Curious which areas are being proposed for annexation and why? Take a tour of the eight proposed areas with Mayor John Hamilton and Corporation Counsel Philippa Guthrie, who walk us through the map and explain the history of coordinated planning efforts between city and county government behind it.

mostly
about
the
map
and
kind
of
how
it
came
to
be
what
it
is
and
and
philippa
you've
been
deeply
involved
in
this
for
a
long
time
for
many
years.
So
why
don't
you
just
kind
of
at
the
highest
level?
What
are
we
looking
at
here?
Tell
us
what
we're
looking
at
and
then
we'll
get
into
why
some
of
the
proposed
areas.

so
when
I
look
at
this,
the
first
thing
I
notice
so
the
big
big
blue
is
the
current
city
boundary
it's
kind
of
circular
ish.
You
know
it's
not
crazy.
Looking
some
boundaries
for
cities,
look
really
crazy.
This
one
doesn't
there's
a
few
things
sticking
out.
I
do
see
these.
What
we,
what
we
call
islands,
I
guess
that
are
there
three
areas
that
are
totally
surrounded
by
the
city
right
and
those
were
kind
of
left
over
or
something
do
we
from
them?
Do
we
know
why?

You
know
I
don't
know
exactly
how
they
happened,
but
lots
of
the
area
here
has
been
annexed
over
the
years,
in
fact,
everything
except
about
four
square
blocks,
which
was
the
original
bloomington.

But
what
can
happen
is
you
know
you
extend
sewer
down
here
and
you
annex
them
and
you
extend
it
over
here
and
you
annex
them,
and
suddenly
you
have
areas
that
were
not
annexed,
they
would
have.
They
were
part
of
the
area
that
was
intended
for
annexation,
which
we
can
talk
about
in
a
few
minutes,
but
the
city
stopped
doing
annexations.

guess
yeah,
I
think
I
remember
seeing
that
in
a
three
year
period
in
like
2000,
2001
and
two,
the
city
did
18
different
annexation,
ordinances
gradually
building,
and
then
we
just
stopped
since
2004.,
so
so
these
islands,
I
understand
it
kind
of
makes
sense,
you're
surrounded
by
the
city.
How
are
these
other
boundaries
selected
like
what?
What
what
why?
Why
would
we
draw
these
boundaries
around
certain
areas
and
not
other
areas.

Just
keeps
yes,
the
policy
was
that
you
know
to
further
development.
We
would
extend
sewer
service,
we
would
get
a
waiver,
we
didn't
get
waivers
from
everyone,
but
a
lot
of
what's.

So
so
these
boundaries
are
really
kind
of
showing
roughly
urbanized
areas
you
can
kind
of.
Actually,
if
you
look
in-
and
you
can
see
all
this
on
the
website,
their
roads
are
pretty
built
out
in
some
of
these
areas
too,
and
they
tend
to
be
more
urbanized,
as
you
said,
so
we
were
talking
about
how
do
annexation
boundaries
get
set.
This
is
a
little
different
map
and
with
philippa
guthrie
corporation
council
just
wanted
to
dig
in
a
little
bit
here.
So
so
this
again,
the
blue
is
the
current
city
boundaries.

can
see
some
areas
that
are
part
of
the
proposed
annexation
that
the
city
council
will
ultimately
decide,
but
what
what
and
you
had
said
that
the
boundaries
for
proposed
annexation
reflected
urbanized
areas
and
maybe
also
where
the
sewers
had
gone
to,
but
this
map
shows
some
other
boundaries.
Can
you
explain
what
these
are.

Certainly
so
the
green,
the
outer
one,
is
on
the
counties
in
the
county's
comprehensive
plan.
I
believe-
and
it's
called
the
urbanizing
area.
So
that
is
an
area
that
that
the
county
envisions.
I
guess
I
don't
know
quite
what
that
term
means,
but
I
believe
it's
areas
that
that
they
believe
will
eventually
develop
the
red
they
hatched
is
the
proposed
areas
that
we
are
proposing
for
annexation,
and
there
was
the
yellow
is
something
that
was
called
the
areas
intended
for
annexation
or
area
intended
for
annexation,
the
afa.

That
was
an
area
that
at
one
point
was
the
city,
was
the
development
and
planning
arm
for
that
area,
because
at
the
time
the
county
didn't
have
a
comprehensive
plan
and
they
didn't
have
a
lot
of
planning
capability.

So
there
was
an
agreement
with
the
county
that
the
city
should
be
the
planning
agency
for
that
area,
and
the
intent
was
that
that
the
yellow
area-
and
there
was
more
of
it-
it.
It
was
annexed
by
the
city
over
the
years,
and
then
these
parts
remained
that
those
everyone
assumed
that
they
would
be
annexed
in
the
future.

So,
in
a
lot
of
ways
in
this,
this
two-mile
fringe,
this
green
was
and
the
other
area
too.
I
guess
kind
of
reflect
the
fact
that
bloomington
and
like
most
cities
just
keeps
growing
in
physical
size
as
more
people
move
there
and
urbanize
and
develop,
and
it's
kind
of
to
allow
the
planning
to
go
in
a
more
organized
way
so
that
even
before
you're
part
of
the
city,
you're
kind
of
treated
as
if
you
may
become
part
of
the
city.
So
let's
zone
and
plan
for
that
right.

it's
like
two
miles
outside
the
city
kind
of
that's
where
it's
gonna,
that's
where
it's
gonna
grow:
okay,
so
now
looking
at
these
areas,
so
the
annexation
is
a
very
complicated
formal
process
with
multiple
ordinances
and
so
there's
an
area
1a,
an
area
1b,
an
area
1c
and
then
there's
an
area
two
and
there's
an
area
three
and
four
and
five
and
then
area
seven.
But
there's
no
area
six.
What?
Why
is
there?
No
area?
Six.

This
neighborhood
here
they
do
not
have
our
sewer,
but
it
is
a
an
urban
style
neighborhood
if
you
will,
but
the
council
decided
not
to
move
forward
in
2017
with
that
ordinance.

So
they
dropped
that
back
in
2017
and
right
since
we're
picking
up
where
we
left
off
they're
they're
still
out.
If
you
will
yes,
okay,
let's
see
so
it's
interesting
like
if
you
look
at
the
blue.
I
see
here
like
out
in
highland
village,
there's
a
part
of
it,
but
not
other
parts
or
there's
little
little
segments
of
the
blue
and
then
there's
these
islands
tell
us
about
contiguity
and
how
that
works
too.
For
annexing
the
rule
about
that.

so
you
are
only
allowed
to
annex
areas
that
are
contiguous
to
the
border
of
your
city,
so
you
can't.

blue
again
is
the
current
city.

map
shows
you
some
of
the
zones
that
were
planned
to
be
part
of
the
city
and
had
different
kind
of
jurisdictional
things,
and
the
details
of
the
maps
are,
of
course,
available
online,
but
philippa
guthrie
corporation
council
who's
been
involved
in
this.
