens
across
the
country,
and
so
this
is
in
line
with
what
has
been
done
both
here
in
another
cities
as
well
and
finally,
I
know.
A
number
of
you
have
asked
about
the
tax
implications.
We
know
that
their
their
search
involvement
in
the
site-
and
there
was
questions
about
whether
or
not
there
are
taxes
paid.

Yes,
there
are,
and
the
general
rule
of
thumb
for
estimating
is
that
you
add
about
a
third
of
the
project
value
to
the
overall
taxable
value.
So
what
that
means
in
layman's
terms
is
that
when
a
property
is
tax
is
based
on
an
assessed
value
and
say,
for
instance,
someone
is
making
a
1.5
million
dollar
investment,
you
don't
add
all
of
that
to
the
taxable
value
you
estimate
about
a
third
of
that,
and
so
there
would
be
an
increase
in
property
taxes
paid
as
part
of
this
project.
If
this
is
improved,
is
approved.

I'm
not
sure
that
this
matters,
because
I
think
that
the
the
support
is
here
for
this
proposal,
but
I
do
feel
like
I
have
to
lend
my
voice
to
what
will
probably
be
an
unpopular
opinion
in
this
room,
so
I'm
bracing
for
the
tomatoes
I'm
ready,
but
while
I'm
super
sympathetic
to
the
concerns
that
Luther
oaks
residents
have
raised,
and
please
don't
think
that
it's
because
I
don't
care
about
this
issue.
I
just
I'm,
not
sure
how
we
ended
up
landing
on
this
particular
solution
and
I'm.
Not
super
satisfied
with
this
proposal.

I
guess
one
question
for
city
manager
is
is:
was
there
ever
an
offer
from
the
folks
of
the
Luther
Oaks
facility
to
split
the
cost
of
the
road?
I
guess
my
question
and
the
question
that
I
got
from
a
number
of
constituents
is:
if
there
is
1.5
million
dollars
to
be
made
in
terms
of
improvements
to
the
Luther
Oaks
facility,
was
there
ever
an
offer
that
that
money
be
put
towards
helping
the
city
deal
with
the
cost
of
the
road?
It.

There
there's
been
a
change
in
the
executive
director,
a
change
in
the
president
of
the
company
that
owns
who
the
Oaks
as
well,
and
it
wasn't
something
that
was
feasible
or
possible
at
this
time
again,
one
of
the
other
things
that
we
not
again

of
the
other
things
we
talked
about
in
line
with
what
you
you
talked
about
is
we
also
didn't
want
there
to
appear
to
be
any
appearance
of
someone
being
able
to
pay
and
then
move
a
project
forward.
We
were
really
conscious
of
conscious
of
that
as
well.

And
then
I
think,
if
you
could
clarify
this
to
me
in
the
packet,
the
agreement
that
is
there
like
talks
about
an
expansion
of
Luther
Oaks
right,
but
I
guess
my
reading
of
it
was
that
there
there
is
no
real,
like
in
writing
commitment
to
living
units
right.
So
it's
all
that
the
Luther
Oaks
folks
did
was
improved
common
areas
and
and
invest
1.5
million
dollars
into
the
facility
to
make
improvements.

Is
correct
that
they
there's
no
requirement
in
the
agreement
that
they
expand
the
number
of
living
against.
That
is
absolutely
correct.
One
of
the
things
that's
a
part
of
their
financing
is
that
they
cannot
agree
to
do
to
expand
their
campus
as
it
relates
to
living
units
without
the
permission
of
the
bondholders,
and
so
that
was
not
something
that,
while
they
expect
that
that
will
happen,
it's
not
something
that
they
could
commit
to,
because
they
would
have
to
ask
permission.

