A
No
report,
thank
you
councilmember
flaherty.
Yes,
I
wanted
to
mention
an
opportunity
for.
C
Community
health
improvement
plan,
in
particular
the
the
groups,
including
indiana
university,.
C
Indiana
university
health,
the
monroe
county
health
department,
city
of
bloomington,
health
net.
C
And
community
voices
for
health
is
convening
a
couple
of
meetings
in
the
coming
weeks.
C
And
I
asked
jill
jollof
who's,
helping
to
coordinate
the
effort
through
the
community.
C
C
A
Thank
you,
councilmember
rallo,
yes,
just
to
recognize
that
this
friday
is
earth
day
and.
D
A

A
A
A
Let's
say
everybody
has
given
you
think
we're
going
to
get
more
hands
up.
Miss
lacy
in
the
zoom.
A
E
Thank
you,
president
sandberg,
for
having
me
here
to
to
celebrate
poetry
month
again.
It's.
E
E
F
F
There
are
no
special
requirements
for
this.
You
need
to
sort
of
be
good
at
communication
and
be.
F
F
F
F
F
F
F
At
times,
but
in
the
end,
when
you
have
the
children
either
reunited
with
their
parents,.
F
F
G
G
G
Literally
physically
a
part
of,
and
then
another
one
was
a
100
unit.
G
G
Cul-De-Sacs
in
2022.
and
that's
just
a
very
traditional
suburb
and
it
backs
onto
I
always
call.
G
It
sherwood
oaks,
but
I
think
it's
actually
pepper
grass,
allendale
and
and
southern
square
and.
G
Jennifer
court
and
all
that
kind
of
stuff-
and
it's
again
it's
integrated,
like
geometrically
into.
G
G
G
Walnut
street
pike-
don't
even
have
to
tell
you
so
I'm
here
to
tell
you
this
because.
G
Connected
to
its
neighbors
thanks
for
your
time,
thank
you,
mr
alexander,
who
do
we
have
on
zoom.
I
Hi,
I'm
stephanie
hatton
and
my
concern
this
evening
that
I'd
like
to
bring
to
your
attention.
I
I
I
A
B
J
J
A

