Is
not
going
to
redistribute
them
I,
don't
think
you'd
be
real
happy
with
you
if
it
would
plus
the
fact
the
roads
and
the
drains
are
absolutely
in
that
condition.
You
think
the
sidewalks
out
by
City
Hall,
the
Government
Center,
the
library
they're,
all
ata,
accessible
I've,
seen
people
in
walkers
trying
to
go
and
navigate
the
sidewalks
from
my
house
and
3593
center
I'll
go
back.
There
goes.
The
streets
are
absolutes
that
is
Cyclops
now
hi
I'm,
absolutely
appalled
that
this
city
finds
me
money
to
do
everything
they
want,
but
not
put
in
lousy
infrastructure.
B
D
E
D
D
This
community,
that's
why
we
need
to
get
control
of
our
city
spending
and
expenses.
Taxpayers
are
maxed
out
with
tax
and
fee
increases
at
state
and
local
levels.
We
don't
have
more
to
give.
We
have
to
live
within
our
means.
It's
time
the
city
starts
doing
it
living
within
our
means.
Any
plans
for
city
transit
centers
should
be
functional,
not
extravagant
any
non-essential
industry.
D
Our
expenses
over
1.2
million
dollars
should
be
put
on
a
referendum
for
approval,
because
in
the
past
our
expenses
have
exceeded
our
tax
base
and
our
taxes
and
fees
keep
going
up
and
up.
City
officials
have
a
poor
track
record
with
their
spending
habits
of
taxpayer
money,
all
automatic
early
fees
and
taxes
should
be
eliminated.
All
tax
and
fee
increases
should
be
justified
and
voted
on
and
not
hidden.
We
should
be
spent.
We
should
not
be
spending
millions
on
Sports
Complex
period
and
hopefully
end
the
story
which
I've
heard
from
some
people
it
is.
D
We
should
replace
the
Emil
pool
with
another
pool
and
I
feel
completely
designed
region
regeneration
of
the
park
and
put
in
an
aqua
Sun.
We
shouldn't
be
competing
with
normal
and
saying
we
need
an
aqua
center
because
they
get
one
and
I
presented
with
requiring
more
staff.
In
the
run,
we
part
marketing
expenses
and
probably
had
more
full-time
employees
with
pensions
that
cover
somebody.
D
Should
be
doing
a
better
job
of
educating
people
on
how
to
recycle
so
the
expenses
of
recycling
don't
continue
to
rise.
We
need
to
take
a
serious
look
at
recycling
and
what
it's
costing
I'm
awful
recycling,
but
it
needs
to
be
cost
justifiable
as
much
as
it
can
be.
Ecpa
in
the
arena
should
have
a
yearly
in
the
county
of
all
income
and
expenses
not
spread
out
all
over
different
accounts.
This
should
list
all
expenses
like
marketing,
city,
employees,
time
doing
water
companies
or
working
for
the
facility
meals
paid
for
suffering
the
import
expenses.

There,
a
second
second
by
councilmember
black
discussion,
see
if
everyone
can
vote
motion,
carries
a
2-0
footer.
No
mr.
Nance,
madam
clerk,
okay,
move
right
along
to
our
agenda
and
our
first
consideration
in
action
on
awarding
the
request
for
proposing
are
a
p20
20-21
for
the
year
2019
lease
to
JPMorgan
4629
I
speak
for
million
six
hundred
twenty
nine
thousand
twenty
three
dollars
request
by
this
over.
I
2.0
this
costed
state
was
a
little
bit
more
than
if
you
also
recall
we're
currently
in
my
twenty
and
last
year
is
we
were
proposing
the
my
twenty
budget.
We
talked
about
trying
to
shift
our
practice
to
make
purchases
instead
of
leasing
or
borrow
money
for
the
various
type
of
that's
going
to
be
a
long.
That
is
emotional,
so
we
are.
Actually.
This
list
is
a
little
bit
smaller
than
what
it
might
have
been
this
year
and
we
hope
to
shrink
that
well,
of
course,
the
next
years.
We
need
this
more
balanced.
Other
questions.
I'll.
C
J
Correct
so
all
the
purchases
were
Ardath
wide
19
budget
purchases
are
curved
or
in
the
air,
and
they
trail
into
the
next
year's
things
such
as
fire.
Trucks,
sometimes
take
a
year
to
build
out,
but
we
do
the
financing
in
arrears
early
on
when
this
practice
was
put
into
place.
The
financing
was
done
ahead
of
time.
We
didn't
disagree,
I
understand
and
I'm,
not
purchasing
all
the
equipment's
when
we
were
paying
that
debt
financing
that.
B
J
F
F
Consideration
in
action
on
an
ordinance
with
a
development
agreement
by
in
the
city,
Bloomington
and
Malin
held
OCLC,
and
it's
also
known
as
pizza,
a
no
to
East
Washington,
as
requested
by
the
Economic
Development,
Department
and
I
believe
there's
a
brief
presentation.
I
turn
it
over
to
mr.
Gleason
and
then
council
discussion
quo,
and
this
is
also.
I
I
Melissa
I'm,
the
economic
development
director
is
available
if
there's
additional
questions
or
comments
after
I'm
done,
but
this
was
an
opportunity
for
us,
a
part
of
our
community
with
substantial
investment.
