From YouTube: Bloomington Commission On Sustainability, June 8, 2021
Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
I'm
gonna
call
this
meeting
recording
in
progress
of
the
bloomington
commission
on
sustainability.
A
To
order
so
we're
gonna
start
off
just
with
a
roll
call.
So
when
I
say
your
name,
if.
A
Members,
I
think
I
got
everyone
cool
alrighty.
So
next
up
on
the
agenda,
we
have
the
approval.
A
Of
the
agenda,
so
I
guess
raise
your
hand
if
you
have
anything
anything
to
say
about.
A
A
Yeah,
I
think
that's
a
good
idea.
So
would
you
like
to
make
that
emotion.
A
Then
actually
yeah
I'll
move
that
old
business
item
number
nine
and
new
business.
A
That
that's
that
one's
on
me
so
already
so
then
I
would
entertain
and
entertain
a
motion.
I.
A
A
I'm
voting
yay,
christina
yay,
already
matt,
yes,
samantha
samantha
here.
A
I
guess
no
alicia,
yes,
okay,
nolan,
yes,
alrighty
jonna!
Yes,
nigel.
A
So
next
up
we
will
move
into
public
comment.
So
if
you
are
a
member
of
the
public
who
wishes.
A
To
speak,
please
use
the
raise
hand
function
to
notify
me
and
I
will
call
on
you
and.
F
Spent
a
fair
amount
of
time
back
in
may,
with
various
meetings
related
to
the.
F
About
wildlife
by
biodiversity,
for
wildlife
and
plants
as
the
city
grows
and
mitigates
for.
F
Climate
change,
which
basically
things
that
are
supportive
of
your
sustainability
commission.
F
So
we've
had
multiple
meetings
on
this
and
on
how
to
recruit
to
conduct
outreach
for
it.
F
As
well
as
recruiting
volunteer
homeowner
participation
in
the
plan
so
that
they
can.
F
And
a
lot
of
several
neighborhood
associations,
there's
been
significant
increase
this
past.
F
Also,
I
would
encourage,
if
any
of
you
have
would
like
to
learn
more
about
invasive
plants.
F
Covet
the
size
of
the
number
of
people
who
can
participate
in
these
events,
as
will
be
increasing.
F
The
2001
quality
environmental
quality
of
life
wilmington
and
subsequent
reports.
F
Outreach
for
the
eco
heroes
and
the
50th
year
of
the
environmental
commission.
So
that's.
A
Is
already
on
the
agenda
for
later
in
the
meeting,
I
would
just
like
to.
A
In
a
while,
so
welcome
alex
and
with
that,
I'm
going
to
pass
it
over
to
you
representing
the
esd.
A
Today,
thanks
jared
yep,
it's
been
a
while,
since
I've
been
at
b
coast,
but
it's
good
to
be
back.
G
So
I'll
give
a
quick
report
from
esd
and
happy
to
answer
any
questions.
The
the
first
and
foremost.
G
Was
married
as
planned
is
on
her
honeymoon
and
we
got
to
see
some
pictures.
It
was
a
look.
G
Absolutely
glorious
so
congratulations
to
lauren
and
while
we
missed
her
in
the
office.
G
We're
happy
she's
able
to
go,
go,
have
a
honey
one,
just
a
couple
of
things.
I
I
don't
know
to.
G
Solar
energy
and
efficiency
loan
program-
there
are
several
components
of
it.
Is
this
something
that.
G
Some
grant
support
for
implementation
of
efficiency
measures,
and
that
includes
solar.
G
And
other
you
know
lighting
and
that
that
sort
of
thing,
so
that's
going
pretty
well.
G
There
are,
I
think,
upwards,
of
about
10
non-profits
that
are
now
engaged
in
some.
G
Form
through
the
program,
they
are
also
expanding.
That
program,
we're
all
you
know.
G
G
Sometime
in
july,
so
that's
the
evolution
of
that
program,
both
of
which
are
pretty
exciting.
G
As
as
all
of
you
may
know,
the
city
was
allocated
slightly
more
than
22
million.
G
Dollars
and
the
county
was
allocated
about
29
million
that
has
to
be
worked
through
council.
G
G
G
G
30
months
of
funding,
so
we
have
to
plan
what
might
be
done
in
2021
first
and
then
through
the.
