our
first

a
proclamation
declaring
September
National
Suicide
Prevention
Month.
Is
there
someone
here

accept
this
award

proclamation?
Excuse

Well,
let
me
go
ahead
and
read
the
proclamation
National
Suicide
Prevention
Month,
whereas
September
is
known
around
the
United
States
as
national
suicide,
suicide
prevention,
Awareness
Month
and
is
intended
to
help
promote
awareness
surrounding
each
of
the
suicide
prevention
resources
available
to
us
and
our
community.

Excuse

being
available
to
one
another
and
whereas
local
organizations
like
suicide
prevention
services
and
national
organizations
like
the
National
Alliance
on
Mental
Illness
illness
are
on
the
front
lines
of
a
battle
that
many
still
refuse
to
discuss
in
public
as
suicide
and
mental
remain
too
taboo.
A
topic
to
speak
on.
A
And
whereas
every
member
of
our
community
should
understand
that
throughout
life
struggles,
we
all
need
the
occasional
reminder
that
we
are
all
silently
fighting
our
own
battles
and
whereas
I
encourage
all
residents
to
take
the
time
to
inquire
as
to
the
well-being
of
their
family,
friends
and
neighbors
over
the
next
year,
and-
and
excuse
me,
the
next
few
days
and
to
genuinely
convey
their
appreciation
for
their
existence
by
any
gesture.
They
deem
appropriate
a
simple
phone
call,
a
message.
A
handshake,
a
hug
can
go
a
long
way
toward
helping
someone
realize
that
suicide
is
not.
A
The
answer
now,
therefore,
be
it
resolved
that
I
tear
your
inner
blue
mayor
of
the
city
of
Bloomington
do
hereby
proclaim
the
month
of
September
2018
as
Suicide
Prevention
Month
in
the
city
of
Bloomington,
and
that
hope
that
all
citizens
acknowledge
and
help
curtail
this
horrible
epidemic
and
I
believe
inspire
recall
was
last
year
or
the
year
before,
more
people
died
of
suicide
than
homicide,
and
so
we
want
to
make
sure
that
we
keep
all
that
in
mind.

going
to
turn
this
over
to
our

the

asset

the

the
city
and
really
enjoying
my
short
time
here,
working
with
him
on
the
fact
that
he
accepted
this
position.

excited
about

they
really

idea

he's

council,
because
I
think
something
that
is
badly
needed
and
I'm
also
excited
that
I
read
in
the
paper
that
we're
looking
for
a
new
city
budget
manage
and
golly
budget
time
is
probably
here.
So
it's
a
good
idea
to
be
looking
for.
Somebody
like
that.

Well,
as
I
mentioned
earlier,
I
view
few
people
as
a
as
members
of
a
city
of
Bloomington,
Business,
Leaders
group
and
I
hope
that
you
not
put
off
by
the
fact
that
I'm
trying
to
call
you
something
other
than
council
members
and
the
reason
I'm
doing.
That
is
I
view
your
responsibilities
as
elected
by
the
citizens
of
Bloomington
and
that
and
I
believe
the
city
of
Bloomington
is
a
business
and
so
I
feel
elected
business
leaders
is
appropriate
and
sometimes,
when
I
observe
these
meetings
and
so
forth,
I
don't
see
enough.

talent
and
business
focus
exuding
from
your
activities,
so
I'm
kind
of
on
a
campaign.
Here,
your
primary
role
as
I
see
it
is
you-
are
elected
by
the
citizens
to
take
care
and
provide
leadership
to
a
over
200
million
dollar
business
and
in
that
with
a
business
focus
being
to
satisfy
and
address
and
take
care
of,
delivering
essential
services
to
the
citizens.

want
to
tell
you
about
the
framework
I
used
to
think
about
the
issue
of
affordable
housing.
I
start
with
a
reference
point.
That
would
be
me
and
I'm
pretty
sure
everybody
starts
with
self
as
a
reference
point
for
thinking
about
anything,
then
I
look
for
context,
and
so
starting
with
myself,
I
will
be
69
in
November,
I
worked
for
40
years
in
the
Chicago
area,
I
moved
to
Bloomington
in
January
of
2012.

If
Social
Security
remains
viable
and
there's
some
question
about
that,
evidently
so
I
hear
I
can
expect
that
portion
of
my
income
to
grow
modestly
the
pension
portion
is
fixed
and
will
not
grow.
The
pantograph
recently
noted
three
levels
of
low
income
based
on
the
area,
median
income,
low,
very
low
and
extremely
low.

Using
that
reference
point,
I
fall
midway
between
very
low
and
extremely
low,
I
believe
I'm,
not
sure
I.
Looked
it
up
once
and
I,
don't
remember
what
it
was
exactly,
but
I
believe
I
come
in
several
thousand
dollars
above
the
federal
poverty
reference
point
for
an
individual,
and
so
starting
with
myself.
I
have
quickly
become
a
demographic
group,
one
of
any
number
of
demographic
groups,
and
therein
lies
the
context.

a
special
session.
Last
February,
26th
I,
described
to
this
body
my
concept
of
an
economy
and
its
relationship
to
a
demographic
balance
between
children,
working
adults
and
seniors
as
I
see
it.
The
economic
and
social
viability
of
any
sized
community,
its
ability
to
provide
education,
jobs,
housing,
health
care
and
all
the
other
quality
of
life
benefits
is
directly
related
to
the
health
of
that
demographic
balance
between
children,
working
adults
and
seniors
narrowing
the
focused
just
a
bit
when
I
think
about
affordable
housing.

rehabilitation
of
older
housing
stock
when
appropriate
and
so
I
spent
the
last
few
minutes

you

my

kind

getting
caught

speed

conversation

we
had
many
months

Boys
and
Girls
Club.
As
you
guys
know,
we

impact

community.
We
serve
kids
from
the
age
of
five
to
eighteen
and
during
my
last
report
to
the
council
and
the
community
I
shared
some
statistics
with
everybody.

the
past
five
years,
we've
grown
our
membership
by
over
400%
we're
in
a
situation
this
year,
where,
after
two
weeks
of
our
after-school
program,
we've
already
had
to
start
a
waiting
list
for
our

through
five
age
group.

