Cbu
actually
operates
three
separate
utilities,
a
waterworks,
a
sewer
works
and
a
storm
water
utility.
All
of
our
services
are
fee
for
service
operations
and
everything
we
do
is
paid
for.
With
the
revenues
from
our
customers
utilities,
we
receive
no
money
from
property
or
income
taxes
or
from
the
city's
general
fund.
We
also
don't
subsidize
the
general
fund
with
repayer
dollars,
one
more
thing
about
our
finances:
we're
not
allowed
to
earn
a
profit.
Our
rates
and
charges
are
all
based
on
offsetting.
The
cost
of
providing
the
services.

Our
sewer
works
serves
over
23
000
connections
in
bloomington
and
parts
of
unincorporated
monroe
county,
our
over
330
miles
of
sewer
mains
and
more
than
40
lift
stations.
Deliver
sanitary
wastewater
to
two
wastewater
treatment
plants,
the
blue
trepool
plant
on
the
north
side
and
the
dillman
road
plant.
On
the
south
side,
our
stormwater
utility
manages
stormwater
within
the
city
of
bloomington,
maintaining
a
network
of
drainage,
ditches,
storm
water,
culverts
and
other
conveyances.
Over
the
past
few
years,
we've
been
working
aggressively
to
enhance
our
storm
water
utility,
with
a
strong
emphasis
on
greener,
more
sustainable
infrastructure.

According
to
the
environmental
protection
agency,
stormwater
runoff
is
generated
from
rain
and
snowmelt
events
that
flow
over
land
or
impervious
surfaces
such
as
paved
streets,
parking
lots
and
building
rooftops
and
does
not
soak
into
the
ground.
The
runoff
picks
up
pollutants
like
trash
chemicals,
oils
and
dirt.
Sediment
that
can
harm
our
rivers,
streams,
lakes
and
coastal
waters.

Storm
water
is
everywhere.
Just
look
around.
You
see
roofs,
gutters,
downspouts
yards
and
gardens
storm
drains
pipes,
outlets
and
streams.
Did
you
know
that
water
flowing
into
storm
drains
is
not
cleansed
by
a
wastewater
plant?
It
flows
directly
into
our
streams
unfiltered
the
water
moves
primarily
through
gravity.

Most
of
bloomington
exists
within
two
main
watersheds,
one
close
to
the
northwest
and
connects
to
the
west
fork
of
the
white
river
and
the
other
flows
to
the
southwest
and
connects
to
the
east
fork
of
the
white
river.
The
dividing
line
runs
generally
along
10th
and
11th
streets,
eventually
both
blow
together
to
form
the
white
river,
which
leads
to
the
wabash
river,
ohio,
river,
mississippi,
river
and
eventually
gulf
of
mexico.

What
we
do
here
impacts
not
only
us
but
those
along
the
way
keeping
pollutants
out
of
our
storm
water
helps
to
protect
our
drinking
water
resources.
If
we
pollute
our
water
resources,
it
not
only
impacts
the
quality
of
our
drinking
water,
it
degrades
our
ability
to
use
it
for
swimming
fishing
and
growing
food.

Storm
water
management
concerns
both
water,
quantity
and
quality.
Quantity
refers
to
the
amount
of
water
such
as
flooding,
whereas
quality
refers
to
the
amount
of
pollution
in
the
water
pollutants
can
take
the
form
of
litter
residue
from
motor
vehicles,
excess
lawn
waste
such
as
grass
clippings
and
more.

Here
at
cbu,
we
are
working
with
stormwater
that
is
incorporating
it
into
the
landscape
in
a
low
impact
manner.
Through
a
larger
city
initiative
and
our
stormwater
management
plan.
We
are
utilizing
green
infrastructure
practices,
including
rain
gardens,
dry
creek
beds
and
other
best
management
practices.
These
features
help
to
filter
and
infiltrate
storm
water.

an
eye
on
drains
throughout
the
city
can
help
with
water,
quantity
and
quality
concerns.
If
you
see
something
entering
the
storm
drain,
that
doesn't
look
quite
right.
For
example,
someone
dumping
motor
oil
into
a
storm
drain.
It
probably
isn't

it.

a
grant
to
help
with
green
infrastructure

as

stormwater
grants.
