A
A
Next,
we
have
petitions
and
remonstrances.
This
is
the
opportunity
to
make
public
comment
about
something
that
is
not
on
the
agenda.
If
anyone
is
attending
the
meeting
and
would
like
to
make
public
comment
on
something
not
on
the
agenda,
now
is
the
opportunity
to
do
so.
If
you
are
on
Zoom,
you
can
use
the
chat
function
or
the
raised
hand
function
to
indicate
that
you'd
like
to
make
a
comment,
and
if
you're
in
person
you
can
approach
the
microphone.
A
Seeing
none
next,
we
have
the
consent
agenda
under
the
consent
agenda.
This
evening
we
have
approval
of
minutes
from
May
23rd
of
2023
resolution
2023-27
4th
of
July
parade
outdoor
lighting
service
agreement
with
Duke
Energy
on
East,
2nd
Street
from
South
High
Street
to
South,
Woods,
Crest,
Drive
and
approval
of
payroll.
Do
we
have
any
items
that
need
to
be
removed
from
the
consent
agenda
this
evening?
D
Good
evening,
Neil,
copper
with
the
engineering
department.
This
is
two
projects
that
were
prioritized
by
the
city
council,
sidewalk
committee
to
install
new
sidewalk
on
Overhill
drive
from
3rd
Street
to
5th
Street
and
on
Smith
Avenue
from
college
to
Walnut.
The
contract
includes
full
design
for
Overhill
drive
and
only
conceptual
Drive
conceptual
design
for
Smith
Avenue
brcj
was
selected
to
perform
the
work
the
contract
is
set
at
a
not
to
exceed
amount
of
forty
nine
thousand
seven
hundred
dollars.
D
We
currently
do
not
have
construction
funding,
but
that
would
come
in
the
future
from
the
city,
council,
sidewalk
committee,
and
if
construction
funding
is
prioritized
in
a
future
contract,
Amendment
would
be
necessary
for
the
Smith
Avenue
portion
in
order
to
bring
it
through
to
full
design.
Instead
of
just
conceptual
design.
I
would
be
happy
to
answer
any
questions
that
you
have
and
staff
supports
the
contract.
D
D
D
We
hope
so
you
know
the
council
sidewalk
committee
is
the
you
know
they
kind
of
determine
that
in
the
past
they
have
had
a
pretty
good
rolling
schedule
of
they
always
try
to
keep
a
mix
of
design
and
construction
in
their
budget.
So
they're
they're
not
doing
a
ton
of
design
in
one
year
and
then
the
next
year
they
can't
even
fund
all
the
construction
or
doing
all
Construction
in
one
year
and
they
don't
have
anything
queued
up
for
the
next
year.
D
A
It
doesn't
currently
have
a
sidewalk
at
all.
Is
that
correct,
so
this
would
be
a
totally
new
sidewalk
and
then
the
Smith
Avenue
project,
references
that
is
connected
to
the
College
Avenue
and
Walnut
Street
design
plan,
so
that
will
the
will
the
design
of
that
be
informed
by
the
process.
That's
happening
currently
in
studying
that
Corridor.
It.
D
It
may
it
may
for
sure,
so
the
reason,
the
initial
reason
that
Smith
is
just
a
concept
design
right
now
is
just
because
it's
a
con,
a
complex
space,
we're
very
limited
right
away.
There's
a
lot
of
utilities.
We
honestly
when
we
look
at
we're
like
we're,
not
sure
what
you
would
do
here
so
before
we
commit
to
full
design.
Let's
do
that.
It
will
also
be
considered
in
the
the
college
and
walnut
Corridor
study.
That's
going
on
right
now
and
that
that
study
may
have
some
information.
D
A
I
was
just
thinking
about
how
you
know
all
of
the
considerations
kind
of
fold
into
each
other,
so
like
the
feedback
that
is
happening
right
now
with
the
Walnut
and
college
Corridor
study,
you
know,
I
think
Smith
Avenue
is
a
very
unique
kind
of
space
that
requires
special
consideration.
So
it
doesn't
surprise
me
to
see
it
on
here
as
an
opportunity
to
study
that
and
get
feedback
on.
What's
even
from
an
engineering
perspective.
What's
possible,
I
was
just
curious.
D
C
F
Paul
Kerber
with
engineering
Duke
Energy,
is
requesting
a
one
day:
full
street
closure
on
South
Rogers
Street,
it's
more
or
less
from
the
substation
North
to
West
Hillside
Drive.
F
This
closure
is
part
of
their
continuing
reliability
project,
that's
currently
under
construction
and
they're,
requesting
the
full
closure
so
that
crews
are
able
to
use
a
crane
to
set
the
tops
of
some
of
the
transmission
line
poles
and
they
plan
to
do
this.
Sunday
June
11th
for
about
approximately
eight
to
ten
hours,
and
then
this
will
include
the
noise
permit
application.
F
A
A
G
A
C
F
So
it
won't
be
a
full
sidewalk
closure.