D
Through
up
be
introduced
and
read
by
the
clerk
by
tylenol,.
B
M
A
A
On
her
behalf,
all
right,
thank
you
so
who
would
like
to
present
council
member
piedmont
smith.
N
N
Yesterday
and
this
vote
has
far-reaching
impacts
on
the
university
as
a
whole
and
by.
N
N
N
N
D
Much
much
more
difficult
now
I
I've
always
supported
the
right
of
workers
to
organize
and.
D
Collective
bargain
for
for
wages
and
and
benefits,
and-
and
that
said,
I
think
that
you
know
this.
D
Because,
clearly
we
have
a
problem
with
that,
so
my
understanding
is
that
a
report.
D
Other
institutions,
another
was
the
iu
cost
of
of
attendance
standards.
The
fees.
D
The
room,
room
and
board,
and
and
so
forth,
stipends
clearly
were
had
a
shortfall.
D
In
in
compensation
and
then
based
upon
the
mit
living
wage,
calculator
from
monroe
county.
D
All
of
these
that
pointed
to
an
increase
in
stipends.
Now
that
was
attended
to
to
some.
D
Between
departments
at
iu
so
clearly
we're
talking
about
where
I
resided,
which
was
in
biology.
D
D
I
I
wanted
to
say
recognize
that
there
were
some
efforts
made
by
the
uni.
D
Central
administration
in
in
several
different
ways-
I
I
won't
go
into
those
but
but
it.
D
Really
felt
insuff
to
be
insufficient.
What
I'd
like
to
say
is
that
the.
D
Recognize
that
grad
students
spend
their
full
time
working
essentially
to
complete
their
degree.
D
And
are
discouraged
I
was
discouraged
from
working
in
in
non-academic
jobs
in
order
to.
D
D
D
First
off
and
bargain
in
good
faith
to
raise
stipends
and.
D
And
benefits
for
students,
and
then
lastly,
I
I
just
want
to
say
that
I
would
urge
the
faculty.
D
D
So
again,
thank
you
to
my
my
colleagues
and
I
best
hopes
for
the
recognition
of
the
union.
A
H
A
Live
and
in
person
and
zoom
so
proceed.
First
of
all,
thank
you
all
so
much
for
having
us
all
here.
P
P
P
P
P
This
policy
that's
outlined
and,
as
as
you
all
know,
many
graduate
workers,
most
of
us
are.
P
P
Q
Thanks
councilmember
stanberg,
so
I
would
like
to
obviously
support
this
ordinance.
Q
And
I'm
I
don't
want
it.
It
seems
like
from
dave
or
council
member
royal's
comment
that.
Q
I
very
much
appreciate
you
know
this
statement
of
support.
I
I
think
it's
you
know
like.
Q
Of
virtue,
signaling
exercise,
I
I
think
it's
quite
the
opposite,
and
you
know
something
I
think
is.
Q
Lacking
is
the
political
will
to
to
get
behind
unions
and,
and
that
kind
of
thing
it
it
affects.
Q
The
negotiation
tables
you
know
having
not
just
the
council
but
the
the
mayor
on
board
as
well.
Q
And
and
yeah
I
want
to
also,
in
addition
to
thanking
the
sponsors,
for
you
know,
crafting.
Q
Q
To
the
picket
lines
as
as
well
as
I,
I
saw
a
council
member
for
piedmont
smith,
there
I'm
sure.
Q
A
lot
of
you
were
there,
and
I
just
you
know,
I
know
we
don't
always
get
along.
Q
Know
better
working
conditions
at
iu,
because
working
conditions
are
better
for
graduate.
Q
A
R
R
S
S
To
make
changes
happen,
perhaps
I
would
have
considered
other
things,
but
here
I
am.
S
S
T
Time
depends,
duration
stretches
from
two
years
to
seven
to
eight
years
and
they.
T
T
T
The
office
of
international
services
likely
remain
largely
unresponsive
to
the
needs.
H
A
U
Hi,
I'm
denazan,
I'm
a
graduate
worker
at
indiana
university.
So
a
common
misconception
about.
U
U
U
U
U
U
V
W
So
but
I
do
have
a
son
graduating
in
may,
who
may
be
a
grad
student
so
and
I've
looked
at
this.
W
W
W
W
W
N
N
N
N
At
indiana,
without
graduate
students,
some
have
said
it's.
It's
short-sighted
of.
N
Student
fees,
if
the
international
student
fees
could
actually
guarantee
one-on-one
service.
N
N
Organizational
skills
and
for
their
courage
in
taking
this
step
and
I'm
pleased
to
be
able
to.
A
Comments
from
council
from
either
the
sponsors
or
yes,
council,
member
smith-
oh
thank
you.
I
I
just.
X
Want
to
strongly
support
the
ability
for
the
graduate
workers
to
unionize.
I
I
I'm
stunned
that.
X
X
X
X
D
Sort
of
an
unspoken
policy
of
the
university
for
of
not
housing,
undergraduate
students.
D
Of
this
outsourcing-
and
this
has
put
further
pressure
on
obviously
on
grad
students
and
in.
D
Low
income
earners
in
our
in
our
city
to
pay
these
rents,
and
so
the
university
in
in
a
way
is.
D
Responsible
for
this
increase
in
cost
of
living,
not
not
wholly
responsible
but
in
part
so.
D
People
in
a
position
where
you
know
they
can't
meet
meet
ends,
especially
when
they
have
families.
D
And
children
to
support,
and
that
really
touches
me,
the
the
comment
made
by
the
english
phd
student.
Y
Y
Y
Y
Fortunate
to
be
considered
middle
management,
in
fact
me
and
one
of
my
other
colleagues
up
here.
Y
Y
Y
Courage-
I
will
tell
you
this,
as
I
recall,
and
someone
can
correct
me
if
I'm
wrong.
Y
Y
A
Z
Z
Z
Z
Z
Z
Z
Resident
right
so
student
or
no
student,
but
we're
talking
about
workers
and
that's
very
dif.
Z
Z
And
just
the
idea
to
feel
like
you're
less
than
like
you're,
a
second
rape
citizen.
Here,
I
think,
is.
Z
Appalling
and
so
I'm
very
very,
like
hopeful
and
excited
for
you
all
to
to
come
out
successful.

