Description
No description was provided for this meeting.
If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Okay,
should
we
have
a
motion
to
call
the
meeting
to
order.
A
Are
we
are
we
waiting
on
anyone
great.
A
A
A
Everyone
and
I'm
trying
to
bring
up
I'm
sorry,
I'm
having
trouble
seeing
the
agenda
at
the
same.
A
A
I'll
begin
nigel
routson,
chair
and
member
of
because.
B
Matt
flaherty
council
appointment
to
be
costs.
A
Okay,
if
I
think
we've
heard
from
everyone
and
anyone
want
to
move
to
approve
the
agenda.
I
Okay,
oh,
oh,
do
we
need
to
vote
on
it
yeah,
I
think
of
we.
We
tend
to
do
roll
call
votes.
B
Via
zoom
on
the
council,
but
I
think
it's
also
probably
appropriate
to
do
a
voice
vote.
But
it's.
B
A
Vote
so
to
wait
to
approve
it.
I
guess
we'll
just
say:
should
we
just
say
everyone.
B
Consent,
which
is
that,
if
no
one
is
opposed,
we
can
get
on
the
simple
matter
like.
A
The
agenda,
so
you
can
just
say,
are
there
any
nays
and
if
we
have
none,
then
we
could.
A
Okay,
if
there
are
no
objections,
then
the
agenda
is
approved.
Okay,
it's
time
for
public
comment.
A
Are
there
any
here
members
of
the
public
here
and
if
so,
please
comment
now.
A
All
right,
it
sounds
like
there
isn't
anyone
from
the
public
here
tonight.
A
To
report
the
housing
first
resolution
that
we
approved
was
emailed
to
the
city
council.
A
Talk
a
little
bit
about
that
as
well,
and
I
don't
have
any
other
updates.
C
When
the
commissioners
had
seen
it
in
its
previous
revision,
so
the
plan
will
be
going
to
council.
C
C
How
the
what
questions
the
council
members
might
have,
etc.
So
I
provided
a
copy
prior
to
this.
C
Meeting
just
wanted
to
briefly
go
through
the
summary
of
it
for
the
benefit
of
those
who
might.
C
Responding
to
these
challenges,
so
the
bulk
of
the
actions
relating
to
reducing
emissions.
C
C
C
Change
so
this
basically
just
serves
as
a
quick
10
page
summary,
not
everyone's.
C
Specifically
in
the
strategies
and
goals
that
they
lay
them
out
here,
I'll
stop
scrolling
because.
C
C
C
Goals
and
with
the
paris
agreement
and
sort
of
the
general
framework
that's
necessary
in
order
to.
C
Combat
climate
change,
so
it's
a
little
bit
bulky,
but
at
the
same
time
I
think
it's.
C
Quantitative
that
show
areas
of
greatest
impact,
and
so
just
wanted
to
give
a
preview
of
this.
C
C
Met
so
if
anyone
had
any
questions
for
me
later
in
the
agenda
there,
I
just
wanted.
C
C
Feel
comfortable
or
as
a
commission
but
yeah
anyway
did
anyone
have
any
questions.
As
I
looked.
C
H
H
H
C
C
C
So
you
could
support
in
the
sense
that
if
a
policy
comes
up,
that's
an
alignment,
then
the.
C
C
A
C
C
C
J
J
J
J
J
J
I'm
just
curious
about
like
the
context
of
that
number
being
sure.
So
if
you
look
at.
C
Folder
as
well
it
also,
obviously
it
wasn't
a
representative
survey,
so
that
may
be
higher,
but.
C
Generally
prevalent
in
the
community,
the
second
part
of
that
I
think
the
conservativeness
we.
C
C
C
Catch
up
with
where
even
some
other
states
are
so
it
is
a
bit
conservative
in
the
sense
that.
C
If
there
were
some
other
developments,
that
happened
thanks.
A
So,
just
to
confirm
lauren,
you
would
like
us
to
draft
just
a
short
letter
of
support.
C
C
B
Sorry
just
realized
that
was
the
next
post
yeah
I'll
just
follow
up
briefly,
thanks.
B
Nigel
and
lauren,
for
coordinating
and
sending
the
housing
first
resolution
that
be
costs.
B
Approved
in
february
to
the
council,
sorry
that
took
a
minute
to
kind
of
get
sorted.
B
Responses
about
some
similar
efforts
in
the
community,
a
few
I'll
highlight
the
united
way.
B
And
the
community
foundation
are
leading
a
housing
and
security
working
group.
