A
A
A
A
A
B
Air
quality
working
group
met
with
I'm
blanking
out
his
name,
a
senior.
A
C
A
D
D
D
C
Okay,
just
wanted
to
mention
community
voices
for
health.
This
was
something
that
I.
C
C
And
do
I
need
to
be
near
the
microphone
you're?
Fine,
okay,
including
solarize,
there's
a
couple.
C
F
C
Get
four
participants
and
we
were
actually
able
to
sneak
in
a
fifth
so
in
that
first
cohort
and.
C
C
A
A
Ex
officio,
if
you
would
matt
sure
there
are
a
couple
items
listed
in
the
agenda,
I'll
touch.
G
On
those
first
first
was
resolution
2209,
which
was
a
resolution
to
allocate
the
the
votes
of.
G
City
council,
monroe,
county
council,
helensville
town
council
and
steinsville
town
council.
G
Resolutions
to
allocate
their
their
their
votes-
this
is
a
system
set
up
by
the
state
and.
G
G
Tabled
as
the
pandemic
got
underway,
there
was
actually
a
vote
in
2021
for
some
dedicated.
G
Climate
funding
that
failed
and
then
this
proposal,
which
included
kind
of
two
components.
G
G
So
sustainable
transportation
infrastructure
in
particular,
and
that
kind
of
grew
out.
G
Of
the
budget
conversations
last
year,
but
then
also
this,
this
new
revenue,
local
income,
tax.
G
And
the
final
resolution
of
that
was
a
reduced
rate
from
what
the
mayor
had
initially.
G
Proposed
of
a
0.69
percentage
point
increase
in
the
local
income
tax
rate,
bringing
us
to
2.035.
G
Percent,
as
as
the
local
income
tax
rate,
this
was
under
an
economic
development,
local
income
tax.
G
Money
can
literally
be
spent
on
on
any
lawful
purpose,
but
as
part
of
that
process,.
G
Articulated
in
terms
of
the
need,
so
there
was
a
pretty
detailed
proposal.
The
mayor
and
his
team.
G
Had
put
together
outlining
the
possible
types
of
investments.
G
Was
not
at
all
clear,
I
would
say
early
in
the
conversations
that
that
section
wasn't
going.
G
To
be
gutted,
so
I'm
happy
to
report
that
it
was
not.
The
ultimate
increase
will
raise
about.
G
That,
in
context,
our
our
annual
budget
is
a
little
over
100
million
and
over
a
third
of
that.
G
About
five
and
a
half
million
will
go
to
transit
and
climate
action
plan,
implementation.
G
So
about
four
million
or
a
little
more
than
four
million
to
augment
and
support
some
really.
G
Transformational,
investments
in
bloomington
transit,
including
establishing
an
east-west.
G
Express
line
to
connect
across
town,
adding
sunday
service
increases
in
frequency
on
routes.
G
G
A
lot
of
things,
the
climate
action
plan
is
pretty
broad.
Of
course,
we
just
heard
from
lauren
about.
G
A
number
of
the
programs,
the
city,
is
running-
that
we've
used
american
rescue
plan
act
dollars.
G
To
help
launch
so
we've
got
some
really
great
things
going
with
you
know,
supporting.
G
G
Private
market
might
not
otherwise
be
able
to
to
further
action.
This
funding
should
help
provide.
G
G
Major
highlight
for
for
because
happy
to
answer
questions
about
it.
If
I
wrap
up
updates.
G
Here,
can
you
speak
a
little
bit
to
the
process?
That's
upcoming,
just
so
that
people
are
aware,
like.
C
G
Sure
sure
so
this
this
money,
you
know
under
the
economic
development,
local
income
tax,
it
will
all.
G
G
Impact
so
we
start
the
2023
budgeting
process
pretty
early,
we'll
have
meetings
in
the
next.
G
Few
months
kind
of
initially
sharing
some
council
member
priorities,
I
think
the
mayor's.