L
L
L
C
Council
service
so
far,
and
there
was
an
early
conversation
I
had
with
the
head
of
the.
C
C
Conditions
for
residents
of
bloomington,
of
which
you
know
many
of
you-
are
residents.
C
Of
bloomington
who
spoke
tonight
many,
if
not
most
graduate
students
would
be
and.
C
I
kind
of
we
kind
of
I
was
thinking
about
wages
and
costs.
So
what
does
it
cost
to
live?.
C
C
C
We
work
on
that
in
various
ways.
You
know
I
think
government
tends
to
be
well
suited.
C
We
have
a
harder
time
with
increasing
wages.
I
think-
and
that's
kind
of
what
I
was
encouraging.
C
For
a
certain
policy,
or
something
like
that
and
how
so,
how
do
we
increase
wages.
C
Collective
bargaining
rights
for
for
everyone-
and
I
think
I
wanted
to
highlight
that
that.
C
It
makes
sense
to
me
that
that
this
council
and
our
mayor
should
support
the
right
to
collectively.
C
Bargain
and
organize
of
all
of
our
residents,
including
graduate
student
workers
coalition,.
C
But
I
think
we
need
to
have
private
sector
involvement
too,
and-
and
you
know
I
haven't.
C
Had
too
many
conversations
about
this
with
with
some
of
the
organizations
I
just
mentioned,.
C
But
when
we
passed
the
the
resolution
last
year
in
support
of
the
pro
act,
the
federal
act.
C
C
Follow-On
action:
you
know
we
send
a
resolution
to
our
congressional
representatives,
but
you.
C
Know,
frankly,
they
probably
aren't
taking
the
advisory
opinions
of
the
city
of
bloomington.
C
Commerce,
weighed
in
and
said
the
same
things
we
are,
but
they
ultimately
chose
not
to.
C
C
C
And
have
a
really
substantial
role
to
play
in
securing
good
wages
in
bloomington.
It's
very
clear.
C
Where
this
local
government
stands
with
respect
to
living
wages
and
the
rights
to
organize
and.
C
I
think
that
more
private
sector
folks
need
to
step
up
and
and
share
that
vision
if
they.
C
C
And,
and
help
us
to
to
basically
secure
basic
good
working
conditions
for
for
all
residents
of.
C
A

D
B
B
B
B
B
O
Briefly
tonight
on
three
ordinances:
just
to
get
through
the
very
basics
with
including.
O
O
O
O
O
O
O
O
A
X
And
if
I
may
do
I
have
yes,
can
I
have
okay,
one
more,
a
constituent
again
has
asked
me.
X
X
So
so
the
first
thank
you
for
the
question.
The
first
point
we
would
make
is
that
the
lists
that.
O
O
AA
AA
AA
AA
AA
AA
AA
X
AA
AA
A
I
see
we
have
mr
jeff
underwood
joining
us
via
zoom.
Do
you
have
any
further
comment
on.
A
C
C
This
bond,
it
would
also
reorder
the
remaining
items
and
increase
the
minimum
cost
for
one
item.
C
C
That
had
the
floor
or
the
minimum
estimate
increased
to
500
000
instead
of,
I
believe,
300.
C
You'll
note
that
the
minimum
estimate
in
the
range.
C
Still
sums
to,
I
believe,
five
million
dollars
and
the
maximum
to
nine
million
dollars.
C
The
reasons
for
this
amendment
again
to
summarize
from
last
week
are
our
first,
the.
C
Conversation
in
which
a
number
of
council
members
had
advocated
for
an
increased
amount
on.
C
An
annual
basis
dedicated
to
essentially
sustainable
transportation
infrastructure.
C
So
it's
not
that
those
prior
projects
shouldn't
be
pursued
they
should
be,
but
through
other.
C
Public
infrastructure
that
were
discussed
during
the
fall
2021
in
the
context
of
the
2022.
C
Annual
budget
other
factors
that
went
into
the
priorities
are,
you
know,
network
connectivity.
C
How
to
leverage
existing
infrastructure
and
projects
definitely
equity
concerns.
C
And
the
potential
to
reduce
emissions,
greenhouse
gas
emissions
where
relevant
city
plans.
C
C
So
I
think
that's
it,
but
I'd
be
happy
to
answer
questions
as
well
as
take
any.
A
Of
amendment
one
council,
member
rallo,
yes,
councilman
flaherty,
could
you
elaborate
a
bit
on.
C
C
Upgrading
of
fleets
and
that
sort
of
thing
there
might
be
other
types
of
bonding
or.
C
Annual
allocation
of
of
new
revenue,
I
know
obviously
the
what
we're
considering
later
at.
C
This
this
evening
and
discussing
is
a
proposal
for
an
increase
in
the
local
income
tax
rate
part.
C
Of
which
is
is
slated
to
support
climate
action
proposals.
I
think
a
lot
of
those.
C
O
O
O
O
Welcome
that
this
is
this
is
something
that
we
agreed
to
share
with
you
last
year.
So,
in
the
end.
D
Mayor
hamilton,
could
I
could
I
pose
a
question
so
what
what's
proposed
to
be
removed
here.
D
At
this
point,
so
councilmember
rallo,
thanks
for
the
question
adam