B
United
way,
housing
and
security
well
united
way,
monroe
county
housing
and
security.
There's
like
a.
B
Housing
first
strategies
identifying
gaps
in
our
own
community
and
again
looking
at.
B
Monroe
county,
of
course,
bloomington,
is
in
monroe
county
and
we've
had
kind
of
some
similar.
B
And
protecting
people
based
on
their
unhoused
status,
there's
already
some
protections
for
folks.
B
In
our
human
rights
ordinance,
that's
been
a
in
place
for
many
years,
but
I
think
there's
some
gaps.
B
In
that
that
could
be
shored
up
in
in
the
context
of
of
people
who
are
unhoused
in
particular,.
B
And
I
know
that's
one
of
the
things
that
the
housing
first
resolution
from
be
cost
called
for.
B
B
Housing
stability
as
a
as
a
reality
for
everyone
in
the
community.
So
there's
a
lot
of
a
lot
of.
B
B
Of
the
of
the
because
resolution,
more
specifically
to
the
four
action
items
at
the
end,
at
the
end.
B
Of
the
resolution,
I
think
one
of
those
would
be
what
I
would
characterize
as
a
council
action.
B
You
know
conducting
a
feasibility
study
for
for
that
and
some
things
like
that
or
identifying.
B
Resources
to
increase
our
investment
in
in
housing
options
for
very
low
income.
B
To
say,
there's
a
lot
of
sort
of
related
actions
going
on
in
the
community.
I
know.
B
A
number
of
council
members
very
much
appreciated
that
because
took
this
on
and
passed
this.
B
Resolution,
I
think
we'll
continue
to
be
talking
about
it
and
pointing
to
it
as
one
of
many.
B
Tackling
this
you
know
really
really
challenging
issue
in
our
community
in
our
society,
so.
B
I
think
that's
a
good
general
overview
of
of
of
things
happening
at
the
council
level
on
on.
B
This
issue
again,
I
really
appreciate
the
the
work
nature
and
various
commissioners
put
into.
B
Lauren
shared
with
the
mayor's
office
as
well
shortly
after
its
passage
so.
B
The
climate
action
plan,
which
is
coming
to
council
next
week
for
support
another
another
thing.
B
With
a
community
resident
hugh
cramer
about
perhaps
working
on
regulating.
B
Extraordinarily
highly
polluting
they
they
don't
have
the
efficiency
levels
that
that
cars.
B
Have,
for
instance,
in
in
reducing
emissions,
and
they
actually
just
produce
an
astounding
amount.
B
Of
pollution,
climate
pollution
and
not
to
mention
noise
pollution.
In
fact,
the
document
that.
B
Lauren
pulled
up
with
with
the
kind
of
sub
goals
in
different
categories.
I
noticed
lawn.
B
That's
just
another
sort
of
climate
related
initiative
that
may
be
happening.
I
met
with
a
few.
B
But
that's
something
potentially
in
the
works
final
note:
there's
unified
development.
B
Ordinance
changes
happening
in
relation
to
the
mapping
of
various
zoning
districts
and
some.
B
B
Council
level,
so
that's
the
next
few
weeks,
a
month
really
probably
or
more
we'll
be
looking.
B
At
those
there's
a
lot
of
implications
for
sustainability
generally,
whether
it
has
to
do
with.
B
And
and
all
that
so
a
lot
of,
I
would
say,
social,
economic
and
environmental
sustainability.
B
Implications
of
land
use
and
zoning
decisions,
so
that
just
may
be
of
interest
to
members
to.
B
Attend
those
meetings
and
and
weigh
in
with
your
perspective
or
to
just
to
email.
B
To
it,
as
we
know
here
on
vcos,
so
so
yeah,
that's
that's
all
I
got
thanks.
A
Thanks
matt,
so
now
it's
time
to
discuss
and
vote
on.
A
Officer
elections,
new
officer
elections
and
I
think
we
discussed
there's
actually
four
positions.
A
Right,
there's
chair
and
or
chair
vice
chair
or
co-chairs.
A
First,
let's
just
start
with
chair,
so
who
is
if
you're
interested
in
chair?
Could
you
please.
A
To
be
chair,
or
vice
chair,
please
say
please
say
so.
A
In
chair
vice
chair
position
serving
in
that
position
for
the
upcoming
year.
A
E
Okay,
okay,
okay,
then
that
was
pretty
easy
for
that.
Those
positions.
A
To
take
notes
and
that's
their
main
job
is
taking
notes.
I
think.