G
Department
heads
are
already
underway
with
their
budget
planning
for
2023,
then
we
move
to.
G
What
we
call
budget
week
in
late
august,
no
late,
yeah
late
august,
we
have
four
nights
in
a
row
of.
G
Updates
on
on
progress
from
the
previous
year
budget
goals
and
then
that
moves
to
probably.
G
G
Early
october
and
have
a
have
a
state
mandated
passage,
final
passage
date
in
early
november.
G
So
that's
kind
of
the
timeline
and
process
this
particular
14
and
million
and
change.
G
That
that's
coming
to
be
new
revenue
will
be
sort
of
well.
It's
going
in
the.
G
General
fund,
it
will
be
as
part
of
the
budget
process
that
will
be
accounted
for.
G
Accountability
or
or
follow
through
on
what
the
kind
of
agreed
potential
allocations
were.
G
G
Of
of
the
new
revenue
on
an
annual
cycle-
and
I
guess
for
additional
context
on
that
front.
G
None
of
that
is
binding.
It
was
all
part
of
essentially
the
process
and
the
public.
G
Possible
to
dedicate
or
otherwise
encumber
the
funds
directly
through
that
process,
but
you.
G
G
G
Of
of
the
final
sort
of
agreement
among
council
members
that
went
out
in
an
amendment.
G
That
was
a
packet
and
then
them
in
last
last
week's
council
meeting.
So
if
you
go
to.
G
G
May
the
may,
the
4th
you
can,
you
can
find
the
labeling
system
isn't
the
best
it's
like
pack.
It.
G
Pages
long,
the
one
that's
four
pages
long
is
the
packet
addendum
and
there's
an
amendment
there.
G
Sponsored
by
myself,
council
members,
piedmont,
smith,
smith
and
sims
and
there's
a
two-page.
G
Negotiated
reduction
from
the
mayor's
initial
proposal
of
a
0.855
percentage
point
increment.
G
Increase
final
final
note,
I
guess
on
the
process
is
that
you
know
this
is
all
set
by.
G
State
I
wish
we
could
have
progressive
taxation
of
local
income
taxes.
I
wish
we
could
approach.
G
County
and
other
town
councils,
but
the
process
is
what
it
is.
I
think
it's
still.
G
You
know
much
more
in
the
community's
interest
to
invest
in
addressing
climate
preparedness.
G
Important
you
know
our
city
of
indianapolis
is
a
good
example.
A
few
years
back
passed
a
0.25.
G
Bus
rapid
transit
up
in
indy-
and
you
know,
while
some
folks
are
obviously
naturally.
G
That
unanimous
support
from
the
city
council
ultimately,
and
while
the
county
council.
G
G
G
G
Those
types
of
things
anything
else
you
want
me
to
touch
base
on
baseline.
C
C
G
A
preview-
that's
there's,
that's
not
even
accompanied
by
the
ordinance
itself.
G
G
G
Good
process,
I
wasn't
even
sure
that
that
was
sort
of
pulled
out
separately
for
the
budgeting.
G
G
C
C
C
This,
I
guess,
there's
four
really
because
there's
an
economic
development
lit
and
then.
C
Because
one
of
the
actions
of
the
climate
action
plan
is
to
try
to
you,
know,
figure
out.
C
C
A
way
to
make
sure
that
this
is
cohesive
and
sustainable
yeah,
so
it's
really
significant
to.
G
Stimulus
money
essentially
right-
and
I
guess
also
worth
noting
that
I
know
council.
G
Accountability
and
transparency
related
to
that-
and
I
guess
if
you
want
to
look
at
details
on.
G
The
final
allocations
for
the
the
general
obligation
bonds
as
well,
the
packets
from.
G
G
G
To
implement
various
recommendations
from
city
plans,
so
the
high
priority
bicycle
network.
G
Most,
I
think,
yeah.
Now
a
majority
of
city
council
members
hold
monthly
constituent
meetings.
G
Is
monday
next
week
at
5,
30
pm?
