A
B
A
A
Okay,
all
right
so
and
then
first
up
we
always
have
our
consent
calendar.
So
we
have
minutes
claims
submitted
Business
Report,
and
then
we
have
some
partnership
agreements
that
are
either
of
a
sort
of
smaller
dollar
value
or
things
that
have
been
recurring
for
a
long
time
that
we're
really
familiar
with.
So
do
we
have
a
motion
to
approve
the
consent,
calendar.
C
A
D
Foreign
happens
every
time.
Sorry,
good
afternoon,
everyone
Emily
boot
community
relations
coordinator
staff
would
like
to
recognize
Steve
Bailey
with
the
July
Bravo
award.
Steve
is
our
current
parking
Ambassador
for
Winslow
Woods
as
a
parking
Ambassador.
He
visits
the
woods
every
week
and
reports
on
its
conditions
to
the
department
he
looks
for
and
removes.
Litter
informs
us
of
any
repairs
that
need
made
and
keeps
an
eye
out
for
any
new
vandalism
or
suspicious
Behavior
I.
D
Believe
he's
been
in
his
role
at
Winslow
Woods
since
2021,
but
he
has
also
previously
served
as
an
ambassador
at
Bryan
Park
in
Building
Trades
Park
as
well.
So
today
was
my
first
time
meeting
Steve
in
person,
but
I've
always
appreciated
his
detailed
and
kind
observation
reports.
He
always
tells
us
of
the
birds
he
sees
wishes
us
happy
holidays
says
he
hopes
we're
doing
well.
So
you
know
something:
that's
not
necessary,
but
is
always
always
really
nice
to
see
always
brings
a
smile
to
my
face.
D
E
E
so
like
she
said
he
was
first
at
Building,
Trades
and
then
Brian
I'm,
sorry,
Brian
Park,
and
now
he
does
not
only
Winslow
Woods
Park
but
Winslow
Sports
Park,
since
they're
kind
of
joined
up
there
but
come
on
up
here
Steve.
He
is
just
the
epitome
of
Park
ambassadors.
He
is
the
most
wonderful
volunteer
that
we
could
ever
have
and
he's
just
a
pleasure
to
work
with.
Like
I
said
his
I
always
look
forward
to
getting
his
monthly
reports
because
his
comments
they
make
me
giggle
there.
E
F
Most
of
us
have
a
some
kind
of
connection
with
our
rural
past,
but
we've
pretty
much
lost
that
over
the
recent
Generations,
but
Parks
provides
that
and
and
I
really
appreciate
the
opportunity
to
to
meet
all
the
different
people
that
I
meet
at
the
parks
that
people
from
Russia
that
are
looking
for
mushrooms
and
little
kids
that
are
lost
and
people
are
playing,
tennis
and
basketball
and
listening
to
music
and
making
music.
So
thanks
so
much
to
Bloomington
in
the
parks
department
for
all
that
they
do
for
all
of
us.
Thank
you.
C
For
Paula,
maybe
is
sorry,
is
there?
Is
there
a
place
that
we
can
see
these
Ambassador
reports
and
things
like
that?
I
think
it'd
be
interesting
for
us
to
be
able
to
look
at
those
and
periodically.
A
I
Hello:
everyone
Casey
Hollenbeck
natural
resources,
intern
I'm,
a
third
year
undergrad
student
at
the
school
of
Public
Health
at
Indiana
University,
pursuing
a
Bachelor
of
Science
in
parks,
recreation
in
the
outdoors
I'm,
also
pursuing
a
minor
in
history
from
the
College
of
Arts
and
Sciences
to
supplement
my
studies
of
the
natural
world.
Furthermore,
I
plan
to
become
a
certified
American,
Sign
Language
interpreter
before
I
finish
my
undergraduate
degree
I'm
interested
in
connecting
people
to
the
natural
world
and
environment
around
them
through
conservation
and
preservation.
I
Efforts,
I
believe
that
equity
and
access
to
Natural
Resources
is
crucial
for
public
health
and
personal
well-being.
As
a
Bloomington,
Parks
and
Recreation
natural
resources,
intern
I
strive
to
gain
an
understanding
of
how
Municipal,
Parks
and
Recreation
departments
operate
and
how
the
public
benefits
from
these
Services.
Thank.
A
All
right
and
then
next
up
is
Bradley
Cascades,
Golf,
Course,
superintendent,
Bradley,
Scoggins,
right
yep.
J
How's
it
going
everybody
there's
a
little
bit
of
a
typo
