A
A
And
we
don't
have
Jim
whitlatch,
but
we
do
have
a
quorum
today.
So
we
can
go
ahead
and
start
and
usually
we
start
with
a
motion
to
approve
the
consent
calendar
which
we've
all
had
a
chance
to
look
at
thanks
to
Kim
since
last
Friday.
So
some
recurring
smaller
things
and
surplus
and
credit
card
refund
report
and
just
things
that
we
usually
see
month
to
month.
So
do
we
have
a
motion
to
approve
yeah.
G
A
little
bit
here:
okay,
hi
everyone,
Emily
boot
community
relations
coordinator,
the
Bloomington,
Parks
and
Recreation
Department-
would
like
to
recognize
Kip
and
Whitney
Schlegel
with
the
August
Bravo
award.
Kip
and
Whitney
are
the
owners
of
Marble
Hill,
Farm
and
Heritage
wool.
They
have
been
vendors
with
the
farmers
market
since
1999
and
since
2017
they
have
hosted
the
Banneker
summer,
nature
Club
on
their
farm.
G
At
these
about
an
hour
and
a
half
visits,
they
act
as
tour
guides,
introducing
the
campers
to
their
sheep
cows,
chickens,
horses
and
Pedro,
the
donkey
they
explain
animal
husbandry
and
how
their
Farm
produces
the
crops,
eggs,
meat
and
wool
product
that
they
sell
at
the
market.
We're
very
grateful
for
their
hospitality
and
dedication
to
our
Banneker
campers.
This
is
an
experience
that
a
lot
of
those
kids,
probably
almost
definitely
wouldn't
be
able
to
have
without
them,
so
we're
very
grateful
for
their
hospitality
and
we're
sure
all
the
kids
remember
it.
Thank
you.
G
H
You
thank
you
very
much
for
this
recognition
and
award
hosting
the
maniker
nature.
Club
is
a
highlight
of
our
summer.
We
really
enjoy
working
with
the
the
children
and
their
questions
are
both
interesting
and
and
also
their
curiosity
reflect
their
curiosity
and
we're
grateful
for
the
opportunity
to
to
work
with
the
city
with
us.
Thank
you
very
much.
That's
wonderful!
Thank
you.
A
I
I
got
caught
up
in
the
moment
we
love
Kipping
with
you,
hello,
Rebecca,
Swift,
natural
resources
coordinator
I'm,
here
to
recommend
an
agreement
with
Summer
star
Foundation,
to
fund
Griffey
Lake
nature
program
for
2023
to
2024..
We
have
increased
the
grant
or
the
expenses,
and
so
the
grant
has
agreed
to
cover
7
500,
and
this
includes
paying
for
transportation
by
far
the
highest
expense
of
our
nature
day,
programs
as
well
as
supplies,
and
they
help
cover
Staffing
as
well.
H
D
A
J
Thank
you,
Leslie
Brunson
community
events
manager
I'm
here
today
to
recommend
the
approval
of
a
contract
with
858
Industries
for
the
installation
of
sound
equipment
on
the
switchyard
Park
main
stage.
This
project
is
being
funded
out
of
arpa
funds
and
is
not
to
exceed
six
thousand
five
hundred
dollars.
The
parks
department
has
been
working
on
purchasing
sound
equipment
for
the
switch
yard
stage
since
2020,
and
this
year
in
2023
have
finally
completed
the
purchases
needed
for
that
equipment
and
are
ready
to
have
it
placed
on
the
stage.
J
858
Industries
is
well
known
in
Indiana
working
in
some
of
the
bigger
sound
areas
such
as
Brown,
County
and
ruoff,
and
we'll
be
hopefully
hanging
the
stage
equipment
in
the
next
couple
of
weeks.
I'd
be
happy
to
answer
any
questions.
It'll
be
two
speakers
and
four
subs
or
subwoofers
that
go
on
the
stage.
J
Yeah,
it's
not
only
better
equipment
because
it's
newer,
but
it
also
keeps
our
staff
from
having
to
transport
equipment
from
concert
location
to
concert
location
so
we'll
have
now
A
system
that
goes
to
the
mobile
stage
into
Bryant
Park
and
then
a
system
that
stays
at
the
main
stage
and
is
built
and
made
to
throw
sound
in
a
much
larger
area
than
some
of
our
other
ones.
So
it
definitely
should
include
or
upgrade
the
sound
qualities.
Nice,
okay,.
A
Great
great
any
other
questions.
J
So
there
would
be
really
hot.
You
know
you
can
never
be
100
foolproof,
so
I'll
just
say
that
now,
but
they
will
be
creating
their
own
brackets
and
bracing
that'll
go
around
the
equipment
and
they
are
covered
underneath
the
awning,
so
they
aren't
like
overhanging
outside
of
the
awning,
so
they'll
be
should
be
somewhat
protected
from
weather
and
vandalism.