public
works
director.

Y
Thank
you
anything
else,
any
other
councilmember
rallo.
Another
question
for
mr
wayson.
D
In
the
implementation
of
the
side
path
after
this
particular
ordinance.
AD
AD
AD
Is
already
programmed
continues
forward,
so
this
wouldn't
be
a
part
of
a
formal
budget
process
or.
AD
D
Site
of
funding
the
side
path
in
this
approving
this
ordinance-
that
is
my
understanding
and
if
the.
AB
Also,
the
appropriation
of
those
funds
federal
dollars
in
their
nature
do
not
need
appropriation.
AB
L
Just
to
be
clear,
the
the
slide
on
the
screen
describes,
I
mean
I
wasn't
looking
for
the
path.

A
N
Yes,
I
have
to
strongly
disagree
with
the
resident
who
gave
public
comment.
I
grew
up.
N
On
high
street
on
those
monolithic,
sidewalks
and
it
did,
it
did
not
feel
safe.
I
mean
at
that
time.
N
It
the
sidewalks,
are
very
old.
The
sidewalks
on
high
street
are
not
safe,
because
the
traffic.
N
N
Quite
dangerous,
the
roadway
is
not
very
wide,
so
replacing
the
sidewalk
with
a
multi-use
path.
N
D
D
I
won't
be
supporting
the
amendment
and
I,
I
guess
I'll
speak
on
the
the
ordinance
if,
for,
if.
D
Or
if
not
it's
been
amended
momentarily
so
I'll
leave
it
at
that.
A
Council
member
flaherty-
yes
just
to
follow
up
on
the
point
that
the
number
of
projects.
C
Here
are,
you
know,
far
exceed
the
the
five
billion
dollars
that
we'll
be
bonded
for.
C
That
other
methods
are
more
appropriate.
It's
more
flexible
public
infrastructure.

Finally,
just
to
speak
to
you
know
a
little
bit
of
what
we
heard
in
the
public
comment
that.

I
think
was

as
an

questions
council,
member
bowling,
I
have
a
question
especially
now
with
the.
L
Amendment
having
been
approved
can
I
get
some
kind
of
sense
from.
L
L
AD
Estimate
is
for
the
high
street
project.
I
was
expecting
a
question
like
that,
because
it
is
a
big.
AD
Range
that
we
provided,
I
think,
as
the
project
progresses
I'll,
of
course
be
able
to
answer
it.
AD
AD
L
L
AD
L
Estimates
from
certain
contractors
about
what
this
intersection's
going
to.
L
AD
AD
With
the
information
that
we
have
and
with
what
our
anticipated
schedule
is
knowing
that
it's.
L
When
do
you
expect
to
begin
the
public
process
for
that
project?
I
guess
I'm
I've
been
waiting
to.
AD
See
what
happens
in
this
discussion
to
really
start
moving
forward,
but
I
would
hope
that.
AD
L
AB
We
would
be
in
somewhat
of
a
holding
pattern
on
the
other
projects,
but
until
such
time.
AB
That
we
know
there's
sufficient
funds
to
move
on
to
those
other
projects
that
clarifies.
L
A
Councilmember
rallo,
yes,.
D
I
I
appreciate
the
administration
proposing
this
and
I
certainly
have
been
in
favor
of
side.
D
By
approving
this
ordinance,
we
circumvent
further
input
from
council
seems
to
me.
D
And
and
that
I
I
have
some
trepidation
about
the
acquisition
of
property
and
the
lack
of.
D
This
is
in
the
transportation
plan-
that's
all
well
and
good,
but
it's
essentially
a
problem.
D
L
A
little
confused
by
councilman
varalo's
comments,
I
mean:
is
this
literally
not.
L
About
console
input,
but
in
this
case
I'm
a
little
I'm
just
confused
by
it.
Thank
you.
L
Yes,
well,
there
are
ambiguities
involved
here.
Those
affected
may
not
know
they're
affected
at.
D
We
will
need
to
acquire
property
and
it
may
it
may
well
involve
them
in
a
domain.
It
seems
to
me.
D
This
isn't
in
many
ways
a
good
project,
but
I
think
the
process
to
me
is
trouble
troubling
me.
So.
D
I'll
be
so,
I
hope
that
that
helps
all
right.
Any
other
final
comment
on
ordinance.
22-3
is
amended.
A
L
Concern
over
the
how
we
conduct
our
process,
what
council
input
means
or
should
mean.
L
L
L
D
You