G
Trash
which
would
hit
for
2023.
so
again
what
I
think
the
process
will
look
like
there
is
that.
G
Two
other
items,
the
hospital
site,
the,
as
many
of
you
know,
the.
G
G
G
G
G
Lake
monroewaterfund.org
has
been
formed
to
really
do
some
aggressive
fundraising
for
projects.
A
E
G
G
I
mean,
I
think
it
you
know
at
a
very
simple
level,
the
water
fund
will.
G
Not
so
much
be
developing
projects
as
facilitating
projects
that
other
people
develop.
G
G
G
Yes
and
we're
going
to
get
into
this
electronic
attendance,
I
think
later
in
the
agenda,
yep.
A
Away
sure
hello,
all
we
don't
have
too
much
to
update
on.
I
was
going
to
mention.
H
Over
the
last
couple
of
months,
we've
had
some
initial
conversations
about.
H
Sort
of
priorities
of
council
members
how
the
mayor
and
his
team
are
approaching.
H
Expressed,
we
expect
to
see
a
2021
appropriation
relatively
soon
for
some
arpa
funds
also.
H
Today,
at
a
press
conference
around
noon,
the
mayor
announced
his
intention
to.
H
Ask
for
some
some
level
of
multi-million
dollars
to
be
dedicated
to
various
housing
needs
in.
H
Some
of
the
challenges
that
this
community
has
has
long
had,
but
also
ones
that
are.
H
Probably
exacerbated
by
by
the
pandemic,
so
that
includes
some
housing.
First,
solutions
for.
H
For
folks
experiencing
homelessness
as
well
as
some,
I
believe
some
I
just
watched
the
press.
H
Conference
not
long
ago,
so
I'm
trying
to
remember,
I
believe,
some
rental
assistance
and
that
sort.
H
H
Be
down
payment
assessments.
Another
idea
the
mayor
has
mentioned
over
time
includes
a
community.
H
Land
trust
model,
an
approach
to
helping
more
folks
enter
that
ownership
space
within
within.
H
Their
for
their
housing,
so
that's
a
variety
of
things
related
to
housing.
There
could
be
more.
H
Related
to
other
aspects
of
sustainability
policy,
I
would
definitely
just
encourage
the.
H
Hear
in
the
next
few
months,
but
also,
I
believe
in
the
context
of
the
2022
budget
cycle,
so
from.
H
August
to
to
october,
as
we
discuss
those
things,
I
believe
this
will
be
done
much
like
last
year.
H
Budget
but
of
course,
will
be
part
of
2022
and
then
2023
expenditures.
So
it's
a
pretty
great.
H
H
H
To
more
discussions
on
that
front
again
would
encourage
commissioners
to
just
attend
council.
H
We
could
honestly
use
more
input
from
the
public
on
these
discussions,
so
so
that
would
be
great.
H
Beyond
that,
there's
not
too
much
to
report.
We
wrapped
up
discussions
of
the
unified.
H
Development
ordinance,
since
our
last
meeting
we
there
was
a
lot
to
that.
H
Including
adopting
a
map
that
included
the
new
multi
multi-family
student
housing.
H
Zone
and
the
rf4
urban
residential
zone,
part
of
that
and
one
of
the
more.
H
H
H
These
small
scale
attached
housing
forms
that,
if
done
right,
can
can
provide.
H
Smaller
footprints
shared
walls,
reducing
energy
consumption
et
cetera,
so
those
will.
H
Be
allowed
throughout
the
city
in
residential
areas,
with
a
with
a
cap
of
15
per
year
and.
H
Four
years
ago,
we're
taking
as
a
city
a
pretty
cautious
step
forward
with
regard
to.
H
Reintroducing
this
housing
type
into
the
community
and
we'll
assess
that
and
see
how
it
goes.
H
We
have
one
regular
session
left
on
wednesday
a
week
from
tomorrow
and
an
ordinance
we've
been.
H
Hearing
involves
reporting
on
occupancy
occupancy
limits
for
for
rental
housing.
H
Small
small-scale
rental
housing,
which
has
some
interesting
elements
and
dimensions
to
it
so.
H
Folks
are
interested
in
that
I'm
always
happy
to
talk
more
about
that
via
email
or
offline.
