going

be
a
pretty
quick
overview
unless
anybody
wants
to
go
into
more
detail
as
there
are
a
substantial
amount
of
staff
reviews
this
time
around.
So
the
first
two
staff
reviews
are
for
917
North
Fairview
Street,
Joseph
Weddle
had
originally
brought
a
pond
and
a
parking
space,
and
that
was
being
going
to
be
reviewed
by
the
full
HPC
due
to
the
location
of
the
pond.

He
originally
wanted
to
locate
the
pond
in
the
front
of
the
building,
but
then
he
retracted,
the
pond
component
and
just
kept
the
parking
space,
so
staff
approved
the
extended
parking
space.
Let
me
just
straight
this
side.

However,
that
is
after
having
approved
it,
planning
staff
I
will
be
working
with
planning
staff
and
it's
probably
going
to
return
to
us
with
some
tweaks
and
the
pond
is
going
to
be
returning
in
a
different
format
on
the
back
of
the
building
on
the
back
of
the
property
and
just
a
little
bit
more
context
of
the
location
of
the
parking
and
the
pond.
This
is
on
the
Alley
in
the
back
of
the
property
or
the
from
sorry
the
view
from
the
alley
towards
the
back
of
the
property.

The
second
project,
where
some
changes
to
the
Adu,
including
lowering
the
height
of
the
addition.
So
here
you
can
see
the
changes
in
the
location
of
the
garage
elimination.

the
original
facade
is
on
top
and
the
proposed
facade

bottom
yeah,
the
elimination
of
a
door
and
on
the
bottom
floor
and
extension
of
the
garage
and
some
slight
changes
in
material.
But
the
form
and
consistency
of
the
building
doesn't
really
change.

height
does
go
down
a
little
bit
for
this
Adu,
which
is
what
we
can
would
consider
like
a
plus
in
terms
of
making
it
minimizing
the
impact.

on
the
landscape.

applied

house

gonna
have
to
remove
this

the
door
to
be
replaced
was
not
original
and
was
in
a
bad
State
and
the
mule
garage
door
matches
the
typical
style
of
ranch,
Eric
sanwais,
being
a
history.

went
ahead
and
looked
for
precedence
in
in
Publications
from
the
50s
in
order
to
find
the
more
appropriate
door
for
the
garage,
and
so
that
one
was
approved
as
well
and
then
COA
2355
ncoa
2357
are
for
909
East
University
Street.
The
petitioner
requested
two
things
the
first,
so
this
one
55
was
a
removal
of
a
black
walnut
tree
on
the
on
the
alleyway
between
her
and
her
neighbor's
house,
and
her
neighbor
is
just
Jenny
Southern.
Who
is
here
present
with
us.

The
petitioner
had
applied
to
for
this
tree
removal
earlier
in
the
year
it
had
been
denied.
She
had
also
applied
for
a
city
permit
as
a
tree
is
in
City,
isn't
city
property,
not
in
her
yard.

That
was
denied
as
well.
She
appealed
because
the
tree
was
so
close
to
the
garage
was
causing
problems
with
the
foundation
and
she
couldn't
get
insurance
for
the
roof
and
the
City
Arborist
and
gave
her
the
permit,
and
then
we
also
gave
her
the
COA
for
the
removal.
It
is
a
mature
black
walnut
tree,
it's
not
the
type
of
tree
we
we
would
try
not
to
remove
this
tree
if
possible.
So
that
said,
it's
also
very
close
to
the
garage.
So
there
were
a
lot
of
girls
there.
I

A
lot
of
back
and
forth
with
this
one,
but
the
COA
was
approved
in
the
end,
the
other,
the
other
COA
was
for
the
building
of
a
fence
replacement.
The
owner
originally
thought
that
she
was
replacing
a
kind.
However,
there
were
some
some
changes
to
the
design
and
to
the
location
of
the
fence.
The
fence
complies
it's
in
the
back
of
the
building
towards
at
the
back
of
the
lot.
The
only
change
that
the
that
the
that
staff
gave
us
that
it
had
to
match
the
lot
line
and
couldn't
extend
beyond
that.

As
the
the
when
the
petitioner
purchased
the
house,
this
fence
was
already
there
had
been
installed
by
the
previous
owner
and
the
original
fence
extended
into
public
property,
and
here
is
a
image
of
the
fence
as
it
was
and
how
it's
coming
up.
So
there's
there's
not
a
substantial
difference,
but
it
is
not
exactly
the
same
design
either.

This
was
approved
with
a
consideration
that
it
be
moved
inward
and
then
I
have
two
more
COA
2360,
and
this
one
I
can
ask
and
I
think
this
is
also
a
question
for
Elm
Heights
and
we
do
have
an
Elm
Heights
representative
here.

The
petitioner
requested
a
temporary
like
an
air
conditioning
window
unit
for
the
not
the
front
window,
but
the
side
window
very
visible
from
the
street.
On
the
second
floor,
this
was
during
the
height
of
the
heat
wave.
It
was
over
85
degrees
in
her
10
month
old
baby's
room.
She
wants
to
weatherize
the
building
much
better
and
make
sure
that
it's
insulated
in
the
future,
but
didn't
have
the
budget
for
that.