J
A
Okay
motion
carried
and
then
lastly,
also
has
a
related
contract
here
with
electric
plus.
Yes,.
J
Exactly
so
again
here
to
recommend
approval
of
a
contract
with
electric
Plus
for
the
installation
of
the
conduit
and
the
power
on
the
switch
yard,
Park
main
stage,
that'll
work
with
the
speakers
and
sound
equest
equipment.
We
just
talked
about
this
project
is
also
being
funded
with
arpa
funds
and
it's
not
to
exceed
ten
thousand
five
hundred
dollars.
This
work
will
be
in
conjunction
with
the
858
industries
that
we
just
talked
about
again.
Sound
equipment
will
be
installed
on
the
main
stage
and
then
electric
plus
will
attach
the
conduit
and
speaker
wire.
J
That
goes
from
the
monitors
and
subwoofers
back
into
the
maintenance
room
and
then
they'll
add
power
that
goes
to
the
amplifier
in
the
maintenance
room
that
then
Powers
the
system.
So
electric
plus
installed
the
electricity
on
that
stage
when
it
was
built,
and
we
feel
like
they
have
the
best
experience
and
knowledge
of
what
is
there
I'd
be
happy
to
answer
any
questions.
C
L
J
A
M
Is
some
Old
Turf
yeah
Darren
eats
facility
coordinator
with
Twin
Lakes
Recreation
Center
you
had
before
you
this
afternoon,
seeking
your
approval,
a
contract
with
BSN
Sports
for
the
removal
and
replacement
of
the
existing
Synthetic
Turf
Kim
has
got
some
some
pictures
that
she's
going
to
share
with
you
as
well.
M
So
that's
these
are
new
patches
here
that
they
actually
were
just
in
yesterday,
because
we're
trying
to
hold
this
together.
We
have
we
have
our
big
season,
starting
up
in
in
a
few
weeks
we're
trying
to
hold
this
together
long
enough
to
get
through
to
the
installation
time
so
I.
K
M
B
M
Brandon
West
is
the
is
the
the
regional
rep
with
BSN
and
don't
know
for
sure
if
Matt
made
it
or
not,
but
Matt
Boone
is
with
Boone
action
Turf
and
he
will
actually
be
doing
the
installation.
So
any
technical
questions
you
may
have
about
the
turf
or
the
installation
we're
going
to
refer
to
them
and
please.
M
Okay-
okay,
that's
great
I
just
also
share
a
few
numbers.
In
the
past
15
years,
we've
had
about
over
230
000
participations
on
that
Turf.
That
ranges
anywhere
from
obviously
soccer.
We
have
flag
football,
we
have
Ultimate
Frisbee,
we
have
turf
time
for
toddlers,
IU,
lacrosse
IU
field
hockey
and
then
that
just
doesn't
include
the
numerous.
H
M
That
come
in
just
to
kick
around
or
or
have
a
pickup
game
or
or
the
you
know.
We
do
lots
and
lots
of
of
after-hour,
rentals
and
stuff
like
that.
So
but
anyway,
it
was
just.
You
know
that
averages
out
about
fifteen
thousand
five
hundred
per
year
last
year
showed
significant
increases.
I,
don't
know
if
it
was
post
coven
now
that
the
numbers
are
just
really
escalating,
so
we're
we're
glad
of
that
and
just
to
kind
of
give
a
little
ballpark,
because
it
is
a
big
figure.
M
We've
in
in
the
15
years,
we've
probably
brought
in
and
driven
over
nine
hundred
thousand
dollars
on
the
turbo
loan.
So
that's
that's
also
something
that
we're
excited
about,
so
we
we
feel
like
it
will
pay
for
itself.
So
back
to
the
contract,
we
did
reach
out
to
get
three
quotes.
Unfortunately,
one
vendor
was
unable
to
meet
the
affirmative
action,
so
we're
not
able
to
do
the
quotes.
M
We
do
have
the
two
one
is
with
BSN
Sports,
which
is
who
we're
recommending
for
two
hundred
twenty
two
thousand
seven
sixty
two,
eighty
six,
the
other
second
quote,
is
there
before
you
is
AstroTurf
Corporation,
223
and
38
dollars.
So
we'll
be
glad
to
answer
any
questions
that
you
guys
may
have
and
like
I
said,
Brandon
and
there's
Brandon
now
and
and
they'll
be
glad
to
hear
answer
any
technical
questions
you
may
have.
B
M
M
O
Yeah
that
that
replacement
should
take
about
five
days
one
week
and
you'll
be
down
for
a
week.
