First
Street
reconstruction
project,
that's
going

reconstruct
First
Street
from
just
west
of
Fairview,
all
the
way
down
to
college
for
the
utility
relocations
they've
requested
the
right-of-way
be
staked
utility
relocations
are
going
to
take
a
place
along
the
entire
Corridor
Duke
is
putting
a
lot
of
their
facilities
underground,
including
a
lot
of
the
telecommunications
companies,
also
in
support
of
the
development
that
the
city
has
planned
next
door
and
so
to
stake
that
right
of
way,
our
consultant
had
a
price
of
five
thousand
dollars
and
then
twenty
five
hundred
dollars
for
repeat
staking.

Sometimes
it
gets
taken
out
from
construction
or
people
just
walking
past.
So
that
brings
the
new
contract
total
to
677
264
dollars
available
for
any
questions.

The
shed
is
essentially
right
in
the
middle
of
this
unapproved
right-of-way.
Currently,
there
are
no
utilities
that
the
engineering
department
has
been
able
to
identify.
The
shed
is
placed
approximately
15
feet
from
the
edge
of
the
property
per
stake
code.
The
Board
of
Public
Works
has
the
ability
to
order
the
removal
of
the
shed.
So
given
that
engineering
Department's
first
approach
is
to
send
a
letter
of
request
to
the
property
owner
asking
for
the
removal
of
the
structure
within
the
right-of-way.

I
appreciate
Mike
all
the
work
you've
been
doing
on
this
we've
been
had
a
lot
of
internal
discussions
amongst
staff
about
this
particular
location
and
the
request
for
the
removal
of
the
structure
and
what

original
intent
of
the
right-of-way
is.
What
the
current
status
of
the
right-of-way
is.
What
I'm
going
to
recommend
for
this
evening
is
I
know
we
have
some
interested
parties
in
the
room.

we
have
Mike

the
staff
report
he's
given
I'm,
going
to
recommend
that
we
not
take
any
formal
action
tonight,
but
just
hear
allow
anyone
that
wants
to
offer
some
comments
to
enter
those
into
the
public
record.

staff
some
more
time
to
really
review
the
whole
situation,
see
what
what
compromises,
what
alternatives,
what
what
exists
out
there
for
us
to
try
to
figure
out,
as
is
stated
in
one
of
the
letters
I,
think
the
shed's
been
in
this
particular
location
for
30
some
years.

not
that
it's
permissible
by
code
and
and
the
most
strict
reading
of
code,
but
at
the
same
time
there's
there's
a
lot
of
history
here
and
we
want
to
allow
anyone
that
has
comment
to
offer
that
to
the
board
tonight.
But

recommendation
is
more
than
likely
going
to
be
that
we
not
take
any
formal
action
and
that
we
allow
some
more
time
for
this
topic
to
be
discussed.

work
session
we
talked
about
some
of
the
ideas
of

some
of
the
the
issues
that
could
arise
with
parking
on
unimproved
surfaces
and
things
like
that.
Why
don't
you
just
follow
up
with
that,
since
that
was
a
topic
yesterday,
sure
so
I.

Reached
out
to
Planet
transportation
department,
some
of
their
staff
members
on
how
they
handle
parking
on
unimproved
surfaces,
the
Crux
of
this
issue
as
I
understand
it
is
there's
current
one
of
the
neighbors
would
like
to
be
able
to
access
a
boat
that
is
parked
in
the
in
their
backyard.
According
to
the
Udo,
unified
development,
ordinance
struck
or
vehicles
must
including
boats
must
be
parked
on
an
improved
surface,
typically
planning
wood
view
just
having
gravel
under
that
as
Improvement.

question
was:
does
it
need
to
have
a
driveway
or
any
other
improved
right-of-way
access
to
be
able
to
get
to
it
according
to
planning
staff,
when
I
spoke
with
them
today?
That
is
typically
not
a
requirement.
Ultimately,
what
they'd
want
to
see
is
a
site
plan
and
I
think
things
get
approved
or
denied
on
case-by-case
measuring
everything
up,
but
typically
no,
it
would
not
something
like
an
unimproved
right-of-way
would
not
hinder
the
approval
of
that.

out
yesterday
and
looked

visited
the
the
site
in
person
for
the
first
time,
and
you
know
reviewed
all
the
pictures
and
such
when
you
look
at
the
pictures
that
are

packet

way
we
do
Zoom.
Now
we
can't
throw
them
up
there
very
easily.
You
know
they're
off
of
First
Street.

you
turn
right
onto
what
is
the
right
of
way
that
accesses
two
homes
there's
a
an
alley
with
some
parking
adjacent
to
it,
and
then
the
Improvement,
the
gravel
stops
about
halfway
mid
block
on
the
north
south
and
then
it's
the
grass
area
that
where
you
saw
the
kind
of
the
walking
path
and
the
stone
and
the
maintained
area
there,
you
know
my
hope
is
that
we're
able
to
come
to
some
compromise
that
everybody
can
get.

access

they
need,
but
we
need
more
time
as
a
staff
to
truly
understand
how
that
access
occurs,
how
it
impacts
other
neighbors
and
and
in
full
disclosure.
The
city
has
zero
plans
to
improve
south
of
what
has
already
improved,
there's
no
access
to
the
South
that
connects
to
Wiley
Street
from
First
Street
in
those
situations,
I
think
in
the
staff
reported
notes
there.