It's
also
going
to
the
corner
liquor
license
with
the
liquor
license.
Is
a
video
gaming
license
and
the
development
agreement
after
the
last
meeting
melissa
worked.
Hopefully
it
struck
a
deal
that
you
know
the
developers
satisfied
that,
hopefully,
council
is
satisfied
with,
and
there
is
zero
impact.
I
We've
got
a
moratorium
on
our
video
game
of
caramel
licenses,
but
this
developer
wanted
assurance
that
they
received
and
make
this
substantial
investment
they've
got
similar
establishments
in
other
communities
so
that
we
catch
bacteria
operating
something
that's
similar,
but
they
wanted
assurance
that
they
were
going
to
receive
a
video
gaming
terminal
license
after
they
maybe
have
requested
changes
with
the
name,
so
it
would
make
profit.
This
is
approved.
It
would
make
application
eventually
for
a
video
game
terminal
license
if
none
of
the
remaining
seven
are
left.
I
F
F
H
M
M
There
are
just
as
many
people
who
are
afraid
that
the
design
strays
we
can
close
to
a
guinea
murmur.
It's
not
the
same
in
a
lot
of
people's
minds
when
you
see,
for
instance,
in
our
neighborhood
on
scooters,
for
spinners
has
been
there
forever
and
there's
three
machines
in
the
corner
up
against
the
wall,
whereas
this
location
has
a
dedicated
room,
that's
gameful
specifically
for
games.
B
M
Watching
very
closely
see
how
things
shake
out.
I
would
not
be
in
favor
of
making
rules
and
saying
this
is
a
special
situation,
because
then,
why
are
all
ten
of
the
people
that
we
know
are
trying
to
work
their
way
through
the
state
pipeline
rely
on
alternative
special
situations
and
I've
got
a
lot
of
older
than
that
or
two
now,
where
is
64
licenses
or
whatever
we're
back
in
balance
on
water,
we
were
trying
to
set
the
line
and
contain
so
I
will.
M
I
M
K
C
B
I
M
B
F
J
E
J
B
J
Know
this
is
similar
almost
the
same
money
Montes.
It's
easy
to
talk
about
this,
so
I
thought
this
time,
I'm,
throwing
a
little
fun
with
numbers
for
the
finance
guy,
so
I'm,
proponent
members.
The
tax
rate
is
2%,
so
just
using
some
simple
algebra,
you
know
the
budget
is
four
point:
three
million,
so
dividing
two
percent
four
point:
three
million
results
in
215
million
dollars
per
year
in
food
and
beverage
sales
around
the
city,
so
I
think
that's
a
pretty
standing
number.
J
B
B
J
Those
at
twenty
three
point:
two
million
dollars
of
revenues.
It
equals
about
nine
hundred
twenty
nine
million
dollars
versus
annual
sales
state
sales,
tax
1%,
the
city
received
from
the
state
tax.
So
we
did
the
breakdown
of
sales
tax
to
the
cities.
It's
5%
Stinky's,
1%
city,
a
quarter
goes
to
the
county
and
our
two
and
a
half
percent
for
homeworlds
I
thought
that
that
was
175
percent,
total
sales
tax
for
the
city.
J
J
J
J
J
E
N
J
J
To
do
a
little
discussion
on
is
the
benefits
so
work
to
recurse
with
the
final
I
think
that
employees
and
one
distinct
advantage
the
by
that
program.
So
the
fact
and
we're
getting
some
estimates
on
that
now
they're
talking
about
that
line
item,
you
know
we're
going
to
see
the
ramifications
of
those
retirements.
This
is
for
teaching
booth
sitting
in
the
council
is
made
to
acknowledge
that
issue,
but
for
2020
we're
going
we're
going
to
see
that
over
budget
and
that
line
right
now
our
estimates
are
out
of
million
dollars.
J
C
C
J
J
Just
mean
you
saw
police
water
has
bouncers
a
lot
of
products
be
done.
You
can
see
capital
projects
line
ten
point:
five
million
dollars
budgeted
for
a
year
using
fund
balance
for
that
sort.
We've
taken
some
of
the
savings
kind
of
in
this
last
time
of
the
year.
You
know
water
is
gonna,
show
up
long.
So
there's
a
plenty
of
Lawsons
monies
in
funda.
It's
been
accumulating
savings
for
capital
projects,
the
revenue
trend,
everything's
on
trend,
except
for
sewer
e
is
aviation.
J
B
I
K
I
F
N
I
L
And
finally,
to
the
question
of
recycling
that
I
met
me.
Somebody
was
a
director
of
sustainability
and
was
good
read
who
works
at
Illinois
State,
and
he
had
a
very
good
conversation
about
how
the
city
might
be
able
to
be
a
leader
in
terms
of
modeling
best
recycling
practices
at
public
events,
for
example,
and
we
agreed
that
we
would
continue
that
conversation.
C
C
C
M
Just
put
in
a
plug
for
the
JC's
Christmas
great,
it's
always
one
of
my
favorite
defense
of
the
early
part
of
the
season,
and
you
know
hopefully
the
weather
cooperates.
But
then
this
year,
because
this
is
Illinois
that
doesn't
always
happen
and
are
going
to
see
squad
cars
sliding
back
down
the
hill
by
the
post
office
before
so.
But
that
is,
if
you
can.
