one
thing
of
housekeeping
before
we
get
started.
Some
of
you
heard
before
we
got
started
here
as
well.
We
will
have
a
news
conference
over
the
holiday
break
over
the
next
two
weeks.

to
start
us
off
with
comments.
Today,
let's
go

Thanks
so

thanks

for
everybody
being

I'll
mention,
I've
talked
about
the
cbu,
the
utility
study
that
actually
has
finally
been
released
publicly.
So
I
just
wanted
to
let
people
know
that
there
was
a
13-week
study
done
it
involved
about
a
dozen
communities.
We
were
one
of
those
most
active.
The
actual
data
and
full
report
are
available
on
be
clear
through
the
city
website,
if
you'd
like
to
do
that.
But
so
please
take
a
look
at
that
date.
A
If
you'd,
like
the
basic
results,
I
wanted
to
share
showed
that
sampling
of
wastewater
in
the
sewers
actually
provided
results,
data
and
results
quite
consistent
with
the
case
numbers
that
were
found
by
the
by
testing
by
individual
testing
in
the
communities
that
were
studied,
cbu
will
plan
to
continue
sampling
past
this,
in
other
words,
to
kind
of
confirm
that
that
these
data
do
seem
to
line
up
the
the
testing
of
individuals
with
the
pcr
tests
and
looking
at
incidents,
as
well
as
the
sewer
testing,
which
is
done,
of
course,
at
an
aggregate
level,
cbu
plans
to
continue
sampling
on
a
regular
basis
and
may
be
sampling
at
individual
locations.

Besides
the
water
plants,
the
sewage
plants,
depending
upon
funding,
depending
on
whether
the
state
continues
the
funding
passed
next
week.
Just
noting
that
the
that
the
study
itself
noted
this
can
be
helpful,
going
forward.

Looking
for
hot
spots
that
may
arise
or
outbreaks,
even
as
vaccinations
are
spread,
it
may
be
a
way
to
look
for
where
outbreaks
may
be
happening,
even
without
the
individual
testing
that
a
course
is
so
important
to,
and
it's
really
just
another
data
point
to
share,
but
that
is
now
available
and
one
to
let
people
know
that
we
have
continued
spread.

know
you'll
hear
more
about
that
from
health
department
and
others
the
hospital
we
continue
to
see
tough
results,
while
our
our
rating
as
a
county
went
down
better
improved
from
2.5
to
2.
We
still
know
we
face
real
issues,
just
as
a
reminder.

had
about
four
and
a
half
months
where
we
averaged
zero
deaths
per
day
on
a
seven
day
running
average
in
this
community
in
this
county
for
four
and
a
half
months,
and
then
we
had
a
couple
weeks
recently
in
november
that
kicked
up
to
averaging
one
death
per
day
in
our
county
from
covid,
and
it
is
now
over
the
last
week,
plus
two
deaths
per
day
in
our
county
from
covid.

I
will
just
say
personally:
christmas
is
one
of
our
favorite
holidays
in
in
my
family,
and
we
love
getting
together.
It
is
one
of
the
highlights
of
the
year
this
year.
It
feels
especially
important
to
get
together.
My
wife
lost
her
mother,
while
my
wife
was
in
the
hospital
from
kovat.
Her
mother
died
from
covid.
Another
brother
of
hers
was
in
the
hospital.
At
the
same
time,
we
we
desperately
would
like
to
get
together,
but
we
we
are
not.
We
can't
it
is
not
safe.
A
So
the
regular
christmas
gatherings
in
our
family
can't
happen.
I
have
a
son
who's
in
in
georgia
who
we
would
always
desperately
want
to
see
a
christmas,
and
we
can't
do
it
this
year
in
person,
because
we
just
have
to
take
different
steps.
A
It's
exciting.
I
know
we're
going
to
learn
and
maybe
see
pictures
of
the
first
vaccine
locally,
which
is
wonderful,
that
it
has
arrived
and
will
begin
to
move
us
toward
where
we
want
to
be,
but
the
next
several
months
are
going
to
be
difficult.
We
are
going
to
lose
friends
and
neighbors
and
in
this
holiday
season
please
avoid
sharing
air
with
people
who
are
not
in
your
immediate
household.
Now.
That
is
what
it's
going
to
take
to
help
avoid
more
death
and
and
challenges
as
we
let
the
vaccines
be
distributed
and
shared.

