lot
of
people
about
this
and
they're
really
upset
about
it.

Tower
and
the
money
for
the
parks
is
fine.
Everybody
loves
the
parks
and
a
half.

million
dollar
upgrade
to
the
North
End
of
Miller
showers
is
most
welcome,

Aesthetics
of
it
the
placement
of
it,
the
design
of
it,
the
process
by
which
it
was
selected.
All
of
these
things
are
troubling
to
the
community,
so
unfortunately
I'm
the
spokesperson.
For
this
point
of
view,
so

a
construction
bid,
that's
governed

particular
statute,

you're

difference
here
is
that
it's
creating
an
opening
period
where
essentially,
this
first
notice
period,
gives
two
weeks
of
notice
to
announce
that
we
will
begin
accepting
bids
on
October
13th
and
then
that
will
run
for
a
period
of
60
days
where
we
can
consider
it.

is
a
little
bit
different,
there's
also
Provisions,
for
if
an
offer
ore
gives
a
bid,
there's
multiple
bids
received,
they
can
increase
their
bid
to
be
more
competitive.
We
just
have
to
notify
all
of
the
other
bidders

writing
of
that
so
they're,
just
statutory
Provisions
that
we
have
to
follow
in
that
regard
and
to
confirm

city
council
does
have
to
approve
this.

we

it's
not
usually
just
a

answer
back
and
forth.
It's
more
of
just
being
able
to
make
a
public
comment

that

indicated

the
staff
report

was
presented

the
city
council
when
the
purchase
of
the
West
showers
was
approved.

vibrant

community

differently

would
always

Gateway
project.

is
a
welcome
sign

Bloomington

the
Aesthetics
of
which
can
be
debated
by
all
and
if
it
was
wasn't,
Bloomington
I
wouldn't
expect
that
anything
different
would
happen
than
a
good
debate
about
an
issue.
So
just
wanted
to
start
with
a
general
comment.

also
wanted
to
add
that
to
make
some
additional
comments
to
say
that
you
know
the
Board
of
Public
Works
is
tasked
with
reviewing
a
lot
of
different
things
on
behalf
of
the
city
Administration
in
the
city
as
a
whole,
and
that
includes
things
like
use
of
the
public
right-of-way
and
what
is
being
asked
and
I
is
that
the
board
consider
a
use
of
the
public
right-of-way
to
install
improvements
to
the
right-of-way,
as
well
as
to
facilitate
the
installation
of
the
Gateway
piece.

There's
been
a
lot
of
discussion
since
our
last
meeting.
I'll
I
want
to
give
a
lot
of
credit
to
City
staff
and
and
to
others.

There's
been
a
lot
of
discussion
about
the
the
issues
that
have
been
raised,
whether
it
was
by
the
public
or
by
the
board,
from
everything
of
the
from
migratory
patterns
of
birds
to
down
lighting
of
the
of
the
structure
to
what
the
public
benefits
of
the
public
improvements
are
and
and
how
that
is
also
impacted
by
the
future
conversation
about
the
college
in
Walnut
Corridor
study,
which
is
currently
underway
being
led
by
the
planning
and
transportation
department.

recognizing
that
there
are
a
lot
of
different
issues
that
have
been
associated
with
the
project
just
want
to
wanted,
to
make
the
reminder
to
the
board
and
to
the
public
that
the
Board
of
Public
Works
did
not
approve
contracts

this
project.

the
purview
of
the
board,
in
the
sense
that
this
is
a
Parks
and
Recreation
department-led
project
that
is
governed,
the
contracts
of
which
are
governed
and
approved
by
the
board
of
parks
Commissioners.

not
a
project
that
the
Board
of
Public
Works
was
asked
to
review
from
an
Aesthetics
perspective.
That's
not
the
role
that
the
board
is
asked
to
play
as
as
part
of
their
Charter
and
state
statute
for
Boards

Public
Works.
What
is
being
asked
of
the
board
is
to
consider
the
use
of
the
right-of-way
and
the
public
improvements
that
are
associated
with
it
as
part
of
this
project,
but
I
also
wanted
to
mention
that
you
know.

There's

a
lot
of
conversation
about
what
the
you
know,
what
what
the
project
is
and
what
the
project
is
and
and
what
some
of
the
benefits
are,
and
so,
with
with
this
project
and
the
you
know
my
my
concern
as
the
Public
Works
director
is:
what
is
the
not
you
know
not
that
I
don't
concern
myself
with
other
items
of
community
conversation,
but
you
know
what
is
the
Improvement
to
the
right
away?
What
are
the
improvements
that
will
require
Public
Works
to
maintain
into
the
future?

