A
Happy
tuesday,
everyone
I
called
to
order
the
regular
meaning
of
the
board
of
public.
A
A
That's
this
year,
adam
since
yeah
yeah,
since
pretty
much
january
1st
2506,
we
we
do
a
daily.
C
Count
on
the
pothole
filling
this
year
has
been
particularly
rough
with
the
way
the
winner
was.
C
A
Okay,
next
up,
we
have
petitions
and
remonstrances.
A
E
That's
me
yes,
so
this
was
february
26th.
A
few
of
my
buddies
were
just
hanging
out
in
my.
E
E
And
if
that's
really
annoying
really
loud
give
us
a
warning
and
it
would
not
happen
again.
E
E
E
E
I've
never
received
like
any
speeding
ticket
tickets
finding
misdemeanors
and
you
have
that.
E
Sort
clean
as
a
person,
so
if
you
have
any
other
questions
here,
feel
free
to
ask
that
on
that
basis,.
C
A
question
sir,
were
you,
have
you
received
a
noise
citation
in
the
past
yeah
only
that.
E
I
received
on
february
12th,
okay,
and
that
that
was
my
21st
birthday.
Just
was
turning.
21
did
not.
E
Want
to
go
to
the
bars
had
a
small
party
and
yeah
I.
I
did
not
want
to
appeal
that,
because
I.
E
That
was
completely
my
fault
and
I
did
receive
it
at
11
p.m.
11
30
and
I
shut
the
party
after
that.
E
D
Office,
are
you
there
yeah,
I'm
here?
Okay,
can
you
go
ahead
and
just
introduce
yourself
to
the
board.
F
I'm
off
to
britain,
sorry
that
it
says
my
old
iu,
email.
F
F
And
I
want
to
talk
to
you,
I
guess
about
the
noise
violation
we're
here
about
today.
D
Which
was
the
february
26
2021
violation?
Can
you
just
kind
of
talk
the
board.
D
Through
your
actions
kind
of
that
early
morning,
leading
up
to
issuing
that
citation.
F
F
Elevator
could
hear
the
music
within
my
public
hearing
zone,
and
so
I
went
knocked
on
the
door.
F
So,
within
365
days
you
are
able
to
get
it's
first,
citation's
50
second
100,
and
the
next
is.
F
Did
give
him
a
sight,
unfortunately,
on
his
21st
birthday
unfortunate,
wasn't
what
I
had
planned.
F
B
Yeah,
I
do
go
ahead,
beth,
okay
officer-
you
didn't
mention
this
tonight,
but
I
think
I
read.
B
B
E
Yeah,
depending
on
that,
like
I
personally
I'm
a
big
fan
of
music,
I
like
listening
to
loud
music.
E
That
that's
when
I
saw
him
and
I
realized
how
loud
the
music
was,
and
I
was
willing
to
turn
it
off.
E
If
you
tell
me,
I
would
do
it,
I
wasn't
trying
to
throw
a
party,
it
was
a
thursday
night.
I.
E
Respect
my
neighbors,
I
respect
the
people,
so
that
was
my
only
concern
at
that
point.
E
G
G
Where
more
people
would
talk
to
their
neighbors
and
and
have
those
conversations
without
having.
G
That
is
the
the
path
that
they
can
take
to
remedy
that.
So
I
just
wanted
to
offer.
G
And
you
weren't
violating
the
gathering
ordinance,
but
they
are
two
separate
issues.
G
C
C
Okay,
I
believe,
do
we
have
the
appellant?
Mr
there's,
mr
evans,
mr
evans,
why
don't
you
go
ahead.
C
H
Obviously
we
we
had
some
sidewalk
work
that
we
did
here
my
fault.
I
was
unaware
that
I
needed.
H
Needed
the
right-of-way
permit
to
do
that.
Sidewalk,
work
and
mike
did
come
out
friday.
H
Afternoon
I
think
it
was
february
26th
and
I
had
I
had
probably
been
to
the
job
site.
Maybe.
H
Within
a
few
hours
of
him
being
there
and
and
the
crew
doing
that
work,
there
had
mentioned
that.