I'm
bummed-

I
wish
christmas
could
be
different,
but
we
just
need
to
do
the
right
thing
this
year
and
I
encourage
you
all
to
do
so.

doing
well

terms

what

spread

encourage
people
to
continue
to
stay
the
course
with
vaccine
coming.

is

then
morton
street
community
site
continues
to
be
open
to
take
people
coming
in
for
testing
we're
accepting
walk-ins
and
we
have
a
new
lab,
and
that
is
proving
to
have
a
faster
turnaround
time
for
those
results.

right
now
we're
at
the
kind
of
two
to
three
day
mark
and
that
is
improved.
The
lab
actually
is
getting
those
and
and
processing
them.
Pretty
quickly
and
then
they
just
have
to
get
them
out
to
the
system
so
that
people
can
access
the
results.
So
we
are
pleased
that
that
turnaround
time
is
improving.
We
would
encourage
you
to

the
testing

bed
capacity.
Today,
our
icu
beds
are
75
occupancy
in
the
south
central
region
and
we
see
the
statewide
they're
at
80
percent,
so
we
still
have
people
who
are
very
sick,
and
I
appreciate
the
mayor's
comments
regarding
it's
not
time
to
give
up.
You
know
I'm
a
runner.
I've
said
this
several
times
that
you
know
when
you
know
the
distance
you're
going
to
run
and
there's
a
finish
line.

The
air
that
is
not
in
your
household
and
not
doing
the
things
that
are
safe
and
we
also
are
not
celebrating
our
christmas
this
year,
as
we
have
in
the
past,
and
that's
the
right
thing
to
do
so
as
we
go
into

vaccine,

did
get
our
vaccine
delivered
to
our
bloomington
and
paoli
teams
and
they
started
vaccinating
this
morning.
We're
very
excited
about
what
this
means
for
us.
We're
also
happy
to
say
that
we
were
able
to
vaccinate
15
of
our
frontline
health
care
heroes
this
morning.

This
was
a
practice
run
for
us
today
and
then
starting
monday,
we
will
be
vaccinating
up
to
350
people
per
day
and
in
our
clinic,
are
in
our
bloomington
site
and
up
up
over
150
per
day
at
our
paoli
site.
Again,
we
presently
are
only
vaccinating
frontline
workers
who
care
for
patients
and
have
most
contact
with
patients.
That's
our
our
most
important
to
get
vaccinated
right
now
and
as
the
vaccines
become
more
available
and
we
move
forward.

As
we
heard
this
week,
the
panel
did
approve
for
the
moderna
vaccine
to
go
forward.
Our
expectation
is
that
at
any
moment
today,
friday
that
the
fda
will
issue
an
approval,
it
could
be
happening
as
we
speak
and
that
vaccine
would
hopefully
shift
this
weekend
to
different
states
and
different
sites,
and
we
can
open
up
more
sites
and
start
vaccinating
people
at
a
faster
rate.
So
keep
your
eyes
and
ears
open
on
the
media.
Today
is
the
magic
day
for
moderna,
hopefully,
and
as
you
know,
that
vaccine
is
manufactured.

One
of
the
places
that's
being
manufactured
is
right
here
in
bloomington,
indiana,
iu,
health,
physicians.
This
is
a
very
safe
vaccine.
Over
93
percent
of
our
iu
health
physicians
have
said
they
would
be
vaccinated
and
will
get
vaccinated.
So
I
just
want
to
say
trust
your
doc
get
the
shot.

know
we
we
have
to
they're
the
ones
who
are
the
scientists.
They've
been
doing
this
their
whole
life
and,
if
they're,
if
93
of
them
immediately
said,
I'm
stepping
up
to
do
it.
We
know
it's
the
right
thing
to
do
so.

make
sure
that
you
are
when
you
have
availability
to
get
your
vaccine.

do
so
so
that
we
can
move
forward
as
communities

mayor
said
next

working
hard

maintain
both
the
economic
and
physical
health
of
people
in
monroe
county.