We
might
be
able
to
get
it
done
in
four
days,
but
if
we
started
it
on
a
Monday
we
get
through
to
Thursday
and
maybe
have
it
open
for
Friday
activity.
Okay,.
N
About
timelines
and
when
the
season
ends
versus
when
the
next
season
begins
and
we're
trying
to
get
that
all
situated,
if
this
does
go
through
so
Matt's,
aware
of
that
I'm
aware
of
that,
and
we
we
can
get
in
and
out
of
there
before
the
next
season
begins
as
far
as
I
believe
that
was
January,
8th
I
think
staring
is
that
correct.
E
C
I,
don't
have
any
I,
think
that's
a
great,
and
things
are
putting
together
and
I
just
to
hear
the
number
of
people
that
use
that
facility
and
then
the
revenue
that
you
bring
off
of
it
is
really
great
to
see.
So
that's
an
and
it
really
needs
it.
So
it's
gonna
be.
Do
you
think
that
you'll
get
even
more
folks
who
will
be
wanting
to
use
it
once.
M
C
M
C
M
M
There
are
some
reports
coming
out
about
the
about
the
the
rubberized
stuff
that
that
you
know
the
health
concerns
that
people
may
be
having
nowadays
and
stuff
like
that.
So
we
did
want
to
take
the
advantage.
We
do
this
plus
it's
a
lot
cleaner
product,
so
we've
had
many
people
stop
us
at
times
throughout
the
years
and
say
you've
got
rodent
problem.
E
I
C
B
E
P
Lake
George
Turner
general
manager,
Twin
Lakes,
Recreation
Center,
pretty
good
segue
into
this
agenda
item.
They
are
the
the
bulk
of
the
use
on
our
turf
field,
probably
85
percent
of
our
runnable
space
during
the
prime
times
of
the
year.
So
you
know
they're
certainly
excited
in
in
the
replacement
of
the
turf.
So
we
look
forward
to
that,
but
Bloomington
soccer
has
operated
a
successful
Youth
and
adult
soccer
program
at
Twin
Lakes
Recreation
Center,
since
the
facility
opened
in
1999.
P
ownership
switched
from
Crystal
Warren
to
David
brawl
in
2018.
The
soccer
program
includes
developmental
programs
for
youth,
as
well
as
recreational
competitive
leagues
for
Youth
and
adults.
Our
role
is
to
assist
the
leagues
or
our
roles
to
assist
David
brawl
and
continue
to
offer
these
programs
to
the
Bloomington
community.
P
This
agreement
provides
quality
soccer
programming
for
the
members
of
the
community,
as
well
as
significant
field
rental
revenue
for
the
tlrc,
providing
the
approval
of
this
agreement.
We
will
be
entering
into
our
15th
year
as
long
as
we've
been
in
the
building.
The
program
certainly
operated
before
we
took
over
ownership
in
2009.
So
it's
got
quite
a
history.
P
We
don't
have
any
changes
to
the
agreement
this
year
and
staff
recommends
approval
and
I'd
be
happy
to
answer
any
questions
that
you
might
have.
It
is
important
to
note
that
of
last
year
we
had
a
record
in
terms
of
facility
rentals,
that's
courts
and
turfs
and
turf,
that's
tournaments.
That's
all
types
of
rentals
that
take
place
along
with
David
praul,
but
of
that
208
000
that
we
generate
in
Revenue
last
year.
40
000
of
it
was
from
Bloomington
soccer.
So
a
significant
partner
in
our
operation
for
sure.
P
D
D
P
K
P
That
we're
unique
in
the
community
and
that
we're
one
of
the
only
turf
fields
in
Bloomington
indoors
that
can
operate
in
the
wintertime
and
operate
leagues
and
disruption
in
the
wintertime,
David
praul
does
have
a
website
that
he
operates
off
of
registrations
take
place
through
that
website.
We
certainly
help
in
the
facility,
through
a
CCTV,
to
promote
what
he
has
to
offer
as
well.
So
I
expect
it
to
be
business
as
usual
and
business
to
be
as
good
as
it's
been.
D
P
C
Don't
have
any
yeah
I'll
move
to
approve
the
partnership
agreement
with
Bloomington
soccer
LLC.
A
Q
Of
hockey
games,
Sports
facility
program
manager
and
today,
I
want
to
talk
about
the
Frank
Southern
Ice
Arena,
which
is
the
opening
days
a
few
weeks
away
now,
so
staff
recommends
approval
of
the
contract
with
live
Barn
for
the
automated
online
broadcast
service
of
Home
hockey
games,
and
this
would
be
for
the
Bloomington
blades
high
school
team.
The
blades
travel
hockey
teams,
IUD
2
hockey
and
IUD
3
hockey
at
the
ice
arena
live
Barn
is
a
zero
cost
completely
automatic.