at
Scroggins,
okay,
but
I'm.
The
new
superintendent,
Cascades
Golf
Course.
H
J
I've
met
a
few
of
them,
but
we
have
a
wonderful
Golf
Course
right
now.
If
you
guys
play
golf,
even
if
you
don't
just
take
a
drive
out
there,
look
at
it,
it
is
beautiful.
J
K
My
name
is
Jackson
Cowden
I'm,
the
golf
programs
coordinator,
I,
can
attest
to
what
he
just
said.
We've
got
a
beautiful
Golf
Course
right
now.
It's
really
really
special
putting
a
lot
of
rounds
in
a
lot
of
rounds,
a
lot
of
business,
a
lot
of
a
lot
of
happy
customers,
so
we're
we're
gonna,
keep
doing
that
so.
K
I've
worked,
I
worked
with
the
city
for
13
years
before
I
stepped
into
this
position.
I
was
a
part-time,
employee
and
I
accepted
this
position.
Just
it's
really
really.
What
I
want
to
do?
I
really
enjoy
the
golf
course.
The
people-
and
it's
just
you
know-
it's
got
a
peace
inside
me,
so
I
plan
to
be
there
for
a
while.
L
L
K
Awesome,
it's
it's
a
good
program.
We
run
10
weeks
of
the
junior
golf
program,
so
it's
a
great
time
25
kids
each
week
and
it's
gonna
probably
continue
to
grow
so
yeah.
M
First
up
tonight
we
have
this
encroachment
agreement
with
400
West
7th,
which
is
right
across
the
street
from
us
over
here
at
the
Johnson
Creamery
and
Kim
I,
believe
we
have
a
potentially
Joe
Patrick
online
I'll,
give
the
staff
report,
and
then
Joe
is
with
the
development
company.
If
he
would
like
to
say
something
or
if
you
all
have
any
questions,
he
could
likely
answer
those.
This
is
a
template,
encroachment
agreement
that
we
use
when
businesses
Etc
want
to
basically
create
an
attachment
to
any
of
our
public
Trails.
M
Often
the
B
line
is
a
good
example
of
that.
So,
if
you
can
see
here,
this
is
the
plan
for
Johnson
Creamery
coming
up,
which
will
have
mixed
use.
Development
added
to
the
north
side
of
the
building
and
necessary
is
some
encroachment
during
construction
into
our
medium
there,
just
west
of
the
B-Line.
This
is
the
showers
Plaza
kind
of
near
the
forgive
me
I
forget
the
name
of
the
proper
name
of
the
artwork,
but
the
dining
table
art
someone's
helping
me.
M
C
C
D
Every
time
I'm
telling
you
good
afternoon
again,
Emily
boot,
community
relations
coordinator
staff,
recommends
approval
of
the
mou
regarding
shelter,
rental,
fee
waiver
for
volunteer
groups
for
the
upcoming
adult
Field
Day
event
on
July
28
2023..
D
The
upcoming
adult
Field
Day
event
is
one
of
the
Department's
most
intensive
community
events.
It
requires
a
great
deal
of
setup,
teardown
and
facilitation
of
the
many
different
activities
throughout
the
event
as
such
community
events
has
requested
16
total
volunteers.
For
the
event,
however,
with
this
event
occurring,
while
IU
students
are
out
of
town
and
the
requirement
that
all
volunteers
be
21
years
of
age
or
up
due
to
the
outcall
sales
at
the
event,
finding
enough
volunteers
can
be
a
bit
of
a
challenge.
D
D
Yeah
with
we
brainstormed
this
in
one
of
the
planning
meetings
back
in
may,
we
kicked
a
few
to
field
rental,
maybe
for
like
the
pickleball
club
or
the
Kickball
club,
we
threw
around
the
idea
of
maybe
doing
free
drink
tickets,
but
decided
that
probably
wouldn't
be
a
good
idea.
So
this
is
kind
of
the
happy
medium
that
we
settled
on.
N
Okay,
yeah
all
right
I'm
in
to
approve
the
mou
for
volunteer
groups.
A
O
Right,
Bill,
we're
in
community
events
coordinator
and
I,
am
here
for
director
and
approval
of
a
contract
with
Southside
rental
to
rent,
State,
tent
stages,
tables
chairs
and
maybe
various
other
things
as
needed
for
a
few
events.
It's
for
the
Fourth
of
July
parade
and
the
Holiday
Market
mainly,
but
there
may
also
be
some
switch
Art
Park
concerts
in
there
and
for
the
parade.
O
We
had
a
couple
tents
and
a
stage
for
the
announcers
and