We
are
still
accepting
applications
from
monroe
county
businesses
and
social
agents,
social
service
agencies
to
assist
with
coveted
relief.
The
monroe
county
cares
money
is
available
to
assist
with
covert
related
expenses
that
are
not
personnel
related
and
which
are
not
covered
by
other
funding
sources.

We
lifted
the
cap
up
to
30
000
per
entity,
and,
as
of
yesterday,
we
had
approved
over
365
000
in
funding
and
have
completed
gone
through
all
the
application
process
for
over
90
groups
here
in
the
county.
Additionally,
we
have
forwarded
over
eighty
five
thousand
dollars
for
our
local
taxing
units.

That's
six
different
ones
of
those.
If
people
are
interested
in
applying
for
that
money
or
an
additional
money,
that'll
move
them
up
to
that.
Thirty
thousand
dollar
cap.
Please
do
that
at
our

wednesday

this

The
commissioners
also
approved
additional
cares
funding
for
the
hoosier
hills,
food
bank
and
mother
hubbard's
cupboard
and
that
totaled
fifteen
thousand
five
hundred
dollars
and
we'd
like
to
encourage
residents
to
consider
an
end-of-year
donation
to
the
food
pantry
or
to
hugerail's
food
bank,
or
even
some
other
social
service
agency.

And,
finally,
I
want
to
urge,
as
residents
to
contact
their
trustees
office
if
they're
facing
eviction
problems
with
their
mortgage
payment
or
utility
disconnection.
Remember.
Every
resident
of
monroe
county,
including
people
who
live
within
the
city
of
ellisville
or
or
bloomington,
have
a
township
trustee.
We
have
worked
with
the
those
trustees
to
provide
up
to
a
total
of
a
hundred
thousand
dollars
for
assistance
and
we
are
preparing
to
share
more
in
2021.

also
our
county
offices
are
open
only
by
appointment
and
that
will
probably
continue
through
at
least
the
end
of
january.
At
this
point,
but
again,
this
is
an
effort
to
keep
both
our
community
and
our
employees
safe.

willing
throughout

covid

mitigation
testing.

almost

of
our
categories,
the
asymptomatic
testing
decreased
in
almost
all
of
our
categories,
and
that
was
with
testing

So
this
week
we've
continued
mitigation
testing
with
heavy
emphasis
on
our
faculty
and
staff,
because
most
of
the
students
are
gone,
and
that
will
conclude
tomorrow.

know
today.
Excuse

the
last
day

mitigation
testing
for
the
next
two
weeks.

For
their
regular
tests,
and
at
that
time
we
will
start
to
have
some
re-arrival
testing
begin
by
some
groups:
small
groups
of
students
who
will
start
filtering
back
to
bloomington
after
the
first
of
the
year
that
early
re-arrival
testing
will
run
from
the
3rd
of
january
up
to
the
30th
of
january
and
then
move-in
week.
Is
that
week
of
the
30th.
When
that
begins
on
up
to
february
8th
when
we
switch
to
the
partial
in-person
classes.

the
planning

the
mitigation
testing
and
the
flu
vaccinations
that
we've
done
have
prepared
us
well

fact

vaccines
are
on
the
way
and
we're
getting
indications
from
the
state
health
department
that
we

some
responsibility
for
our
own,
our
own
of
university
community
members
that
are
identified
in
those
phases
phase
one
a
one

then
phase
two
and
on
for
some
of
of
the
immunization
clinics
for
our
own
populations.

finally,

we've
had
a
lot
of
challenges.

