A
A
Thank
you
very
much
appreciate
that,
if
you
want
to,
I
can
call
roll,
because
I
have
it
up.
A
A
So
we
do
have
a
quorum,
we
can
proceed
to.
A
A
B
A
pool
pool
of
my
pole
of
my
members,
which
are
it's
around
like
30
40..
There
is
an
interest.
B
In
sustainability-
and
so
I
was
hoping
that
y'all
would
either
serve
as
connections
for
me
or.
B
And
so
I
would
love
to
work
with
y'all
about
developing
a
project
or,
if
and
if
you
want.
B
A
B
So
you
can
reach
me
through
her
yeah
and
what
would
be
an
example
of
a
project
or.
B
Perfect
so
it's
kind
of
a
newly
formed
group,
so
I'm
tinkering
with
a
lot
of
things.
I.
B
C
B
Want
to
it's
hard
as
a
student
to
know
like
what's
fully
out
there
all
the
time,
especially
if
it's.
B
Not
advertised
for
students
specifically,
so
I'm
hoping
that
y'all
can
serve
as
like
a
liaison
for.
B
A
Yeah,
the
title
is
iu
office
of
sustainability,
who
appoints
a
seat
on
the
commission.
A
A
F
D
And
it's
really
really
interesting
as
to
what
the
students
are
working
on.
So.
D
If
you
guys
aren't
aware
of
that,
that's
just
a
way
to
to
meet
other
people.
I
met
a.
D
I
C
You
to
to
work
it
out,
but
yeah,
just
I'm
trying
to
fill
that
gap.
Oh
maybe
not
through
the
council.
H
Awesome
and
we'll
say
that
iu
webpage
has
contact
info,
including
tangible,
is
one.
H
Of
the
folks
who's
still
there
and
might
be
a
nissa
yeah.
Thank
you,
that'd
be
another
way
to.
H
Also,
point
of
information:
it's
the
director
of
indiana
university
office
of
sustainability,.
A
All
right,
very
good
that
will
conclude
our
public
comment
and
go
on
to
reports
from
chair.
A
I
will
I
would
like
to
report
on
the
earth
charter
indiana
climate
leadership
summit
7
that
took.
A
A
A
A
And
there
were,
the
hosts
were
commissioners
from
the
cities
of
west
lafayette
and
richmond.
A
A
A
A
A
A
A
A
A
A
A
A
A
A
A
Lot
of
good
things
from
this
event,
I
was
really
glad
that
I
attended
only
wish
that
I'd
gone
in.
A
A
K
Introduced
to
the
community
the
zero
in
platform
that
we've
been
working
on
the
launch
for
that.
E
Platform
out
into
the
community,
I
know-
and
I
don't
know
if
this
is
something
we
would
want
to.
E
I
yeah,
I
don't
have
any
really
other
updates
for
that.
We
had
a
lot
of
questions
about.
E
Internships
and
such,
but
that
mostly
goes
through
another,
the
mckinney
climate
fellows.
E
That
was
there,
so
I
just
kind
of
directed
people
in
that
direction,
but
yeah
that's
kind
of.
A
If
you
would
yeah
thanks
a
few
updates,
one
was
that,
since
we
met
last,
we
had.
H
Plans
for
the
economic
development,
local
income,
tax,
incremental
revenue
gains.
H
That
were
that
will
will
start
on
january
1
of
next
year,
following
that
texas.
H
A
lot
for
transit
that
they
are
already
leveraging
into
a
pretty
rapid.
H
Taking
on
of
new
electric
buses,
which
is
great
to
hear,
and
then
a
number
of
investments
through.
H
The
climate
action
plan,
as
well
as
investments
in
staff
and
and
personnel
retention.
H
H
What
comes
to
mind
at
the
moment,
the
budget
book
itself
can
be
a
little
overwhelming.
It's.
H
You
know
400
pages
or
something
and
consists
of
of
a
pretty
in-depth
look
at.
H
The
the
budgets
of
each
department,
the
presentations
which
are
also
available
on.
