mayor

here
with
mayor
john
hamilton,
and
this
is
the
first
of
a
series
of
videos
we'll
be
bringing
you
to
talk
about
annexation.

So
maybe
what
is
annexation
right?
It's
a
big
word,
but
it's
and
it's
kind
of
complicated,
but
it's
really
a
simple
concept.
Annexation
is
when
a
city
like
bloomington,
expands
our
boundaries
to
match
where
the
people
are
living
and
go,
and
it's
something
we've
done
for
200
of
our
years.
Almost
from
the
very
beginning,
you
know,
bloomington
started,
I
think,
as
six
square
blocks
and
since
then,
we've
grown
through
annexation
and
as
the
population
has
increased,
we've
annexed
and
it's
been
pretty
normal.

yeah
back
in
1818,
I
think
so.
What
does
that
mean?
One
thing
that
means:
is
everybody
in
the
city
almost
lives
in
annexed
land
right?
Almost
all
of
us
who
live
unless
you
live
in
those
first
six
blocks
the
land
you
live
on
in
the
city
used
to
be
not
in
the
city
and
it's
been
annexed
over
time
and
that's
the
process.
We're
continuing.

So
there
was
kind
of
this
whole
built
up
pressure
of
not
adjusting
our
boundaries
like
we
usually
do
so
in
2017
we
started
an
annexation
process
and
we're
halfway
through
it
a
few
months
into
it,
and
unfortunately,
the
state
legislature
passed
a
law
that
said
bloomington.
You've
got
to
stop
your
annexation
well
and
didn't
say
that
to
anybody
else,
they
just
said
bloomington,
we
don't
want
you
annexed.

Okay,
we
didn't
think
that
was
fair
and
nor
legal,
and
in
just
a
few
months
ago
the
indiana
supreme
court
finally
agreed
and
ruled
in
our
favor
and
said
that
was
not
appropriate.
So
in
the
meantime
we
had
to
stop.
I
mean
the
state
law
and
the
governor
and
everybody
said
you
got
to
stop.
Well,
you
got
to
follow
up.
We
got
the
court
to
understand
and
agree.
It's
not
legal.
So
now
we're
picking
up
where
we
left
off.

well,
that's
not
good!
I
don't
want
to
wait
for
the
next
one.

my
kid
was
in
gosh
dexter
wasn't
even
in
elementary
school,
yet
he
must
have
been
three
two
or
three.
Where
is
he
now
iu

he
studies,
jacobs,
he's
a
opera
singer
sounds
pretty
good,
so.

Part
of
bloomington,
and
if
over
time
we
don't
kind
of
right-size
our
community
and
open
the
arms
up
to
make
everybody
part
of
the
community.
You
really
can
kind
of
get
into
some,
not
only
inefficiencies
of
city
government,
but
you
can
kind
of
get
into
some,
maybe
not
very
appropriate
cultural
differences.
You
don't
have
your
whole
community
participating
right.

vote,

can't
be
on
commissions
right.
They
can't
run
for
office.

grew
up
in
blooming,
I
did
grow.

you
know
what
I
didn't
grow
up,
but
I
would
but
the

community
I'm
from
will
be
in
bloomington
officially
feel
like.
I
thought
I
was
in
bloomington,
but
you
were
not
in
the
city
of
limits.
I
guess
I
guess
the
one
time
that
I
could
you
know
when
I
realized
I
wasn't
in
bloomington
is
when
we
had
fill
our
trash
with
the
orange
the
orange
bags
and
then
take
it
out
to
the
to
the
the
dump
once
a
week.

that's
one
way.
I
remember
that
I
wasn't
part
of
the
city,
but
other
than
that
it
was,
it's
always
been
bloomington.
I
celebrated
with
you,
know:
1981.
When
iu,
you
remember
that,
were
you
downtown?
Yes,
were
you
downtown
you're
part
of
it
yeah?
I
remember
that
no
okay.

Oh
my
gosh,
but
you
know
it
is.
It
is
like
part
of
how
a
community
grows
like
you
can
imagine
if
bloomington
stopped
in
1970
wouldn't
make
any
sense.
Those
old
boundaries
are
that's
not
who
we
are
as
people
a
growing
thriving
city
with
more
people
in
it
needs
to
expand
its
mountain.
So
that's
that's
what
this
is
about.
It's
a
rebalancing.

Well,
if,
if
we
froze
these
boundaries,
where
they
are
today
and
never
change
them,
it
would
really
be
a
problem
for
the
future
of
the
city
just
like.
If
they've
been
frozen
in
1960
or
1990,
it
would
be
a
problem
for
the
city
because
we're
a
thriving
city.
We
want
to
welcome
people
into
the
city
as
we
grow.

like
that,

so
I'm
sure
I
haven't
asked
you
every
single
question
that
you,
if,
if,
if
you
could
tell
people
something
that
I
didn't
ask
you,
what
would
you
tell
them?
What
would
you
tell
them
about
about
this
process.

Annexation
can
be
stressful,
I
get
that
and
it
can
be
complicated
and
it
and
it
can
some
people
prefer
not
to
be
part
of
innocence.
I
guess
the
thing
I
would
just
try
to
have
people
remember
is
we've
been
doing
this
for
our
whole
history.
This
isn't
anything
new.
It's
worked
fine
over
the
past.
In
fact,
it's
been
how
bloomington
has
become
the
great
city
we
are
today
and
we
just
need
to
keep
growing
our
boundaries
with
people
like
we
have
for
our
whole
history.