past
few
months,
really
since
since
last
winter,
and
one
thing
we
can
celebrate-
is
that

service
mission,
our
research
mission,
has
continued
through
all
this
and
tomorrow
we
will
see
one
of
those
milestones
in
that
we
will
have
a
winter
commencement
and
it
will
be
virtual-
all
virtual,
no
in-person
commencement,

course,
but
this
is
a
time
to
celebrate
those
who
finish
their
degrees,
this
semester
and
those
who
finished
them
last
may,
because
we
had
to
cancel
commencement
last
may,
but
we've
invited
those
who
who
did
graduate
in
may
and
completed
their
work
in
may
or
august
or
now
in
december,
to
participate
in
tomorrow's
virtual
commencement,
and
we
send
our
congratulations
to
those
thousands
of
students
at
the
bloomington
campus
who
who'll
be
participating
and
send
them
all
our
best
in
a
world
that
certainly
needs
their
expertise.

of
doctors,
who
said
they
would
get
the
covet
vaccine.
Do
we
have
any
insight
into
why
seven
percent
of
doctors
would
not
get
the
vaccine
that
seems
kind
of
high?
He
notes,
or
is
that
about
par
for
the
course
with
the
attitude
of
doctors
towards
vaccines
generally.

The
polls
and
surveys
we're
doing
in
the
public
is
around
50
to
60
percent
of
the
public
is
saying
they
will
get
vaccinated
in
that
in
that
number
of
all
the
physicians
who
were
surveyed
three
percent
were
neutral,
so
that
93
is
yes,
I'm
getting
it.
Three
percent
were
neutral
and
three
percent
were
probably
unlikely.
We
also
have
to
remember
that
some
of
our
physicians
that
were
surveyed
have
had
coveted
and
the
indication
is
if
you've
had
covid,
you
have
to
wait.

They
recommend
you
wait
90
days
before
you
get
in
line
to
get
the
vaccine,
so
that's
part
of
that
number
and
then
a
very
small
percentage.
It's
contraindicated
because
of
health
reasons,
or
they
may
be
immunocompromised
and
some
of
those
things
as
well.
So
really
that
93
is
a
very
high
number
when
you
factor
in
all
those
other
things.

to
part
of
this

Will
all
you
still
conduct
random
testing
over
the
holidays,
so
the
answer
is:
is
no
we're
going
to
hold
off
on
that?
So
if
you

anything

I
think
this
mainly
goes
to
penny.
If
they
don't,
will
the
health
department
adjust
the
positive
rate
when
we
no
longer
have
1500
daily
tests
to
calculate
the
positive
rate.

one:
the
health
department
doesn't
change
the
the
positivity
rate.
It
is
based
on
the
on
the
data
and
certainly
when
we
have
fewer
tests,
it
will
affect
our
positivity
rate.
So
it
is
quite
possible
that
we
could
see
our
positivity
rate
go
up
because
we
may
be
testing.
The
positives
may
all
be
from
that.
That
pool
when
iu
has
a
lot
of
testing,
for
example
or
any
place,
and
the
numbers
are
very
low.
Then
you
get
kind
of
that
balance.

collaborate

coroner's
office
as
well
as
monroe
hospital
and
iu
health
bloomington,
and
each
each
the
county
and,
of
course,
both
hospitals
have
plans
and
procedures
put
in
place
on
what
will
follow

certain
limits
that
we
hit
and
we
have
not
had
to
implement
that
at
the
county
level.
But
we
do
have
meetings.

Well,
as
penny
cotto
said,
yes,
we
have
a
lot
more
unattended
kinds
of
deaths,
but
as
of
early
november,
there
had
been
40
overdose
deaths
in
monroe
county
in
all
of
not
2019.
There
had
not
been
26,
so
we've
seen
a
dramatic
rise
in
overdose
deaths,
so
no
people
that
are
hurting
please

count
the
number
of
people
vaccinated
rather
than
the
vaccines

are

was
scheduled
to
have