H
The
city's
budget
website
are
a
little
more
manageable,
so
it's
powerpoint
presentations.
H
H
Members
response
responses
across
the
board-
I
don't
know
I'll
just
leave
it
at
that,
and.
H
And
we'll
pick
that
back
up
later
this
month
with
the
actual
legislation
itself,
the.
H
Hearings
are
simply
a
time
to
preview.
What's
coming,
but
the
actual
budget
legislation
which
is.
H
I
think
that's
it
for
the
budget.
We
can
cover
questions
in
a
minute,
though,
if
anybody
has
any.
H
Up
so
mckaylan
was
there
as
well,
and
I
think
lauren
attended
some
of
that
online.
I
was
there.
H
Roundtable
and
things
like
that
that
I
think
have
some
crossover
with
my
council
duties
and
and.
H
Seat
on
b
costs
that
that
I
found
was
really
terrific,
that
session
actually
and
hearing
from.
H
And
in
a
lot
of
places
that
don't
have
staff
support,
yet
the
commissions.
H
Sort
of
play
that
role
and
have
been
really
instrumental
in
advancing
climate
initiatives.
H
In
their
local
governments-
and
you
know,
there's
some
different,
unique
aspects
that
they
take.
H
On
in
richmond,
for
instance,
you
know
a
handful
of
commissioners
have
been
really.
H
H
Is
interesting,
that's
not
a
process.
We
use
here
in
bloomington,
often
staff
in
the
development
of.
H
Legislation
will
bring
ordinances
to
like
through
a
commission
on
its
way
to
the
council.
H
Pedestrian
safety.
Commission-
I
don't
think
it's
been
as
common
of
a
practice
here
in
the.
H
Local
sustainability,
scholar
and
specialist
at
the
o'neill
school
and
he's
actually
finishing.
H
A
population
of
one
thousand
looking
at
their
greatest
concerns
on
on.
H
Kind
of
all
issues,
including
various
social
issues
and
public
safety,
and
things
like
that.
But.
H
Included
in
those
are
various
climate
change,
concerns
things
like
flooding
and
and
extreme
heat.
H
So
he's
in
the
process
of
wrapping
up
data
analysis
from
that
it
was
a
good
presentation.
H
And
also
highlighting
how
communities
are
thinking
about
advancing
programmatic.
H
I
mean
it
hasn't
so
as
he
has
some
updates
to
share,
maybe
on
his
website
and
that
sort
of
thing.
H
H
Off-Road
gas-powered
equipment,
in
particular
lawn
mowers
and
gas
blowers.
H
String
trimmers
that
sort
of
thing
it
is
a
strategy
within
our
climate
action
plan.
One.
H
That
will
require
some
legislative
components,
certainly
for
and
programmatic
components
to.
H
Incentives
or
disincentives
around
those
to
accelerate
the
transition
to
electric
equipment.
H
And
then
the
other,
the
other
piece
of
that
the
community-wide
transition
and
speaking
with.
H
H
Know
we'll
be
doing
some
outreach
in
that
regard,
but
but
folks
in
the
commercial
sector
as
well.
H
So
lawn
care
businesses,
possibly
folks
from
larger
institutions
that
have
a
lot
of
lawn
care.
H
In
in
their
purview,
so
indiana
university,
a
monroe
county
school
corporation.
H
Meeting
with
staff
first,
so
the
council
committee
will
probably
try
to
meet
in
the
next.
H
Mondays,
that's
september,
19th
at
5,
30
pm
via
zoom
y'all,
are
welcome
to
attend
any
time
along.
H
With
any
other
members
of
the
public
and
that's
you
can
find
the
details
for
that
at.
H
H
H
Related,
you
know
and
including
you
know,
local
air
pollution,
not
just
greenhouse
gas
emissions,.
H
They
tend
to
be
time,
limitations.
They're
often
they
restrict
gas
blowers
or
blowers
over.
H
Of
how
it
goes
so
yeah
trying
to
limit
that,
maybe
in
some
regard
and
providing
again
kind
of.