H
Another
time,
but
I
just
wanted
to
flag
that
as
something
that's
wrapping
up
the
council's.
H
Schedule
for
june
and
then
we'll
be
off
until
mid-july,
with
council
recess,
coming
back
ready.
H
To
talk
about
annexation
and
and
the
budget
and
more
annexation
like
like
a
lot
of
our.
H
Bigger
issues
have
has
some
pretty
significant
sustainability
components
to
it
in
the
social.
H
H
A
Thanks
matt,
then
reflecting
the
change
in
the
agenda.
We
will
move
to
old
business.
A
So
the
homeowner
education
series,
so
last
meeting
christy
and
angela
presented
about
the.
A
Utility
stormwater
home
home
owner
education
series
and
following
the
meeting
lauren
sent.
C
E
Thank
you
yeah
already
so
hearing
or
seeing
no
hands
about
the
homeowner
education
series.
A
A
E
Yeah,
essentially,
it
was
prior
to
the
reception
of
that
policy
document
that.
E
G
Thanks
yeah,
so
this
is
a
little
fast
moving,
so
I'm
playing
I'm
cut,
we're
all
playing
a
little.
G
To
be
able
to
facilitate
hybrid
meetings
moving
forward
in
starting
in
july,
so
it's
actually.
G
Circulated
is
that
adoption
document,
if
you
will
so
let
me
let
me
toggle,
I'm
gonna
go
back.
G
G
The
commission
needs
to
have
at
least
a
quorum
in
person.
So
that's
that's
the
first
thing
so.
G
Person
others
can
join
remotely,
but
but
that's
a
that's
kind
of
a
new
requirement
that
that'll.
G
Help
you
with
that,
but
you
have
to
start
paying
attention
to
the
number
of
meetings
that
you.
G
Electronic
or
attending
electronically
for
two
meetings
consecutively
before
you
have
to
show
up.
G
In
person
again,
so
you
know
that
kind
of
rule
then
means
that
there's
a
little
bit
of
you
just.
G
G
So
so,
if
there's
a
board
of
five,
only
two
may
participate
electronically.
G
No,
no,
not
more
than
two
consecutive
meetings.
There
are
exceptions
to
the
rule
of
both
the
50.
G
Services
number
two
illness
or
a
medical
condition;
number
three:
the
death
of
a
relative.
G
So
we
certainly
as
staff,
can
help
everybody
navigate
this
one
of
the
things
I've
been.
G
G
G
G
G
G
So
anyway,
all
of
this
is
you
know
the
the
the
premise
of
of
why
we're
talking
about
it.
G
To
the
to
the
post
emergency
order
standard,
which
is
what
we're
setting
up
for
here,
but.
G
G
G
So
it
says
if,
on
a
given
tuesday,
we
all
get
together,
but
four
people
are
in
person.
G
G
It's
almost
as
if
you
are
taking
an
action
with
that
quorum,
for
example
right.
It
would
be.
G
G
You
can
have
the
meeting,
but
I
think
that
anything
that
happens
at
the
meeting
becomes
potentially.
G
G
Our
department
staffs
and
we're
trying
to
get
some
clarification
about
how
this
applies
to
work.
G
Sessions,
the
first
reading
of
of
that
by
legal
was
that
a
work
session
is
a
subset
of
this
group.
G
Work
session
three
of
those
people
would
have
to
be
there
physically
and
the
reason
for
that.
G
G
And
then
the
posting
of
course
would
have
to
continue.
Then
the
real
curveball
is
that
now
these.
G
Work
sessions
need
to
have
a
hybrid
element
to
them,
and
you
know
we
have
been.
We
have.
G
It
does
not
have
to
be
city
zoom,
so
so
there
is
no
requirement
that
that
staff.
E
E
On
the
minimum
number
of
in-person
attendees
for
any
given
meeting,
so
we
don't
end
up
in
a.
E
G
Perhaps
I
I
make
a
suggestion
that
the
agendas
for
future
meetings-
you
know-
which
I
don't
know.
G
G
J
G
G
K
G
G
G
E
I
just
noticed
there
was
one
signature
field
and
one
a
test
field
for
the
the
electronic
meeting.
E
Policy
document
I
was
just
curious
about
when
voting
as
a
body.