is
the
old
Dunn
Street
right-of-way
well,
even
to
the
north
of
there,
Dunn
Street
doesn't
exist
where
to
connect
Dunn
Street
we're
not
going
to
have
any
plans
to
make
any
improvements
of
the
right-of-way
in
the
foreseeable
future.
So
our
hope
is
that
my
hope
is
that
we're
able
to
find
a
compromise
that
gets
folks
the
access
they
need,
but
then
doesn't
create
undue
burden
on
to
the
South
as
well.
So,
but
I
do
want
to
allow
for
that
public
comment.

does
not
require

have
any
sort
of
improved
access
to
access
a
parked
vehicle,

they

need

Zuck,
my
wife
and
I
own,
the
property
at
431,
East
Wiley,
and
we
own
the
shed
the
structure.
That's
on
the
easement
to
the
east
of
our
property.
We
have
lived
at
that
location
since
the
mid
80s.
The
shed
has
been
on
that
location
since
the
mid
80s
approximately
40
years,
the
grass
easement
that
goes
to
the
alley
from
the
Wiley
Street
South,
has
been
maintained
by
us.

We've
maintained
a
pathway
for
people
going
through
from
First
Street
to
Wiley,
even
though
for
them
to
exit
they
have
to
come
up
on
our
property.
This
has
never
been
an
issue
as
far
as
it
goes
for
the
shed
and
maintenance
of
the
shed
we're
willing
to
move
the
shed.
We're
unwilling
to
see
that
grass
easement
that
hasn't
been
driven
on
in
40
years
be
driven
on
it,
driving
from
First
Street
towards
Wiley.

It's
the
lower
part
of
the
property
I
submitted
some
pictures,
I,
don't
know
whether
those
have
been
made
available
to
you
not,
but
you
see,
there's
a
collection
of
considerable
amount
of
water
down
in
an
area.
It's
just
our
feeling
that
any
sort
of
driving
on
the
grass
area,
any
sort
of
parking
area
is
just
going
to
continue
to
create
a
deterioration
of
the
property
and
I
be
more
than
happy
to
answer
any
questions
that
you
might
have,
but,
as
I
said,
we'd
be
more
than
willing
to
move
the
shed.

Here
we
live
at
814,
South,
Henderson
Street
and
our
our
property
of
butts
this
this
area
of
question
and
we
are
unable
to
access
the
back
of
our
property
currently
and
I
have
a
sunfish
sailboat,
which
is
about
18
feet
long
very
light.
But
the
trailer
is
an
older
one
is
a
little
bit
heavy,
so
we
can't
manually
like
negotiate
it.

in
order
to
get
it
out
in
a
flat
area,
we
would
have
to
go
around
the
shed
onto
the
property,
and
we
don't
want
to
do
that.
So
we
ask
that
they
moved
the
shed,
so
I'm
surprised
that
I
heard
he
would
move
it
because
that's
all
we
would
like
is
just
to
have
it
moved.
We
don't
require
any
or
we're
not
asking
for
any
improvements
on
that
any
upgrades,
any
type
of
change
to
that
access.

vehicles

just
back

grab
the
boat
and
take
it
out

it
back,
it's
not
going
to
be.

don't
have
any
need

park
back

need
to

able

we're

have
the

it
seems
like

traffic
would

there

kept
calling
and
eventually
found
out
that
someone
named
Emily

following
up

that

few
months

not

back

we

no
plans

improve
it

gas

13th
Street

Indiana

feed.

work
along
14th
Street,
just

block

Park

Avenue.
This
work
is
for
gas
line
replacement
project
as
part
of
Center
Point's
modernization
of
the
Bloomington
area.
They
are
requesting
lane
closures
along
the
work
path,
dates
again
being
May
15
through
June
30th.
They
will
be
placing
door,
hang
tags
with
project
information
to
adjacent
locations
and
an
mot
to
be
implemented
that
we
did
share
with
you
as
well.

Gillette,
General
Contractors,
is
requesting
that
sidewalk
closure
along
South
Grant
Street
between
3rd
and
the
East-West
alley
just
north
of
Third
Street.
This
will
be
along
the
east
side
of
Grant.
The
closure
for
the
side
or
the
closure
is
for
sidewalk
and
curb
reconstruction
along
with
their
Annex
project.
They
have
going
on
there.
The
dates
proposed
for
this
would
be
May
10th
through
May
31st.

is
requesting
a
lane
and
sidewalk
closure
along
West
First
Street
from
east

Wiley
Street
and
the
West
First
Street,
intersection
to

west
side

1st
Street
intersection.
This
one
is
to
remove
utility
poles
and
put
most
of
their
wires
underground,
and
this
will
be
for
the
West
First
Street
reconstruction
ahead
of
the
Hopewell
development
and
things
and
the
project
actually
from
what
I've
talked
with
them.

and
then

detour
signage
on

Walnut
and

Believe
it's
I'm
blanking
on
what
the
other
cross
street
is.

streets

side

the
four
parking
spaces
in
front

building
which
they

have

changed

on

roof

the

materials

safety

up

and

the

in
advance
and
get
signage
up,
but
yeah
just
really
starting
to
hit
our
busy
season
and
we've
got
budget
memos
coming
up
that
are
due
and
for
the
2024
cycle,
so
we're

along.