K
I
would
be
willing
to
serve
as
secretary
unless
there's
someone
else
who
is.
K
Very
excited
about
it,
in
which
case
I'm
also
happy
to.
K
Hand
over
that
position
as
well,
but
if
no
one
else
is
interested,
I'm
happy
to
do
that.
G
G
K
B
Treasurer
position
or
what
the
what
the
history
or
recent
you
know
use
of
that
position
is.
C
Commission
applied
for
a
grant,
or
there
was
a
specific
expenditure
like
in
the
past
when.
C
There
were
awards
for
businesses
and
there
was
a
nominal
amount
of
funds,
but
in
the
past
year.
C
G
Not
attending
leadership
meetings,
then
I
couldn't
make
it
I'm
really
at
capacity
I'd,
say
right.
G
Now
but
I
can
commit
to,
of
course
attending
because
meetings,
but
I
don't
think
I
could.
A
A
treasurer,
then,
does
anyone
have
any
objection
to
not
having
a
treasurer
unless.
A
Needed
this
year
it
sounds
like
we
probably
should,
via
the
bylaws,
as
lauren
noted,
even
if
that.
B
Those
are
my
that's
my
thoughts
also,
there
aren't
generally
leadership
meetings
of
of
because.
B
A
quick
basis
here
I
can
pull
it
up.
Just
give
me
a
second.
I
C
Facilitator
execute
any
identified
funding
sources
so
that
if
it
were
to
occur
that
we
had
an.
C
C
Just
vote
as
a
vote
on
it
as
a
slate
so
that
we're
able
to
move
to
the
next
part
of
the
agenda.
A
A
B
B
B
Would
be
relevant
even
if
not
relevant
right
now,
maybe
it's
just
worth
having
sort
of
a
nominal.
A
Okay,
so
let
so
then,
let's
take
a
vote,
should
we
take?
Do
we
need
to
vote
separately.
A
A
A
A
C
The
action
since
it
sounds
like
most
of
you
have
not
had
the
opportunity
to
look
at
it
enough.
C
Either
could
send
an
email
in
support
of
it
as
an
individual
or
if
people
felt
comfortable.
C
Which
I
can
share
with
you
after
this
as
well
lauren,
just
a
quick
question,
given
the.
K
Timeline
of
the
climate
action
plan,
I
wonder
whether
it
would
be
possible
to
go
ahead
and.
K
Vote
on
the
actual
content
of
the
letter
and
then
adjust
the
since
currently,
the
letter
is.
K
K
K
Just
to
get
it
to
counsel
before
that
discussion
next
wednesday,
so
I
don't
know
I
can.
I
guess.
K
I
can
move
because
I
can
make
a
movement
if,
if
anyone
else
thinks
that
would
be
beneficial.
C
C
That's
helpful,
I
think
it's
pretty
general
in
its
frame
like
like
it
calls
out
kind
of.
B
B
To
energize
and
mobilize
members
you
know
et
cetera,
so
so
I
mean
like
that's
kind
of
the.
B
Thrust
of
it
is
like
this
is
a
good
step
forward,
is
kind
of
how
I
read
it,
and
I
agree
so.
K
Everyone
gotten
a
chance
to
review
it.
I
guess
I
move
to
vote
on
the
content
of
the
letter
with.
K
The
understanding
that
we
can
make
adjustments
to
the
date
and
listed
members
retroactively.
A
F
B
B
Enough
that
I
I
would
just
afford
an
angela
and
jarrett
whatever
they
think.
Okay,
I'm
happy
to.
G
Okay,
I
had
a
friendly
amendment
that
I
wanted
to
propose
to
the
motion,
which
would
be.
G
This
is
in
the
second
paragraph
and
instead
insert
the
ecological
and
climate
crisis.
B
Or
yeah
sorry,
I
just
make
sure
everyone
understands
that
they
have
a
chance
to.
B
F
A
Any
objections
I
think
yeah
just
I
support
joseph's
thoughts
about
about
either
a
voice
vote.
B
Or
a
roll
call
vote
in
the
affirmative
and
for
a
roll
call
vote
you
could,
as
chair,
could
simply.
A
D
Yes,
alicia,
yes,
donna
are
we
voting
on
the
changes
to
the
letter
or
the
letter
itself.
A
Change
the
most
recent
change-
oh
okay,
I
matt
yes,
lauren
anna.
K
Live
into
my
role
here,
but
I
don't
have
the
exact
wording
that
we
just
said.
I
don't
know
if.
C
A
B
B
If
there
aren't
any
more
amendments,
we
could.
