engineering
Duke
Energy
is
moving
forward
with
construction
of
phase
three
of
the
reliability
project
in
Bloomington.
Overall,
the
project
is
to
install
new
transmission
lines
to
connect
the
substation
North
Rogers,
Street
and
11th
to
the
substation
on
South
Rogers
near
switch
yard.

include
lane
closures
and
a
full
a
few
full
street
closures,
as
we
work
through
the
project,
Duke
is
been
doing
a
lot
of
Outreach
ahead
of
this
project
and
then
we've
also
had
several
meetings
with
representatives
from
duke
to
make
sure
this
project
goes
smoothly.
They
happen
to
answer
any
questions.

notifying
the
residents

I

we
addressed

issue

was
just
there
yesterday
and
the
there's
a
crosswalk,
a
temporary
crosswalk
on
undone
just
on
the
north
side
of
14th
Street,
because
the
sidewalk
on
Dunn
is
closed
and
it
was
it's
pretty
well
faded.
I
think
it
was
supposed
to
be
thermoplastic,
but
they
use
paint
I,
don't
care
which
they
use,
but
paint
needs
to
be
maintained.

wish
that
when
there
was
a
like
an
extension
or
a
update
to
an
mot
that
there
would
be
the
ability
to
say
that
they've
been
in
compliance
to
now,
which
I
feel
like
is
lacking.
Anecdotally
I
have
been
there

seen

they
are
not
able
to
get
cars
to
yield
to
them.

at
the

sidewalk

sidewalks
should
be
built
inside

then
the
old
sidewalk
at

main
sidewalk
usage
in
place,
but
when
they
do
those
pertinent
connections,
I
guess
is
the
right
terminology.

have
them
gear

to
put
up
detour
signs.

emphasize
how
difficult
it
is
to
cross
Second
Street
there,
so
I

yeah.
There
is
a
pretty
good
sidewalk
on
the
other
side
of
the
street,
but
I

emphasize
that
asking
pedestrians
across
that,
especially
if
there's
not
any
particular
assistance
for
that
Crossing
is
not
ideal.

this

part

the
Citywide
fiber
project
that
they
are
installing.

rejection
of
bids
for
the
Hopewell
phase.
One
infrastructure
project.

Mass
Myers,
with
the
engineering
department
on
January
9th
of
this
year,
staffed
open
bids
for
the
Hopewell
Phase
One
East
infrastructure
project.
We
received
one
bid
from
Milestone
contractors
with
a
base
bid
of
13
million
568
000
269
dollars.
That
was
the
only
bid
that
we
received.
This
bid
was
significantly
higher
than
the
engineers
estimate
for
the
project.
As
such,
we'd
asked
the
board
to
reject
the
bid
for
the
project
if
the
bid
is
rejected.
Staff
with
solicit
bids
again
later
this
spring
for
the
project.

I
just
had
a
couple
of
questions
about
this
item.
At
the
work
session
yesterday,
I
I
reached
the
understanding
that
the
idea
was
not
just
to
put
the
bid
package
out
again
and
hope
for
a
better
outcome,
but
that
the
idea
was
I,
guess
certain
elements
would
be
removed,
and
that
was
a
little
I.
Don't
know
puzzling
to
me,
given
that
all
of
the
talk
about
this
project
from
the
administration
from
the
city
council,
everyone
has
been
along
the
lines
of
you
know.

It's
not
the
case
that
we're
deciding
to
just
forego
certain
sort
of
essential
elements,
but
that
was
sort
of
the
way
it
landed
with
me,
and
so
I
was
hoping
to
get
a
little
bit
more
detail
about,
say
where,
specifically
the
engineers
estimates
diverged
from
the
bid,
because
I
mean
I,
don't
think
our
Engineers
just
sort
of
said
about
10
million
I.
Think
that
sounds
about
right.
I
mean
they
they
like
are
really
specific,
and
so
it
might
be
possible
to
say
well,
here's
exactly
where
the
items
differed.

do
we
have
any
information
from
engineering
at
this
point
about
some
of
those
modifications
or,
if
we're
looking
to
like
City
resources,
to
do
some
of
the
work.

part
of
the
question:
as
far
as
what
may
be
removed,
staff
is
still
looking
at
those
options.
No
Essential
Elements
would
be
removed,
they'd
just
be
modified,
but
potentially
to
try
to
save
some
money
on
certain
areas,
but
all
those
items
are
still
being
looked
at,
no
decisions
have
been
made
and
then,
as
far
as
the
differences
between
the
engineer's
estimate
and
the
bid,
there
are
numerous
numerous
items
that
were
different.
