testing

optum

think
most
people
probably
understand

that's

month

month
thing
in
that
the
state
has
been
providing
for
for
our
county
and
our
area
throughout
the
state.

The
optum
site
will
be
in
place
through
august
and
then
in
august,
they'll
determine
if,
if
they'll
continue
for
another
month
so
right
now,
the
optum
site
is
up.
It's
going
will
be
in
place
through
the
month
of
august.
They
are
really
doing
a
phenomenal
job
of
getting
people
in.

I
know
that,
with
the
heat
that
they've
had
to
close
early
some
and
that's
created
some
issues
for
people
registering,
but
when
people
have
registered
for
and
gotten
an
appointment,
they
have
worked
diligently
to
get
those
people
in
work
them
in
and
have
been
doing
a
lot
of
tests
in
a
short
period
of
time.
They
are
adding
some
additional
staff.

There
is
now
a
requirement,
starting
today
at
5,
00
pm,
for
face
coverings
to
be
worn
I'll,
go
over
this
in
a
little
more
in
detail.
I
just
kind
of
want
to
highlight
what
those
things
are.
There
will
be
additional
requirements
that
go
into
effect
on
july
31st
of
this
year
and
that
will
include
bars,
providing
only
seated
service
and
no
bar
top
service
and
some
limits
to
gathering
sizes
for
private
and
commercial.

So
as
we
look
through
the
order
again,
starting
today
july
17th
at
5
00
pm,
all
individuals
must
wear
a
face
shield,
a
face
covering
or
a
mask,
and
we
refer
to
that
as
face
covering
over
the
nose
and
mouth
when
in
an
indoor
place
other
than
their
own
home
or
the
home
of
an
immediate
family
member
or
when
outdoors,
in
a
situation
where
adequate
physical
distancing
of
at
least
six
feet
is
not
possible,
so
that
could
include
outdoor
public
gatherings
and
there's
more
information.

highlight
what's
in
this
order,
I'm
not
gonna,
go
through
and
read
it
word
for
word
to

so
we
will
have

There
are
some
exceptions
and
I
think
if
you
look
at
marion
county,
this
mirrors
marion
county.
In
many
ways
we
looked
at
various
different
county
orders
as
we
crafted
this.
Certainly,
children
under
two
are
exempt
individuals
with
hearing
or
speaking
impairments,
where
a
face
covering
would
be
an
obstacle
if
they
have
a
physical,
medical
or
health
related
reason.

That's
documented,
if
they're
in
their
physician's
office
or
there's
a
reason
based
for
their
health
care
provider,
that
they
would
need
to
remove
that
and
I'm
just
gonna
there
are
a
few
others.
I
wanted
to
note
individuals
who
are
engaged
in
a
form
of
indoor
exercise
that
is
incompatible
with
wearing
a
face
covering
such
as
swimming
individuals,
who
are
seated
at
a
restaurant
or
bar
or
other
establishment
that
serves
food
or
drink.

I'm
sure,
initially,
we've
got
to
get
everything
in
place
for
that,
and
so
I'm
sure
we'll
be
a
little
slower
in
the
beginning
than
we
will
be
as
we
move
through
and
adjust
to
that.
So
again,
patience
will
will
be
greatly
appreciated
as
we
we
move
through
this
together,
beginning
july
31st
at
noon.
Restaurants,
bars
and
nightclubs
must
have
and
require
tabletop
seating
for
all
patrons
and
must
require
patrons
to
remain
seated
at
tables
and
may
not
have
bar
top
service.
Now
so
again
we
mentioned
before.

If
people
are
moving
around,
they
would
have
a
face
covering
on
if
they're,
seated
and
and
having
food
or
drink,
then
they
could
remove
their
face
covering.
We
do
encourage
restaurants
and
bars
retail
food
establishments
to
use
outdoor
seating
as
much
as
possible
groups
of
patrons
must
be
spaced
at
least
six
feet
apart.
Party
size
must
be
limited
to
10
people
or
fewer
per
table,
and
air
ventilation
should
be
increased
to
maximum
capacity
or
at
least
six
changes
per
hour.