All
of
you
are
always,
of
course,
welcome
to
join
and.
G
Bring
up
you
know,
issues
of
concern,
I'm
looking
at
the
council
calendar
council,
member
piedmont.
G
Smith
says:
11
a.m
on
saturday
looks
like
still
via
zoom
up
actually
mccloskey
here
in
this.
G
G
Of
these
on
the
city
council's
calendar,
so
if
you
go
to
the
council's
web
page
and
scroll.
G
That's
a
you
know:
council
committee,
who's
working
on
a
number
of
things.
I'm
the
chair.
G
There's
three
other
members:
councilmember
smith,
rallo
and
piedmont
smith.
We
met
in
late
march.
G
Things
happening
in
esd
and
with
the
climate
plan
than
a
than
a
city
council
meeting,
typically.
G
G
This
is
allowing
a
little
bit
more
collaboration
and
in-depth
reports.
G
If
they
aren't
specific
actions
in
the
cap,
so
there's
a
little
bit
early
stages
on
some
of
those.
G
But
we
did
have
a
nice
discussion
in
late
march
about
options
for
for
priority
prioritizing.
G
G
About
the
efforts
to
phase
out
gas
blowers
and
other
gas
lawn
equipment,
two-stroke
engines.
G
Buildings
and
then
finally,
I
know:
there's
we've
had
a
few
conversations
with
scott
robinson.
G
Had
a
planning
and
transportation
department
about
some
unified
development,
ordinance
changes.
G
As
well,
that
are
called
for
in
the
climate
action
plan
and
looking
at.
G
To
see
them
come
to
this
commission
to
weigh
in
as
well
when,
when
relevant,.
G
G
The
local
income
tax
share
and
similar
to
other
units,
steinsville
ellisville
and
monroe
county.
G
And
government
there's
no
there's:
no,
it's
not
possible
to
pass
a
city.
Only
local
income.
A
Improving
the
tax
as
well
so
so
yeah,
I
don't
think
they've
actually
voted
yet
they'll.
Do
that.
G
Council
by
population
weight
has
has
a
majority
share.
Actually
I
think
eight
councilman
eight.
G
G
G
Sort
of
scoping
processes
over
three
years
to
settle
on
on
something
that
everybody
could
could.
A
C
Under
the
reports
section
there's
a
variety
of
different
reports,
including
the
cloud
action
plan.
C
C
All
right
so
most
of
you
haven't
been
on
the
commission
for
very
long,
and
I
just.
C
C
C
And
so
the
planning
process
for
the
climate
action
plan
had
initiated
in
january
of
2020.
C
C
C
The
pandemic
as
well
so
in
there's
a
couple
of
different
progress
reports
as
well
that
have
been.
C
C
C
Our
built
environment
is
what
is
contributing
to
emissions
generation.
At
the
same
time,
we're
all.
C
C
C
C
C
C
There
was
a
couple
presentations
to
counsel
two
different
constituency
groups.
C
C
So
in
terms
of
who
was
involved,
it
was
a
combination
of
different
sort
of
institutional.
C
C
One
one
thing
that
was
perhaps
like
not
as
well
addressed
in
the
sustainable
action
plan
is
the.
C
C
C
C
C
If
you
go
to
a
specific
section,
as
I
mentioned
before,
so
we've
got
these
the
goals,
strategies.
C
And
then
I
did
want
to
point
out
this.
So
one
thing
that
you
can
see
at
the
end
of.
C
Each
chapter
is
that
it
shows
okay,
here's
the
effect
of
each
strategy,
so
not
every
single
thing.
C
Okay,
so
for
each
strategy
it
shows
what
the
emissions
response
would
be,
just
as
a
modeling.
C
C
C
C
C
C
And
people
weigh
that
differently,
but
just
from
how
are
we
doing
on
reducing
emissions
perspective,.
C
See
a
couple
of
potential
areas
of
support
the
plan
is
accepted.
I
think
one
important.
C
Whole
thing
to
just
become
familiar
with
what
the
goals
are
generally
full
plan
and
just.