In
the
past,
I've
seen.
E
Normally
signature
fields
for
all
members
of
the
commission
for
indicating
sign
off
or
approval.
E
G
G
Of
the
commission's
action
and
then
the
chair
and
perhaps
the
vice
chair
or
the.
G
A
G
Parliamentarian
stuff
than
I
have
in
my
life,
but
do
you
happen
to
know
is,
is
it
would
it
be.
G
And
vote
you
know
and
then
and
then
and
then
the
vote
to
follow
up
as
as
approval.
H
I'm
quickly
scrambling
to
find
bylaws,
I'm
pretty
sure
the
bylaws
for
the
commission.
H
H
City
council,
you
can
override
that
and
vote
on
the
same
night
if
there
is
unanimous.
H
Consent
that
is
all
members
present
and
voting
support
voting
that
night.
So.
H
That
would
be
my
sort
of
default
assumption
for
what
applies
here,
though,
I
would
want
to
pull.
H
Up
a
version
of
because
bylaws
to
double
check,
but
does
anyone
else
have
other
input
or
thoughts.
G
I
feel
given
given
these
given
the
timing
right
and
that
that
the
especially
the
expiration.
G
Treat
it
as
if
it
were
a
resolution
which
is
probably
a
level
formality
that
may
exist.
G
G
Maybe
take
an
initial
pass
to
say
that
that
you
forego
the
the
two,
the
two
reading
approach
and.
G
Then
and
then
take
the
vote
on
the
document
itself
and,
and
that
would
cover
us
I
I
would.
I
would.
G
H
Not
following
that
that
procedure,
but
I
think
yeah
to
be
safe.
It's
a
good
idea
to
see
if.
H
We
have
unanimous
consent
to
both
introduce
and
consider
adoption
of
this
policy
in
the
same.
H
Meeting
so
I'd
be
happy
to
make
that
motion
if
it
pleases
the
chair,
yeah
yeah,
go
ahead.
Sure.
H
I
move
that
we
consider
both
introduction
and
adoption
of
the
electronic
meetings
policy.
H
At
tonight's
meeting
of
the
commission
on
sustainability,
second,
already
any
objections.
A
So
then
we
need
a
another
motion
to
enter
voting
on
the
on
the
resolution.
One
yeah
one
more.
H
Question
actually-
and
I
see
joseph
has
one
as
well
was
this.
I
know
this
went
out
as
a
a.
A
Yeah,
I
I
don't
believe
it
went
out
in
the
packet,
so
I
can
share
my
screen.
It
would
be
helpful.
H
H
The
document-
and
I
know
that
when
we
commit
when
things
have
not
been
released
in
the
pack.
H
Ahead
of
time
again
on
council,
we
we
need
to
present
them
in
writing.
Prior
to
adoption.
E
At
this
meeting
yeah
absolutely
we
can
do
that
so
I'll
read
through
the
names
like
always.
C
Alrighty
we'll
come
back
to
her
nolan,
yes,
okay,
jonna,
yes,
colin
hi,
nigela,
yes,.
L
Yes,
okay,
awesome!
So
then
it
is
indeed
unanimous.
E
Second
already
so
we'll
go
through
a
roll
call
vote
on
this
as
well.
So
again,
just
just.
A
And
I
will
stop
sharing
my
screen
there
so
jared
so
that
I'm
clear
and
we
can
circulate
this
via.
G
G
A
That
completes
old
business
so
then
jumping
back
to
new
business
najla
brought
to
my
attention.
A
D
And
there
was
a
lake,
a
pretty
small
lake,
you
know
some
people
would
maybe
argue
with.
D
Dnr
had
sent
yeah,
it
said
they.
They
said
that
indiana
dnr
directed
the
city
of
bloomington.
D
Utilities
to
address
the
dam
because
it
didn't
pass
some
kind
of
safety
assessment,
so.
D
Anyway,
I
am
a
frequent
I'm
a
frequent,
you
know
per
person
who
visits
this
park
and
I
was.
D
D
Region
that
is,
you
know,
now
gone
forever.
It's
you
know,
I
guess
it's
still
a
watershed,
but
it's.
D
D
Able
to
you
know,
I'm
certain
whatever
damage
is
done
is
probably
irreversible.
Even
if
you
know.