that
sort
of
thing
and
then
the
Holiday
Market
will
have
the
the
big
tents
that
for
the
artists
that
will
be
out
here
in
the
parking
lot
like.
We
always
have
that's
on
November
25th
and
then,
as
I
said
as
needed.
Maybe
a
couple
tents
for,
like
the
Beer
Garden
or
whatever
at
some
of
the
switch
Art
Park
concerts.
A
N
N
Main
promotion
to
prove
the
contract
with
Southside
rental.
C
A
Okay
and
all
those
in
favor.
M
Yeah
sorry,
you're
you're
stuck
with
me
a
bit
tonight
a
couple
meetings
worth
of
things.
So
yes,
this
is
a.
We
recommend
approval
of
a
contract
addendum
with
Aztec
engineering
for
the
power
line,
Trail
and
Roger
Street,
sidewalk
design
and
construction.
This
is
a
contract
that
has
existed
for
a
number
of
years
in
a
project.
That's
been
out
there
for
a
number
of
years
that
continues.
M
M
There's
there's
more
details
in
here,
but
basically,
we've
had
to
do
some
extra
title
searches,
some
extra
design
steps
things
like
that,
so
the
update
for
where
that
project
is
at
overall
is
that
Duke
is,
is
nearing
completion
of
their
infrastructure
work
in
the
corridor
which
has
sort
of
held
things
up
and
we
are
hoping
to
restart
design
soon.
But
first
we
need
to
get
approval
of
an
easement
from
the
County
Commissioners
so
that
that
is
where
we're
at
with
that
portion
of
the
project.
M
In
the
meantime,
the
construction
bid,
doc
preposition
preparation
and
a
few
related
things
were
tied
into
the
same
contract
originally
back
from
2020,
and
we
want
to
go
ahead
and
get
to
the
Rogers
Street
sidewalk
portion
moving.
It's
ready
to
bid
it's
going
out
to
bid
now.
This
will
replace
the
missing
section
of
sidewalk
on
the
west
side
of
switchyard
park
across
from
the
substation.
M
H
N
I
will
make
a
motion
to
approve
the
addendum
with
Aztec
engineering.
Second,.
M
I
can't
say
this
tonight:
four
hundred
and
seven
thousand
four
hundred
dollars
there
we
go.
This
was
an
invitation
debate
project
there
were
two
bids
received.
M
Completing
asphalt,
repaving
efforts
at
Rose,
Hill
Cemetery
that
were
began
in
2020.
We
were
able
to
do
half
of
it
last
year.
This
is
the
other
half
and
then
an
asphalt,
resurface
and
speed.
Hump
reconditioning
at
the
RCA
Park
parking
lot,
which
is
in
pretty
poor
condition.
So
all
of
those
things
should
be
done
sometime
after
today.
If
we
get
the
notice
to
proceed
in
contract
signing
before
October
31st.
C
A
Okay
motion
is
carried
and
then
in
C6
Tim
will
tell
us
about
a
contract
with
Mater
design
for
Building
Trades
Park
master
plan.
M
Earlier
this
year
we
were,
we
had
originally
planned
to
replace
the
lower
shelter
at
Building
Trades
Park,
in
preparing
to
do
that
and
looking
at
the
park
and
the
condition
of
some
items
and
with
the
understanding
that
the
Hopewell
development
is
coming
across
the
street
and
potential
increased
use,
along
with
more
questions
that
have
come
up
about
how
we
will
maybe
use
or
repurpose
any
part
of
the
the
sports
courts.
There.
M
We
determined
that
we
really
needed
a
master
plan
to
make
sure
all
these
different
pieces
will
fit
together
long
term,
especially
the
question
of
sort
of
revamping
and
creating
north
south
accessible
pathway
through
the
park
from
Howe
Street
to
Second
Street,
because
the
boardwalk
that
is
there
now
is
in
very
poor
condition.
So
this
will
allow
us
to
the
second
half
of
this
year,
which
we
are
just
now
in
conduct
a
master
plan
process
with
the
neighborhood
with
various
stakeholders
and
to
come
up
with
a
plan
that
we
can
feel
good
about.
N
So
different,
two
just
different
designs:
okay,
just
curious.
N
M
L
M
N
M
Yeah,
absolutely
that's.
One
of
the
things
we
want
to
look
at
is
there's
also
the
Second
Street
protected
bike
lane
project.
M
That