C
C
And
then,
as
the
commission
works
on
their
work
plan,
items
including
whether
it's
advocacy
topical.
J
C
The
plan
being
passed,
but
I
have
a
question:
how
often
will
property
reports
be
given.
C
J
C
Yeah
so
so,
how
did
were
the
ideas
developed
and
who's
responsible
for
acting
on
them
outside
of
us.
J
Yeah
kind
of
two
parts,
but
so
the
process
was
multi-faceted.
So
I
was
a
project
manager.
C
C
C
C
C
The
data
telling
us
that
we
have
about
emissions
and
then
getting
stakeholder
feedback,
including.
J
C
C
And
I
think
that
was
the
second
part
of
your
question.
Who's
executing.
J
C
C
C
Over
the
course
of
the
entire
remainder
of
the
time
until
2030.,
so
who's
who's,
the
who's.
J
Under
program
as
an
example,
how
did
that?
How
did
that
come
to
fruition
right
now
and
over
the.
C
C
C
Control
our
power
grid,
but
we
can
still
encourage
alternatives.
Development
like
through
solar,
so.
F
Neighborhood
composting
programs
to
try
and
please
like
a
suggestion
or
something.
J
Is
there
any
discussion
of
adopting
the
the
sdgs
for
the.
A
Would
you
like
to
verify
if
I
may,
in
response
to
david's
question,
did
you
say
there
are
project.
C
C
C
C
The
entire
scope
of
what's
happening,
but
in
since
2019
bloomington
transit
has
been.
C
C
C
C
C
This
climate
action
planning
process-
we
also
through
some
of
the
new
programs
that
I.
C
A
A
A
A
Commission
and
then
one
was
the
other,
was
the
strategic
plan
for
the
bcos
in
2017-2018.
A
So
essentially,
the
annual
report,
as
defined
by
the
municipal
code.
A
A
A
A
A
A
H
H
We
could
even
put
it
into
a
shared
google
doc
like
we
did
last
time,
and
that
might
help
us
just.
H
All
get
it
on
together,
you
know,
just
because
everybody
does,
you
know
kind
of
have
to
get
up.
H
But
maybe
yeah
by
next
meeting
we
could
start
to
have
some
goals.
You
know
that
we
could
all
add.
H
G
You're
curious
to
hear
from
what
you
think
of
as
the
major
achievements
or
focus
areas
for
the
commission
over
the
last
year.
G
Is
really
really
helpful?
The
two
that
come
to
like
there's
been
a
lot
of
transition
in.
G
G
Actually,
some
process
reform
things
to
like
improve
how
the
commission
functions.
So
we
change.
G
You
know
when
leadership
positions
are
voted
on
changed
quorum
rules
engaged
in
the
rapper's.
G
Better
and
then
also
the
the
just
transition
working
group
and
the
the
lead
up
to
the
the.
G
Town
hall
event
with
you
know
the
racial
equity
impact
assessment
and
some
of
that
work.
G
12
months,
I
suppose
how
we
should
think
of
it.
Angel's
not
here,
but
I
know,
she's
been
working
on.
H
More
so
housing
housing
issues
yeah,
I
think
the
the
res.
The
initial
resolution
was
passed.
A
But
yeah,
do
you
remark
matt?
The
just
transition,
I
think,
was
the
one
thing
that.
A
A
C
A
H
C
They
did,
it
was
pretty
brief,
so
it
was
like
one
of
those
things
that
was
more
or
less
suspended,
so.
C
C
Helpful
as
a
point
of
reference,
matt
caldey,
I
think,
is
maybe
vice
chair
of
the.
G
G
Members,
so
I
would
definitely
support
assuming
that's
okay,
with
scheduling
on
the
mayoral
and.
G
C
C
C
C
G
Like
an
opportunity
for
committee
reports
and
then
there's
a
section,
labeled
mayoral.
G
But
yeah
we,
you
just
need
to
coordinate,
probably
through
lauren
with.