D
It
would
be
something
that
would
be
decided,
but
basically
I
want
to
make
sure
that
we
learn.
D
My
investigation,
I'm
still
speaking
with
people
in
the
city
parks
department,.
D
D
If
not,
how
might
we
as
a
commission,
be
able
to
address
that
which,
if
that,
if
that
is
the.
D
A
Janna
hi
yeah
nigel,
I
just
wondered
if
you
had.
D
Like
a
good
next
step,
it
would
be
to
follow
up.
I
think,
is
he
still
here?
Oh,
I
was
gonna,
say
donald.
D
D
Commission,
can
you
speak
to
this
at
all
or
alex
crowley?
Do
you
remember
this
decision
making.
F
An
email
to
to
lauren,
I
realized
she's
on
her
honeymoon
but
I'll
try
to
get
back
to
you
on
that.
G
And
if
you
want
to
send
it
to
me
as
well,
I'm
happy
to
circulate
it
in
in
her
absence.
G
K
At
the
top
was
the
project
of
a
utilities
department.
I
imagine
the
parks
department.
D
Our
staff
liaison
she
put
me
in
touch
with,
I
think
it's
steve
cot,
steve
cotter,
from
utilities.
K
He's
actually
in
parks
but
yeah,
I
can
give
you
the
utilities
contact.
D
Who,
I
think,
may
be
in
the
right
department,
wait,
wait
they
no
they're,
also
in
parks,
okay,.
D
Sorry
yeah,
I
don't
know
why.
I'm
still,
I'm
still
talking
to
people
in
parks,
so
yeah
that'd.
D
D
Specifically
to
wildlife,
you
know
who
depend
on
wetlands,
for
example,
before
this
decision
was.
D
Kind
of
assessments
on
you
know
normally,
and
specifically
was
one
done
at
this.
In
this
case,.
H
A
Never
mind
we
are
good
on
time,
so
we
will
move
on
to
our
next
item,
which
is
working
group
updates.
A
So
we'll
start
with
the
waste
reduction
working
group
and
whoever
wants
to
speak
on
behalf.
A
E
Actually,
we
did
not
convene
between
there
since
the
previous
month's
meeting
and
there
haven't.
E
L
Oh
there
he
is,
I
was
gonna
say
I
was.
I
was
just
gonna
give
a
recap,
I
mean
so
it
was.
L
Colin
jarrett
and
I
met
was
there
somebody
else.
I
can't
remember
now:
yeah
we
just
met,
maybe.
L
A
week
or
two
ago-
and
I
think
we
have
some
good
next
steps-
we're
gonna
do
research
on.
L
Are
we're
at
the
very
beginning,
and
we
have
next
steps
we're
going
to
be
in
another
week
or
two.
J
Yeah,
just
building
on
that,
I
wanted
to
add
that
you
know
we
our
intention.
J
J
J
Unanimous,
so
there's
there's
there's
a
lot
of
interest
in
sort
of
exploring
what
that.
J
Might
look
like
and
so
we're
in
the
process
of
between
now
and
our
june
22nd
meeting.
J
Sort
of
laying
some
of
the
groundwork
reaching
out
to
the
folks
in
cleveland
to
kind
of
meet
with.
J
Them
hopefully,
and
learn
about
best
practices
and
how
they
pulled
it
off
essentially,
and
we're.
E
E
E
E
G
I
can
chime
in
on
that,
thanks
for
raising
that
joseph
I
number
one
I
I
encourage.
G
Everybody
as
individuals,
if
you,
if
you
can
and
and
if
you
live
in
a
especially
an
area
that
has
a.
G
Yard
to
to
to
to
sign
up,
even
if
you're
doing
it
already
to
sign
up,
because
I
think
what
one.
G
G
And
then
the
last
thing
I
would
say
is
this
is
probably
more
to
the
you
know.
Listening
public
is.
G
G
Last
year's
cohort,
that's
the
advantage
of
being
in
the
same
department
as
lauren.
I
knew.
G
A
Awesome
colin.
J
Thanks
jared
hello,
everyone
again
so
last
month
I
brought
up
an
item
that
we
didn't
have.
J
J
Okay,
great
so
I
yeah
I
wanted
to
sort
of
bring
up
this
raya
because
it's
very
robust,
I
think,
and.