The
other
thing
is
that,
in
terms
of
the
1.5
million
dollar
investment,
they
will
have
to
come
forward
to
us
and
show
us
what
is
it
they're
proposing
to
do
and
actually
show
us
invoices,
as
it
relates
to
the
investment?
And
so
while
it's
well,
this
agreement
doesn't
state,
you
will
add
this
number
of
units
or
that
you
will
add
this
number
of
square
feet
of
space.
It
does
require
a
commitment
of
a
certain
dollar
amount
for
certain
types
of
renovations
and
expansions.

just
you
know,
I
I'm
not
gonna,
be
supportive
of
the
proposal,
even
though
I
totally
am
sympathetic
to
the
concerns.
I
hear
them
and
I
want
to
see
them
be
resolved

not
quite
sure
that
this
is
the
way
that
we
resolve
them
just
because
I'm
gonna
have
a
really
hard
time
justifying
to
folks
who
live
in
parts
of
the
city
where
there
has
not
been
significant
investments
made
in
infrastructure.

are
gonna,
spend
close
to
a
million
dollars
to
serve
a
population.

are
150
jobs
in
that
community
and
vendors
provide
resources
to
that
community.
There
is
a
lot
of
economic
impact
in
that
community.

someone
recognizes
that
or
not.

you
study
the
history
and
if
you
know
about
economics
and
how
works

think
you
would
think
that
this
is
great
up
to
you.

issue.
That's
festered
for
many
years,
I
agree,
there's
a
lot
of
roads
that
need
improved
in
Bloomington,
there's
a
lot
older
than
Lutz
Road,
but
I
mean
my.

So
I
mean
it's
not
just
a
road
that
has
to
be
repaved
right.
This
is
something
that
needs
to
be
totally
it's
substandard
and,
and
also
you,
you
told
me
that
you
know:
we've
got
five
point.
Eight
million
and
road
improvements
this
year
and
in
addition
to
what's
going
to
happen
with,
what's
road
and
and
like
donna
said,
a
prior
council
approved
the
building
of
luther
oaks
development
and
I
think
once
that
approval
goes
then
you've
got
to
make,
give
them
a
road
that
that
is
functional.

thank
you
for
addressing
one
critical
component
of
this
that
there
have
been
proposals
in
the
past
where
Luther
Oaks
might
share
in
the
cost
of
rebuilding
that
road
and
I
would
have
strenuously
objected
and
campaigned
against
that
I.
Don't
think
that
we
should
ever
be
put
in
a
position
as
a
city
where
the
perception
of
somebody
with
money
can
buy
their
way
to
the
front
of
their
line.
We
have.

reiterate
the
things
and
I
appreciate
everyone
who
responded
to
my
questions
as

I'm
also
voting
in
favor
of
this
proposition.
The
road
is
failing
and
unsuitable.
A
promise
was
made
years
ago.
Investment
there
is
an
investment
in
expansion
and
I
believe
that
there
will
be
more
opportunity
for
public
events
and
whatnot
at
this
site.

same
time,
I
agree
that
we
cannot
advocate
our
responsibility
to
repair
infrastructure,
citywide
I,
don't
think
they're,
mutually
exclusive
and
I
maintain
that
we
can
prioritize
the
need
to
improve
facilities
for
our
growing
elderly
population
as
a
gateway
to
potential
economic
expansion
and
development,
and
that,
at
the
same
time,
we
need
to
be
mindful
of
the
entire
city
and
the
needs
of
all.

road

vehicles

whole
area
when
he

fear

these
people
have
been
patient.

just
really
quickly
in
the
past.

have
voted
against
these
types
of
things,
because
I
thought
that
it
was
a
not
the
best
use
of
our
priorities
or
funds,
and
this
case
is
a
little
bit
different
and
so
Jim
Brown.
At
the
point
of
you
know,
how
do
you
go
back,
talk
to
people
and
just
share
what
I've
my
conversations
have
been,
then
this
is
the
type
of
growth
that
I
like
to
see,
which
is
infill,
we're
not
sprawling.
We
are
taking
existing
property
and
developing
it.

is
part
of
a
12
plus
year
process
of
from
the
Planning
Commission
through
council,
through
many
iterations
I
mean
when
I
first
got
on,
I
took
her
right
out
over
there
and
I
was
surprised
at
how
many
over
the
streets
were
been
over
there.
A
couple
different
times
talked
with
the
residents
and
one
of
the
things
I
try
to
think
about.
When
doing
this
role
is
how
God
put
had
the
pillow
at
night
and
I
emergency
vehicles
at
a
retirement
community?
That's
something
that
I
want
to
make
sure
that
we
can
take
care
of.