C
Of
you
that
weren't
shared
on
that
that's
where
a
lot
of
the
documents
are,
if
any
of
you
are.
C
Not
part
of
that,
I
think
I
got
everyone,
but
just
let
me
know
and
I'll
add
you
to
that.
C
C
C
A
A
Since
that,
as
lauren
just
pointed
out,
is
really
kind
of
one
of
the
core
or.
A
A
A
C
C
C
C
About
what
that
might
look
like
in
the
context
of
the
the
rest
of
the
year,
it's
been
a
little
bit.
C
C
E
I'll
just
add
that,
yes,
I
think,
with
advisory
commissions
in
particular,
that
aren't
you
know.
G
Can
they
do
or
what
should
they
do
and
it's
it's
it's
really
flexible
and
I
think,
like.
G
Folks
should
think
of
of
commissions,
which
sort
of
jointly
serve
and
advise
the
mayor
and
the
city.
G
G
Know
I
think,
there's
there's
been
some
changes
in
the
in
the
recent
past
and
probably
police
and.
G
That
can
originate
from
commissioners.
The
example
I
sometimes
call
call
to
mind
is:
is
the
parking.
G
Developed
an
ordinance
it
was
ordered
in
1811.
There
was
like
a
comprehensive
overhaul.
G
Of
city
parking
policy
and
pricing
because
of
their
research
and
their
report
and.
G
G
G
It
can
be
a
vehicle
to
try
to
do
some
of
those
things,
because
even
on
the
council,
I
mean.
G
We
we
have,
you
know
one
or
two
staff,
maybe
maybe
three
at
times
serving
all
nine
of
us
we're
all.
A
Once
again,
the
code
related
to
the
definition
of
the
commission
on
sustainability.
A
A
C
I'll
just
say,
if
you
have
any
other
questions
in
between
now
and
next
meeting
about
the
cap
feel.
C
C
Is
but
yeah,
especially
if
you're
having
trouble
finding
something
or
wondering
if,
if
it
exists,.
C
Most
I
mean
I
manage
the
sustainability
page,
so
most
things
you
can
find
on
there,
but
I'm.
C
I
I
Okay,
because,
like
I
didn't
know
if
there
would
be
opportunities
for
us
to
work
with
like.
I
I
But
but
I
didn't
know
if
there's
like
maybe
an
opportunity
to
like
do
something
with
that.
C
Yeah,
I
think
figured
out,
I
think
definitely
I
mean
ongoing
working
relationship
with
the
uri
for.
C
Sure-
and
I
think
that's
also
another
opportunity,
as
we
better
focus
what
the
commission's.
C
Working
on
to
better
align
that
with
other
resources
in
terms
of
the
climate
committee.
G
Yeah,
perhaps
worth
reaching
out
honestly
to
to
iu
administration
and
offering
to
to
help.
G
Support
the
cap
committee's
work
in
some
form
or
another
since
they're,
you
know,
since
the.
E
Found
out
that
there
was
a
scientist
that
was
actually
growing
algae
on
top
of
the.
F
Twice
a
week
of
he's
already
had
it
tested
for
metals
organically,
certified
fertilizer.
F
F
Doing
and
it's
open
to
the
public
to
take
it
just
doesn't
have
enough
off
takers.
F
F
Combining
with
them
to
to
market
that
or
to
make
it
known
so
that.
G
Him
have
a
commission
help,
help
find
you
know,
do
some
outrage
or
something.
A
Time
and
then
the
last
listed
item
on
the
agenda
is
the
b
coast
executive
session,
which.
C
C
Other
items
in
between
that
come
up
and
we'll
continue
to
talk
about.
A
A
A
That'd
be
great:
are
there
any
other
reports
from
commissioners.
A
And
without
much
time
for
new
business
or
any
takers,
we
can
proceed
to
I'll
make
a.
A
Reminder
that
the
next
meeting
is
june
14th
here
at
6pm
and
then
if
there
is
no
objection.