Q
Automated
solution
for
viewing
youth
in
amateur
athletic
events
in
any
size
facility
currently
live.
Barn
is
in
over
4
000
facilities
in
the
United,
States
and
Canada.
This
company
is
based
out
of
Canada.
They
are
in
95
facilities
here
in
Indiana
currently,
and
it's
a
subscription-based
to
access
live
stream
and
on-demand
broadcast
the
live.
Barn
IOS
app
allows
subscribers
to
access
the
service
on
many
different
mobile
devices.
Q
The
hardware
internet,
installation,
maintenance,
monthly
cloud
storage
venue
support
customer
service,
unlimited
live
streaming
will
be
provided
at
no
cost
to
Bloomington,
Parks
and
Recreation,
so
they
actually
will
come
into
our
facility
and
install
with
their
own
equipment,
and
then
they
will
provide
us
a
computer
and
access
to
turn
on
and
off
the
cameras
so
from
my
desk
I
will
be
able
to
just
set
it
so
that
only
these
games
will
be.
Certain
activities
will
be
viewed,
so
practices
will
not
be
viewed.
Q
Wilmington,
Figure,
Skating
club,
all
of
our
normal
activities
in
the
evening
30
Revenue
share,
will
be
paid
to
the
Frank
Southern
Ice
Arena
on
all
facility
generated
subscriptions
and
live
Barn
is
currently
an
official
sponsor
of
USA
Hockey.
Q
They
currently
are
in
swander
ice
arena
in
Evansville
and
Perry
Park
in
Indy,
in
the
fuel
tank
in
Fishers
and
several
other
area
facilities
that
our
hockey
teams
travel
to
to
play.
In
the
last
couple
years,
I
have
had
Parents
beg
me
to
reach
out
to
live,
barn
and
live
Barn,
which
Jake
is
here
with
me
us
today.
R
Yeah
yeah
I
would
love
to
because
I
know
you
guys
were
talking.
You
know
deeply
about
soccer
as
well.
We
don't
just
do
hockey.
We
do
every
sport
we're
in
75
of
the
hockey
rinks
across
across
North
America,
we're
in
25,
NHL
practice
facilities,
a
lot
of
universities
as
well
like
Notre,
Dame,
Providence
Michigan
as
well.
R
So
you
know
we
pretty
much
conquered
hockey
and
we'd
love
to
you
know,
have
you
guys
in
the
last
part
and
family?
And
it's
you
know
it's
all
about.
You
know,
building
one
platform
having
you
know
giving
the
opportunity
to
every
single
parent.
You
know
parents,
you
know
they
might
have
kids
that
play.
You
know
just
at
your
facility,
but
they
might
also
travel
to
Illinois
or
Michigan
or
Ohio,
and
you
know
those
parents
don't
always
have
the
opportunity
to
travel.
R
So
we'd
love
to
you
know,
expand
Beyond,
just
hockey
and
you
know
get
every
every
sport
as
well
and
yeah
I'm
happy
to
answer
any
questions
about.
You
know
the
platforms
how
it
works.
You
obviously
have
you
know
full
capabilities
as
far
as
recording
you
have
access
to
30
days
of
video
on
demand.
So
if
my
kid
had
a
game,
you.
R
Ago,
I
can
go
back
and
watch
it
with
my
entire
family,
I
mean
I
can
download
all
that
I
can
save
it
for
life.
You
can
watch
on
Apple
TV
now
Roku
TV
Android
TV,
so
you
can
literally
watch
from
your
couch
as
well.
We
try
to
add
new
user
experiences.
You
know
every
couple
months
to
you
know
make
it
in
a
business
experience
for
the
parents.
R
Yeah,
so
it's
you
know
similar
to
any
subscription
that
you
would
purchase
nowadays.
If
you
subscribe
for
a
monthly
or
an
annual
cost,
you
can
cancel
at
any
point
in
time.
So
if
I
sign
up
just
for
the
month
or
just
for
the
weekend
and
cancel
on
Monday
I
still
have
access
to
the
platform
for
the
rest
of
the
month
when
they
utilize
your
promo
code,
which
is
how
we
track
our
Revenue
share.
They
will
pay
an
18
fee
for
the
month
or
they
will
pay
a
15
fee
annually.
R
Have
access
to
every
single
facility,
not
just
Frank
Southern,
you
know,
if
you
have,
you
know
multiple
kids
playing,
multiple
Sports
wearing
you
know,
I
think
50,
basketball,
courts
throughout
Indiana,
the
Pacers
Athletic
Facility,
Sports,
One,
Field
House,
some
major
major
basketball
facilities
throughout
Indiana,
so
yeah
you
can't
could
be.
