that

has

cohesive

annexation

productive
conversations
with
city

council

concerns

fiscal
prospects

felt
they
would
be
more
or

non-city
residents,
but
overall

members
of
the
fiscal
body
of
the
county.

Better,
unfortunately,
that's
not
really
possible
because
of
again
attempts
by
the
state
legislature.

To
change
the
rules
of
annexation
in
the
middle
of
an
annexation
process
or
in
the
middle
of.

Agreements
we've
secured
in
the
context
of
of
sewer
extension,
extending
sewer
service.

And
waivers
so
in
particular,
2015
law
makes
an
incremental
approach
very,
very
difficult,
because.

This
has
been
written
about
in
some
local
media
sources
and
others
it's.
It
complicates.

That's
changing
things
kind
of
under
our
feet
regarding
an
intel
in
our
local
agreement
with.

The
county
it
made
me
think
of
the
past

our
local
agreement.
We've
had
specifically.

With
regard
to
planning,
jurisdiction
and
planning
for
the
areas
outside
of
city
boundaries
in.

The
area
intended
for
annexation,
I
believe
that
interlocal
agreement
that
existed
for
a
while
ran.

To
me
now
we
lack
a
cohesive
approach
to
development
and
outside
city
boundaries
that.

The
city
used
to
have
a
say
in
and
then
no
longer
has
to
stay
in
so
that
interlocal.

Made
by
the
county
decisions
to
avoid
mixed
use
on
arterial
streets,
where
we
might
have
commercial.

Nodes

small
nodal
urban
centers
develop
something
that
our
city
plans
support
and

Most,

supported
in
this
body,
we
also
saw
the
denial

our
community

was
denied

appeal