Just
the
walk
around
and
I'd
be
happy
to
answer
any
questions.
A
C
A
A
B
Hi,
it's
Alex
Gray
from
engineering
Monroe
county
is
going
to
be
working
on
the
Justice
building,
which
is
at
301
North,
College,
Avenue,
to
utilize
a
lift
and
to
replace
and
clean
up
the
windows
that
they
have
up
there
because
they're
leaking
right
now.
So
they
plan
on
doing
it
from
June
12th
to
June
23rd,
so
about
10
days
total
and
they
plan
to
redirect
pedestrian
traffic
to
the
other
side,
while
they're
doing
the
sidewalk
or
utilizing
the
lane
like
the
sidewalk
there.
A
Are
they
keeping
the
sidewalk
open
in
front
of
the
entrance,
like
our
people,
who
are
going
to
the
Justice
building
going
to
be
accessing
the
regular
entrance
of
the
Justice
building?
That.
B
I
am
not
sure,
I
know
they
have
their
map
up
there
and
it
looks
like
it's
closed,
like
across
the
whole.
A
Part
of
the
block
right-
yeah
I,
was
it's
kind
of
you
know.
Their
entrance
is
kind
of
funny.
It's
hard
to
tell
in
the
picture.
H
Richard,
do
you
want
to
try
to
unmute
we're
trying
to
figure
out
if,
where
the
employee
access
for
the
courthouse
will
occur
during
this
closure,.
H
A
A
You
yeah
perfect.
Thank
you,
Richard!
That's
a
it's!
A
busy
building,
there's
a
lot
of
activity;
okay,
good
to
know
any
other
questions
on
the
side.
C
A
Right,
we
have
a
motion
in
a
second
I
will
call
the
roll
coron
I
Lloyd
aye
Cox
Deckard
I
motion
passes
next
up.
We
have
temporary
sidewalk
closure
request
from
city
of
Bloomington
utilities
on
the
west
side
of
Indiana
Avenue
from
alley
north
of
Kirkwood
to
6th
Street,
and
this
is
June
6th
through
June
16th
of
2023.
B
It's
Alex
Gray
again,
so
the
city
of
Bloomington
utilities
or
CBU
is
working
over
in
the
Kirkwood
parking
lot
over
there
with
IU
and
they've,
been
in
coordination
with
IU,
because
they're
adding
some
I
believe
it's
conduit
into
the
parking
lot
and
then
they're
going
to
have
to
go
across
Indiana
Avenue
and
which
will
take
up
the
sidewalk
and
then
they'll.
Have
the
lane
closure
that
they're
going
to
shift
it'll
start
off
on
one
side
and
then
they'll
switch
it
to
the
other.
But
the
sidewalk
will
have
to
remain
closed.
C
A
I
Hi
Chris
wheeler,
City
legal
and
we
are
requesting
approval
of
a
lease
agreement
with
Summit
Hill
Community
Development,
Corporation,
Summit
Hill
was
created
or
formed
by
the
Bloomington
Housing
Authority
a
few
years
back
to
house,
city
of
Bloomington,
land,
trust
and
other
extended
programming
of
the
BHA,
and
this
is
one
of
those
extended
programs.
I
I
This
property
used
to
be
the
home
of
a
water
tower
that
utilities
owned
they
decommissioned
that
water
tower
and
in
the
process
of
decommissioning,
also
had
to
do
some
soil
remediation,
which
they
completed
successfully
under
a
voluntary
remediation
project
with
idem,
and
at
this
point
in
time
the
property
has
no
use
restrictions
on
it
from
an
environmental
standpoint
and
is
a
suitable
place
for
Summit
to
construct
a
mixed-use
property,
a
mixed
use
structure
that
would
include
a
a
licensed
daycare
and
several
affordable
housing
units
for
rent.
I
I
I
E
A
E
I
Don't
know
that
okay,
sorry
I
wish
that
Nate,
the
individual
that
I've
been
working
with
with
BHA
was
able
to
be
here
tonight,
but
he
had
a
prior
commitment
and
was
unable
to
attend
so
I'm
happy
to
I.
Have
those
right
here
and
I'm
happy
to
talk
with
Nate
about
it
and
get
in
get
that
information
passed
on
to
you
somehow.
A
Are
the
other
Housing
Authority
developments?
Are
those
on
property
leased
from
the
city,
or
is
that
property
like
held
by
another
entity
I'm
going
way
back
into
the
archives?
I'm
just
I'm
just
curious
like
if
this
is
a
a
process
that
has
been
done
before
or
is
it?
Is
this
actually
like
kind
of
new,
a
new
collaboration?
A
I
H
H
H
A
Was-
and
this
is
my
own
governmental
ignorance
about
the
structure
of
Bloomington
housing
authority,
and
how
does
that?
How
does
that
interact
with
the
city?
Are
they
is
it
like
Utilities
in
the
city
like
it's
basically.