I'd
like
to
introduce
amendment
one
for
adoption,
amendment
1
to
ordinance
22-14.
C
A
lot
of
the
motivations
here
were
similar
that
the
amendment
provided
an
opportunity
for.

But
I'm
opposed
to

for
a
couple
of
reasons:
one
is
quality
of

and
that
would
be
my
life.
AK
AK
The
front

are
pretty
narrow,
pretty
much
all
the

up

the

is

Council

particularly

a

more

could
you
please
comment
regarding
the

proposed.
M
AB
I
I
will
try
to
give
you
comment
just
as
a
a
quick
overview.
There
are
three
buckets.
AB
AB
AB
Welfare
allocation,
which
is
around
seven
million
dollars,
so
each
of
the
distribution.
AB
AB
AB
M
AB
L
Of
federal
transit
funds
requires
having
local
matching
funds
to
leverage
and
that
there
are.
L
L
AL
AL
AL
L
Now
do
does
that
kind
of
funding
also
accrued
to
operations
to
the
adding
of
lines,
for
example,.
AL
AL
L
Budget
is
currently
federal
funds.
Well
currently,
given
the
cares
act
money
we
we're.
L
L
Five
times
the
amount
that
we're
planning
to
to
to
to
use
this
tax
for
from
the
feds
correct.
L
Yeah
I
mean,
I
think
every
line
on
this
one
is:
is
transit
related.
How
many
of
these
would.
AL
Five
buses,
so
five
vehicles.
If
we
go
with
battery
electric
buses,
they're.
AL
Right
at
a
million
dollars,
a
piece
does
that
cost
also
include
improvement
to
rights.
L
AL
Right-Of-Way
there
would
be
passenger
amenities,
stop
improvements,
things
of
that
nature.
AL
Or
five
million
dollars
worth
of
capital
expenses,
we
took
the
the
five
million
dollars.
AL
A
A
A
A
A
A
A
A
AL
And
I
don't
want
to
speak
for
the
board,
but
I
was
at
the
meeting
obviously
that
they
don't
want.
AL
AL
N
Yes,
this
this
question
is
related
to
the
investments
in
bloomington
transit.
N
But
I
think
it
may
be
a
question
for
mr
underwood
or
or
maybe
miss
kate.
N
AB
Well,
I
can
tell
you
that
in
any
of
our
contracts
or.
AB
We
have
to
put
in
to
those
agreements
that
they're
subject
to
appropriation.
We
cannot
necessarily.
O
O
O
O
For
leverage
for
impact
on
our
community
and
would
look
forward
to
negotiating
that.
O
D
And
you're
motivated
to
to
propose
it,
could
you
elaborate
in
terms
of
why
you
and
your
board
feel.
D
AL
AL
AL
AL
AL
AL
AL
Y
Y
AL
AL
AL
L
Sort
of
limited
its
it's
taking
up
in
our
city
and
in
many
others,
is.
L
The
perception
that
people
don't
write
it,
and
so
therefore,
where
is
maybe
pearls
before
swine.
L
Or
something
how
would
we
calculate
the
potential
induction
of
demand?
I
mean
your.
L
L
You
use
to
determine
how
a
given
route
might
induce
demand
in
the
same
way
that
a
new
path
on.
AL
AL
To
identify
and
provide
service
to
and
from
and
then
you
know
there
is
a
process
surveying
and.
AL
L
Okay,
so
I
mean
you:
do
it's
not
a
completely
arbitrary
decision
and
I
think
that's
what
the.
AL
AL
L
From
446
to
whitehall
crossing
is
about
the
the
further
distance
from
whitehall
crossing
to.
L
L
New
route
that
it
costs
exactly
one
six
as
much
to
extend
it
further
or
would
it
cost.
L
L
L
To
talk
about
the
county
for
a
second
here,
okay,
if
bt
entered
into
an
inter-local
agreement,.
L
To
extend
this
line
to
cook
ivy
tech
right,
you
know
we
could
say
well,
they
should
just.
L
AL
AL
AL
L
AL
L
Number
to
say:
is
it
safe
to
say
that
it
would
cost
us
an
additional
one-sixth
of
this
figure.
L
To
go
all
the
way
to,
or
do
we
get
a
cost
of
scale
yeah
yeah,
I
think
one-sixth,
would
be.
AL
High
okay
yeah,
so
it
might
be
less
so
there's
incremental
yeah.
You
know
you
have
economies
of.
AL
AL
Isn't
proportionate
most
likely
to
you
know,
starting
from
a
new
starting,
a
new
project.
AL
L
M
While
we're
on
the
east-west
route,
just
for
my
benefit
as
a
non-someone
who's,
not
in
your
field,.
M
AL
AL
M
AL
M
And
last
question
on
this:
in
this
particular
vein:
let's
say
we
try
this
east
west
route.
M
AL
D