H
Some
carrots
and
sticks
perhaps
to
accelerate
that
transition.
The
climate
action
plan,
for
instance,.
H
Transitions
to
electric
equipment
and
tend
to
have
programs
to
assist
on
those
kind
of
things.
H
Complex
policy
problem
like
a
lot
of
the
sort
of
climate
transitions,
we
need
to
see.
H
H
Both
and
we
need
to
be
thinking
about
both
of
them
and
what
is
reasonable.
The
state
of
california.
H
Around
it
and
and
working
on
banning
new
sales
of
of
gas
power
equipment,
for
instance,
we
don't.
H
Have
that
power
as
a
city,
but
you
know
they've
acknowledged,
like
I
think
we
we
will.
H
Just
going
to
get
probably
preempted
or
slapped
down
by
the
state,
so
we
need
to.
H
D
A
A
Group
updates:
are
there
any
volunteers
from
working
groups
who
would
like
to
present
an
update.
D
D
In
order
to
institute
the
ideas,
so,
for
example,
with
the
tetra
packs,
which
we
want
to
get
into.
D
D
D
A
So
that's
it
for
waste
reduction.
Did
you
mention
the
tetra
packs
you
expanded.
D
To
the
hardest,
with
the
compost
captains
being
more
more
challenging,
and
so
the
idea
is,
we.
D
Want
to
start
getting
those
recycled,
because
we
know
a
lot
of
people
drink.
D
Other
people
keep
them
in
their
garage
and
so
yeah
we're
just
trying
to
figure
out.
D
What
the
whole
process
is,
because
the
city
of
bloomington
contracts
that
out,
we
have
to.
D
D
With
it,
and
then
we
have
to
work
with
the
the
the
the
non-profit,
essentially
to
figure
out.
D
D
Based
on
the
existing
service
providers,
can
I
answer
that?
Yes,
I'll
just
know
for
those,
maybe.
A
A
A
C
Other
questions
about
putting
you
know
the
recycling
center
down
in
the.
C
A
A
A
All
right,
seeing
none
an
angel,
it
looks
like
well.
Are
there
any
other,
just
transition.
J
J
As
we
go
along
and
once
we
start
gathering
more
public
feedback
and
we're
currently.
J
Which
we
will
be
meeting
with
in
three
separate
town
hall
events
in
the
last
two
weeks
of
october.
J
J
J
As
accessible
as
possible,
and
we
expect
around
20
to
30
we're
planning
for
around
20
to
30.
J
Key
community
stakeholders
at
each
event
to
basically
choose
the
final
recommendations.
J
And
so
at
this
stage
the
main
thing
to
report
is
that
the
events
are
planned
for
october
12th.
J
Attend
that
would
be
most
appreciated
and
if
you
could
attend
and
help
us
facilitate
the
event.
J
I
mean
basically,
if
anyone
would
like
to
join
the
working
group
at
this
time.
It
would.
J
Especially,
anyone
who
might
have
great
contacts
at
iu
and
know
who
some
of
the
key.
J
Anyone
would
be
welcome
and,
if
you're
interested
feel
free
to
shoot
me
an
email
after.
J
The
meeting
or
let
me
know
now
whatever
is
best,
but
we
could
definitely
use
some
help
on
that.
J
And
I
know
lauren's
not
here
now
the
main
thing
we're
going
to
be
asking
for
from
lauren.
J
Is
to
do
what
she
did
before,
which
is
send
the
initial
outreach
email.
Once
we
give
her
the
email.
J
Addresses
of
our
stakeholders
so
that
the
first
email
comes
from
the
city
and
then
we'll
be.
J
Following
up-
and
I
also
wanted
to
mention
that,
if
any
of
the
other
commissioners
are
interested.
J
In
joining
to
help
with
this
outreach,
it
could
be
a
really
valuable
learning
opportunity
for.
J
We
did,
we
did
some
out,
we
we
asked
esd,
I
see
alex,
is
here
today.
Hi
alex.
J
Yeah
anyway,
we
asked
esd
for
funding
to
pay
a
local
consultant
to
help
us
with
this.