H
H
My
office
and
tracked
down,
who
I
needed
to
talk
to,
to
figure
out
what
kind
of
paperwork
I
needed.
H
To
move
to
to
get
this
cleared
up
and
they
got
me
into
mike,
I
explained
what
was
going
on
and.
H
H
H
We
kept
caution
tape
around
the
sidewalk
we
had.
I
had
cones
on
both
both
ends
in
in
mike's.
H
H
Got
the
the
schematic
and
the
warning
notice
about
how
the
sidewalk
signage
the
the
particulars.
H
H
H
We
had
the
the
cones
and
the
caution
tape
down
wednesday
and
then
let
me.
H
H
H
Thursday,
thursday
afternoon,
that
we
got
the
rest
of
the
gravel
cleared
and
at
that
point
were.
H
Had
the
sidewalk
completely
reopened
so
kind
of
a
unfortunate
chain
of
events
that,
from.
H
4
30
monday
that
I
had
actually
I
did
receive
the
the
warning
letter
from
from.
H
Have
that
until
monday
afternoon
still
thought
we
were
going
to
have
the
sidewalk
open.
H
Almost
a
week
here
of
having
this
40-foot
section
of
sidewalk
obstructed
and
but
then
I
I.
H
Got
the
the
official
fine
of
three
thousand
five
hundred
dollars
and
was
not
it
just
was
a.
H
Little
shell
shocked
and
then
the
the
only
other
thing
from
my
perspective
is
that
the.
H
Actual
work,
the
the
replacement
of
the
sidewalk
stemmed
from
a
letter
the
city
had
sent
me.
H
I
have
to
look
here
and
see
what
the
date
was.
I
think
it
was
late
2019
asking
that
I
replaced
the.
H
Ahead
and
pull
that
that
sidewalk
out
to
put
40
feet
of
new
sidewalk
in,
I
probably
I
could
have.
H
H
First,
full-on
new
construction
build.
This
is
my
first
right-of-way
work
in
the
city.
H
Expedite
getting
mike
what
he
needed
for
the
permit
and.
H
A
I
Yeah
anything
yeah,
so
everything
the
timeline
that
mr
evans
brought
up
all
of.
J
That
does
mesh
with
what
I,
with
what
I
have.
He
did
apply
that
friday
so
friday,
the
26th
he.
J
J
Wednesday
and
thursday
I
was
in
communication
with
mr
evans,
requesting
I
guess
just
requesting
to.
J
C
Thanks
mike
dana,
if
I
may,
this
is
adam
wayson
again
public
work
director.
C
You
know,
thank
you,
mr
evans,
and
thank
you
mike
for
your
comments.
I
just
wanted
to
make
a
couple.
C
Comments
for
the
public
record
here
and
offer
and
actually
start
with
one
question
from
mr
evans.
C
C
Out
those
sidewalk
letters
for
repair,
you
know,
since
the
70s
sidewalk
repair
has
been
the.
C
H
The
most
convenient
time
for
me
to
to
look
at
it,
and
I
know
the
biggest.
H
Gonna
do
it,
for
you
know:
1500
bucks,
let's
just
we're
putting
a
nice
house
here,
let's
go
ahead
and.
C
You
know
do
that
type
of
coordination.
I
was
interested
in
that,
but
because
you
know.
C
C
C
C
Construction
activities
and
dumpster
placements
everything
else,
and
it
was
several
years
in.
C
C
Hundred
dollars
we
just
didn't,
and
so
there
was
a
lot
of
reasons
why
we
updated
that.
C
There
are
some
firsts
for
everything.
This
is
the
first
bit
fine
that
we've
issued
under
the
new.
C
Ordinance
and
and
and
so
well,
you
know
if
you
know
it's
four
or
five
days
of
sidewalk
with.
C
40
feet
of
sidewalk
not
being
accessible.
You
know
it's
partly
that
that
that
we're
really.
C
Sure
that
signage
is
in
place
to
direct
people
to
the
other
side
of
the
street
well
before
they.
C
Get
there
things
like
that
and
that's
why
you
know
mike
and
I
had
lots
of
discussions
and.