R
You
have
access
to
everything
you
can
download
whatever
you
want
and
you
can
cancel
at
any
important
time,
obviously
subscriptions
they
fluctuate
and
we
send
you
guys
quarterly
Revenue
share
checks
with
a
docket
showing
how
many
people
subscribe
for
each
month,
how
many
people
unsubscribed.
We
also
give
you
an
account
manager
to
help
promote.
We
provide
all
the
marketing
materials
for
your
facility,
so
we
have
a
really
good
partnership
with
Vistaprint
and
we
can
actually
create
personalized
banners
for
you.
R
You
know
digital
Market
materials
help
create
anything,
a
live
streaming
tab
on
your
website.
Anything
you
guys
need
to
be
successful
and
let
people
know
that
you
have
live
Park
we're
going
to
provide
to
you.
We
also
provided
TV
for
the
rent
Lobby,
it's
a
great
marketing
piece
when
people
walk
by
they
notice
that
you
have
live
bars
and
you
know
they'll
start
to
subscribe.
Etc.
A
Wow
pretty
exciting,
I
know
yeah
well,
I
was
just
remembering
yeah
my
when
it's
not
sports,
but
when
my
son
was
in
the
IU
Nutcracker
year
after
year,
we
would
they
would
live
stream
and
we
would
send
the
link
to
family
members
and
everybody
would
get
on
and
then
chat.
And
then
you
know
when
they
had
seen
it
so
I'm
sure
it
will
be.
A
C
Oh
just
had
a
question
about
like
support,
so
do
you
like
if
the
equipment
is
here
and
bring
Southern
like
do
we
feel
equipped
to
like
be
able
to
handle
when
something
goes
down?
And
you
know,
and
then
parents.
R
Yeah
so
we've
been
24
7
customer
support,
but
our
cameras
are
actually
fully
automated,
so
they're
hassle
to
breathe
to
you
guys,
so
the
venue
owner
doesn't
have
to
wake
up
every
morning
and
turn
it
on
and
shut
it
off
when
they
leave
once
it
senses
motion
on
the
ice,
it's
gonna
turn
on
automatically,
but
we
have
an
account
manager
and
you
have
full
privacy
control
over
the
cameras,
as
dee
said.
So.
The
only
time
we've
ever
had
an
issue
with
a
camera
is
like
a
baseball
facility.
E
R
It
takes
a
golf
ball,
it
might
crack
the
camera,
but
they're
very
durable
and
the
only
every
time
that
it
would
go
down
is
if
the
internet
goes
down
and
you
would
just
need
to
unplug
the
router
plug
it
back
in
and
you'd
be
back
up
and
running,
and
that's
that's
really
all
we've
ever
seen
and
we
also
provide
our
own
internet
for
the
camera.
So
we
don't
bog
down
your
system
over
there
as
well,
and
it
makes
you
know
if
things
easier
on
our
end.
R
Yeah
and
then
you
might
set
it
and
leave
it
live
at
any
point
and
obviously,
like
you
said,
for
you
know,
High
School
practices
of
you
know.
You
know
you
don't
want
the
coach
down
the
road
being
able
to
you,
know,
watch
the
Power
plays
or
whatever
you
can
go
on
and
create
four-digit
privacy
codes.
So
the
only
people
with
that
privacy
session
code
would
be
able
to
access
the
stream
or
you
can
black
it
out
completely.
C
Q
C
R
Sure
so
we
we
use
signage
to
disclose
that
there
is
live
streaming
going
on
at
the
facility.
It
would
be
hung
on
front
doors.
It
says
to
contact
live
bar,
you
know,
do
not
contact.
You
know
Bloomington
Parks.
We
are
here,
no
one's
responsible,
Etc
and
if
there's
ever
someone
that
comes
to
you
know
the
GM
or
any
of
you
guys
that
says,
oh
I
don't
want
to
be
live
streamed.
You
can
just
black
it
out
completely.
You
have
the
ability
to
do
it,
not
even
just
from
your
laptop
from
your
phone.
R
E
K
Q
The
weekends
of
just
you
know
making
sure
that
that's
one
more
thing
added
to
our
regular
routine
and
if
something
would
happen
that
I
would
forget
or
something
like
that,
I
could
immediately
access
it.
From
my.
My
phone
I
have
full
confidence
that
I'm
going
to
have
a
big,
sticky
right
above
my
head
to
make
sure
I,
don't
forget
until
I
get
in
that
routine,
so
I'm,
confident
that
it
will
be
safe
and
sound.
Okay,.
E
C
Okay,
all
right
well,
thank
you.
Jake
and
thanks
Dee
I
will
move
to
approve
the
contract
with
live
Barn
for
live
stream
hockey
games.