Certainly
people
can
if
they
are
able
to
put
those
requirements
in
place
early
if
they
they've
already
been
doing
that,
then
they're
they're
good
to
go
and
they're
they're
fine.
We're
we're
grateful
for
that,
but
we
want
to
ensure
that
businesses
don't
have
to
close
in
order
to
meet
that.
We
want
to
give
them
time
to
prepare
and
make
arrangements
to
meet
those
guidelines,
and
we
felt
like
it
was
only
fair
to
give
them
the
opportunity
to
have
time
to
make
those
arrangements.
So
that's
why
there's
two
different
dates
in
here.

I
feel
like
the
mask
requirement:
the
face
covering
requirement.
We
have
been
talking
about
that
for
months
now,
and
it's
been
a
recommendation.
I
think
people
are
aware
of
that.
They
understand
that
we
know
that
many
businesses
have
already
been
requiring
it
or
they're
starting
to
require
it.
So
we
felt
like
that
was
a
much
easier
thing
to
put
into
place
right
away
and
our
ema
director,
allison
moore,
will
be
talking
more.

The
last
thing
that
I
want
to
address
we
I
know
that
there's
been
concerns
about
businesses
and
as
some
of
our
numbers
increase,
there's
social
media
posts,
lots
of
things
and
some
of
our
businesses,
especially
retail
food,
have
been
posting
their
plans
and
their
processes,
and
I
applaud
the
facilities
that
are
really
publicly
sharing
what
their
plans
are.
They
they're
every
business
is
required
to
have
a
plan
and
to
have
it
available,
but
to
really
share.
That
is
a
little
bit
different
and
I
so
I
applaud
all
those
businesses
who
are
doing
that.

I
know
that
there
are
lots
of
places
that
are
saying
that
they
want
their
employees
to
get
tested
repeatedly
and
the
I'm
going
to
speak
to
that
in
a
moment.
But
I
do
want
to
say
that
our
retail
food
establishment,
our
food
division,
is
working
closely
with
them,
has
been
to
ensure
that
they
have
all
the
information
that
they
need.
When
they
have
questions,
they
have
reached
out
to
make
sure
that
they
are
cleaning
appropriately,
that
they're
taking
all
the
precautions
they
can
to
keep
their
employees
and
their
patrons
safe.

is
not
a
foodborne
illness,
and
so
I
do
just
want
to
stress
that
this
is
not
something
that
is
spread
through
food
and
it
is
spread
by
close
contact
with
individuals,
so
any
business
with
employees
who
are
positive.
We
are
our
biggest
risk
to
our
co-workers
and
not
the
general
public
who
is
coming
in
to
get
our
services.

of
hospitalizations
and
I'm
sure

but
doubling
in
the
past
week
and
young
people
testing
at
significantly
higher
rates
testing
positive
than
they
have
in
the
past.
I
will
announce
today
as
well.
We
just
released.

We
had
another
city
employee
this
one
at
bloomington
transit
at
bloomington
transit
employee,
who
announced
we
announced
today
that
they
tested
positive,
that's
our
for
their
they're,
a
maintenance
operator,
not
a
driver,
so
that's
fortunate
and
there
doesn't
seem
to
be
any
significant
exposure
to
others,
but
that's
our
fourth
city
employee.
In
the
last
four
weeks
after
we
had
none
in
eight
weeks
we
see
the
state
seven
day
case-
average,
that's
significantly
ticked
up
in
the
past
couple
weeks,
so
a
lot
of
indicators.
Now
it's
also
really
important
to
note.

We
are
not
in
a
crisis
locally.
We
are
in
many
ways
in
good
shape
because
of
the
efforts
of
our
community
since
mid-march
to
really
do
the
right
things
locally,
including
sometimes
taking
things
a
little
slower
than
the
state
and
and
so
while
we
have
some
signs
of
concern
and
indicators,
we're
we're
we're
not
in
a
crisis,
but
let's
not
get
close
to
a
crisis,
and
for
that
I
really
want
to
thank
the
the
county
again
for
this.