J
Community
outreach
like
we
had
last
spring
and
they
we
were
turned
down
for
that
request.
J
Because
of
the
timing
and
told
that
funds
may
possibly
be
available
for
something
similar
next.
J
Year,
but
that
for
this
calendar
year
the
funds
were
depleted,
and
so
that's
why
we're
going.
J
J
Going
well
and
we
welcome
we,
we
welcome
more
people
to
join
if,
if
they're,
able
and
interested.
A
All
right,
thank
you,
angela,
so,
lastly,
we
have
the
heat
management
working
group.
I
did
receive.
A
A
A
A
A
A
H
You
mentioned
also
two
people:
excellent
monroe
county
emergency
management
department.
A
A
C
A
F
A
A
However
know
of
a
great
way
to
specify
with
greater
clarity
where
this
starts
in
time,.
H
I
think
you
could
one
way
to
approach
that
would
be
to
speak
to
that
at
a
presentation.
H
Serves
lauren
presented,
updates
on
on
the
commission
in
some
form
or
another.
H
In
the
form
of
a
report,
okay,
we
had
the
environmental
commission's
report.
Maybe
a
couple.
A
Read
into
the
record
by
the
commission
or
just
presented
just
presented,
submit
the
materials.
H
H
And
if
you
requested
of
them
they're
happy
to
well,
I
don't
know
sometimes
they
print
them.
H
Out
and
leave
them
on
this,
but
yeah,
usually
the
presentation
is,
is
more
of
a
summary
of
the.
H
I
A
Commission
reports
are
submitted,
I
think
it's
really
up
to
the
commission.
It
varies
quite
a
lot.
H
H
You
know
november
december,
we
I
just
mentioned
we
heard
from
the
environmental
commission.
I
think.
H
A
couple
months
ago,
so
it's
really
kind
of
throughout
the
year
and-
and
I
don't
think.
H
Or
not,
I
think
it's
always
great
when
they
do
the
council.
In
particular,
you
know
the
staff.
H
Liaisons
come
from
the
mayoral
administration,
the
executive
branch
so
for
council
members.
H
It's
harder
to
keep
track
of
the
40-some
boards
and
commissions
we
have
at
the
city.
So
it's.
H
Practice
to
be
in-
and
I
don't
think
I
wouldn't
worry
about
expectations
from
the
council
with.
H
A
A
A
A
A
H
Please
update
from
city
code,
and
so
this
is
not
what
we're
doing,
but
it's
what's
called
for.
H
Which
is
for
the
commission,
in
cooperation
with
other
city
boards
and
commissions,
to.
H
This
predates,
of
course,
this
section
of
code
predates
the
sustainability.
H
In
that
way,
so
we're
not
exactly
following
code.
There's
a
lot
of
things
like
this
in
city
code.
H
H
We
are
going
to
change
city
code,
for
instance
by
for
for
the
commission
on
sustainability.
L
I
agree
with
christine's
suggestion
to
make
it
just
2021
to
2022,
since
it's
a.
A
It
for
visual
representation
just
to
compare
what
how
the
proposal
looks
2021
to
2022
report.
A
A
A
A
A
Is
that
is
that
the
need
oh
yeah?
I
I
actually
mapped
these
out
already,
but
I
didn't
know
we.
A
A
The
portions
that
pertain
to
the
just
transition
working
group
and
not
the
the
the
unsdgs
either.
A
Does
that
sound
suitable?
I
wonder
christie,
I'm
looking
at
the
climate
action
plan.
F
Listing
specific,
like
numbered
goal,
alignment
kind
of
like
parenthetical
phrase,
something
like.
J
Well,
yeah,
I
think
that
sounds
good
and
also.
J
J
A
Matt
austin
caitlin,
yeah,
matt
flaherty,
yes,
nolan.
A
A
Thank
you
everyone.
I
think
the
next
step
will
be
to
coordinate
our
presentation
to
city
council.