We
then
have
an
amended.
A
K
A
F
F
F
J
J
J
J
J
J
Road,
I
I
was
unable
to
to
join
last
month.
Unfortunately,
but
I've
generally
kept
you.
B
The
thoughts
about
joseph
and
christy
and
I
kind
of
share
the
view
that
it
is
that.
B
The
most
recent
version
and
exactly
how
it's
being
framed
and
kind
of,
what's
being
traded
away.
B
Because
part
of
the
concern
is
that
a
I
mean,
I
don't
think
we're
going
to
get
to
net
zero.
B
B
Also,
there's
no
justice
component
at
all
that
you
know
impacts
how
distributions
of
changes
are.
B
Terms
of
you
know:
low
cost
emitters
reducing
first,
but
that
also
can
have
the
the
potential
to.
B
Concentrate
pollution
in
areas
and
that
has
historically
been
low
income
and
and.
B
Tool
to
to
addressing
climate
change-
and
I
think
some
folks,
you
know
who
democrats,
who.
B
Support
this
type
of
legislation
would
probably
say:
well,
you
know
we
are
going
to
do
more,
but
I.
B
I've
seen
like
too
much
of
folks,
you
know
kind
of
saying,
like
my
concerns,
are
that
yeah
that.
B
If
this
passes
that's
the
climate
legislation
we
get
and
and
that
it
has
some
serious
flaws,
so
I.
B
Commission
did
want
to
endorse
it
and,
if
we're
not
going
to
endorse
it,
I
think.
H
H
Value
in
us,
maybe
me
going
through
and
making
up
a
list
of
all
the
the
legislation.
H
H
Because,
like
you're
saying
you
know,
we
don't
want
to
support
something.
That's
not
the
right.
H
K
Just
I
think,
politics
as
a
whole
and
to
also
you
know,
represent
our
community
and.
J
H
That
says
what
this
commission
would
want
to
support
and
want
to
see.
That
seems
like
a.
D
The
opportunity
to
qualify
the
endorsement,
so
I
don't
know
if
there's
two
ways
we
want
to
go
about.
G
G
G
And
so
for
this
piece
of
legislation
to
remove
you
know
our
primary.
You
know
administrative.
G
I
can't
support
that
in
any
in
any
scenario,
and
I
don't
think
that
it's
politically
smart.
G
You
know,
according
to
the
the
international
panel
on
climate
change,
the
report
from
2018.
G
A
Thank
you
colin
for,
and
I
I
I
agree
with
everything
you
said
and
I
would
just
point
out.
A
A
A
Their
output
for
their
carbon
output,
you
know
why
are
we
what
anyway,
I
I
know
a
lot
of
the
carbon.
A
Having
tangible
results,
is
it
and
so,
and
so
I'm
I'm
also
suspect
of
endorsing
this.
H
I
don't
think
we
did.
We
decided
what
the
letter
contents
are
going
to
be,
but
it
sounds
like.
H
I'm
not
sure
what's
the
best,
because
who
are
we
replying
to
what's
the
goal?
Yeah,
I'm
looking.
J
J
J
I
I
moved
yeah
any
other
comments
before
we
take
a
motion
to
do
to
act
on
this.
F
I
was
just
going
to.
I
was
just
going
to
move
that
to
conclude
the
carryover
business
from.
A
Wait
and
I
vote
no
colin,
no
nolan
I'll
abstain.
Matt
I'm
staying
anna.
D
A
Okay,
so
I'm
going
to
suggest
since
we're
getting
short
on
time,
that
we
discuss
working.
A
Working
groups-
and
so
there
shouldn't
be
a
lot
of
report
outs
from
those
working
groups.
F
F
In
the
sea
city
sustainability
pages,
there
are
there's
a
heading
of
sustainability,
climate.
C
Sure
I'll
give
an
update.
I
wouldn't
say
that
encompasses
everything
that's
happening,
but.
C
Improvements,
the
cloud
action
plan
there's
also
ongoing
solar
education
in
terms
of
what.
C
C
The
commission
was
interested
in
continuing
those
and
then
I'm,
like
obviously
endorsing
policies.
C
Being
another
action,
that's
been
taken
and
then
general
reports
on.
C
Sustainability
or
areas
that
they
have
determined
are
of
particular
that
we're
doing
particularly.
F
What
was
actively
being
pursued,
and
so
that
would
be.
You
said,
the
working
contents
of
the
working.
B
Kind
of
the
beginning
of
the
year
still,
but
with
the
number
of
members
having
turned
over.