What
are
the
benefits
to
the
residents
of
the
area
and
the
community
as
a
whole?
We
know
with
this
project
after
a
lot
of
discussion
internally,
that
there
are
pedestrian
and
transportation
benefits
that
go
beyond
that
that
improve
the
entire
area,
whether
it's
updated,
Ada
ramps
with
detectable
warnings
that
meet
current
standard.
It
improves
The
Refuge
island
in
the
crossover
for
better
pedestrian
access
and
better
sight
lines,
it
installs
street
lights
it
it
it
Beyond
it
it
installs
street
lights,
for
better
safety
in
the
area
for
pedestrian
travel.
A
But
you
know
some
of
the
other
smaller
things
that
that
are
included
with
this
project.
That
may
seem
small,
but
are
also
pretty
big
items
too.
It
includes
the
removal
of
invasive
calorie,
pear
trees.
You
know
something
we've
not
talked
about
yet,
but
these
have
been.
These
are
invasive
trees
that
have
been
planted
all
over
Bloomington
that
create
a
lot
of
problems
with
the
stability
of
the
trees
during
storms
and
other
things.
It'll
plant
26,
new
natives
trees
with
eight
flowering
type
species
that
were,
we
worked
with
the
tree
Commission
on.

It's
been
designed
and
worked
with
on
a
firm
that
does
this
in
multiple
communities
and
we've
got
lots
of
examples
of
the
work
they've
done,
I'm
going
to
give
a
lot
of
credit
to
Tim
Street
and
the
staff
and
parks
for
hearing
the
public
comments
that
have
come
and
answering
those
and
coming
up
with
some
really
great
responses
and
information
for
folks
to
understand.
There
is
no
uplighting
with
this
project.
The
lighting
is
LED
and
draws
is,
you
know,
draws
the
equivalent
power
of
about
two
and
a
half
LED
street
lights.
A
So
there's
some
question
on
whether
it
be
solar
powered
or
not.
But
that
led
is
you
know,
an
energy
efficient
design,
the
lights
are
covered
and
translucent
acrylic
and
then
laser
cut
metal
panel
and
that
breaks
up
the
profile
or
the
clear
area.
The
birds
that
the
conversation
around
the
bird
flight
patterns
went
into
and,
and
we
have
control
over
the
lights,
what
color
they
are
when
they're
on,
when
they're
off
things
like
that,
but
that's
the
work
of
parks
and
and
and
their
team
to
really
kind
of
outline.

the
project
is,
what
the
project
isn't,
whether
or
not
you
know,
and
it's
understandable
that
the
community
has
brought
concerns
and
wants
to
have
further
dialogue
about
this
project
and
and
I
appreciate
that
the
board
did
allow
that
with
a
couple
more
weeks.

also
note
that,
in
conversation
with
the
engineering
staff
and
other
Transportation
professionals
that
when
we
consider
the
possible
impacts
of
the
college
and
walnut
Corridor
study
the
public
improvements
related
to
this
project,
even
if
they
were
only
in
if
they,
if
it
was
a
five
year
or
seven
year,
these
are
short-term
improvements
that
are
going
to
benefit
a
lot
of
residents
in
the
area,
with
better
accessibility
to
Transit
stops
and
better
safety.
Crossings
of
the
busy
Corridor,
that
is,
college,
Walnut
and
a
lot
of
other
safety
factors.

Talking
about
this
you
know,
Parks
has
done
a
great
job
of
letting
folks
know
what
the
process
was
to
this
point.
This
goes
back
to
2018..
It's
been
a
long
period
of
time,
since
the
original
funding
was
obligated
for
these
Gateway
pieces,
there's
been
a
lot
of
effort
put
into
you
know
getting
information
out
there
and
you
know
when,
when
it
was
time
for
the
project
to
go
forward,
that's
you
know.

is
when
the
community
he's
really
come
out
and
and
provided
some
comments
with
all
that
said,
it
is
to
the
board
for
decisions
on
how
the
public
right-of-way
is
used.
We
do
request

approval

people
over

last
couple
weeks
and
received
questions
and
inquiries,
particularly
for
themes
that
have
come
up
again

folks

collate

information
on
the
project
website.
So
if
you
go
to
the
parks
website
and
then
there's
a
project
link
on
the
front
or
a
bicentennial
gateways
link
on
the
front,
it
will

you

that

of
the
main
concerns
that
I
mentioned
at
the
last
meeting
was
the
college
and
walnut
Corridor
study
that
this
is
an
activity
that
the
Board
of
Public
Works
authorized
a
contract
to
study
the
corridor.
We're
now

phase
of
committee,
review
of
that
that
Corridor
and
I
had
some
concerns
about
how
those
two
activities
we're
going
to
intersect
particular,
particularly
as
it
relates
to
the
right-of-way
and
the
public
improvements
to
that
right-of-way
and
so
I
know.

comments
that
this
is
something
that
you
know.
The
benefits
of
the
work
that's
being
done
outweigh
any
kind
of
update
that
might
be
suggested
going
into
the

might
require
a

review

little
bit

curious

more
about
the
way
that
this
update

communicated

the
college
and
walnut
Corridor
committee
and
how
the
the
city
sees
those
interactions
happening.