For
this
order,
which
I
think
is
well
designed
and
well
timed
in
many
ways
the
stakes
are
high
in
this,
of
course,
we
see
around
the
country
what's
going
on,
the
health
of
our
community
is
first
and
foremost
important,
but
also
the
recovery
as
we're
moving
into
with
indiana
university
and
our
school
corporations
planning
their
reopening,
and
I
will
note
that
in
the
past
few
months,
we
have
learned
that
these
steps,
taking
these
steps
to
protect
and
respond
to
indicators
of
concern
or
directions
that
a
weak
changing
a
week
or
even
a
few
days,
can
make
a
difference
in
the
curve,
and
I
fully
support
the
order.

I
think
it's
a
terrific
order,
but
I
I
do
want
to
announce
today
that
inside
the
city,
I'm
planning
to
take
a
couple
additional
steps
in
light
of
the
particular
challenges,
the
the
curves
that
we
see
moving
the
wrong
direction
and,
frankly,
also
in
light
of
the
importance
of
prudence,
of
just
trying
to
do
as
much
as
we
can
to
diminish
the
chance
of
major
setbacks
or
or
backsliding.
So
I
totally
agree
with
the
masked
timing.

think
that's
excellent
and
has
been
talked
about,
but
I
wanted
to
let
people
know
that
from
the
city
I
will
be
planning
to
issue
an
order
on
monday
likely
that
will
accelerate
that
july
31st
date
inside
the
city
to
to
july
23rd.

I
agree
as
as

indicated
it's
important
to
give
notice.
This
should
not
be
a
surprise.
As
I
know,
we've
talked
about
the
importance
of
bars
and
restaurants

other

social
events

we
really
do
all
we
can
to
avoid
super
spreader
events
where
you
can
have
scores
of
people
infected
in
one
period
of
time,
and
I
I
believe
it's
advisable
not
to
take
that
risk
when
we
don't
have
to
so
inside
the
city
limits.

intend,
on
monday
to
release
an
order
under
city
authorities
that
will
put
those
specific
restrictions
that

caudle
outlined
for
july
31st,
covering
bars
and
restaurants

nightclubs,
as
well
as
covering
the

gives
us
a
little
more
protection
to
make
sure
we
don't
have
a
super
spreader
events
and
then
by
the
31st,
of
course,
that
will
roll
right
into
the

county
order,

will
go
into

county-wide
on
the
31st.
All
this
is
designed
so
that
we'll
be
on
the
same
page
and
also
to
do
all
that
we
can
to
protect
the
recovery
that
we
are
amid.
But
with
some
signs
of
concern
and,
of
course
nationally,
knowing
what
we've
seen
where
some
places
have
had
to
go
significantly
backwards,
the
costs.

know
this
will
be
a
detriment
to
some
establishments
in
our
community
and
I'm
sensitive
to
that
both
starting
the
23rd
and
then,
of
course,
thereafter
on
the
31st
and
look
forward
to
working
with
them.
But
I
I
will
say
this
is,
I
believe,
the
right
thing
to
do
prudent,
to
protect
our
community
and
to
try
to
protect
all
of
us
both
from
the
health
perspective,
as
well
as
helping
our
community
navigate
through.

safety

community
regarding
this
virus
and
also
we
do
not
over
tax
our
health
care
system
locally.
From
monday
july
6
to
monday
july,
13th,
riu
health,
south
central
region
hospitals
increased
from
a
five
number
five
covid
patients.
Now
we
have
tripled
that
number
in
just
a
few
just
in
this
one
week
period
and
we
have
increased
and
tripled
the
number
of
pending
cases
on
your
screen.

You
see
the
30-day
trend
that
we
are
experiencing
and
today
we're
experiencing
that
same
increase
to
about
one
patient
per
day,
now
recall
that
part
of
the
patients
are
being
discharged
over
this
period
of
time
as
well.
But,
as
you
can
see
since
the
end
of
june,
we've
continued
to
see
this
continued
increase.