A
J
Thank
you
again:
Leslie
Brunson
community
events
manager,
I'm
kind
of
filling
in
for
Crystal
Ritter,
who
is
out
this
week.
We
are
here
to
recommend
an
increase
in
the
optional
electricity
fee
for
the
2023
Holiday
Market
to
go
from
ten
dollars
to
Fifteen
dollars.
This
change
is
recommended
after
further
review
of
the
availability
of
electricity
on
site
at
the
Holiday
Market
in
the
number
of
artists
that
are
have
been
opting
for
electricity.
J
The
past
three
years,
the
21st
annual
Holiday
Market
takes
place
Saturday
November
25th
from
10
to
3
here
at
City,
Hall
showers
parking
lot
in
Fernandez,
Plaza,
Fernandez,
Fernandez
Plaza.
This
annual
event
gives
you
a
community
and
opportunity
to
shop
locally
from
local
artists,
Farm
vendors
and
local
product
vendors.
This
particular
fee
has
not
been
increased
for
at
least
10
years,
so
artists
can
mark
on
their
application,
whether
they
need
electricity
or
not.
J
J
Think
most
of
the
that
has
happened.
We
try
our
best
and
run
additional
chords,
especially
outside
we
can.
In
the
middle
section
we
can
run
a
little
more
electricity,
but
we're
limited
inside
there's
only
so
many
outlets
and
where
we.
J
The
majority
of
vendors
want
it
for
charging
and
paying
you
know
an
iPad.
J
That
so
it's
not
always
something
that
they
have
to
have,
but
it
is
a
nice
addition
for
them,
so
they
don't
have
to
charge
those
items.
So
we
can
somewhat
judge
based
on
why
and
what
they're
selling
as
to
how
important
the
need
for
electricity
is
and
then
we
can
adjust
from
there.
But
we
haven't
had
to
turn
too
many
people
down,
but
it's
definitely
gotten
harder
to
try
to
make
those
arrangements,
especially
outside.
A
J
Like
yeah
I
think
it
will
I
think
some
people
it'll
be
too
much
for
what
they're
needing
it
for
like.
Oh
well,
I'll
just
bring
my
own
charger
I.
Might
you
know
what
I
mean
so
that
hopefully,
that
kind
of
gets
it
back
to
those
that
really
need
it
and
require
it
will
have
the
opportunity
to
get
it
yeah.
C
F
Great
question:
when
you
approve
the
price
schedule
in
for
this
year,
those
prices
are
set,
but
yes,
whenever
we
are
going
to
add
a
price,
a
new
price
change
or
range
do
anything
with
what
we're
charging.
We
have
to
bring
it
to
the
board
for
your
approval
and
it
just
gets
incorporated
into
the
price
schedule,
and
then
that
is
associated
back
to
when
we're
audited.
They
just
want
to
pull
and
if
they
were
to
pull
any.
You
know
receipts
from
this
that
what
we
are
charging
appears
in
the
price
schedule.
A
Right,
yes,
thanks
Leslie,
thank
you,
and
next
up
is
Haskell
Smith
to
tell
us
about
the
contract
with
Bluestone
tree
for
tree
Replacements
in
roadway
media.
S
Through
Steph
recommends
the
approval
of
a
contract
with
Bluestone
tree
LLC
to
plant
21
trees
in
four
Street
medians
around
Bloomington,
the
amount
of
thirty
six
thousand
thirty
eight
dollars
and
the
funding
source
will
come
from
the
bicentennial
bond
funds,
medians
West
Third,
West,
Second,
South,
Henderson
and
College
Mall
I've
all
experienced
some
fashion
of
tree
loss
in
recent
years.
S
This
contract
draws
upon
the
bicentennial
funds
to
replace
lost
trees
in
the
sections
cremits
canopy
growth
and
heat
Islanders
reduction
having
a
contractor
conduct
this
work,
and
these
meetings
will
allow
the
work
to
be
expedited,
minimizing
lane
closure,
lane
closures
and
delays
and
the
risk
factor
of
Staff
working
in
these
busy
roads.
Happy
to
answer
any
questions.
A
So
I
I
certainly
see
how
it
can
reduce
the.
E
A
S
B
S
Maintain
the
right
away.
C
S
Hello
again
recommend
the
approval
of
this
contract
with
Davey
Resource
Group
to
reinventory
two
council
districts,
totaling
just
over
5
000
trees,
as
well
as
building
a
new
layer
in
tree
keeper
to
help
us
keep
track
on
our
natural
areas
and
some
unimproved
alleys
and
areas
that
we
do
work
in
contracts
for
43
980,
a
funding
source
out
of
my
317
line.