committee

informed

aware

some
of
these
updates
in
order
to
make
good
decisions

they're

working
as

studying

area

bypass
to
the
north,
all
the
way
down
to
Allen
Street
on
the
south,
so
a
very
large
area
of
both
of
those
main
corridors,
north
south

the
community,
and
so
more
specifically
to
your
question,
though,
is
you
know
that
that
had
that
the
planning
and
transportation
department
is
overseeing
the
College
of
Walnut
Corridor
study
as
the
department
with
the
contract,
with
the
design
with
the
the
company
running
that
project?

know
we're
in
a
regular
communication
with
planning
and
transportation
staff
and
hearing
updates
on
the
project
from
them
and
very
much
will
be
proactive.
You
know
if,
if
this
were
to
go
forward,
we
would
be
you
know,
they're
aware
we
would
be
certainly
making
the
resident
advisory
committee
I,
don't
know
if
that's
the
right
term
for
what
they
are
or
not.
If
it's
an
advisory
committee
or
a
steering
committee
I
think
they
call
it
a
steering
committee
for
a
resident
steering
committee
for
the
project,
that's
studying
the
corridor.

know
that
that
these
short-term
improvements
could
also
be
considered
into
the
longer
term
aspects
of
that
study.
So
with
the,
for
example,
the
Ada
improvements
that
are
associated
with
with
this
project,
the
not
only
the
Ada
ramps,
but

crosswalks
that
get
the
folks
across
the
college
and
walnut
the
internal
sidewalks,
the
additional
Ada
ramps,
the
Improvement
of
the
crossover
pedestrian
Refuge
Island.

know
all
of
those
aspects,
as
well
as
the
sidewalk
on
the
west
side
of
Walnut
that
is
going
to
be
installed
to
help
with
The
Pedestrian
flow
during
this
project
and
into
the
future
for
just
pedestrian
travel,
like
all
of
those
aspects,
are
going
to
be
communicated
to
not
only
the
steering
committee
but
are
part
of
the
conversation
with
the
planning
and
transportation
staff
as
we've
gotten
to
this
point.
So
throughout
this
whole
process,
we've
been
having
those
conversations
of
what
are
the
impacts.
What
are
the
current
improvements?

could
the
potential
future
improvements
be
while
very
much
unknown,
because
it's
under
that
study?

Corridor,

that

not
identified
any
areas
to

the
priorities
yet
or
not.

much
in
a
preliminary
study
process
projects
that
we've

in
the
past

Corridor
type
projects,
and
this
goes
back
many
years,

we

early
in
my
career
in
city
government,
we
looked
at

Roger
Street
corridor

Street,
actually
I
think
it
was
from
17th
all
the
way
down
to
south
of
Grimes,
maybe
even
all
the
way
down

Country
Club
and
that
that
project
had
a
lot
of
different
aspects
to
it
and
suggested
improvements.

it
was
pieced
off
over
time
because
it
was
such
a
big
project,
a
project
like
the
college
and
walnut
Pro.
Without
the
study
even
haven't
identified,
any
specific
projects
or
design
needs
for
the
college
and
walnut
Corridor
we
are.
We
would
be
years,
if
not
long
we'd
be
many
many
years
away
from
getting
to
a
point
of
construction
documents
being
ready
to
go
out
to
bid
for
any
projects
related
to
that
Corridor
study.

short-term

that
I've

kind

referring
to
if
the
project
were,
if,
if
the
whole
Corridor
was
studied
and
recommended
to
be
one
project
that
takes
on
the
whole
Apple
of

corridor
improvements,

multiple
tens
of
millions
of
dollars
of
project
there.

imagine
that
it
would
end
up
in
that
form

would
be
pieced
off
into
smaller

construction
document

to
bid

constructing

went
to
the
park
at
night
and
stood
roughly

illuminated
Tower
is
slated
to
be
because
I
still
have
some
concerns
about
light
pollution
and
it
harmed
a
wildlife.

see
how
dark
it

wanted
to
see
how
many
lumens
might
be
required
in
order
to
compete
with
the
other
light
sources
in
the
area,

if
you
haven't
already
done

encourage

night

With
this
sort
of
thing
in
mind,
the
land
configuration
is
even
more
narrow.

remembered
it'd
been
a

a
ton
of
traffic
whizzing

so
fast
and

honestly
didn't
feel
very
safe
standing
there
as
I
understand
it.

the
illuminated
Tower
contributes
to
pedestrian
injuries
or
traffic
accidents,
how
will
that
problem
be
corrected?
Is
the
city
adequately
protected,

do
changes
need
to
be
made
to
existing
insurance
policies

wondered
about
the
maintenance
required
for
the
LED
fixture.
Do
certain
letters
burn
out
individually
or
does
the
whole
thing
burn
out
at
once,
and
how
much
does
that
cost
to
fix
what
long-term
upkeep
will
be
necessary?

that
been
provided
for
in
the
budget
in
some
way
and
as
unpopular
as
this
monolith
seems
to
be
I'm
wondering
if
it
will
be
a
target
for
vandals?
What
would
keep
someone
kind
of
crazy
from
trying

climb
it

climb

forbid,
do
themselves
harm
anyway,
as

see
it,
there
are
still

lot

important