Iu
health
team
members
are
also
experiencing
this
through
community
acquired,
not
health
care,
acquired
infections
with
the
doubling
of
those
team
members
awaiting
testing
results
are
in
quarantine.
This
last
week,
value
health
team
is
working
hard
to
protect
ourselves
and
others,
but
we
need
the
community's
help.
We've
been
encouraging
people
to
wear,
masks
physically
distant
stay
home
when
sick
and
practice
good
hand
hygiene
for
months,
but
we're
asking
you
to
be
even
more
dedicated
to
this
following
these
safety
practices
in
the
foreseeable
future.

doctors,
nurses
and
other
health
care
professionals
have
relied
on
face
masks
to
protect
patients
for
years
in
our
setting
in
all
of
our
settings,
even
because,
before
covert
these
providers
wore
masks
during
procedures
such
as
surgeries
and
to
combat
the
spread
of
other
germs.
They
haven't
worn
mass
just
when
they
felt
ill.

They
wear
them
during
times
when
patients
are
most
susceptible
to
infection.
Presently,
our
team
wears
them
the
entire
time
they're
in
one
of
our
facilities,
because
people
are
susceptible
to
covid
at
all
times,
but
fighting
covet
isn't
just
up
to
health
care
providers.
We
need
to
fight
it
continually
and
we
need
to
fight
it
as
a
community.

the
indiana
university
administration,
fully
supports
the
the
new
county
and
city
enhanced
public
health
and
safety
regulations
and
that
are
related
to
face
coverings
and
gathering
limits,
and
we
will
steadfastly
enforce
those.
Many
of
them
of
those
provisions
were
already
in
place
in
the
plans
that
we
have
in
our
own
phased
campus
restart
plan,
which
is
in
its
phase
two
right
now.

The
other
point
I'd
like
to
make
is:
I'm
I'm
pleased
to
let
everybody
know
that
that
the
university,
the
city,
ivy
tech
and
local
government
in
the
downtown
merchants
is
participating
in
a
campaign
led
by
the
bloomington
chamber
of
commerce.
That's
facilitating
this
for
us.
It's
a
communications
campaign,
a
cooperative
effort
to
merge
messaging
graphics
and
themes
between
the
community
message
of
wearing
a
face
mask
and
the
and
the
university
messaging
along
those
lines.

Moving
with
that
again,
I
echo
everybody's
thoughts
about
the
the
significant
amount
of
work
that's
being
done
by
all
of
our
agencies.
That's
certainly
true
at
the
university
that
I
see
by
the
hour
working
very
hard
to
make
sure
that
we
have
as
safe
a
community
as
possible
as
our
students
and
our
university
starts
to
reopen
for
the
fall.

intention

about

masks

face
coverings
if
they
don't
have
them

help
people
understand

need
and
the
importance

what
we
want
is
cooperation
and
compliance,

if

put

position

fine
that
that
will
be
a
possibility,
but
that
would
be
something
we

hope

never

contact

if

have
feel
like

situation

place

the
risk
to

may
have
been

exposure

short
answer

come

budget
hearings,
which
will
start
next
week,

absolutely
we're
looking
at
all
kinds
of
changes

city
operations

we've
been
doing

then,

I
tried

indicate

this

balance
between
trying
to
make
sure
we
continue
our
basic
operations,
which
will
require
some
use
of
reserve
funds
that
we'll
have
available,
while
also
being
what
I
call
a
counter
cyclical
government,
meaning
in
these
very
tough
times.

most
important
roles
of
government
is
to
try
to
minimize
the
harm
and
damage
and
hurt
to
others.
So
we'll
be
both
trimming.
Our
sails
tightening
our
belt
internally,
but
we
don't
expect
layoffs
and
we
do
intend
to

be
asking
the
city
council
for
a
two
million
dollar
special
appropriation
to
try
to
help
the
community
recover
more
quickly,
both
in
kind
of
the
social
service
side
as
well
as
economic
sector,
and
I
think
that's
a
good
role
for
government.