H
Government
quasi-governmental,
just
like
utilities
and
Bloomington
Transit
in
the
in
that
those
department,
heads
I,
believe,
are
recommended
at
the
by
the
administration
by
the
mayor
to
the
boards
of
those
agencies
to
approve
like
the
department
head
and
such
so
I
know
we
interact
with
those
like
Kate
and
Vic
and
with
the
directors
of
both
BT
from
CBU
and
housing
in
the
Bloomington
Housing
Authority.
In
that
same
way,
through
like
cabinet
meetings
and
such
but
yep.
My
take,
it's
I
think
it's
a
very
similar
setup
to
like
BT
or
CBU.
I
While
we're
talking
about
things
like
utilities,
I
guess
I
would
like
to
point
out.
Actually
that
utilities
is
100
percent,
a
department
of
the
city
of
Bloomington
created
by
this
board,
it's
100
City,
it's
not
quasi-governmental,
it
is
governmental
yeah.
The
attorneys
are
here
as
far
as
BHA,
however,
I
just
really
don't
know
how
they're
structured
I
know
that
in
my
capacity
with
hand
over
the
years
we've
done
several
projects
with
the
BHA,
so
I
know
that
they're
very
heavily
involved
with
the
things
that
the
city
is
trying
to
accomplish
through
affordable
housing,
Etc.
H
Is
there
any,
would
the
board
like
us,
get
the
answers
to
these
questions
before
taking
action
tonight,
or
would
you
like
to
no
okay?
We
can
certainly
follow
up
and
provide
the
the
informational
answers
there,
but
I.
A
B
A
Then
we'll
make
our
next
steps.
J
Good
evening,
Dave
Askins
with
the
v-square
bulletin,
so
first
of
all,
I
think
we
made
some
progress
in
dialing
in
the
exact
location,
but
we're
not
quite
there
I
think
the
the
exact
address
of
this
property
is
1020
North,
Monroe
Street.
J
It
is
right
in
the
vicinity
of
1007
North
summit,
but
the
subject:
property
I
believe
is
1020
North,
Monroe
Street
and
if
you
look
up
the
Zoning
for
that,
it's
R3,
which
is
residential
small
lot,
so
I
guess
my
question
is:
is
the
plan
to
use
under
the
terms
of
this
lease
consistent
with
that
zoning
designation?
J
Where
is
the
plan
to
ask
for
a
variance
or
a
rezoning
or
whatever
needs
to
be
done?
Or
is
it
one
of
those
cases
where,
because
it's
a
government
and
non-quasi-government,
the
government
is
not
subject
to
the
to
the
zoning
restrictions?
I
don't
know!
So
that's
my
question.
I
I
I
I
know
that
BHA
was
securing
a
variance
for
the
property
I
think
they
did
secure
one
and
they
renewed
it
recently.
I
have
not
paid
much
attention
to
exactly
what
the
variance
says
for
the
use,
because
it
really
wasn't
something
that
I
was
overly
concerned
with.
That
was
more
on
bha's
side
to
make
sure
that
they
have
the
right
to
do
the
things
that
they're
going
to
do
on
the
property
I'm
looking
to
see
if
I
have
a
copy
of
the
variance
here.
I
Yeah,
the
petitioner
requested
a
use
variance
to
allow
a
daycare
center
in
three
multi-family
residences
in
the
residential
core
zoning
District
and
we're
granted
that
multi-use
variance
it
back.
It
looks
like
April
of
2020
and
then
I
know
they
recently
renewed
it
and
I.
Don't
know
if
I
have
a
copy
of
that.
One
in
front
of
me.
A
Well,
it
sounds
like
that
is
resolved
just
a
quick
lease
interpretation.
If
something
happens,
and
the
Summit
Hill
Community
Development
Corporation
can't
develop
what
is
being
proposed.
C
A
H
H
There's
a
lot
of
information
as
part
of
that
Community.
The
project
like
Chris
was
just
going
through
all
right,
so
the
total
change
order
for
change
order.
Number
three
is
five
thousand
four
hundred
and
one
ten
dollars,
and
this
is
due
to
when
they
were
working
on
the
old
apron,
concrete
apron.
There
was
some
drainage
system
that
took
on
water
and
from
the
adjoining
downspouts
and
drain
to
the
subgrade
of
the
slab,
and
that
had
collapsed
in
some
areas.
H
So
this
was
a
repair
of
the
drainage
system
to
for
the
5410,
which
brings
the
total
change
order
to
306.
H
Just
brief
staff
report
tonight
to
remind
folks
that
this
upcoming
weekend
has
the
grand
falloon
festival
downtown
so
starting
on
Friday
folks
will
start
to
see
some
road
closures
on
Kirkwood
for
stage
setup.
Other
logistical
setup
Saturday
morning,
beginning
at
10
A.M
is
the
Bloomington
handmade
Market
until
4,
P.M
and
then
concerts
will
start
at
the
intersection
of
Washington
and
Kirkwood
around
I.
Think
5
30
with
several
acts
and
Flaming
Lips
is
the
headliner,
so
it
could
be
a
big
show.