A
A
Necessarily,
but
is
there
any,
are
there
any
thoughts
on
the
meeting
the
council
meeting.
A
A
And
council
member
flaherty
in
terms
of
the
meeting
or
a
an
ideal
meeting
for.
A
Or
anything
I
should
take
into
account
when
making
the
presentation,
I
would
just
reach
out
to.
H
Time
we
try
to
avoid
having
too
many
reports
from
from
the
mayor
and
board's
commission's
all.
H
To
schedule
it
and
they'll
set
it
up
perfect.
Is
there
a
particular
email
address
or
contact.
L
C
A
C
Okay,
there
wouldn't
be
a
slippery
slope
to
try
and
include
everything
you
know
if
you
have
10.
C
Urban
farming
for
to
end
hunger
and
you're
selling
those
at
the
same
time.
It's
it's
a.
C
J
I
hope
yeah
I
just
wanted
to
chime
in
that
I
found
I
found
that.
J
Sdgs
analyzing
them
very
useful,
especially
comparing
them
with
the
city's
cap
and
sap
goals.
J
And
I
mapped
out,
I
found
that
mapping
that
I
did
previously
with
the
just
transition
goals.
J
Sdgs,
but
also
the
just
transition
working
group
is
focused
more
primarily
on.
J
Which
are
one
which
are
ones
that
are,
you
know
not
explicitly
mentioned
in
one.
J
Of
the
city's
eight
goals
so
hope,
or
that
working
group
may
be
working
on
some
of
the.
J
Gaps,
and
so
I
I
think
that
adding
the
sdgs
in
order
as
another
type
of
framework.
J
J
I
I
have
to
say
just
jumping
in
to
adopt
17
more
goals
without
the
scope
mechanism.
We
have
three.
I
Being
kind
of
the
recommended
mat
max,
I
I
don't
quite
understand
how
we
will
use
this
as
a
tool.
I
I
I
A
A
I
So
again,
second
meeting,
so
I
don't
really
know
this
is
more
of
a
question.
I
guess
to
the.
I
I
I
I
I
I
I
I
The
individual
and
households
yeah-
I
was
just
wondering
if
there's
ever
been
any
commission
work.
I
D
I
I
I
D
D
Water
with
the
algae
blooms,
so
we
had
to
cancel
that
so
it's
also
a
danger
for
people
that
are.
D
A
A
That
the
commission
provides,
I
think,
matt
brings
up
some
really
good
points
that
it
there's.
A
We
advocate
for
agriculture
reform
like
the
things
that
are
provoking
the
issue.
Do
we
advocate
for.
A
A
I
I
I
I
G
G
G
G
L
And
it
was
scheduled
for
2023.
Is
that
inviting
enough
that's
true
or
scheduled.
G
Again,
I
won't
act
like
I
know
anything
officially,
but
I
know
we've
added
some.
G
H
H
They
actually
have
a
they
delivered.
Their
annual
report
to
the
council
a
week
ago
and.
H
Or
tours
between
10
and
3,
I
think
on
sunday,
when
they
spoke
with
us,
they
were
pending.
H
Address
in
this
this
term,
I
mean
they've,
been
very
proactive
on
a
lot
of
fronts,
with
respect
to.
H
You
know
upgrading
systems
and
and
getting
us
in
a
really
good
spot
as
a
utility
overall.
So.
H
H
Interested
in
that,
that's
something
we've
done
in
the
past
with
other
with
john
zouty.
H
The
director
of
housing
and
neighborhood
development,
for
instance,
so
another
option.
A
A
G
G
G
To
be
every
year
and
this
year
again,
I
will
speak
to
what
actually
but
there's
been.
D
To
create
the
electricity,
so
that's
one
thing
and
then
there's
when
you're
talking
about.
D
A
Are
there
any
other
thoughts
on
the
topic.
E
E
Site
the
community
engagement
platform
that
we're
going
to
be
launching
and
that
we've
been.
E
E
E
E
E
E
E
A
That
brings
us
to
the
end
of
our
scheduled
meeting.
If
there
is
no
objection,
our.