B
And
new
leadership,
and
all
that
like
it's,
if
there's
things
to
keep
from
the
previous
working.
B
That's
great,
but
if
there's
in
the
past
you
know
because
I
served
as
a
resident
before.
B
I
would
say
so
it's
really
at
the
commission's
initiative.
I
think
joseph
to
kind
of
take.
B
Up
what
they
want,
there's
some
things
called
out
in
the
climate
action
plan.
I'm
sorry
in
the.
B
The
commission
can
and
should
be
helping
with
yeah.
I
was
just
gonna
reiterate
that
if
you
look.
C
A
Yeah
and
alicia
shared
with
us
her
before
the
meeting
a
list
of
ideas
as
well.
A
A
Land
use,
which
also
are
in
the
climate
action
plan,
so
I
think
we'll
have
a
lot
to
a
lot
of.
A
New
ideas,
hopefully
in
to
discuss
next
month
and
around
new
initiatives
and
working
groups.
H
Or
like
topics
maybe
yeah,
I
also
like
the
idea
of
lauren's
suggestion
of
seeing
what's
in.
A
A
A
Going
to
be
discussing
starting
new
official
working
groups,
and
that
would
be
a
good
time.
A
Also
to
discuss
the
sustainability
initiatives,
that's
probably
the
best
way
to
start,
because.
A
F
Shared
drive
space,
I
believe,
because
has
google
drive
access
where
we
can
collaborate
on
files.
F
During
the
in
between
time,
so
that
if
alicia,
I
don't
know
if
your
file
is
in
that
space
or.
F
F
The
entire
discussion
during
our
one
hour
session
yeah
I
so
the
document
I
sent
out,
is
on
google.
A
Lauren
and
matt:
do
you
have?
Can
you
guys
weigh
in
to
make
sure
we're
following
we're.
F
So
we
wouldn't
be
making
any
finding
policy
decisions
yeah.
So
an
example
of
five
votes,
an.
C
You
know
revisions
of
something
that
was
passionate
on
yeah.
I
think
contribution
is
where.
B
About
how
working
groups
function,
sort
of
the
more
formal,
the
more
the
more
like
a
committee.
B
Or
body
it
is,
you
know
the
more
more
likely
that
that
is
a
a
a
a
public
body
that
has
to.
B
Have
noticed
meetings
so
things
that
are
ad
hoc,
probably
less
so
I
would,
I
would
frankly
defer
to.
B
Whoever
our
legal
support
is
for
the
commission
to
weigh
in
on
kind
of
the
limits
of
of
yeah.
C
C
On
zoom
as
well,
I
guess
I
just
just
to
clarify,
like
the
council-
is
nine
members,
of
course.
B
City
council,
but
we
have
committees
which
are
four
member
committees
when
a
quorum
of
committee.
B
Member
meets
committees,
member
members
meet,
so
that's
three
out
of
four.
Those
are
public.
B
Meetings
as
well-
so
that's
all
I
meant
by
if
I
would
want
to
defer
to
legal
staff
to.
B
Define
whether
a
working
group,
the
meeting
of
a
working
group,
that
might
be
only
four
people.
B
B
The
nature
of
it,
probably
the
less
so,
but
maybe
something
worth
clarifying,
actually
going
forward.
A
F
Permissions
to
commissioners
for
shared
drive
access
yeah.
If
anyone.
C
C
Easier
to
have
everything
in
one
place,
especially
as
commissioners
jump
on
and
off
the
commission.
F
H
Yep,
I
can
do
that,
no
problem,
great.
Thank
you.
A
All
right,
thank
you
joseph
do
you
prefer
joe
or
joseph
is
good.
Okay,
thanks
thanks
joseph.
A
And
so
then,
if
there's
nothing
else,
does
anyone
move
to
adjourn.
B
All
right
can,
I
add,
yeah
yeah
yeah.
Just
just
I
know,
there's
a
number.
B
B
The
council's
climate
action
or
resilience
committee,
which
oversees
or
alliances
with.
B
The
commission
as
well,
and
just
in
particular,
we're
not
meeting
in
person.
Yet
these.
B
Days
if
anybody
wants
to
chat
just
to
get
to
know
each
other
more
and
your
motivations
for.
B
F
On
the
new
business
agenda,
would
there
be
benefit
to
using
the
remaining
five
minutes.
G
J
G
That
would
be
great,
I
think
the
presentation
should
last
maybe
10
to
15
minutes
and
hopefully.