I
appreciate

guys's
support
in
this

appreciate

patience

this

I
appreciate
everybody.
The
parks
and
recs
have
been
amazing
to
work
with
Jeff
Jergens
and
his
team
have
been
amazing

think
it's
amazing

think
about

futures

we
can
provide
for

our
community.

agreement
between
the
city
and
iceburg,
develop

group
providing
for
a
rental
assistance
program
and
support
of
redevelopment.
The
formative
limiters
in
junior
high
school

510,
East
Washington
in
the
downtown
East
Washington
Street,
TIF
district
and
I'm,
going
to
turn
this
over

churches
become
very
problematic
for
communities,
and
this
investment
that
you
know
we're
partnering
partnering
with
is
a
huge
opportunity
for
us
what's
before
council
tonight
that
Austin's
going
to
walk
through
very
quickly
and
share
some
of
the
positives
as
a
result
of
this
agreement
is
a
component
of
this
larger
agreement
and
that's
what
counts
will
be
asked
to
vote
on
tonight.

As
a
component
of
the
June
2017
redevelopment
agreement
was
for
the
city
to
financially
support
a
rental
assistance
program
that
would
be
targeted
to
four
residential
units
in
the
project
at
the
property
for
a
period
of
ten
years,
and
that
is
the
agreement
that
is
before
you
tonight.
Since
the
passage
of
the
redevelopment
agreement,
the
developer
iceberg
has
been
busy
working
behind
the
scenes
to
advance
this
project
forward
with
cities,
support
in
hand
with
the
redevelopment
agreement,
the
TIF
incentives,
the
pledge
for
the
rental
assistance
program.

Iceberg
was
able
to
put
in
a
really
good
a
really
strong
application
to
the
Illinois,
develop
Illinois
Housing
Development
Authority
Ida.
In
order
to
secure
low-income
housing,
tax
credits,
it's
really
those
light
tech
credits
that
make
this
project
financially
possible
to
make
it
financially
viable
and
I'm
very
proud
to
announce
news
that
you've
already
heard,
in
fact,
that
Ida
awarded
of
the
project,
the
low-income
housing
tax
credit
based
upon
seeing
the
city
strong
support
for
the
project.

So
this
project
is
truly
a
win
for
the
city,
a
win
for
the
developer
and
in
Ida's
opinion,
it's
a
win
for
them
and
to
provide
affordable
housing
for
those
in
need
across
the
state.
The
terms
of
the
agreement,
specifically
it's
a
ten
year
agreement
supporting
four
units
and
the
project,
two
studio
units,
two
single
bedroom
units,
the
maximum
financial
commitment
of
the
city
over
the
ten
years
is
two
hundred
and
twenty
eight
thousand
seven
hundred
and
twenty
dollars
the
amount
of
income
that
each
of
the
tenants
could
have
could
vary
from
year
to
year.

So,
in
the
event
that
the
tenants
are
actually
able
to
afford
to
pay
more
of
their
rent
in
some
years
than
unless
it
could
actually
be
that
over
the
ten-year
agreement,
the
minimum
amount
of
financial
assistance
the
city
could
provide
could
be
as
little
as
thirty
six
thousand
dollars.
But
again,
the
maximum
over
the
ten
years
is
two
hundred
and
twenty-eight
thousand
dollars.

Preferences
for
Bloomington
residents
that
are
veterans
and
also
preferences
for
just
Bloomington
residents
in
general
are
some
of
the
different
guidelines,
the
rental
assistance
program,
the
funds
for
this.
This
is
not
a
TIF
eligible
expense.
We
cannot
use
funds
from
the
TIF
increment
that
are
generated
from
the
project,
so
these
funds
that
we
will
use
to
support
this
it's
proposed
will
be
from
the
city's
general
fund
revenues.
This
project
is
again
a
great
project
in
the
views
of
IDA.
L
It
also
fulfills
a
number
of
the
city's
comprehensive
plan
goals,
as
set
out
in
the
bring
it
on
Bloomington
comprehensive
plan.
The
the
major
goal
under
the
housing
section
of
the
comp
plan
was
to
ensure
an
adequate
supply
of
affordable
housing
for
low
to
moderate
income
households.
One
of
the
the
neat
goals
that
was
put
out
or
recommendations
was
to
identify
creative
solutions
for
affordable
housing
such
as
Home
Sharing
micro
units
and
homes.

I
think
it
can
be
pretty
creative
to
renovate
a
former
school
building
into
affordable
housing,
and
this
is
actually
a
very
test
at
improving
use
case.
Even
the
the
city
of
Moline
has
supported
a
similar
project
with
the
renovation
of
a
high
school
and
I'm
aware
of
another
developer.
That's
working
on
a
similar
building
project
in
Olney
Illinois,
so
also
the
conference.

The
plan
states
that
we
should
increase
the
supply
of
affordable
rental
housing,
especially
in
areas
close
to
jobs,
centers
schools
and
community
facilities,
while
the
downtown
our
Bloomington
Public
Library
and
the
Performing
Arts
Center
are
all
those
community
facilities.
So
this
this
project,
this
housing
development,
will
be
in
close
proximity
of
those.
So
have
you
entertain
any

you