So
I
went
ahead
and
gave
her
a
co
staff
COA
for
a
window
unit
that
only
for
the
summer
months
and
valid
for
two
years,
while
she
installed
some
other
form
of
air
conditioning
units.
So
this
could
be
a
good
conversation
of
what
like
what
what
happens,
with
the
different
weather,
changes
and
and
events
that
we
are
are
experiencing
and
that
there
are
becoming
more
extreme.

So
that
could
be
a
good
conversation
for
the
future
and
the
other
one
is
like
about
these
removable
units
that
are
that
do
impact
the
aesthetic
of
the
buildings,
but
do
not
cause
long
lasting
damage.
So,
and
it
says
this
is
the
location
of
the
window-
it's
not
on
the
front
facade,
but
it
is
visible
from
the
street
and
then
finally
co-823-59
for
722
West,
8th
Street,
the
petitioner
requested
a
wind
roof
change
to
a
standing,
seam
roof.

The
petitioner
had
already
originally
come
applied
and
then
retracted,
her
application,
but
had
originally
applied
for
a
ended
up
being
corrugated.
It
looked,
she
thought
it
was
standing
CMOS,
it
actually
corrugated
and
it
required
a
change
in
the
roof
pitch.
So
she
was
going
to
come
to
the
full
HPC.
However,
it
ended
corrugated
roofs
are
not
allowed
by
city
code
period,
they're
just
not
allowed,
so
she
came
back
with
a
change
for,
and
this
is
in
the
near
West
Side
for
a
standing
seam,
which
is
in
compliance
with
the
guidelines.

that
specific
historic
district
and
the
neighborhood
did
provide
comments
beforehand,
and
here
that's
the
plan
and.

So
this
this
is
a
project
that
we've
never
seen
before
for
someone
we've
never
met,
that's
in
just
kidding.

permanent

actually,
this
is
our
renewals
for
a
two-year
COA,
which
expires
this
month
or
just
expired.

this

renewal

construction
of
a
new
building
and
by
our
very

The
project
was
approved
in
2021
and
has
the
support
of
the
neighbors
and
the
neighborhood
association.

So
the
guidelines
are
based
on
I
was
looking
at
the
McDonald
historic
district
guidelines.
They
are
based
on
residential
structures.
This
is
not
a
residential
structure,
but
it
is
very
much
in
a
residential
space
and
although
the
design
and
the
geometry
of
the
individual
components
of
this
building
break
from
the
neighborhood
patterning,
all
of
the
materials
roof,
slopes,
scale
and
building
location
do
fall
within
the
parameters
of
the
guidelines
we
had
already
approved
this.

There
are
some
changes
which
we'll
go
over,
but
they're,
not
staff
doesn't
consider
them
substantial
changes
to
what
had
been
approved
earlier.
It
doesn't
change
the
outline,
the
massing
or
the
scale
or
the
structure,
so
staff
does
recommend
approval
of
COA,
23-51
and
now
I
will
show
you
go
over
it
a
little
bit
more.
This
was
the
letter
we
received.
We
approved
you
two
years
ago,
so
we
are.
You
are
approved
as
of
now
two
years
later,

on
the

southwest
side
of
the

it

the
neighboring

Very
recently
we
had
the
neighboring
structures.

had

brought
to
us,
so
the
rendering
on
the
top
actually
has
the
new
addition.

approved
Edition
yeah,
but
it's
very
clear
on
the
top
one.
You
can

that
the
rendering
of
the
addition
and
then
how
that
would
play
with
the
proposed
building
on

here
are
the
detailed
elevations.

yes,
the
only
thing
I'd
like
to
say
is:
it's
been
a
bit
of
a
long
haul
and
the
only
changes
that
I've
made
were
90
of
them
were
for
planning
requirements.
This
has
now
two
variances
and
a
you
know:
we've
been
through
a
lot
of
hearings
over
planning
and
they've,
been
very
helpful,
but
it's
been
a
time
consuming
process
and
they
tell
me
they
only
need
one
more
thing
which
my
Engineers
are
working
on.

hope
that
we
will
not
have
to
come
back
before
you
yet
again,
but
the
only
other
change
that
was
made
are
the
addition
of
those
two
skinny
little
columns
on
the
front
facade.

engineer
couldn't
quite
make
it.

be
hung

canopy
over
the
front
entry
was
going
to
be
hung
from
the
building,
but
she
couldn't
quite
make
it
happen
and
let
me
put
those
little
X
wires
at
the
top
and
those
go
along
the
the
north
side,

sort
of
stabilize
the
the
roof
truss
structure.

concern

house
next
door

one

oldest
houses
in
Bloomington,
there's
Confederate
money
found
in
somewhere
and
I'm
sure

just
it
makes
me
sad.

is
a
lovely
design.

neighborhood
is
very
supportive
of
this
project.

know,
and
this
is
a
Conservation
District
that
was
elevated
to
an
historic
district.
So
it's
a
neighborhood
that
does
have
some
beautiful
historic
houses
and
I'm,
not
an
historicist
I,
do
respect
historic
buildings
and
I
think
the
main
thing
that
holds
a
neighborhood
together
has
to
do
with
the
placement
of
buildings
on
site
the
scale
of
the
buildings
and
their
their
relationship
with
each
other
and
I.