C
In
the
proper
signage
you
know
mike
mentioned
that
you
know
I
was
never
asked
of
him
to
say.
C
And
I
don't
even
mean
unfortunate,
while
this
is
unfortunate
for
you,
this
is
something.
C
That
staff
did
put
a
lot
of
thought
and
effort
into,
and
I
do
thank
mike
for
his
efforts
and.
C
Staff
is
recommending
at
this
time
that
we
do
uphold
the
fine.
So
I
appreciate
that.
G
I
just
wanted
to
add
a
comment
one.
I
appreciate
all
the
documentation
that
both.
G
Improved
which
will
be
beneficial
to
a
lot
of
people
just
you
know,
echoing
adam's
comments.
G
This
is
something
our
board
handles.
Every
single
meeting
is
right-of-way
use
and
closure.
G
And
it
it's
not
that
you're,
the
first
person
to
ever
use
the
right-of-way
in
violation.
G
Of
the
the
city
ordinance,
but
typically
you
know
when
we
do
have
violations,
they
are
brought.
G
A
sidewalk
closure
is
an
extra.
You
know,
burden
on
them
that,
especially
if
it's
unexpected.
G
Know
in
every
way
that
we
can
be
and
and
so
you
know,
sidewalk
and
right-of-way
violations.
A
Thank
you
next
up
is
there
anyone
that
has
anything
any
public
comment
on
any
items
not
on.
K
Marnina,
who
wasn't
able
to
make
it
tonight
so
this
is
regarding
business
in
the
right
of
way.
K
Resolution
202106,
as
dana
stated,
the
petitioner
is
laura
deck,
dba,
seedlings
flower
cart
and
truck.
K
K
Marnina
tonight,
sole
proprietor,
laura
deck,
dba,
siblings,
flower,
cart
and
truck
has
applied
for
a.
K
K
K
K
L
L
B
I
I
brought
this
up
in
the
meeting
yesterday,
but
I
wanted
to
be
sure
that
the.
C
C
C
Yeah
we
we
did
definitely
take
that
and
we're
doing
a
lot
of
coordination
with
all
the.
C
Businesses
as
well
to
make
sure
you
know,
delivery
coordination,
all
that
so
thanks
to
michael
and.
C
His
efforts
on
that
yeah
thanks
for
discussing
it
adam.
Thank
you
something
I
was
just
gonna.
G
Mention
also
that
we
had
discussed
during
the
meeting
is
that,
generally,
this.
G
And
you
know
at
night
there
might
be
some
reverse.
You
know
occasional
reverse,
beep.
G
Sounds
or
other
just
you
know,
general
truck
noises,
but
that
they
try
to
avoid
doing.
L
Put
it
towards
me,
is
they
want
to
take
a
lane,
and
then
they
will
mill
that
lane
during
the
day.
A
Headquarters,
this
is
adam
wayson
here
on
behalf
of
jd
boroff
this
evening.
C
For
the
project,
just
under
3
000,
I
think
it
was.
There
were
one
other
bidder
that
was.
C
This
is
just
a
small
scale
project
that
jd's
moving
forward
at
the
vpd
training
facility.
C
B
C
C
The
entire
public
works
team,
our
condolences
to
his
family.
Thank
him
for
his
service
to.
C
The
community
and
just
a
very
tragic
incident
and
send
our
support
to
all
those
folks
impacted.
C
C
Nice
corridor
improvement
overall.
Beyond
that,
I
have
nothing
else
to
report
this
evening.
A
Any
public
comment
on
claims.
I
I
have
a
question
sure
bob
well
under
animal
control.
B
It
was
brian
thurberg
had
applied
or
had
had
an
acl
repair.
I
didn't
know
whether
that.
B
B
B
On
I'm,
just
it's
really
so
brian
is
the
is
the
vet
who
did
the
repair?
It
did
the
surgery.
C
C
Time
and
services-
and
we
try
to
take
care
of
all
those
animals
that
we
do
take
care.
C
Yeah-
and
you
know
one
of
the
great
things
that,
with
the
animal
shelter
renovations
of
a
few
years,.