J
Consultants,
that
is,
who
put
it
together,
come
and
present
on
it
to
us.
Maybe
during.
J
Our
next
meeting
of
the
meeting
after
that
and
potentially
pay
them
to
do
so
because
I.
J
Think
that
it
could
we,
I
don't
know
it-
could
make
the
implementation
of
bloomington
zcap
even.
J
More
robust
from
a
racial
equity
standpoint
and
so
yeah,
I
just
wanted
to
throw
that
out.
There.
J
I
guess
for
discussion,
if
that's
that's
all
right
jared.
If
anyone
had
any
thoughts.
H
Sure
I'll
jump
in
thanks,
colin
for
sharing.
I
remember
you
mentioned
that
last
time.
H
And
I'm
I'm
happy
to
dive
a
little
deeper
into
this
document.
I
think
it's
certainly.
H
True
that,
in
all
of
our
plans
and
documents,
we
call
out
equity
in
all
forms
and.
H
That
said,
I
think
there's
definitely
ways
to
better,
implement
and
and
sort
of
operationalize.
H
Those
principles
in
decision
making
you
know
there
was,
I
think,
some
discussion
about
this.
H
H
Contracted
with
an
anti-racist
training
provider
which
which
I
believe
will
be
fairly.
H
Extensive
amount
of
training
given
to
elected
officials
and
department
heads
and
maybe.
H
Maybe
a
few
others,
I'm
not
sure
exactly
where
that
training
will
go.
I
do
think
again.
It's
fairly.
H
Extensive
and
my
hope
is
that
as
this,
the
the
firm
that's
developed
us
has
been
doing
this
for.
H
Implementing
our
racial
equity
principles
in
in
decision
making
in
plan
implementation,
I
don't.
H
We're
getting,
but
I
think
that
was
something
that
came
up
a
lot
in
in
in
discussions
last
year.
H
The
community
about
how
to
review
city
code
and
city
programs
through
that
lens.
So
again
I.
H
Think
it's
absolutely
been
a
guiding
principle
in
our
adopted
plans,
but
there's
certainly.
H
Always
more
work
to
do
in
operationalizing
that
I,
like
the
idea
of
well,
like
I
said
I
want
to.
I.
H
I'm
not
sure
I
I
will
just
say
if
we
do
have
someone
speak,
perhaps
doing
it
to
a
broader.
H
Would
be
able
to
speak
to
that
perhaps
after
after
further
review,
but
I
I
very
much.
H
G
G
J
Thank
you
councilman
flaherty
and
director
crowley.
I
really
appreciate
your.
J
Okay,
hearing
none
yeah,
maybe
what
we
could
do
is,
I
suppose,
in
the
following
this
meeting.
J
J
J
J
Proposal
folks
are
down
with
that
alrighty.
Does
anybody
have.
A
Already
so
that
concludes
our
schedule
for
today.
So
unless
somebody
has
something.
G
Oh
yeah-
and
this
actually
might
be
a
good
time
to
maybe
preview
who
who
could
potentially
join.
G
In
person
for
the
next
meeting,
I
don't
know
if
you
want
to
take
that
action
looking
forward
to.
G
The
next
meeting
at
the
end
of
this
meeting,
but
that
way
we
don't
get
caught
flat-footed.
A
Yeah,
absolutely
that's
that's
a
great
idea,
so
why
don't
I
just.
A
Go
through
the
roll
call,
and
obviously
this
is
you
know
not
binding
or
anything
but
just
kind
of.
A
At
the
next
meeting
so
anna-
I
don't
know,
but
I
think
I
could
attend
it
in
person.
C
Okay,
alicia,
I
can
do
in
person,
but
virtual
is
better.
Okay,.
I
I'm
sorry
I've
been
on
a
phone
call.
Can
you
tell
me
what
we're
voting
on
we're
not
voting.
A
We're
just
kind
of
doing
a
quick
round
table
in
terms
of
whether
we
think
we're
going.
A
To
attend
next
month's
meeting
in
person,
sorry,
I
have
to
put
you
on
hold
for
a
second,
oh
okay,.
I
A
In
person,
or
virtually
virtually
if
possible,
but
in
person,
if
necessary,
okay
already
calling.