S
E
A
C
Yeah
and
we're
continuing
on
with
the
plan
every
three
years
for
a
total
every
10
years,
I'll
move
to
approve
the
contract
with
Davie
Resource
Group
for
the
re-inventory
of
over
5000
trees.
B
A
K
Afternoon,
Steve
Cotter
natural
resources
manager
I'm
here
today
seeking
approval
for
a
contract
with
West
Inc
to
delineate
wetlands
and
water
bodies
at
Griffey.
Lake
West
has
done
some
work
on
our
master
plan
for
Griffey
in
the
past.
Doing
an
amphibian
and
reptile
survey
in
a
bird
survey
out
there.
K
The
amount
of
this
contract
will
be
10,
153
dollars
come
from
the
general
fund
and
the
purpose
of
the
project
is
to
determine
the
extent
of
the
wetlands
and
water
bodies,
east
of
Headley
Road
at
grippy
Lake
for
the
purpose
of
potentially
building
a
an
accessible
Wetland
Trail
someday.
We're
looking
for
funding
to
do
that
and
we'll
need
to
know
where
the
wetlands
are
for
that
project,
and
it
will
also
potentially
give
us
access
to
some
funding
for
wetland
protection.
Grants
and
I
would
be
happy
to
answer
any
questions.
C
K
We're
not
sure
what
the
design
will
be
yet
we're
looking
at
the
possibility
of
some
precast
concrete,
concrete
pieces
to
get
people
up
out
of
the
water.
E
K
O
L
Good
afternoon,
Commissioners
history
operations
director
for
Park
works
I've
got
a
few
items
to
share
with
you
this
afternoon.
The
first
one
is
a
contract
with
James
Hall
for
history,
consultation,
work
back
in
2021,
the
board
approved
a
contract
actually
with
Eagle
Ridge
civil
engineering,
part
of
the
lower
Cascades
project
for
the
history
consultation
work
that
needed
to
be
done.
This
is
actually
the
remainder
of
that
contract.
Eagle
Ridge
civil
engineering
is
actually
being
sold
to
another
company.
L
So
in
order
to
keep
things
simple
with
our
outstanding
National
register
of
historic
places,
nomination
for
Cascades
Park,
the
Consultants
still
have
an
outstanding
balance
of
five
thousand
four
hundred
dollars
to
Bill.
When
that
work
is
able
to
be
completed
and
we
are
going
to
pay
that
directly
to
them
instead
of
routing
that
through
a
new
company,
so
the
financial
obligation
is
actually
already
made.
It's
nothing
new.
It's
just
a
new
contract
to
pay
it
directly
to
James
Hall,
instead
of
through
Eagle
Ridge
as
a
subcontractor.
D
L
E
L
Correct
we
were
already
working
with
him
as
a
subcontractor
of
Eagle
Ridge
engineering
and
that's
how
they
prepared
the
national
register
nomination.
Now,
while
we
wait
for
the
state
to
review
that
which
we
really
hope
comes
through
this
fall.
Finally,
we
were
just
contract
with
him.
The
remaining
balance
to
finish
the
process
out
and
pay
him
that
directly,
instead
of
through
a
third
party.
L
Fingers
crossed
is
a
slow
review
process,
but
the
last
we
had
a
person
who
knows
someone
check
in
with
the
dhpa,
and
they
said
it
was
like
their
second
or
third
one
in
the
queue.
L
Correct
Kim:
do
you
have
the
map
we
could
pull
up
for
this
one
as
well.
Thank
you.
So
this
is
an
encroachment
agreement.
This
is
not
meant
to
be
a
permanent
encroachment
agreement,
but
a
temporary
one
which
the
parks
department
would
accept.
Windinger
construction
is
building
the
new
subdivision
in
the
county,
just
east
of
that
road
at
Roger
Street,
and
it
is
very
close
to
the
rail
trail
and,
in
fact,
just
north
of
their
property.
L
There
was
an
old
rail
Bridge
that
connects
a
rail
spur
to
the
rail
trail
and
they
have
a
agreed
that
they
would
pay
and
build
a
soft
surface
connection
to
the
rail
trail
to
connect
their
neighborhood
and,
in
turn,
through
their
neighborhood
there's
a
connector
that
connects
to
Clear
Creek
Elementary
to
the
South,
giving
more
people
access
to
get
on
the
rail
trail
safely
and
from
there,
the
B-Line
and
wherever
else
in
town.
They
want
to
go
so
this
encroachment
basically
says
that
windinger
construction
will
be
authorized
to
build
this
connection.
L
L
E
A
C
A
C
E
E
B
A
L
Correct
so
Commissioners
I
believe
you're,
aware
that
we
are
in
the
process
of
replacing
the
large
shelter
at
RCA
Park.