This
is
for
council
jeff,
underwood
city
comptroller,.
AB
It's
difficult
to
somewhat
compare
that.
I
can
say
that
when
I
went
back
and
looked
at
that.
AB
Dollar
wise
monroe
county
has
the
smallest
of
those.
Two
of
them
do
not
have
any
property
tax.
AB
To
that
it's
about
50
of
their
lit,
but
they
have
the
highest
rate
of
that
of
the
six.
AB
AB
It's
for
eligible
properties.
I
think
I
calculated
it
to
be
about
six
cents
on
the
rate
overall.
AB
AB
Morgan
does
have
the
highest
property
tax,
replacement
rate
of
the
seven
counties
and.
AB
Monroe
has
of
the
ones
that
have
it
out
of
the
five
of
the
seven
that
have
it.
Ours
is
the
lowest.
D
Okay,
so
it
sounds
like
it
does,
have
some
effect.
Does
it
does
it
significantly
impact
our
ranking.
AB
I've
not
gotten
down
like
so
I
was
able
to
backwards
engineer
what
the
rate
what
it
turns.
AB
Into
to
be
a
rate
from
monroe
county,
I've
not
been
able
to
do
that
for
the
others,
because
it.
AB
It
takes
a
fair
amount
of
engineering
to
figure
out
taking
the
dollar
to
our
rate.
Okay,
okay,.
D
I
guess
mayor
hamilton
has
a
comment
on
this.
Yes
thanks,
I
just
wanted
to
make
one
basic
point.
O
O
Y
Y
That,
if
you
build
it,
they
will
come
and,
and
the
funny
part
about
it,
is
that
I
was
pretty
darn.
Y
Y
Y
Of
humor,
or
lack
thereof,
in
my
case,
maybe
this
would
be
for
probably
the
mayor
or
mr
underwood.
Y
Y
Y
O
Given
you
plenty
of
examples
of
that,
from
public
safety
to
public
works
to
to
parks
and
others.
O
But
we
don't
we
use
outside
counsel
or
outside
consultants
in
certain
circumstances,
we're
happy.
O
O
O
AB
AB
To
bring
an
outside
help
we
do
and
in
both
legal
and
my
office.
Obviously
we
use
bond
council.
AA
Y
Y
AJ
Thank
you
I
I
I
want
to
ask
if
the
city
would
commit
to
making.
A
A
O
A
A
A
A
O
This
proposal
is
in
front
of
you.
We
believe
there
are
a
range
of
of
needs
in
our
community.
O
O
O
O
AB
To
fund
it,
and
that
would
include,
as
I've
stated
numerous
times,
remembering
that
in
the
general.
AB
AB
I
I
believe
all
that
city
employees
are
essential.
I
I
don't
like
to
use
the
term
essential.
AB
Because
you
know
the
folks
that
make
sure
payroll
gets
done
and
that
payments
get
made.
AB
And
the
revenues
get
collected
are
extremely
important
because
we
could
have
all.
AB
Get
paid
I
can
guarantee
you,
they
would
be
very
upset
if
they
didn't
get
paid
correctly.
So.
AB
That
fire
stations
that
fire
equipment
that
wasn't
usable
we
had
holes
in
the.
AB
In
the
floorboards
of
equipment
and
we've
been
able
to
with
those
funds.
AB
AB
Highly
regarded
public
safety
departments,
an
iso
rating
of
one
with
the
fire
department,
the.
AB
AB
Across
every
department
in
the
city
and
we're
starting
to
see
it
started
with
police,
it.
AB
Otherwise,
again
we're
going
to
make
be
faced
with
some
very
difficult
decisions:
okay,.
A
D
It
was
absolutely
imperative
that
we
replace
things
like
fire
engines
which
have
a
high
price.
D
D
Major
expenses
have
already
been
made.
The
idea
is,
you
want
to
be
able
to
replace
those.
AB
When
they
still
have
a
value
to
you,
we
can
run
them
into
the
ground
and
the
other
unintended.
AB
AB
Items
I
are
getting
ready
to
come
up
for
replacement.
Some
have
seven
year
lines.
AB
Some
have
five:
some
of
them
have
ten,
some
of
them
at
fifteen
and
again
in
the
years
that
you
have.
AB
Like
the
the
large
ladder
truck,
that's
about
the
only
thing
that
we
you
know
it
really
takes
a.
AB
Big
majority
of
of
the
funds
that
are
available
to
us
you
know
we
always
hope
that
the.
AB
Growth
in
the
lit
will
match
the
growth
in
the
increased
cost
for
replacement.
AB
We
try
to
build
that
in
so
that
you
know
in
year.
One
is
kind
of
this
is
what
it
would
cost.
AB
AB
Maintain
it
than
what
it's
really
worth
and
we're
constantly
taking
an
amount
of
service.
AB