A
So
that's
a,
I
guess,
a
five
five
split
if,
if
both
people
go
virtual
but
if
one
of
them.
H
I'll
just
use
this
opportunity
to
briefly
let
commissioners
know
I've
the
city.
H
Code
says
a
majority
of
commissioners
currently
serving
to
me.
The
plain
language
of
that
is.
H
Is,
for
instance,
on
the
commission
right
now
we
have
13
out
of
14
appointees.
I
believe,
there's
a.
H
Mayoral
vacancy,
according
at
least
to
the
current
website
webpage.
So
that
would
mean
that
that.
H
Six
would
no
I'm
sorry
that
would
still
just
be
seven,
but
there
have
been.
There
have
been.
H
Instances
where
we've
had
several
vacancies
and
a
majority
of
members
serving
would
be.
H
Below
that,
oh,
but
no,
this
is
a
difference,
so
seven
out
of
13
would
be
a
quorum
where
a.
H
7
out
of
14
would
not
be
so
yeah
there's
a
meaningful
difference
there.
That
said,
I've.
H
H
The
city
attorneys,
and
it
seems
like
by
convention,
we
have
treated
commissions
with
with
the.
H
Other
approach,
which
is
a
majority
of
seats
regardless
of
vacancies,
and
and
I
I
don't.
H
Think
that's
kind
of
the
plain
reading
of
code,
but
so
there's
some
disagreement
about
that
and
and.
H
Citation
to
indiana
code
from
from
joseph
in
the
chat
as
well
that
I
that
at
least
fifty.
H
Percent
of
the
members
of
the
governing
body-
oh
sorry,
maybe
he's
citing
joseph
is
that
is
that.
H
Of
course
as
well,
but
I
was
just
kind
of
getting
to
what
constitutes
a
quorum.
H
For
a
commission
when
there
are
vacancies,
and
it's
something
frankly,
we
need,
I
think.
H
A
little
more
clarity
on
from
from
city
legal-
and
we
need
to
follow
up
on
that.
So
I
can
work.
H
On
following
up
on
that
with
with
council
and
city
legal
jarrett,
and
let
you
know.
G
Just
so,
certainly,
as
you
said
jared,
this
is
not
a
binding
vote
that
people
are
committing
one
way.
G
G
Have
to
be
virtual
it.
It
may
be
us
as
a
safe
thing
to
maybe
do
this
again
close
to
the
meeting.
G
Just
to
make
sure
that
positions
haven't
changed,
but
it
may
be
that
those
people
who
are
on
the.
G
On
the
fence
might
be
encouraged
to
show
up
in
person
if
necessary,.
A
Yeah
yeah
absolutely
and
we
can.
We
can
start
making
that
something
where,
when
either.
A
Requests
for
people
to
send
things
that
they
want
on
the
agenda.
We
can
just
add
a
second
part.
A
Should
be
good
in
terms
of
getting
a
sense,
so
I
think
it'll
be
really
helpful,
maybe
in
just
making.
H
Sure,
there's
like
a
a
check
in
from
each
member
sort
of
ahead
of
time,
because
I
think
sometimes.
H
H
For
the
chair
to
follow
up,
if
you
don't
hear-
and
I
just
wanted
to
mention
on
that
front
too-.
H
I
didn't
know
if
I
know
we
have
a
seat
appointed
to
the
iu
office
of
sustainability.
H
Busy
guy
and
I'm
not
sure
I've
ever
been
at
a
vcos
meeting
with
him
and
and
I'm
not
sure
if.
H
H
That
had
been
on
my
mind
in
the
past
that
it
seems
like
a
good
opportunity
to
mention
now.
A
Include
that
in
your
email
and
if
not,
I
can,
I
can
always
reach
out
as
well
so.
A
Alrighty,
so
if
no
one
has
any
other
items
to
bring
up
or
points
to
make,
I
would
entertain
a.
A
Motion
to
adjourn
the
meeting
just
really
quick.
Our
next
meeting
is
july,
8th
6
pm
and
you.
A
A
A
A
All
righty,
so
then
I
yeah,
I
would
entertain
a
motion
to
adjourn.
E
A
Adopted
unanimously,
thank
you
everyone
for
your
time.
I
look
forward
to
seeing
some
of
you
in.