engineering
has
that
we'll
look
at
installing
protected
bike
lane
on
likely
the
north
side
of
Second,
Street
I,
don't
know
if
that's
decided
for
sure
between
the
B
line,
so
it
will
link
up
at
the
B
line
and
go
over
to
Walker
I
think
so
that
will
run
along
Building,
Trades
Park
and
there
will
actually
be
a
new
street
that
doesn't
exist
right
now
across
on
just
on
the
west
side
of
the
parking
garage.
M
Fairview
Street
will
be
created
as
part
of
phase
one
West,
and
so
it
will
tea
into
Building
Trades
Park
and
there
will
be
a
pedestrian,
Crossing
and
I
believe
a
bus
stop
right
in
that
area
somewhere.
So
all
of
those
things
are
pieces.
That
kind
of
led
us
to
think.
Okay
before
we
put
in
a
path
and
consider
these
things,
we
need
to
take
all
the
comprehensive
info.
The
increased,
anticipated
usage
and
put
it.
A
Motion
is
carried
and
I
think
this
is
the
wrap-up
of
the
Tim
Street
show
lease
extension
in
C7
with
the
project
School.
M
Yes,
so
staff
recommends
approval
of
a
lease
extension
agreement
with
the
project
school
for
a
period
running
through
June,
30th,
2029,
Parks
and
Recreation
is
still
the
owner
of
349
South
Walnut
street,
where
the
project
School
is
located.
There
was
a
lease
signed
originally
in
2009,
which
was
extended
for
five
years
through
2024,
and
we
are
now
approaching
the
second
five-year
extension
period
as
predetermined
in
the
original
lease
the
project
school
for
the
terms
that
at
least
notified
us.
They
want
to
continue
their
lease
for
another
five-year
period.
M
We
will
meet
with
them
to
discuss
other
any
other
questions
or
issues
that
come
up,
but
at
the
very
least
they
would
like
to
continue
and
the
annual
rent
during
the
last
year
was
95
297
dollars,
and
there
is
a
clause
in
there
about
how
that
will
increased
annually,
either
the
Consumer
Price
Index
or
two
percent.
Whichever
is
the
lesser
amount.
M
G
You
know,
as
Tim
noted
that
dates
back
to
2009,
and
that
was
all
in
the
package
of
purchasing
Twin
Lakes
rec
center,
so
the
lease
payments
that
we're
receiving
for
that
goes
into
our
non-reverting
account
that
helps
pay
for
the
revenue
Bond.
So
it's
it's
a
very
nice
package,
but
yes,
they
do
pay
basic
utilities
and
that
and
the
lease
does
outline
the
areas
that
that
Tim
does
work
closely
with
them
and
there's
been
a
few
over
the
years
and
we
have
a
really
good
working
relationship
and
and
work
through
those
issues.
G
Every
five
years
and
have
that
conversation
they
certainly
would
be
interested
in
that
conversation,
but
as
it
is
right
now,
this
has
been
working
out
in
in
it
very
nicely.
In
the
last
many.
N
A
P
Good
afternoon
Sean
marlar
switchyard
Park
general
manager
staff
recommends
the
approval
of
a
contract
with
Commercial
Services
Bloomington
to
install
a
water
line,
dog
rinse
water,
fixture
trough,
drainage
and
drainage
line.
At
the
switchyard
park,
large
dog
chamber
a
total
not
to
exceed
11
260
funding
source
is
basically
an
arpa
Source.
This
was
one
of
our
long-term
goals.
The
photos
up
here
are
the
fixture
which
they
would
furnish
as
part
of
the
project.
P
P
P
Will
be
a
hose
on
each
side
that
can
be
used
to
either
fill
dog
water
bowls
or
to
rinse
off
dogs.
We
get
dogs
who
get
muddy
and
currently
there's
no
way
to
wash
the
dogs
off
at
Ferguson.
Our
existing
dog
park.
There
is
a
wash
station,
so
this
would
be
adding
an
amenity
that
exists
in
our
other
Park.
P
This
it
is
safe.
There
was
research
done
on
the
fixture.
This
is
the
fixture
that
was
recommended
to
us.
After
talking
to
multiple
other
parks
and
things,
it
also
has
a
push
button
with
a
timer.
So
if
you
hit
the
button,
it'll
only
go
for
whatever
time
we
set,
which
right
now
I
think
we're
set
on
about
20
seconds.