Also
think
that
you
know
I
talked
extensively
with
the
owner
of
this
house
who
really
likes
the
design,
and
you
can
tell
from
what
she's
doing
to
her
house
that
she
is
also
a
person
who
does
not
let
things
stay
the
way
they
are.
If
she
wants
things
to
move
forward,
it's
I
think
that
her,
the
design
on
the
the
house
next
door,
I
didn't
do
that,
but
I
think
it's
a
very
interesting
design
and
it's
a
modern
design
and
it
really
differentiates
itself
from
the
from
the
existing
house.

the
main
thing
that
I
tried
to
do
when
I
did
my
building
next
door,
which
is
it's
a
it's,
not
a
residential
building.
It's
a
building
for
artist
Studios
is
keep
the
scale
of
it
similar
to
the
the
house
next
door,

roof
line
you

comes
down
to
meet
the
the
house.
Next
to
it,
I've
tried
to
maintain
the
same
language,

front
facades
are
basically
aligned.

got
a
porch
structure
on
it,
so
the
language

similar.

cladding

a
very
modern
building.

unapologetically

modern

think
that
modern
buildings,

Commissioners

not
agree
with
me

this
and

think

of
them,

think
modern
buildings

live
harmoniously
side
by
side
with
historic
buildings
in
the
same
neighborhood,
even
within
historic
districts.

think

pay

lot

attention
to
your
very
local
context
and
try

be
sensitive
to
both
the
needs
and
wants
of
the
neighborhood
and
the
you
know
the
scale
and
size
of
the
existing
context.

about

the
roof
on
the

slopes

building
is
not
a
two-story
building
anymore.

staff
comments.
The
house
was
drastically
altered
soon
after
its
construction,
according
to
both
Shard
documents
and
Sanborn
maps
from
1907
and
1913,
it
is
speculated
that
the
house
was
converted
from
a
central
passage
to
an
L
plan
and
I
think
that
the
Architects
can
attest
a
bit
more
to
some
of
those
changes.

The
proposed
sighting
to
be
used
on
all
of
the
building
is
compatible
with
the
historic
district
guidelines,
so
they're
they're
planning
on
changing
the
siding
on
the
existing
the
existing
sighting.
The
partial
demolition
on
the
back
of
the
house
does
not
visually
impact
the
front
of
the
building.
The
addition
is
compatible
with
the
principles
of
new
construction,
including
scale
placement
and
fenestrations
amongst
others.
The
most
impacting
change
to

front
facade
would
be
the
front
porch,
which
is
designed
to
emulate
the
more
typical
Cottage
porches
on
the
area.

would
reflect

more
contemporary

work

changing
along

alleyway

technically

we

the

Prospect
Hill
guidelines.

do
not
in

My
one
good
question
or
concern
about
the
areas
and
back
would
be
percentage
of
new
Footprints
is
a
lot
size,
but
that's
the
zoning
and
planning
issue
and
not
historic
issue,
and
then
my
main
objection
or
what
would
actually
be
a
proposed
change,
is
for
the
new
roof
to
the
front
porch,
because
that
is
part
of
the
public
way.

left-hand
window
of
the
front
Bay,
also
he's
atypical
in
the
style
of
Martha
Cornett

believe,
did
a
great
design
at
512
West
Town
Street,
which
was
a
new
build
that
footprint
and

design
looked
very
much
in
keeping
with
this
period
of
the
Victorian
college,
with
that
strong
projecting
Bay
and
that
roofline
connects
with
the
two
main
routes
and
to
me
is
a
more
congruous
look
than
what
is
proposed
here
and
I
did
provide
photos

encourage
the
designer
and
the
property
owner
to
re-examine
the
proportion
of
the
connections
about
proposed
poor
troops
so
that
it's
more
in
keeping
with
the
Styles
and
again
the
streetscape
is
the
primary
area
that
we

Prospect
tell
the
story.

student
preserving

maintaining
a
lot
of

looks
good

house
is

Maple
has
this
flat
roof
style
and

purchased
it.

believe
this
is

be
out

character
for
the
neighborhood
as

flat
roof
style
will
be
more
cost
effective
to
build
it.
It's
way
easier
to
build
a
flat
roof
under
the
Gable

section

construct

tie

rafter
system
from
above.

that
being
said,
that's

the
project
a

bit

would

the
design
seems
to
be
a
pleasing
vernacular
style
that
incorporates
elements
from
the
period
of
nearby
houses
and
make
smart
use
of
the
available
lot
size.