We
took
it
out
at
the
end
of
last
year
due
to
its
deteriorating
condition,
with
plans
to
figure
out
our
replacement.
We
have
determined
where
we
would
like
that
replacement
shelter
to
go,
which
is
actually
much
closer
to
the
restroom
at
RCA,
just
up
on
the
hill
there.
Next
to
the
restroom.
It
is
in
a
location
where
we
plan
to
install
the
shelter
ourselves.
L
In
fact,
the
shelter
itself
is
already
ordered,
acquire
a
professional
civil
engineer
to
help
us
appropriate
measurements
and
design
decisions
to
ensure
that
we
have
an
accessible
pathway
all
the
way
up
to
it,
there's
some
some
great
change
between
where
you
access
from
the
parking
lot
and
the
shelter,
so
this
will
allow
them
to
design
that
this
fall
and
then
an
early
2024
to
build
the
shelter
and
contract
out
path.
Construction,
so
that
we
can
open
the
shelter
next
year.
B
L
L
In
his
deteriorating
as
well
right,
so
we
think
placing
it
closer
to
the
parking
lot.
Even
though
there's
a
little
bit
of
slope
to
get
up,
there
will
actually
be
easier
to
get
to
and
much
more
visible
yeah.
We
had
some
problems
with
visibility
with
that
shelter
too.
Okay,
some
people
having
parties
and.
D
D
L
L
L
Correct
we're
gonna
replace
with
a
similar
size,
shelter
that
we
are
able
to
build
in-house
with
our
crews,
but
not
in
the
same
location
in
a
location.
That's
a
little
bit
more
visible
and
a
little
bit
easier
to
your
success
and
honestly,
it's
it's
closer
to
the
restroom
and
the
playground
too,
is
nice
for
a
lot
of
rentals.
F
F
F
L
L
E
D
That
type
no
but
I
mean
that
the
concern
was
that
people
were
taking,
that
shelter
for
parties
or.
D
C
Is
I
think
I
know
the
answer
to
this
but
like
if
the
shelter
is
not
being
you
if
a
park,
shelter
is
not
being
used.
Park
users
can
use
the
shelter
right
anytime,
as
long
as
it's
like
doesn't
have
a
reservation
or
anything
like
that.
Okay,
okay,
I'm
going
to
take
the
contract
with
Bledsoe,
rigor,
Cooper
and
James
for
the
accessible
path
to
sign
that
RCA
nice.
D
A
D
L
Yes,
this
is
a
project
that
has
been
on
our
radar
for
some
time
really,
since
the
completion
of
Switzerland
Park
along
the
west
side
of
switch
yard
Park
going
north
from
the
main
entrance
on
Rogers
Street,
there
is
a
section
of
sidewalk
that
is
missing.
That
would
connect
along
Rogers
Street
up
to
the
warehouse.
L
The
the
reason
that
sidewalk
has
been
missing
over
the
years
I
believe
is
because
requires
a
retaining
wall
and
some
Culvert
extension
of
the
West
Branch
of
the
Clear
Creek
that
crosses
under
the
road,
so
it
needed
funding
and
the
funding
was
acquired
in
the
2022
Parks
bond
that
was
issued
by
the
council.
This
was
the
first
prioritized
project
on
that
list
that
came
out
from
that
Bond
and
we
have
worked
through
design
issues
and
an
invitation
to
bid
process
and
EnV
Paving
was
the
low
bidder.
L
A
L
A
A
Oh
okay,
okay
and
no
one
in
person,
no
a
firm,
no
from
Leslie,
then,
okay,
all
right,
then
we
will
move
back
over
to
Paula,
okay
announcements,
Commissioners.
F
For
the
reschedule
and
Rome
we
appreciate
it,
as
you
can
see,
we
have
a
full
agenda.
Work
continues
on
just
a
couple
reminders
tomorrow
evening:
I'll
be
presenting
the
2024
Parks
General
budget
for
2024.
So
we're
looking
forward
to
that.
The
evening
begins
at
5,
30
and
Parks
is
the
last
Department
to
go
so
you're
more
than
welcome
if
you'd
like
to
join
via
Zoom.
F
Let
me
know
and
I
can
send
you
the
link
or
it's
found
on
the
city
council
website
page
but
you're
more
than
welcome
to
listen
in
pretty
excited
about
presenting
it
we'll
be
reviewing
some.
F
So
category
one
is
our
biggest
category
overall
and
that's
our
biggest
but
I'm
looking
forward
to
presenting
and
answering
questions
and
then
I
will
be
formally
presenting
this
budget
and
the
non-reverting
2024
budget
to
you
in
September,
so
I'll
be
bringing
both
of
those
to
you
at
the
September
meeting.
So
it's
budget
heavy
right
now.