So
there's
always
going
to
be
competing
priorities,
different
streets
that
we
can
be
focused
on,
but
with
the
economic
development
in
fill
type
capacity.
This
is
something
that
I
really
support
and
so
I
understand
those
that
would
like
to
see
us
use
this
money
elsewhere.
But
this
isn't
a
you
know
a
stoplight
far
away.
This
is
a
key
key
area
doing
infill,
along
with
economic
development,
so
I'm
very
excited
to
be
supporting
this
evening.

authorized

special
meeting
for
a
legislative
update

our
state
elected
officials
and
that's
going
to
be
on
February
1st,

a.m.
on
Saturday,
February,
1st
and
and
we've
done
these.

the
past,
our
state
elected
our
Senator
Bill
Brady
senator
Jason
Bergman,

we
have
representatives
keeps
summer

Dan
Brady
all
of
RSVPed
that
they'll
be
in
attendance,
but
we've
done
these

past,

believe
in
April
or
May
legislate.
Legislative
session
has
already
started.
So,
while
there'll
be
a
couple
of
days
into
this
session,
the
last
week
of
January,
it's
perfect
timing.

that

community

then

to
close

representative

it

dealing

some
health
challenges

the

we
had
had

the

that
we

working
groups

from
completing

work,

20th,
and
that's
a
week
from
today.
We
will
not
be
having
our
city
council
meeting
week
from
today.
It'll
be
the
day
after
and
I
think
it
would
certainly
urge
everyone
to
do
that.

It's
the
91st
birthday
of
Martin,
Luther
King,
but
he
died
of
course,
was
assassinated.
52
years
ago
was
only
on
in
the
earth
39
years,
but
certainly
led
a
major
second
reconstruction,
which
was
the
successful
one
in
America.
Our
first
reconstruction
was
a
failure,
largely
because
of
the
Supreme
Court,
and
we
had
a
civil
rights
movement
that
really
pushed
us
forward
toward
making
a
perfect
union
and
that's
what
we're
always
trying
to
do
in
America
is
to
try
to
make
a
more
perfect
union.

So,
truly
all
human
beings
can
be
considered
equal
and
so
I
would
urge
you
to
celebrate
and
commemorate
mr.
King,
dr.
King's
movement,
his
contributions
and
the
progress
that
has
made
in
America.
So

The
Women's
Justice
Institute
work,
if
anchored
by
the
voices
of
impacted
women
and
girls
and
advanced
by
a
broad,
deep
partnership
with
diverse
justice
system
stakeholders,
using
a
variety
of
tools
and
strategies,
the
Women's,
Justice,
Institute
bills,
transformative
interventions,
centered
on
strengths
of
women
and
the
role
they
play
through
our
communities.
Our
work
is
focused
on
D
cursor,
ation
harm
reduction
system,
transformation
that
leads
to
improved
well-being
and
outcomes
among
women,
children
and
communities.
I
There
were
about
60
participants
there
from
all
members
of
the
all
areas
of
the
community
lawyers
and,
of
course,
judge
Foley.
Was
there
the
police
chief's
our
own
dance
and
the
sheriff
with
their
elected
officials
from
the
county
and
myself
there
just
about
every
social
entity?
Social
service
entity
was
there,
but
what
impressed
me
the
most
and
had
the
biggest
impact
on
me
was
the
incarcerated
women
or
the
they
were
formerly
in
Coast,
and
they
shared
their
stories
and
info
and
frustrations.

So
if
you
haven't
looked
at
the
BC
PA
calendar
events
coming
up,
I
would
suggest
taking
a
look,
because
we've
got
stuff
that
you
can
get
tickets
to
here
in
Bloomington
for
like
$30,
that
if
you
went
to
Chicago
the
exact
same
show
these
here
and
goes
there,
and
then
you
have
to
pay
$100
to
go,
see
it.
So
we've
seen
that
multiple
times
I
check
out
that
calendar
with
some
awesome
stuff
coming
up.
Also
the
eSports
event
is
this
weekend.

I
don't
know
where
this
was
20
years
ago
when
I
needed
it,
maybe
realistically
30
years
ago.
But
you
know
it
should
be
a
great
weekend
and
bring
a
ton
of
people
old,
downtown
and
again
we're
still
shooting
for
this
to
be
in
a
HSA
state
championships.