Q
Good
afternoon
Clarence
Boone
facility
and
program
coordinator
for
parks
and
rec,
the
staff
recommends
the
appointment
of
Andy
Christian
Manansala
to
the
farmers
market
advisory
Council.
A
little
background.
The
farmer's
market
advisory
Council
consists
of
11
members
representing
Market
vendors
customers
and
food
and
beverage
artisans.
Q
There
is
one
now
one
food
and
beverage
positional
in
which
we
are
recommending
Andy
Ford,
and
we
received
several
applications
which
were
not
appropriate
because
they
were
not
current
food
and
beverage
artisans
now
a
little
bit
about
Andy
monansala's
qualification
and
he
epitomizes
the
Great
American
success
story.
His
is
similar
to
a
long
tradition
of
immigrant
family,
starting
a
new
life
in
a
new
place
and
in
this
case
sharing
their
food
with
their
new
community.
Q
He
launched
Pinoy
Garden
Cafe
on
April,
2nd
of
2022,
starting
with
a
booth
at
the
Bloomington
Community
farmers
market,
then
branching
out
to
local
events
and
an
act
of
catering
service
with
an
infectious
candy
Spirit.
He
started
small
and
from
scratch.
Currently,
they
do
not
have
a
food
truck
or
restaurant,
but
have
been
making
great
inroads
toward
acquiring
one.
This
year
his
passion
is
to
introduce
Filipino
culture
to
everyone.
His
entrepreneurial
drive
and
voice
of
reason
would
be
a
welcome
addition
to
the
farmer's
market,
advisory
Council.