Of
them
is
about
sort
of
a
meta
question
of
how
do
we,
let's
call
it
encumber
the
funds.
L
Maybe
that's
not
the
right
word,
but
there
are
clearly
multi-year
initiatives
that
you.
L
O
O
O
O
L
While
we're
on
this
subject
are
there,
is
there
any
kind
of
federal
funds
that
we're.
AN
Great
question,
so
I
will
tell
you:
I've
always
looked
at
federal
funding,
especially
when
you.
AN
AN
That
has
been
proposed
at
the
federal
level.
We
do
know
that
we
would
be
in
a
very
good
position.
AO
That
will
fund
new
construction
of
a
police
department.
So
the
only
the
only
benefit
here.
L
AO
I'm
not
sure
what
kind
of
federal
funding
there
is
for
that
even
new
construction
there's,
there's.
AO
L
AB
Of
property,

other

Increase,
I
believe
that
the
tax
increase
is
very
nominal
and
what
we
invest
in.
AS
Everyone
and
excuse
me
with
your
mask
if
you
can
pull
that
microphone.
AS
So
my
income
isn't
taxable
unless
no
rate
of
increase
would
affect
my
finances.
However,.

You,
mr
lucas,
this
motion
is
debatable
to
the
extent
needed
to
determine
whether
postponement.
K
Is
needed
so
it
shouldn't
go
to
the
substance
of
the
question,
but
you
obviously
can
debate.
L
To
I
mean
part
of
the
whole
point
of
having
this
discussion
so
far
is
that
the
customers.
L
L
So
I
mean
we
have
a
little
time
we
can
limit
ourselves
to
a
few
minutes,
but
there's.
L
Some
important
ideas
to
exchange
among
us,
so
I
would
ask
that
we
have
discussion
before
we.
A

Council,

I
would

I

that

Until
a
discussion
occurs,
madam
chair,
yes,
I
would
a
point
of
order.
C
I
believe
the
measure
can
only
be
withdrawed
but
withdrawn
by
unanimous
consent.
Is
that
right.
K
N
A
Council
member
roland,
I
would
urge
that
we
defeat
the
motion
to
postpone
until
we've
had.

I
I

we're
well
served