The

Parks

them
through
our

and,
however,
we
can
the
first
one
we're
looking
at
Cascades

for
a
tree
appraisal,
class.

The

the

meant
to
be
the

is.

Okay,
so
any
other
questions
regarding
the

H

Mission
to

C
A
A
S
We
are
a
group
of
climate
change,
scientists,
three
experts
and
concerned
citizens
and
we're
hoping
to
counteract
this
tide
of
tree
apocalypse
where
so
many
of
our
trees
are
dying
aging
out
under
attack
by
invasive
species.
Insects,
pathogens,
plants,
development-
all
of
it.
So
I
am
here
basically
to
thank
you
for
these
yard
signs.
S
S
It
has
become
a
sort
of
a
status
symbol,
kind
of
like
the
higher
the
mulch,
the
better
the
landscaper
and
that's
not
true-
that's
killing
your
trees,
so
we're
trying
to
get
people
to
pull
the
mulch
down
off
of
the
root
flare
and
to
quit
letting
the
bugs
in
the
moisture
and
everything
attack
your
roots,
and
we
are
hoping
to
do
as
much
citizen
training
as
possible,
we're
partnering
with
the
DNR
in
November
right
now.
Tentatively,
the
dates
are
around
the
14th
15th
during
the
day.
S
Unfortunately,
because
the
DNR
comes
down
to
during
a
work
day,
we're
going
to
have
a
tree
stewardship
training
at
the
IMU
is
the
plan
so
far.
I
will
let
you
know
if
that
changes,
because
we're
hoping
to
basically
develop
a
volunteer
army
of
tree
people
to
go
out
and
tend
to
their
own
trees.
Neighborhood
trees
to
Street
trees
of
the
city
wants
us
to
volunteer
with
them,
and
things
like
that.
S
So
we
came
up
with
the
idea
for
the
yard
sign
campaign
in
Haskell
kindly
found
800
in
his
budget
for
education
and
paid
for
the
signs
completely
for
us,
and
then
we've
gone
around
to
the
parks.
You
might
have
seen
them
if
you've
been
out
walking,
we've
stuck
them
in
practically
every
Park
we
can
find
in
the
list
and
hopefully
they're,
not
bothering
the
mowing
Crews
too
much,
but
I
just
wanted
to
introduce
myself
and
say
thank
you
and
we
look
forward
to
partnering
in
the
future
with
more
Parks
projects.
A
A
All
right
and
then
finally,
we'll
go
back
over
to
Paula.
G
Thank
you
board
very
productive
meeting,
so
staff
can
go
on
with
projects
and
things
for
the
rest
of
the
summer.
As
you
know,
we're
having
a
very
busy
summer
and
I
want
to
give
a
shout
out
to
staff
who
have
worked
very
hard
not
up
through
the
whole
summer,
but
also
these
last
couple
weeks
with
the
storms
that
have
gone
through
and
just
you
know
thanking
the
community
for
letting
us
know
and
for
their
patience,
because
we
did
have
a
lot
of
damage
and
trees
down
and
lost
power
and
all
of
that.
G
But
we
rise
and
move
forward.
So
we're
in
the
middle
of
summer
here
and
just
moving
forward
just
a
couple
reminders
with
a
couple
of
meetings
coming
up
and
a
very
important
ribbon
cutting.
But
we
will
gather
next
on
July
27th
at
1
30
up
in
the
hooker
conference
room
for
a
brief
board
meeting
to
approve
a
contract
right
now
we
just
have
one
agenda
item
and
then
that
will
be
followed
by
a
work
session
and
we
will
send
you
a
packet
for
all
of
that
and
then
on
August.
G
Fourth,
we
will
finally
be
cutting
the
ribbon
on
the
Rogers
family
park
and
I
know
you've
received
any
invite.
We'll
do
another
reminder,
but
really
looking
for
great
Community
response,
and
it's
just
been
a
beautiful
project
that
we're
really
excited
to
celebrate,
and
then
the
August
meeting
will
be
August,
22nd
I'm
back
here
in
this
room
and
then
on
that
following
week,
is
budget
hearing
and
I'll
be
presenting
the
parks
Budget
on
Wednesday
August
30th.
So
a
lot
coming
up,
but
thank
you,
as
always,
for
your
support.
Okay,.
